  • Over thousands of years oriental traditional medicine has developed a theoretical and practical approach to treat and prevent diseases and to promote people's health in China and Korea. In China, the integration of traditional Chinese medicine into the national healthcare system began in the late 1950s. This was in response to national planning needs to provide comprehensive healthcare services. On contrary to China, South Korea established the parallel operation of two independent medical systems in 1952. Hence there has been a political conflict between oriental and modern medicine over issues of fee, the ability to sell and prescribe herbal medicines, and the licensing of practitioners in traditional medicines. Given this background. This study is to compare peoples' attitudes and opinions for oriental traditional medicine by ethnicity (Chinese, Korean-Chinese and Korean). Chinese and Korean-Chinese were more used and satisfied with traditional medicine treatment and traditional practitioners compared with Koreans. The proportion of Koreans who reported the cost of traditional treatments was expensive was higher than those of Chinese and Korean Chinese. Most of Chinese, Korean-Chinese, and Koreans reported that they would use traditional medicine: 1) when they would have some disease to be treated best through traditional medicine; and 2) when traditional practitioner had a reputation and lots of experiences for those diseases. Most Korean people reported that oriental and western practitioners should cooperate each other to improve the quality of care. Therefore, policy framework including integration of traditional and western medicine, regulation, etc. is needed. In addition, research is needed to determine which diseases is treated best through traditional medicine.

  • Purpose: Emergency medical technicians (EMTs) have so far been trained as professionals under the same conditions, with no change in the 1995 Act. We aimed to find ways for them to secure expertise in accordance with social needs by strengthening the quality of the EMT education. Methods: This is a descriptive study comparing the operation status of the national emergency medical examination conducted by the Korea Health Personnel Licensing Examination Institute, and the national examinations of EMT paramedic and EMT basic. The scope of the national examinations for EMT was compared by subject and area. Results: The national written exam for EMT paramedic consists of five areas. EMT basic does not include basic medicine in three related subjects, 11 areas, and 18 detail areas. Paramedic care does not include advanced pediatric life support. In addition, nine areas and 20 detail areas are not included. Conclusion: The study suggests the need for institutional supplementation so that those who have completed EMT basic and the subjects prescribed by the ordinance of the Ministry of Health and Welfare at universities, etc., in the Higher Education Act can take the EMT paramedic national exam.

  • Background: The objective of the present study was to specifically divide the various work performed by dental hygienists in clinical practice for legal amendments regarding problems associated with conflict between job roles and illegal delegation to establish key basic data for legislation and policy utilization for realization of legal scope of dental hygienists. Methods: The study used work reports drafted based on research methods in the "Second Job Analysis Report on Dental Hygienists" researched by the Korean Health Personnel Licensing Examination Institute in 2012 and "Opinions of Dentists on Actual and Legal Work of Dental Hygienists," a report published by the Korean Dental Hygienists Association. Of these, the study focused on conservation dentistry, pediatric dentistry, prosthodontics, oral and maxillofacial surgery, and dental implant treatment, which make up some of the fields covered by dental hygiene practice, to investigate and analyzed work performed by clinical experience. Results: Analysis of work actually performed in dental practice showed that for work related to 33 items presented in the study methods, the participants responded that they are currently performing such work or are likely to perform such work in the future, although there were differences by year. Investigation by type of workplace showed that dental hygienists working in university hospitals could perform the work presented if they had ≥5 years of dental hygienist experience, whereas dental hygienists working in dental clinics or hospitals could perform simple duties in their first year and performed more diverse duties with greater degree of difficulty after their second to fourth year. Conclusion: The reality that medical assistance during surgical operations and various procedures that is still being performed is no longer legally protected directly contradicts the needs in dental practice, and thus, there is the need to amend laws that are realistic by clearly recognizing the work of dental hygienists.

  • Objectives : The purpose of this study is to review the current status of Complementary and Alternative medicine (CAM) in Canada, and derive its implications for Korean Medicine (KM). Methods : In order to understand the current status of CAM in Canada, a literature survey was conducted using academic databases such as PubMed, OASIS, RISS, and Google Scholar, and CAM regulations were identified through each state's legal website. Official documents provided on the Canadian government were referenced, and publications and official information were searched on the websites of related organizations. Results : In Canada, accredited CAM therapies include acupuncture, traditional Chinese medicine, natural therapy, massage therapy, homeopathy, and chiropractic. Regulations on these therapies vary from state to state in Canada, but all have laws, and education, licenses, organizations, and insurance systems are also regulated. In particular, the education and licensing system for natural therapy and chiropractic are relatively strict, and as a result, therapists can use the name of a doctor. The authority of CAM therapists is based on education. Conclusions : CAM therapies authorized in Canada have systematic regulation, and therapists have also been legally granted expertise. It may be surmised that the accumulation of policy and clinical evidence is important as one of the ways to maintain the expertise of KM.

