ENVIRONMENTAL FATIGUE OF METALLIC MATERIALS IN NUCLEAR POWER PLANTS - A REVIEW OF KOREAN TEST PROGRAMS

  • Environmental fatigue of the metallic components in light water reactors has been the subject of extensive research and regulatory interest in Korea and abroad. Especially, it was one of the key domestic issues for the license renewal of operating reactors and licensing of advanced reactors during the early 2000s. To deal with the environmental fatigue issue domestically, a systematic test program has been initiated and is still underway. The materials tested were SA508 Gr.1a low alloy steels, 316LN stainless steels, cast stainless steels, and an Alloy 690 and 52M weld. Through tests and subsequent analysis, the mechanisms of reduced low cycle fatigue life have been investigated for those alloys. In addition, the effects of temperature, dissolved oxygen level, and dissolved hydrogen level on low cycle fatigue behaviors have been investigated. In this paper, the test results and key analysis results are briefly summarized. Finally, an on-going test program for hot-bending of 347 stainless steel is introduced.

  • A technology for designing and licensing a dedicated radiation shielding facility needs to be developed for safe and efficient operation an R&D center. Technology development is important for smooth operation of such facilities. Causes of damage to internal structures (such as baffle former bolt (BFB) of pressurized water reactor) of a nuclear power reactor should be analyzed along with prevention and countermeasures for similar cases of other plants. It is important to develop technologies that can comprehensively analyze various characteristics of internal structures of long term operated reactors. In high-temperature, high-pressure operating environment of nuclear power plants, cases of BFB cracks caused by irradiated assisted stress corrosion cracks (IASCC) have been reported overseas. The integrity of a reactor's internal structure has emerged as an important issue. Identifying the cause of the defect is requested by the Korean regulatory agency. It is also important to secure a foundation for testing technology to demonstrate the operating environment for medium-level irradiated testing materials. The demonstration testing facility can be used for research on material utilization of the plant, which might have highest fluence on the internal structure of a reactor globally.

  • A CubeSat platform has become a popular choice due to inexpensive commercial off-the-shelf (COTS) components and low launch cost. However, it requires more power-efficient and higher-data rate downlink capability for space applications related to remote sensing. In addition, the platform is limited by the size, weight and power (SWaP) constraints as well as the regulatory issue of licensing the radio frequency (RF) spectrum. The requirements and limitations have put optical communications on promising alternatives to RF communications for a CubeSat platform, owing to the power efficiency and high data rate as well as the license free spectrum. In this study, we analyzed the performance of optical downlink communications compatible with CubeSat platforms in terms of data rate, bit error rate (BER) and outage probability. Mathematical models of BER and outage probability were derived based on not only the log-normal model of atmospheric turbulence but also a transmitter with a finite extinction ratio. Given the fixed slot width, the optimal guard time and modulation orders were chosen to achieve the target data rate. And the two performance metrics, BER and outage data rate, were analyzed and discussed with respect to beam divergence angle, scintillation index and zenith angle.

Debris transport visualization to analyze the flow characteristics in reactor vessel for nuclear power plants

  • During the long-term cooling (LTC) phase of a loss-of-coolant accident (LOCA) in a pressurized water reactor (PWR), water is supplied from the containment sump to the reactor coolant system (RCS) by the flooded sump water to the Reactor Vessel (RV) through the broken pipes. As part of the technical efforts for resolving GSI-191 [( Reid and Crytzer, May. 2007) 1, consideration is needed for the consequences of debris penetrating the sump screen and propagating downstream into the RV. Injection of debris (fiberglass) into the RV during the LTC recirculation phase needs special attention to assure that reactor core cooling is maintained. The point of concern is the potential for debris to adversely affect the reactor core flow paths or heat transfer [2]. However, all the experiments for proving the coolability of RV have been done with the assumption of the most of debris would be transferred to the RV and the bottom nozzle of the FAs. The purpose of the tests is to quantify the amount of the debris that would be accumulated at the lower plenum and the debris that passes through the FAs since non-conservatism of other researches assumptions that have been used in the past experimental or analytical programs.

POTENTIAL APPLICATIONS FOR NUCLEAR ENERGY BESIDES ELECTRICITY GENERATION: A GLOBAL PERSPECTIVE

  • Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will be developed. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source tree of Greenhouse gases emissions. The ANTARES module produces 600 MWth which can be split into the required process heat, the remaining power drives an adapted prorated electric plant. Depending on the process heat temperature and power needs, up to 80% of the nuclear heat is converted into useful power. An important feature of the design is the standardization of the heat source, as independent as possible of the process heat application. This should expedite licensing. The essential conditions for success include: ${\bullet}$ Timely adapted licensing process and regulations, codes and standards for such application and design ${\bullet}$ An industry oriented R&D program to meet the technological challenges making the best use of the international collaboration. 캐릭터산업의 정책변인연구 (Analysis on elements of policy changes in character industry)

