Most advanced countries that are members of the World Physiotherapy have established a 4-year education system or specialized graduate school system for physical therapists based on national standards. They have also expanded their laws and systems to provide physical therapists with the autonomy and independence to offer services in their clinics. However, compared with developed countries in North America and Europe, there are issues with the autonomy and independence of physical therapists in Korea related to national regulations. Social status and recognition of the profession are also lagging. Korea is expected to become a super-aged society by 2025. To reduce the financial burden of healthcare and welfare on the government, it is necessary to extend the time spent by older adults on independent activities and minimize their time spent using medical services. To achieve this goal and maximize the active life of older adults, a plan to efficiently use licensed physical therapists in the country should be prepared. Korea should increase the license utilization rate of physical therapists to reduce waste at the national level and increase the professional hope of the younger generations of physical therapists. To create a healthcare policy focusing on the use of physical therapy personnel, similar to that in advanced countries, it is necessary to unify educational systems and produce excellent physical therapists. Providing professional autonomy can help physical therapists develop a sense of job satisfaction. Outstanding talent will choose physical therapy as a profession if they can see hope for their future careers, and if physical therapy services in Korea are similar to those delivered in advanced countries, physical therapy in Korea can develop into a healthcare service that people desire.

Since 1990 the effort for unification has been active in each department of our society. But the study for health policy in Unified Korea has been scarce. Unified Korea should be a democracy and a constitutional state. So we should have lively discussion on the health law as well as unified general laws. The purpose of this study is to compare the health law of South Korea and North Korea and to understand the differences in them. We guess both Korea are considerably different each other. But this study found out that there are many health related laws that have same goals and contents. The reason for this is that both health laws have its root in Korea Law. And the right to health is the social basic right. whose characteristic can not be compatible with market economy and demands state intervention for securing the right to health. The health related laws are divided into 4 fileds. 1. There is a field A which is affected by unified political and economic system and differs little from the law system: the license system of medical personnel. 2. There is a field B which is seldom affected by unified political and economic system and differs little from the law system: the right and duty of medical personnel. quarantine law. 3. There is a field C which is affected by unified political and economic system and differs greatly from the law system: health institution law(exclusive of quarantine law), the laws of medical personnel category, of research center(especially per-mission, registration and establishment). of the role of basic health in private and public area. 4. There is a field D which is seldom affected by unified political and economic system and differs greatly from the law system: health equipment law(the laws of drugs, of cosmetics and of medical instrument. of blood management). the laws of health knowledge. of cooperation in chinese medicine and western medicine. the health promotion law. the rules of first-aid. the law of separation of dispensary from medical practice. The laws which are seldom affected by political and economic system can be consolidated. which in turn can be revised and enacted before unification of Korea through the interchange between North Korea and South Korea and the support to North Korea health system.
This study was conducted to do a comparative analysis of hunting system in 16 OECD(Organization for Economic Co-operation and Development) countries. Hunting is one of the most advanced types for developing natural resources, esp. wildlife, which is one of major products from forest. There are two types of hunting system ; Revier and/or License System, around most countries which have traditional advanced hunting and higher hunter population. Licence system, which is chosen in Korea, is less efficient ways of hunting for maximizing economical value and wildlife management than Revier system does. Adopting better system for much more efficient economical condition from hunting in Korea in a future is a ultimate goal in this study. The first step for the goal is an analysis of these two system among 16 OECD countries ; United State, Japan, Germany, France, etc. Comparative researches in hunting regulations such as number of hunters, hunter ratio to population, hunting bags, game species, seasons, ammunition and hunting permit are a next step for adopting developed hunting system in Korea. Korea has a smallest hunter ratio to population (1/2,463) among 16 OECD centuries and economical value lead by hunting is estimated still very low. Revier system is a popular one in most OECD countries except United State, Japan, etc, which is useful for wildlife management and maximizing economical value of hunting. And usually rifles are permitted for big game hunting. Hunting examination and/or insurance are compulsory for achieving hunting permit. Depend on game species, yearly hunting bag and season are constructed in most OECD countries.
Recently the private security industry is showing rapid growth compared with the different types of industry. However, it is not prepared the device for the system to verify the professional qualification of the security guards. To protect individual life and property, body and security guards have to be qualified professionally. For it the role of professional qualification systems is emphasized. The problem of the certification of the qualification about the security guard to play the role to protect a body / life of the individual and property are the part to need necessarily as the quality problem of the individual and the trust of the people. The settlement of the qualification system which is such system can induce the development of the security industry with social trust. The certified security certification is needed and how to control the security quality to get better service to the clients. The professional qualification system to be carrying out with America and Japan is fixed through the cooperation of the business world and steady research for the qualification system plan, these are giving the trial of the qualification system of a security of Korea full of the suggestion. This study will do this to the basis which a necessity about the qualification system of the security man emphasis and considerate professional qualification system concerning the private security development plan around the Bodyguard Qualifying Examination which are carried out at twice by the Korea Security Association and the Korean Institute of Security. In summary to meet the social demand professional qualification for the security guards will be drawn from the analyses of civil security qualification systems.
The purpose of fire protection for the nuclear power plants (NPPs) is to ensure safe shutdown state of the reactor, to minimize the release of radioactive materials to the environment, to provide physical safety of the on-site personnel, and to limit the property damage. Fire protection and extinguishing equipments are one of the important protection measures based on the defense-in-depth concept, which can promptly detect and control and extinguish those fires that do occur, thereby limiting fire damage. However, a separate evaluation process might be additionally necessary for the construction permit and operating license because the fire protection laws of the NEMA for installation standards of the fire protection systems is not fully characterized for the NPPs. It is also not easy to implement the regulations such as the performance based design concept for fire protection system of the NPPs which are characterized for a relatively low density of employee. This study suggests a guideline for the improvement of the technical standards for fire protection systems of the NPPs by evaluating the fundamental problems drawn by reviewing laws and regulatory guides relevant to fire protection and by evaluating the applicability of the KEPIC FPN in domestic nuclear power plants.