  • Korea now has a rapidly expanding and developing space programme with exploration aspirations. The government is giving priority to the aerospace industry and, to put it on a better footing, enacted an Aerospace Industry Development Promotion Act in I987, a Space Development Promotion Act in 2005 and a Space Compensation for Damage Act in 2007. I would like to describe briefly the legislative history, main contents and comment for these three space acts including especially launch licensing, registration of space objects, use of satellite information, astronaut rescue, liability for compensation, third party liability insurance and establishment of committee and plans to assist the Korean space effort. Furthermore author proposed to legislate a new draft for the establishment of a Korean Aerospace Development Agency (KADA: tentative title) to create a similar body to Japan Aerospace Exploration Agency (JAXA), British National Space Centre (BNSC) of UK, French Centre National d'Etudes Spatiales (CNES), German Aerospace Center (DLR), Swedish Space Corporation (SSC), China Aerospace Science and Industry Corporation (CASIC), Indian Space Research Organization (ISRO) as well as the Korean Space Agency (KSA: Tentative title) to create a similar body to Canadian Space Agency, European Space Agency, Russian Space Agency, Italian Space Agency, Israel Space Agency, Indian Department of Space, National Aeronautics and Space Administration (NASA) of USA, China National Space Administration in order to develope efficiently space industry. If the Korean government will be establish the Korean Space Agency as an governmental organization in future, it is necessary to revise the contents of the Government Organization Act. It is desirable and necessary for us to establish an Asian Space Agency (ASA), in order to develop our space industry and to promote research cooperation among Asian countries, based on oriental idea and creative powers.

  • The development of nuclear power plants is in three phases. The first phase is a consideration before the decision on the NPP construction program is approved, the second phase is the preparatory work for making contracts and preparing for the construction of NPP after the NPP construction policy is approved, and the third phase is contracting, licensing and building the first NPP. As a volcanically active country, Indonesia contains over 130 active volcanoes that are part of the Pacific Ring of Fire. The volcanic aspect is one of the safety factors considered while deciding the location of an NPP. Research on the potential of natural external risks to the determination of nuclear power plants in Indonesia, including the volcanic aspect, has been conducted based on the safety reference or safety guide of the IAEA and the Nuclear Energy Regulatory Body (BAPETEN) Regulation. Due to technological advancements, safety needs have evolved so the existing Indonesia National Standard (SNI) must be updated to comply with BAPETEN regulations. The substance in SNI 18-2034-1990 relating to volcanic features seems less relevant in actual conditions, given that more complete and exact criteria for determining a site guarantee the safety and health of residents and surrounding the environment site. The study intends to conduct a gap analysis of volcanic issues in SNI and volcanic regulations. The method used is identification requirements for volcanic aspects in SNI 18-2034-1990 about Determining Site of Nuclear Reactor Guidance with BAPETEN Chairman Regulation (BCR) number 4 of 2018 about Nuclear Installation Site Evaluation Safety Provisions and BCR number 5 of 2015 about Evaluation of Nuclear Installation Sites for Volcanic Aspects, and analysis uses a qualitative method of inductive techniques. The outcome of this research applies to suggesting a revision of SNI number 18-2034-1990, especially the volcanic aspect.

  • In the recent commercial DBMS market, as the users' burden and complaint which are related to high price licensing policy and late technical support service are increasingly rising, the concern for use of open source DBMS which has no problem with compatibility or stability is escalating. Due to the fact, the cases saving the cost are growing by converting Oracle Corporation's applications, which has about 60% share in the DBMS market, to an open source DBMS. However, in converting non-interchange sentences to an ANSI standard-based open source DBMS because of the use of PL/SQL in Oracle Corporation provides, a lot of manual work accompanies, so there is a lot of loss of time and money. Therefore, a tool that automatically converts PL/SQL to standard SQL is required. The proposed automation tool for the conversion of applications converts PL/SQL to Java Stored Procedure, an open source DBMS-based ANSI standard programming language. Through carrying out a test on the automation tool, it is proved that the tool will contribute to shortening time and saving cost by verifying the identity of input-output data and its reliability after correcting errors in converting to Java Stored Procedure.