  • 캐릭터산업은 저작권리를 중심으로 한 지식기반산업이면서 제조업과 서비스업의 판매가치를 촉진시키고 매출효과를 강화하는 보완재적 산업특성을 지니고 있어서 전 산업분야에 걸쳐 기능적으로 작동될 수 있는 창조경제의 핵심동력이다. 2003년부터 시작된 정부의 캐릭터관련 정책은 연관산업간의 연계효과 극대화, 국내 캐릭터의 해외진출확대, 유통구조 개선을 통한 저작권 강화, 캐릭터상품의 질적강화를 통한 산업기반 확대 등에 중점을 두었다. 이러한 정책성과로 인해, 2007년 이후, 연관콘텐츠의 성공사례가 구체화되기 시작했고, 국내외 캐릭터산업은 보다 체계적인 진화과정을 거치게 된다. 창작캐릭터의 자체적인 산업육성 노하우가 축적되고, 만화, 애니메이션, 게임, 소설, 영화, 뮤지컬 등으로 시작된 연관캐릭터가 시장세분화전략에 의해 활성화되면서 캐릭터산업의 범위 및 산업적 통계의 재설정이 요구되기 시작했다. 특히, 2009년 이후 정부는 '세계 5대 캐릭터 강국'으로의 목표를 설정하고, 글로벌 스타캐릭터 발굴, 연관산업간 네트워크 구축지원, 홍보채널 다양화 및 프로모션 강화, 라이선싱 비즈니스 활성화 등의 정책을 발굴하게 된다. 특히, 2013년을 기점으로 캐릭터를 활용한 캐릭터 체험전 등의 전시시장, 키즈카페 등의 시간관리형 캐릭터 실내테마파크, SNS의 이모티콘을 중심으로 한 디지털캐릭터 수요시장, 캐릭터 뮤지컬을 중심으로 한 공연시장 등 새로운 캐릭터시장이 지속적으로 개발되고, 기존 오프라인의 불법복제시장이 국내외적으로 대형화되면서 그에 따른 체계적인 정책대안이 필요하게 되었다. 진화하는 캐릭터 소비시장과 플랫폼 다양화 시대에 대응하여, 캐릭터산업을 활성화시키고 새로운 캐릭터디자인 및 관련 콘텐츠를 지원하기 위해서는 캐릭터산업의 정책변인을 전제로 한 전략방향의 입체적 설정이 요구된다. 지난 정부의 정책성과와 국내외 캐릭터산업의 시장현황, 그리고 진화방향을 분석하여 정책변인을 구체화시키면 다음과 같다. 현재 국내캐릭터산업의 정책변인은 플랫폼 다양화에 따른 디지털 캐릭터시장의 소비다층화, 한류중심의 캐릭터상품 융합콘텐츠화, 불법콘텐츠의 지하경제 양성화, 세분화된 시장의 수용자 편향성관리 등으로 분석되며, 이는 미국과 일본 및 유럽의 기존 캐릭터산업 강국들과는 다른 차원의 정책이슈를 발굴하게 된다. 결국 국내외시장의 연관콘텐츠 저작권계약 모델개발, 플랫폼 경제의 수익모델 다각화, 한류확대에 연계된 목표시장 추가개발, 평생캐릭터의 연령별 맞춤형 시장전략 등이 캐릭터 수요시장진화에 따른 대안으로 제시된다.

수면비행선박 조종사 면허제도와 항공기 조종사 자격증명제도의 법적 비교 검토 (A Study on Legal Comparison Review of the Pilot's License System of WIG Ship(surface-flying ship) and Pilot Certification System of Aircraft)

  • 2017년 우리나라에서 세계 최초로 수면비행선박인 위그선(WIG, Wing In Gound)의 조종사 면허 필기자격시험을 시행하였다. 수면비행선박은 선박과 비행기의 특성을 융합한 차세대 운송수송 수단이어서 항공기 조종사 자격증명과 6급 이상의 항해사 면허를 함께 보유한 자만이 해당 조종사에 지원할 수 있도록 하였다. 수면비행선박 조종사 면허제도는 우리나라가 처음 도입한 것이어서 면허 제도와 체계에 대한 국제적 표준은 아직 없고, 국내 자격제도 도입 역시 여러가지 개선사항이 요구된다. 해외에서도 현재까지 개발 중이거나 상용화 성공사례를 손으로 꼽을 정도이나 우리나라에서 국제적인 선박 공인 기관인 한국선급에서 2020년 3월에 정식으로 선급 인증을 하였다. 법적인 정식 명칭은 "수면비행선박"이고 항공기와는 이미 국제법적으로 분류가 되어 차세대 운송수단으로 주목을 받고 있었다. 그러나 이런 미래의 해양의 성장 동력으로서 가치가 있는 산업이 되기 위해서는 시급한 몇가지 문제점을 해결하여야 하는데 수면비행선박 인력 양성이 바로 그것이다. 하여 본 주제인 조종사 양성에 관한 제도적인 문제를 검토하였다. 2001년부터 세계 여러 나라들이 IMO를 중심으로 논의를 하였고 우리나라도 IMO 회의에 지속적으로 참가 및 공조하여 드디어 2011년부터 수면비행선박 국가자격시험을 시행하였다. 그러나 아직 풀어야 할 문제점이 있어 인력양성 제도선행, 교육훈련 제도, 지정교육기관 제도 등으로 제시하였다. 그에 관한 해결방안으로 면허제도 개선을 통한 방안과 지정교육기관 운영을 통한 방안으로 제시하였다. 이 방안 중에 지정교육기관 운영은 정부가 민간교육기관에게 위탁하는 방안이 가장 합리적인 방안으로 판단된다고 제언하였다.

