  • This study was performed in order to provide suggestions on how to strengthen librarian competency by evaluating and analyzing the competency value of librarians as information professions. First, the study divided the common competency value of librarians as human capital of libraries into skills, knowledge, behavior and attitude, and analyzed each area of competency value for librarians of the A-library. As a result, the average of the 'librarian's behavior and attitude' area was the highest, followed by the 'librarian's skill' area and the 'librarian's knowledge' area. Second, in terms of 'librarian's skill', A-library librarians' competence values were high in the order of 'communication', 'leadership', 'technology' and in the terms of 'librarian's knowledge' ones were high in the order of 'law and policy', 'marketing', 'learning and growth' and 'finance and accounting'. In addition, in areas of 'librarian's behavior and attitude', the factors were high in the order of 'ethics and values', 'interpersonal relationships' and 'customer service'. Third, the analysis of whether the average difference exists depending on the characteristics of A-library librarians on their evaluation of the competency value shows that only the 'working period' factor in the total competency value and the two factors 'age' and 'working period' were statistically significant in the 'librarian's knowledge' area. Forth, as a result of a regression analysis to identify the characteristics of A-library librarians and their impact on competency value, only the 'final education' factor was statistically significant for the competency value of the 'librarian's skill' area. Fifth, in the survey on problems and desirable improvement measures in increasing the competency value of librarians, the proportion of presenting problems and improvement plan in systemic aspects such as the 'librarian qualification system' and 'librarian training system' was high.

The contents of the service operation of the external correctional facility library were explored and analyzed. It helps and organizes committees or organizations involving related experts to discuss policy support, issue checks, research, report publication, drafting and revising guide guidelines, cooperation between libraries, and reflect them in actual operation. In addition, it maintains steady support and interest through public-private cooperation, and makes good use of the linkage system with local public libraries. As a result, it contributes to reducing the recidivism of prisoners. Through this study, the following three areas were suggested for the administrative improvement direction for correctional facility library services. First, the production and distribution of guidelines or guidebooks for correctional facility libraries, second, the establishment of a specialized correctional facility library organization within the correctional headquarters or library association, and third, the strengthening of activities and the operation of law libraries in correctional facilities.

  • The main purpose of this research is to identify limitations and problems in access to information using reading aids devices for the visually impaired and to suggest ways to activate the use of alternative materials using reading aids devices. A survey was conducted on adults with visual impairment in order to identify the factors of limitation in using reading aids devices. The analysis resulted in six aspects of limiting factors in activating the use of reading aids devices. The approaches for activating the use of reading aids devices were proposed by dividing them into policy and operational aspects, focusing on the limiting factors derived. Policy aspects suggested developing low-cost reading aids devices, increasing awareness of the devices, and complying with Web standard guidelines for improving the applicability of the devices, while operational aspects suggested reinforcing hearing-use functions, expanding information services related to reading aids devices, and enhancing portability of the devices.

  • With the arrival of the knowledge information society, records as assets have become increasingly important. As defined in ISO 30300, records must be actively utilized to contribute to organizational management and generate added value. To create added value through records, their utilization must be prioritized. While countries like the UK, New Zealand, and Australia recognize records as assets and propose record assetization policies, specific measures for managing records as assets have yet to be suggested. To address this gap, we analyze Directive (EU) 2019/1024, established by the EU, to facilitate commercial use and promote accessible public information. We derive seven characteristics from the analysis and extract insights from Italian policies and actual implementation cases that reflect them in accordance with the regulations of the EU guidelines. In addition, the correlation between the Public Data Act and the Public Records Act in Korea was revealed, and points that could reflect Directive (EU) 2019/1024 in Korea were derived. Through this study, it is expected that public data will be treated as information assets and serve as a stepping stone for preparing information assetization policies for records.

  • Since the e-government has been established, a significant portion of governmental business processes is conducted on the web. There are a large amount of records which are used and maintained only on the web. However, although the web-based governmental records have a great value as national strategic resources and cultural heritages, there is no practical management activity for them. In this context the study discusses the necessity of web-based records information management policies and explores problems of web-based records management policies. As a case study, TNA in the UK and NARA in the US are discussed. Also, the National Archives of Korea and the Presidential Archives are explored. Furthermore, a comparative analysis is conducted against these four cases. Based on the discussion, as a result, the study presents feasible solutions to web-based records management policies in terms of law, system and technology.

  • This study aimed to validate the effect of aromatherapy nursing intervention to relieve the pain using systematic review and meta-analysis. We performed a meta-analysis of studies published between January 2000 and March 2014 which were identified through KERIS, KISS, DBpia, Cochrane Library, Ovid-Medline and Pubmed. Twenty studies with 1029 participants were included in this study. Key words listed in PICO and used for the search were aroma, perfume, perfume inhalation, perfume massage, aromatherapy, pain, pain management. The results of meta-analysis demonstrated statistically significant differences not only for the overall effect but also specifically for aromatherapy nursing intervention on measures of pain. To present more evidence that support the effectiveness of aromatherapy nursing intervention on measures of pain, further research is warranted.

Data collection was included from the data of KMBASE, RISS, KISS, DBpia, National Library of Korea, Pubmed, and EMBASE. R3.5.1 was used for the data analysis. A total of 22 factors were identified. The meta analysis showed the effect size as follows: gender(.16), age(.30), education(.32), beds(.28), needs of education in infection management(.44), participating in education of infection management(.25), recognition/knowledge in infection management(.70). Based on the findings, evidence based programs need to be provided to improve the infection management performance of health workers at Long-Term Care Hospitals.
