The live-line works are very dangerous works on direct contacts or neighboring contacts with the distribution line. But most of domestic electrical construction companies that have performed live-line works are small-scale companies. Accordingly, safety management system and manuals to insure worker's safety haven't sufficiently had. In this paper, risk and status of accidents for the live-line works were analyzed and the necessity of introducting risk assessment for live-line works was identified by a questionnaire survey of electrical construction companies and education institutions.
This study was attempted to analyze risk factors and suggest accident prevention in live line works for power transmission lines to be developed and applied in Korea. Safety problem cannot but occur at development of live line works and application to the field. With respect to this, problems likely to occur in the field among works adopting methods of works including live line works for power transmission lines were investigated and analyzed through documentary survey and risk assessment method. The results are summarized as follows. A risk assessment method model was suggested. This method enables scientific and systematic development of safety control. That is, the owner may autonomously induce safety control and build risk assessment database by work process to use them as best training data for workers. Also, in the field, it may induce all workers to participate in safety program and secure safety by making workers seek for safety working method under smooth flow from looking at risk factors to accident prevention activities. It is deemed that this humble study will prevent both accident and injury likely to occur in live line works for power transmission lines.
Nowadays live-line work is a general maintenance method in most countries. After 765kV transmission lines constructed, necessity of the live line work is on the rise, due to maintenance problems. During live line working, a line man must wear the conductive clothing for protection from electrical fields and shocks. This paper suggests about design technology and application status of a conductive clothing to live works, before developing the clothing in detail.
The 765kV transmission line will be maintained by live-line works for efficient operation, In order to maintain the 765kV transmission lines safely by live-line works, lineman have to know flashover characteristics of the insulator strings with damaged insulators. This paper suggests flashover characteristics of the 765kV insulator strings from experimental test results directly.
The live line working is inherently dangerous as the workers have to work under the risk of electrical shock and most of works are carried out at height. The live line working need the some specific techniques and higher level safety measures such as a risk assessment to carry out works safely, but the electrical construction companies performed live-line working are usually small-sized companies. They have less capacity to have own safety management system. This study intended to conduct an in-depth analysis on the cause of electric shock accidents to provide basic data for policy proposing taking into considering the past eleven years for a long-term plan. And the aim of this study is to propose the policy about the equipment performance standards and/or worker's safety standards to revise the standards for preventing electric shock accidents, moreover, co-relation of the electrical work order form and on safety workings, especially electrical construction company/work.
The 765kV transmission line will be maintained by live-line works for efficient operation. In order to maintain the 765kV transmission lines safely by live-line works, lineman has to know switching impulse flashover characteristics of the jumper V-strings with damaged insulators in advance. In order to know the flashover characteristics this paper carried out experimental flashover mockup tests for jumper V-string with damaged insulators in the outdoors. And it suggests flashover characteristics of the 765kV jumper V-strings also. The results will be used in estimating the safety of live working for 765kV transmission lines.
The distribution live-line work method is an operation method of working in a state in which electricity flows through overhead distribution lines to minimize inconvenience to electric customers due to power failure. In June 2016, to strengthen the safety of electrical workers, Korea Electric Power Corporation announced that it would in principle abolish the rubber glove method, in which workers wore protective equipment such as rubber gloves and performed their maintenance work. In addition, KEPCO announced that it would develop a short-range live working method using smart sticks and an advanced live-line maintenance robot system where workers work without touching wires directly. This paper is a preliminary study for the development of the live-line maintenance robot system, and deals with the results of analyzing the technical feasibility of whether the live works performed by workers can be replaced by robots or not.
In this study, we analyze the current status of major disasters in distribution works and propose safety measures through the distribution live-line work method and electric shock risk assessment. The result of analyzing the ratio of electric shocks to the occurrence of industrial accidents in the recent 13 years shows that the death rate is higher than other industries, especially the construction industry occupying most of the disaster, and it is higher than the collapse disaster. We analyze statistic data of 101 victims selected as core words of live work, distribution line, pole and 22.9 kV in the investigation report of major accident of electric shock fatal from 2001 to 2014. The safety measure was established through the risk assessment of the distribution method using the standard model of the risk assessment based on the results of electric shock analysis on the distribution line. In order to prevent the electric shock accident which is recently being discussed, the risk assessment procedure were carried out in the above-mentioned 22.9kV special high voltage live-line operation method. We derived the risk reduction plan for the distribution line from the results of the major accidents statistic and demonstration of the line works.
The rapid increase of electric power demand and the strong requirements for interuptiom-free made most distribution works being done by interruptiom-free work techniques. These trends lead to increase of accident by electric shock. It goes to prove that more than 80% of electric accident is due to the hot line works. Therefore, the countermeasures are very urgent. This paper suggests the improvement to prevent the work accident by interruption-free work through the examination of the present situation of interruption-free work techniques as well as analysing the problems in terms of live-line works and working procedures. These improvement will contribute to reduce the work accident in live-line work and enhance the construction quality by training and managing workers effectively.

Nowadays, economical and social environments are changing to the type of an advanced country for development of techniques in power industry. So most of workers are recently avoiding the 3D works and asking for safety of working environment, etc. in highly dangerous parts such as hot line working on distribution lines, especially. Therefore, most advanced countries are using the support-arm or robotic systems on distribution line works for securing the construction reliability, economical feasibility and protection of linemen from the electric shock and so forth. In special Japanese electric power companies are using the robotic system named manipulator. In Korea, a support-arm has been developed for safety and facility in live working on distribution lines but not widely supplied. In this paper we will introduce development cases of support arm and manipulator robot for live working on distribution lines.
