  • The COCOMO Ⅱ model is well-suited for the new software development life cycle such as non-sequential and rapid-development processes. The traditional regression approach based on the least square criterion is the most commonly used technique for empirical calibration in the COCOMO Ⅱ model. But it has a few assumptions frequently violated by software engineering data sets. It is true that the source data is also generally imprecise in reporting size, effort, and cost-driver ratings, particularly across different organizations. And that the outlier for the source data is a peculiarity and indicates a data pint To cope with difficulties, in this paper, we propose a new regression method for calibrating COCOMO Ⅱ post-architecture model based on the minimum relative erro(MRE) criterion. The characteristic of the proposed method is insensitive to the extreme values of the data in the empirical calibration. As the experimental results, It is evident that our proposed calibration method MRE was shown to be superior to the traditional regression approach for model calibration, as illustrated by the values obtained for standard deviation(^σ), and prediction at level L PRED(L) measures.

  • Some two years ago our company undertook a project on manufacturing network rationalization to maximize competitiveness through continuous improvement in manufacturing efficiency. One key outcome was the recognition of the benefits that could be derived from timely application of new technology or novel use of existing technologies and even more importantly the need to develop company wide strategies to maximize the impact of such applications. As a direct result an exercise was undertaken to identify the ten most promising technologies from a list of literally hundreds seen as having the capability of making a rapid impact on the manufacturing initiative. One of the outcomes of this exercise was the identification of Near Infrared Spectroscopy as a pivotal technology for improving process understanding, performance, and control to deliver consistent product quality cost effectively with broad applicability across our product range. While NIR had been in use in targeted areas on some of our sites for some years our new challenge was to develop a strategy to extend NIRs application, initially over 17 manufacturing sites, while concurrently expanding the NIR skill base company wide to ensure that the return on initial investment could be further maximized as shared applications across the remaining sites as required. This presentation will provide an overview of how life cycle based user requirement specifications were developed covering: ㆍSpectrophotometers ㆍSample interfaces ㆍSoftware ㆍEquipment and Software qualification ㆍCalibration transfer ㆍ Ease of developing effective user interfaces and control for applications transferred to a production area ㆍUser training ㆍWorld wide support The presentation will also describe the process adopted for vendor selection to ensure maximum utilization of the existing company wide NIR skill base and its future development to expedite applications of the technology in development, quality control and production areas.

  • Since "Act on Private Participation in Infrastructure" were changed in January 2005, BTL(Build-Transfer-Lease) projects of Private Participation In Infrastructure was introduced in the domestic construction market for the purpose of providing public facilities with the public. Selecting the most qualified Promoter should be considered discreetly in BTL projects because BTL projects is for projects with approximately thirty year project life cycle, plan, construction, operating, maintenance and obviously the success of the project totally depends on the capability and role of concessionaire. However, score for cost is likely to influence designating concessionaire to take the project. Accordingly, low bid contract with too much competition could decrease the quality of the construction plan and operating plan. Thus, this study did preliminary research and documents on problems of evaluation criteria for designating concessionaire in BTL projects, and proposed improvement program by doing questionnaire over specialists of each field.

  • This study predicts the maintenance and operation level of the bridge based on the LCC concept. In order to predict the LCC of the given case, suggested the maintenance and operation level after reviewing other related materials. Apply the real information of the maintenance and operation to the three casesof the maintenance and operation level (real, current, and prevented maintenance and operation level). And based on such analytical measures, maintenance and operation costs and LCC in maintenance and operation level, have been predicted: therefore, suggests the basic information about maintenance and operation level for the bridge. With a result of this study, we could obtain (1)the LCC of PSC-bridge and RC-bridge is more economy than Steel-bridge and (2)more active maintenance and operation of a bridge is absolutely necessary.

  • Recently constructed bridges often have long spans and simple structure details considering not only the function but other important factors such as aesthetics, maintenance, construction duration and life cycle cost. Therefore, bridges require high-performance steels like extra-thick plate steels and thermo-mechanical control process (TMCP) steels. TMCP stels are now gaining wide attention due to their weldability improved strength and toughness. Recently, SM570-TMC steel, which is a high-strength TMCP steel with a tensile strength of 600 MPa, has been developed and applied to steel structures. However, using this steel in building steel structures requires the elucidation of not only material characteristics but also the mechanical characteristic of welded joints. In this study, high-temperature tensile properties of SM570-TMC steel were investigated through the elevated temperature welded joints of SM570-TMC steel were studied through the three-dimensional thermal elasticplastic analyses on the basis of mechanical properties at high temperatures obtained from the experiment.

  • The KSLV-II project with high difficulties technically requires thorough technical management during long-term life cycle more than 10 years for launching into space. The TRL is a quantitative indicator developed by NASA widely used all over the world to measure technology maturity of a system development objectively and consistently. The TRL is also used to make sure technology level and to establish a future direction in the KSLV-II project. The TRL has advantage enable to identify a technology level through quantitative indicators. However, it takes a lot of efforts such as trials and errors, time and cost to apply it to the project considering the project environments, and stakeholder needs. These include not only to establish TRL management plan from ideal, conceptual and abstractive standards/guidelines such as NASA's, but also to construct TRL management environment enable to apply and manage harmoniously. In the KSLV-II project, it is required to figure out current technology level and technology development trend in the future, to access conveniently, to share related data in real time, and to update periodically for the comprehensive TRL management. From the reason above, the TRL management environment was built by using the systems engineering tool already has been used for other system management data such as requirements in the project. It also could be accomplished a practical management basis of systems engineering from the traceability among system management data including TRL. In this paper, case study results are introduced to manage the TRL for the space launch vehicle using the systems engineering tool in the KSLV-II project.
