Adoption of Foreign Technologies in Korean Manufacturing Firms: Characteristics and Microfoundations

  • The primary goal of this paper is to explore the microeconomic foundation of Korean firms' adoption of foreign technologies. The paper also reviews the overall trend of international technology transfers to Korea. The period covered in this paper is Korea's high growth era, from the 1960s to the 1990s. The works of this paper center on the two questions of what characterizes foreign technologies which had been imported through licensing contracts, and which driving forces expedite technology adoption by firms. The Korean experience provides the context of success in the catch-up growth. The co-movement of technology imports with capital goods imports manifests Korea's effort to improve the technical efficiency toward the world frontier. Underlying this trend are firms' decisions to adopt new technologies. The paper shows that firms respond proactively to wage increases by adopting newer technologies and thus, in turn, increasing employment, which implies the existence of a virtuous interactive mechanism among these factors.

A Comparative Study on Fisheries System between South Korea and North Korea (남북한 수산제도의 비교연구)

  • For establishment of post-Unification fisheries program, this research has opened a fisheries Act system for South and North Korea and searched a policy direction to make new Fisheries Act for future South and North Korean fisheries program. In addition, North Korea's present fishery industry must be accurately understood and acknowledge in its point of issues in order to develop and improve to rational direction and to overcome the present South and North's fishery industry. As a level to prepare for future unification, reform and reaction of long-termed and well organized South and North's fisheries program must be arranged. Consequently, fishing permits of South and North, licensing system, fisheries resource management system, fisheries adjustment system, foreign fishing regulations system will be compared in this research, and also find an improvement on North Korea's fisheries related act in preparation of future unification.

Creating Start-ups through Technology Transfer in Science Technology Park: A Case Study of Daedeok Innopolis

  • The largest and oldest science and technology park in Korea, Daedeok Innopolis has 29 government research institutes and 5 universities. Every year these research organizations of Daedeok Innopolis are generating more than 7 thousands technology patents and the government tries to commercialize technologies through simple technology licensing to private companies. To facilitate the technology transfer, the new mechanism named research institute spin-offs has been exclusively granted to Daedeok Innopolis in 2006. Since then, the Innopolis Foundation has put lots of effort to activate the mechanism in order to create more commercialization of R&D results from government research institutes (GRIs). This study is undertaken to review the interactive environment of the technology transfer in Daedeok Innopolis and study the unique mechanism which enables Daedeok Innopolis to proceed technology transfer effectively and in particular, looks at the role which can be played by the Innopolis Foundation as a government agent of the policy aimed at facilitating commercialization of using technologies developed by GRIs.

  • 최근의 국제 표준화 동향은 특허 등 IPR(지적재산권)을 필수적으로 고려하고 있는 상황으로서, 선진 각국은 자국 개발 기술의 IPR 확보와 이의 국제 표준화를 연계시킴으로써 세계 정보통신 시장의 선점을 통하여 핵심적인 위치를 공고히 하고 있다. 본 고에서는 국제 표준화 기구(ITU-T)의 지적재산권 정책 및 관련 논의 동향을 살펴본다. 그리고 ITU-T에서 개발한 권고에 포함된 특허에 대하여 각 국가 및 기관이 대상 권고 및 특허 관련 정보 등을 ITU-T 사무국(TSB)에 통지한 Patent Statement and Licensing Declaration(특허 성명 및 라이선싱 선언서)로 구성된 Patent DB 분석을 통해 ITU-T의 개발 권고에 포함된 각 국가 및 주요 기관별 특허 현황을 살펴보고 그 함의를 모색해 보고자 한다.

A Study on Relationships between Performance of University-Industry Cooperations and Competency Factors of University (산학협력성과와 대학의 역량요인의 관계에 관한 연구)

  • Korean government drives various programs to improve the performance of university-industry cooperation since 1998 such as BK 21(Brain Korea), NURI(New University for Regional Innovation), Connect Korea Program, and so on. We analyse the relationships between performance of university-industry cooperations and university competency factors(research competency and management competency) through multi-regression model, and propose policy implication. We used the basic data related to the performance of university-industry cooperation and university competency factors from Korean 61 universities. We set up some hypotheses and try to verify them with the method of multi-variable regression analysis including dependent variable(licensing fee, the number of technology transfers, the number of spin-offs) and independent variables(research competency, management competency). We, through this analysis, find both the research competency variables and management competency variables are significant to the performance of university-industry cooperation. Firstly, for licensing fee and the number of technology transfers, research competency variables such as the number of SCIE papers, the number of patent registration were significant, but management competency variables such as the scale of technology leasing organization, the number of specialist were not significant. Secondly, for the number of spin-offs management variables are significant, but research competency varialbles are not. These results imply that both the research competency and management competency of universities are the critical factors for the effective commercialization of university technology not only in United States but also in Korea. In the conclusion, we propose government drive university-industry cooperation policy to enhance the quality of research papers and patent as well as management capabilities of technology leasing organization.

