The deterioration of a shunting locomotive was characterized for the lifetime assessment. The locomotive has been used for shunting works in steel making processes, and in this investigation, various types of technical evaluation methods for the locomotive parts were employed to assess the current deterioration status and to provide important clue for lifetime prediction. Unlike other rolling stocks in railway applications, the diesel shunting locomotive is composed of major components such as diesel engine, transmission, gear box, brake system, electronic devices, etc., which cover more than 70 percent of the total price of the locomotive. Therefore, in this paper, each part of major components in the diesel locomotive was analyzed in terms of the degree of deterioration. The lift-cycle-cost (LCC) analysis was performed based on the maintenance and repair history as compared with economical cost to provide the cost-effective prediction, i.e., to assess either repair for reuse or putting the locomotive out of service based on cost-effective calculation.

In order to induce users to purchase excellent products in the water industry that satisfy the technical standards of excellent products, in this study, it is to present the advantages of the cost aspect of the pumps as the objective basis. It will be to promote technology development of domestic water companies and to create a virtuous cycle structure in the water industry. In order to present an objective basis for the merits in terms of cost, an economic evaluation was conducted through life cycle cost analysis. For the LCC analysis, initial cost (pump cost and installation cost), operation cost (energy cost and maintenance cost) and demolition cost (disposal cost and residual value) are searched and calculated. As the results of comparison on two capacity of pumps, the energy cost of the excellent pump is 212 million KRW lower than the that of general pump in the large pump. The cost of excellent pump was 17 million KRW lower than that of general pump in small capacity pump. As the results of sensibility test, if the product is developed in the direction of improving pump efficiency and increasing the replacement cycle of consumables, it is predicted that the effect on LCC will be large.

The purpose of this study is to analyze and compare the life cycle cost of window glass with insulation film and regular glass, to verify an economical window construction method. As an approach method, the thermal performance data of each type of glass was measured using Window 6.3 and ECO2-OD Simulation Program, applied it to the case building to calculate the air conditioning and heating maintenance costs and LCC, and compared the economic feasibility. As a result, installing an additional insulation film prevents the solar heat penetration in the summer, so it reduces the cooling cost, on the other hand, it increased heating cost in winter. From the life cycle cost perspective, the effect of cooling cost reduction does not counterbalance the increase in heating cost and the additional cost from film installation and repair; therefore, the installation of insulation film may not be a proper method.
PURPOSES : The authors set out to estimate the related carbon emissions, energy use, and costs of the national freeways and highways in Korea. To achieve this goal, a macro-level methodology for estimating those amounts by road type, road structure type, and road life cycle was developed. METHODS : The carbon emissions, energy use, and costs associated with roads vary according to the road type, road structure type, and road life cycle. Therefore, in this study, the road type, road structure type, and road life cycle were classified into two or three categories based on criteria determined by the authors. The unit amounts of carbon emissions and energy use per unit road length by classification were estimated using data gathered from actual road samples. The unit amounts of cost per unit road length by classification were acquired from the standard cost values provided in the 2013 road business manual. The total carbon emissions, energy use, and cost of the national freeways and highways were calculated by multiplying the road length by the corresponding unit amounts. RESULTS: The total carbon emissions, energy use, and costs associated with the national freeways and highways in Korea were estimated by applying the estimated unit amounts and the developed method. CONCLUSIONS: The developed method can be employed in the road planning and design stage when decision makers need to consider the impact of road construction from an environmental and economic point of view.