한국(韓國)의 의료기사(醫療技士) 교육제도(敎育制度)에 관(關)한 조사(調査) 연구(硏究) (A Study of Educational System for Medical Technologists in Korea)

  • After the investigation on, and the analysis of, the educational system for medical technicians and the present educational situation for medical technologies in this country, the following conclusions were drawn. 1. As of March 1983 the current academic system for education in medical technologies included the regular 4-year college courses and those of the 2-year professional junior college courses. But except in the cases on clinical pathology and physical therapy, there were no college-level departments. Particularly, no educational institutions, at whatever level, had a department for working therapies. 2. The total number of credits needed for graduation from a department of medical technologies was 150 points at a regular 4-year college and 85 to 96 points at a 2-year professional college. The obligatory minimum number of credits for a student at a professional college was set at 80 points and above. 3. As for the number of the educational institutions for medical technologies in this country, there were one regular college and 14 professional colleges, a total of 15 institutions. As many as 14 colleges had departments of clinical pathology, 12 had departments of Radiotechnology, 11 had departments of physical therapy, 12 had departments of dental technology, and eight had departments of dental hygiene. 4. The total capacity of the professional colleges in admitting new enrollment each year were 1,920 for clinical pathology, 1,552 for radiology, 1,012 for physical therapy, 1,334 for dental technologies, 828 for dental hygiene, an aggregate of 6,646 for all of the professional college departments. 5. The total number of graduates from the 12 professional colleges by department during the period of 1965-83 were 7,595 for clindical pathology, 4,768 for radiology, 2,821 for physical therapy, 3,000 for dental technologies, and 1,787 for dental hygiene, totalling 19,971 for all departments in the professional colleges. 6. In the state examination for licensed medical technicians, 12,446 have passed from among the total of 26,609 participants, representing a 45% passing ratio. By departments the ratios showed 44% for clinical pathology, 39.7% for radiology, 51.2% for physical therapy, 42.5% for dental technology, 72.5% for dental hygiene and 73.1% for working therapy. 7. As for the degree of satisfaction shown by the people in this field, 52.2 percent of the teaching staffs who responed to the questionaires said they were satisfied with their present profession, while the great majority of medical technicians(66%) replied that they were indifferent to the problem. 8. The degree of satisfaction shown by the students on their enrollment in this particular academic field was generally in the framework of indifference(43.7%), but mere students(36.5%) were satisfied with their choice than those were not satisfied(14.4%) 9. As for the student's opinions on the lectures and practicing hours, a good many students replied that, among such courses as general science and humanities courses the basic medical course, the major course and practicing hours, the hours provided for the general courses(47.1%) and practicing(47.6%) were insufficient. 10. When asked about the contents of their major courses, comparatively few students (23.6%) replied that the courses were too difficult, while a convincing majority(58.5%) said they were neither difficult nor easy. As for the appropriateness of the number of the present teaching staffs, a great majority(71.0%) of the students replied that the level of the teaching personnel in each particular field was insufficient. 11. Among the students who responded to the poll, good part of them(49.5%) wanted mandatory clinical practicing hours, and the the majority of them(64.6%) held the view that the experimental and practicing facilities of their schools were insufficient. 12. On the necessity of the attached hospitals, 71.1% of the teaching staffs and 58.0% of the medical technicians had the opinion that this kind of facility was indispensable. 13. As for the qualifications for applicants to the state examination in the licensing system for medical technicians, 52.2% of the teacher's and 36% of the medical technicians replied that the present system granting the qualifications according to the apprenticeship period should be abolished. 14. On the necessity of improving the present system for education in medical technologies, an overwhelming majority(94.4% of the :caching staffs, 92.0% of the medical technicians and 91.9% of students) of these polled replied that the present system should be changed for the better. 15. On the method of changes for the present educational system, a great majority(89.4% of the teaching staffs, 80.4% of the medical technicians and 90.1% of the students) said that the system must be changed so that it fits into the reality of the present day. 16. As for the present 2-year program for the professional colleges, 61.6% of the teachers, 72.0% of the medical technicians and 38.8% of the students expressed the hope that the academic period would be extended to four regular years, hemming a full-fledged collegelevels program. 17. On the life-long eductional system for medical technicians, there was a considerable number of people who expressed the hope that an open university system(38.9% of the teaching staffs, 36.0% of the medical technicians) and a graduate school system would be set up. 18. As for the future prospects for medical technicians as professionals, the optimists ana pessimists were almost equally divided, and 41.1% of the teaching staffs 36.0% of. the technicians and 50.5% of the students expressed an intermediate position on this issue.