  • In this paper, we analyze the paradigm shift of radio policy with the development of radio technology. In particular, we propose the definition of spectrum sharing, which is now omitted in the Korean radio law, and analyze the category of spectrum sharing depending on the licensing regime. Also we propose to extend the spectrum usage right, which defines only exclusive usage rights by spectrum auction in the Korean radio law, to all the stations which use radio spectrum and to restructure the Korean radio law.

  • In terms of loan transactions, mortgage volume secured by housing in Korea is the most important market share. Hitherto housing finance policies are treated as a kind of property pricing policy. So it is time to import financial systems on behalf of the mortgage loan consumers like a mortgage broker. A mortgage broker is an intermediary that brings a borrower and a creditor together to obtain a mortgage loan. The broker takes the application, performs a financial and credit evaluation, produces documents, and closes the loan. Especially mortgage brokers present themselves as specifically acting in the interest of the consumer by shopping on behalf of the consumer for the best product that meets the consumer's needs and financial circumstances. The paper investigates the economic role of mortgage broker, foreign systems focused on USA, UK, Japan, and characteristics of Korean housing finance markets. Finally the paper provides policy recommendations about Korean mortgage broker system composed of licensing type, uniform professional practice standard, educational requirements.

기술축적과정에서의 사용자-생산자 관계 : 우리나라 기계제어 컴퓨터 사례

  • This paper analyses characteristics of the numerical controller industry in market formation and the flow of information between users and producers and the characteristic of knowledge base of the industry and discuses the difficulties derived, from the characteristics, in accumulation of technological capability. In market formation between users and producers, the multi-layered market is not favorable to domestic producers in that lower end market is not large enough to provide cradle market to them which produce inferior quality and lower price than imported products. The credibility of the performance of a product is different to prove until a critical mass of products are sold. Therefore gaining market share is deterred by unproven credibility of the performance of the product. The flow of information between users and producers is limited. The flow of information on users environment through mass market to producers is essential for improving credibility of a product. The nature of knowledge base is tacit and the means of knowledge transmission is limited. Technological licensing and reverse engineering, which have been conventional means of knowledge transmission, are not useful in the numerical controller industry. These characteristics provide conditions of vicious circle in accumulation of technological capability of the numerical controller industry. This paper argues that these characteristics of the industry challenge existing approach to R&D management and framework of science and technology policy.

  • This paper attempts to explore the generic pitfalls of the traditional number-crunching methods adopted thus far for the forecast of newly emerging market trends, and present an alternative by introducingsystems thinking to the portable Internet service market as an example, followed by its rationale as a new tool for forecasting and some reasoning about why traditional methods are no longer appropriate. Most adoption models in general to forecast market trends have several limitations due to theirbasic assumptions and prospective. First, they fail to capture dynamic interactions among the factors involved over time, with implicit assumptions of 'unilateral causality' in that each factor contributes as a cause to the effect, i.e., causality runs one way; each factor acts independently the weighting factor of each is fixed, etc. Second, the number-crunching models have no way of taking into account the impact of delayed feedback often caused by introducing new policies and legislative changes on the whole system under investigation. Third, there is not a way to reflect the effect of competition by players.

The Main Contents, Comment and Future Task for the Space Laws in Korea

  • Korea now has a rapidly expanding space programme with exploration aspirations. The government is giving priority to the aerospace industry and, to put it on a better footing, enacted an Aerospace Industry Development Promotion Act in 1987, a Space Development Promotion Act in 2005 and a New Space Compensation for Damage Act in 2007. I would like to describe briefly the legislative history, main contents and comment for these three space acts including especially launch licensing, registration of space objects, use of satellite information, astronaut rescue, liability for compensation, third party liability insurance and establishment of committee and plans to assist the Korean space effort. Furthermore author proposed to legislate a draft for the establishment of a new Korean National Space Development Agency (KNSDA: tentative title) to create a similar body to Japan Aerospace Exploration Agency (JAXA), British National Space Centre (BNSC) of UK, French Centre National d'Etudes Spatiales (CNES), German Aerospace Center (DLR), Swedish Space Corporation, China Aerospace Science and Industry Corporation, Indian Space Research Organization (ISRO) as well as the Korean Space Agency (KSA: Tentative title) to create a similar body to Canadian Space Agency, European Space Agency, Russian Space Agency, Italian Space Agency, Israel Space Agency, Indian Department of Space, National Aeronautics and Space Administration (NASA) of USA, China National Space Administration in order to develope efficiently space industry. A call is made for Asian countries to unite and further their space development through a regional space agency.