This study proposes a practical and realistic method to establish an optimal lifetime maintenance strategy for deteriorating bridges by considering the life-cycle performance as well as the life-cycle cost. The proposed method offers a set of optimal tradeoff maintenance scenarios among other conflicting objectives, such as minimizing cost and maximizing performance. A genetic algorithm is used to generate a set of maintenance scenarios that is a multi-objective combinatorial optimization problem related to the and the life-cycle cost and performance as separate objective functions. A computer program, which generates optimal maintenance scenarios, was developed based on the proposed method. The subordinate relation between bridge members has been considered to decide optimal maintenance sequence. The developed program has been used to present a procedure for finding an optimal maintenance scenario for steel-girder bridges on the Korean National Road. Through this bridge maintenance scenario analysis, it is expected that the developed method and program can be effectively used to allow bridge managers an optimal maintenance strategy satisfying various constraints and requirements.

This paper presents an integrated optimum design and a cost effectiveness evaluation method of a viscoelastically damped structural system. The criterion selected for the optimization is the minimization of the life?cycle cost which is a function of structural sizing variables and the amount of the viscoelastic damper. A genetic algorithm is used as a numerical searching technique in order to simultaneously find the optimum parameters of the integrated system. Optimal distributions of design variables according to various seismic characteristics are investigated by applying the proposed design method to a numerical example of a 10?story building structure. The cost effectiveness of viscoelastically damped structural system is also evaluated by comparing the life-cycle cost of the structure without viscoelastic dampers. The results show that the viscoelastic damper is effective in a region of low to moderate seismicity.

Latex Modified Concrete(LMC) has been widely used for the pavement of highway bridges over the past 35years around the world since it is more resistant to the intrusion of chloride ions, has higher tensile, compressive, and flexural strength, and has greater freeze-thaw resistance. However, in Korea, it has not been introduced to fields due to higher initial construction cost for its overlay compared with that of conventional pavement materials. Due to durable characteristics, it should be noted that the LMC may be more cost-effective than conventional pavements such as asphalt pavement, when life-cycle cost(LCC) concept is considered. The objective of this study is intended to suggest a practical LCC analysis model for pavement projects and to demonstrate relative cost-effectiveness of the LMC overlays in comparison with conventional pavement techniques. It may be stated that the procedure proposed in this study may be utilized for making optimal decision on cost-effective pavement design.

Recently, the demand on the practical application of life-cycle cost effectiveness for design and rehabilitation of civil infrastructure is rapidly growing unprecedently in civil engineering practice. Accordingly, in the 21st century, it is almost obvious that life-cycle cost together with value engineering will become a new paradigm for all engineering decision problems in practice. However, in spite of impressive progress in the researches on the LCC, the most researches have only focused on the Deterministic or Probabilistic LCC analysis approach and general bridge at design stage. Thus, the goal of this study is to develop a practical and realistic methodology for the Life-Cycle Cost LCC-effective optimum decision-making based on reliability analysis of bridges at design stage. The proposed updated methodology is based on the concept of Life Cycle Performance(LCP) which is expressed as the sum of present value of expected direct/indirect maintenance costs with expected optimal maintenance scenario. The updated LCC methodology proposed in this study is applied to the optimum design problem of an actual highway bridge with Cable Stayed Bridges. In conclusion, based on the application of the proposed methods to an actual example bridge, it is demonstrated that a updated methodology for performance-based LCC analysis proposed in this thesis, shown applicably in practice as a efficient, practical, process LCC analysis method at design stage.

In order to extend the service life of a nuclear power plant(NPP) ensuring the structural safety, effective and efficient management of NPP considering structural deteriorations and various natural hazard risks has been treated as a significant tool(IAEA 1998). The systemic efforts is required to prevent the potential loss of NPPs resulting from the natural hazard including earthquakes, hurricane and flooding since the Fukushima accident. Earthquake risk of building structures can be mitigated through appropriate seismic isolation system installation. It has been known that a seismic isolation system can lead to reduction of the deleterious effect on ground motion induced by earthquakes, and structural safety can be improved. In this paper, the NPP life-cycle management is reviewed. Furthermore, effect of seismic isolation on the NPP life-cycle cost analysis with earthquake, and cost-benefit analysis in terms of life-cycle cost when applying the seismic isolation systems to NPP are introduced.
