This research aims at knowing educational objectives and understanding the whole departmental processes of two-year education programs of junior colleges in the field of ophthalmic optics. Our analyses can be categorized by on liberal art courses, compulsory subjects and optional subjects. The educational purpose of all the seven colleges was training the professional worker, meets well the educational requirements of two year college. All seven colleges' curriculum is open to the national licence examination subjects, but more academic credits are demended in eye examination of refraction, test of ocular function, professional sense of cultural subjects field, leadership in organization and course of marketing related subjects, and stronger relation with clinical examination are also required.

The industrial technology (including trade secrets), which is commonly understood as systematic and applied technical knowledge, can be transferred to third parties by contracting for the transfer of technology or by granting of a licence. The activity of industrial espionage, due to the gradual increase of the economic interests of intellectual property, is displaying intensively in order to gain advanced technology information. With our outstanding high technology, but compared to the level of the advanced countries, the technical protection systems, the legal protection measures and the systematic management thereof may still be insufficient. Our industrial technology outflow abroad, due to the vulnerability to the security control system in our country, has been increasing since the 2000. Computer software and SNS, such as smart devices, appear as a rapid change in the technical information environment. In order to minimize the dead zone of a new industrial security, the country's organic activity is being conducted. In 2006, Industrial Technology Outflow Prevention and Protection Law was enacted, which emphasized the responsibilities of the country. In this paper for the economic entity's efforts to prevent technology leakage oversea, I have looked to how the industrial technology can be protected in terms of national security and economic benefits of our enterprises. To solve the above-mentioned problems hereof, Korean government should willingly establish a reliable legal system for supporting to enterprise's operations, and Korean companies should autonomously introduce a synthetic technology protection system and incorporate the confidentiality clauses in an international transfer of technology agreement with third parties.

디지털 방송시대에 새롭게 등장하는 다양한 방송수신메체를 통해 이제 방송 수신은 TV뿐만 아니라 PC, DMB 수신기, DMB 수신이 가능한 휴대폰, PDA, 네비게이션 등 다양한 방식으로 확대되었다. 이러한 방송환경의 변화는 그간 우리 방송법에 따라, 우리나라 공영방송의 주요 제작재원 및 운영자금으로 부과되어 온 방송수신료에 대한 새로운 해석을 요한다. 그럼에도 2008년 우리 헌법재판소는 일부 국민이 제기한 수신료 부과처분에 대한 헌법소원심판에서 새로운 방송수신 매체를 통해 방송을 수신할 수 있음에도 불구, TV수상기 소지자에게만 방송수신료를 부과하는 현 방식이 평등의 원칙에 반하는 것이 아니라고 주장하며, 일부 국민의 청구를 기각하였다. 이 논문은 공영방송의 기능과 방송수신료의 헌법적 의미에 비추어 볼 때, 새로운 수신 매체에 대한 수신료 부과와 관련한 위의 헌법재판소 결정례는 방송수신료의 법적 성격에만 집착한 나머지 방송수신료의 헌법적 의미에 관하여 진지한 질문과 대답이 결여되어 있고, 새로운 방송수신매체간의 차이점에 대한 세심한 분석을 결하였으며, 이론적으로는 수신료를 부가하는 것이 타당한 매체까지도 면제대상에 포함시킨 시행령을 너무 쉽게 정당한 것으로 인정하고 정책적 측면에서 면제할 필요성의 검토를 소홀히 하였다. 나아가 새로운 방송수신 매체 중 방송수신 기능이 부가적이더라도, 부가적인 한도에서 제한적으로 수신료를 지불하는 것에 대하여 검토했더라면 더욱 설득력 있는 결정이 되었을 것이라고 비판하였다.

Not only the digital content control but the technology of program source code for the intellectual property is so much mean to international competition. On occurring disputation property, we have to prove the fact, there is a problem to show the original source code. In this paper, we simulate the digital licence for program source code to prevent the infringement of copyright and the tipping-off information.

The purpose of this study was to study on radiologic technologist's license system and primary pathway education curriculum in the United States American (USA), focused on one case of college in Texas. We were collected and analyzed through class participation at a community college in Tarrant, interviews with professors of radiologic science and clinical radiographers, field trips, an internet search, and literature reviews. As a result, first, the American radiologic technologists license system is composed of fifteen chapters, and the professional education courses for each field are being carried out through three courses of a primary pathway, a post primary pathway and a physician extender. Second, the primary pathway courses consisted the radiography, the radiation therapy, the nuclear medicine, the magnetic resonance imaging, the sonography. Third, the USA had about 30 times more clinical practice time than Korea. In clinical practice, students had done actually examination through X-ray exposure on patients. Last radiographers in the USA was able to perform intravenous injection of radiopharmaceutical agents on patient, so that he could perform rapid examination and efficient manpower operation. This study could be used as basic data for the globalization of radiologic technologists license system in Korea.

This paper presents the automatic recognition algorithm of the license number in on vehicle image. The proposed algorithm uses the correlation coefficient and Hough transform to detect license plate. The m/n ratio reduction is performed to save time and memory. By the correlation coefficient between the standard pattern and the target pattern, licence plate area is roughly extracted. On the extracted local area, preprocessing and binarization is performed. The Hough transform is applied to find the extract outline of the plate. If the detection fails, a smaller or a larger standard pattern is used to compute the correlation coefficient. Through this process, the license plate of different size can be extracted. Two algorithms to each separate number are proposed. One segments each number with projection-histogram, and the other segments each number with the label. After each character is separated, it is recognized by the neural network. This research overlomes the problems in conventional methods, such as the time requirement or failure in extraction of outlines which are due to the processing of the entire image, and by processing in real time, the practical application is possible.

This study started with the need for transition to competency-based education as well as the witness of fast changes in fashion industry's job environment. The goals of this study were (1) to explore fashion designers' competencies that are necessary for a successful careers in global fashion industry, and (2) to establish fashion designer competency model. In-depth individual interviews were conducted with 15 participants who have charged for design department and moreover have shown high performance in national, licence or designer brands in Korea fashion industry. Grounded theory was adopted to analyze data. As a result of analysis, the 4 core competencies emerged: problem-solving, research, inter-personal, and self-development. Each core competency has sub-competencies. Creativity, commerciality, control, decision making were sub-competencies for the problem-solving competency. Information management, innovation understanding & application, trend analysis & forecasting were sub-competencies for the research competency. Consumer, inside company, and outside company relationships were sub-competencies for the inter-personal competency. Self-awareness, self-management, expertise were sub-competencies for the self-development competency. In order to acquire these competencies, knowledge (academic, practical, multi-discipline), skills (sense, analysis, synthesis, communication), and attitude (interest, enjoyment, perseverance, personality) were essential. Based on these findings, implications for university fashion design education and further research areas were suggested.

The propellant mixer for charging of solid rocket motors is one of the most important equipments. For the propellant mixer is export control item, it's hard to purchase it directly from abroad. The Mixer was developed locally to overcome export control which precludes us from import. This paper includes the introduction for general mixers and the process of mixer development progressed by LIGNex1. Finally, The mixer is verified the performance using measurements of clearance between blade-blade and blade-bowl and flow simulation with ADINA.