Herein, we survey the current state of the recent legal revision of the Citizens Broadband Radio Service, a type of city spectrum-sharing service used in the United States of America, and the introduction of spectrum sharing in the frequency ranging from 3.8~4.2 GHz, based on the United Kingdom framework for spectrum sharing. Specifically, the subjects of topical interest, including the radio station licensing of the spectrum-sharing service system face-to-face multitier user structure, regional frequency allocation, and applicable service types, are discussed. Furthermore, factors to be considered while selecting candidate channels for joint use are suggested, emphasizing their importance for introducing spectrum sharing in Korea and revitalizing the related industrial sectors. In addition, methods of introducing a radio station license system for spectrum sharing, techniques of introducing incentive auctions, and the types of services where spectrum sharing is applicable are discussed.
Background. A midwife is a medical professional who has a nursing license, and is also licensed as a midwife with one additional year of education. In this globalization era, a midwife's role is increasing in importance for women and children's health care worldwide. Purpose. The primary purpose was to analyze midwifery education programs in Korea and other nations. The secondary purpose was to define strategies to improve midwifery education and practice, and to extend the role of a midwife women and children's health care in Korea. Methods & Results. 1) The definition of a midwife and midwifery practice recognized internationally by World Health Organization (WHO) and International Council of Nurse Midwives (ICNM) was identified. 2) Midwifery education programs of Korea, U.S.A., Sweden, Australia, and Japan, were investigated and discussed. 3) Core competencies for the basic midwifery practice suggested by ACNM of the U.S.A. were reviewed as standard of midwifery practice. 4) As for the midwifery education system, a Masters degree program in a college of nursing is suggested. 5) The role of a midwife includes not only health care of childbirth women and newborn babies, but also a lifelong health care of women as well as her family and children. Conclusion. An effort to extend the midwife's role and to improve service is imperative. The Laws/Acts related to midwives should be revised in regard to education, and practices, and the national examination for midwifery licensure needs revision to qualify for international approval. Also, midwifery curriculum and standards of practice need to be evaluated periodically, and an effective system needs to be established to renew midwife licenses.
In December of 2016, 'The Forest Protection Act' was amended partly in The National Assembly and the socalled 'Tree Doctor Act' was promulgated. Tree Doctor Act will be enforced from June 28, 2018. Under the new Act, none other than 'Tree Hospital' can do disease and pest management work for trees in public living space. The only exclusive qualification for tree hospital is a 'Tree Doctor', the government registered license which is newly established by the Act. To become a tree doctor, he/she must complete the tree doctor training courses in the designated 'Tree Doctor Academy' and pass the qualification test. Currently, Korea Forest Service is drafting the enforcement ordinances and regulations for the implement of Tree Doctor Act. When taking into consideration that the most fundamental and important discipline of the plant and tree health care is the plant pathology, and that the tree health care is a promising business for young plant pathology people, Korean Society of Plant Pathology is ought to be actively involved in the preparation of the enforcement ordinances and regulations, and help the early establishment of the new tree health care system in living spaces of Korea.

Purpose: This study aims to investigate the operation of continuing education system and continuing education program for emergency medical technician in Korea, Japan and United States and develop reasonable operating scheme of continuing education and curriculum in order to provide the base data for the improvement of continuing education for the improved practice capability and its maintenance, Method: The overall review of continuing education for domestic 1st class emergency medical technician was performed and also the content of continuing education for Emergency Medical Technician - Paramedic in the United States and Paramedics of Fire Department with the license for the paramedic in Japan, have been analyzed through literature, books, articles, agencies' data, laws, and internet date. Result: Hours for domestic continuing education was 4-8 hours and it was only 3-11% compared to 72 hours in the United States and 128 hours in the Japan. And with respect to the types and methods of programs, there were differences both in quantity and quality. Conclusion: As an education, providing and supplementing the changed content and technical information for the improvement of the capability and qualification of emergency medical technician, selection of education hours and various continuing education should be continuously and regularly provided and conducted. The introduction of various continuing education system and programs for this is considered to be required.
RTEMS is a real-time operating system using a GPLv2-based license, and is used in the aerospace industry, such as satellites. It is difficult to build a development environment for these special-purpose systems because of problems related to the hardware platform. This can be resolved by applying virtualization technology. However, increased execution time and performance degradation due to virtualization overhead can change timing behavior of real-time application, and needs to be minimized. In this paper, we aim to implement the network device driver of RTEMS for the standardized virtual network device called virtio in order to effectively utilize RTEMS in a virtualized environment. In addition, we describe the process of submitting implemented driver to the RTEMS community for contributing open source software and reflecting the various requirements of the community.
