The dynamic cast operation allows flexibility in the design and use of data management facilities in object-oriented programs. Dynamic cast has an important role in the implementation of the Data Management Services (DMS) of the Mission Data System Project (MDS), the Jet Propulsion Laboratory's experimental work for providing a state-based and goal-oriented unified architecture for testing and development of mission software. DMS is responsible for the storage and transport of control and scientific data in a remote autonomous spacecraft. Like similar operators in other languages, the C++ dynamic cast operator does not provide the timing guarantees needed for hard real-time embedded systems. In a recent study, Gibbs and Stroustrup (G&S) devised a dynamic cast implementation strategy that guarantees fast constant-time performance. This paper presents the definition and application of a cosimulation framework to formally verify and evaluate the G&S fast dynamic casting scheme and its applicability in the Mission Data System DMS application. We describe the systematic process of model-based simulation and analysis that has led to performance improvement of the G&S algorithm's heuristics by about a factor of 2. In this work we introduce and apply a library for extracting semantic information from C++ source code that helps us deliver a practical and verifiable implementation of the fast dynamic casting algorithm.

University library evaluations have previously put emphasis on how many collections a library has, what kinds of services it offers, and how satisfied its users are with the services. But these evaluations are not enough to show how much impact university libraries have on their stakeholders and how they can contribute to the mission and purpose of the parent organization. This study is a starting point of discussion for the impact and value measurement of university libraries. The aim is to identify a university library's impact in terms of various stakeholders and accordingly determine its measuring element. The impact of a university library on students can be measured by the students' study, success and accomplishments. The impact on professors can be measured through the success of their teaching and research productivity. Finally, the impact on a university can be realized by understanding how a library affects university's reputation and success.

The purpose of this research is to build a mid- and long-term strategic plan for strengthening the status of Gangwon Metropolitan Office of Education as public libraries with the main functions of education, knowledge and culture in the community and helping facilitate the local growth. The current status and needs of Gangwon Metropolitan Office of Education was analyzed with a review of literature and websites, various library statistics, and user surveys and professional focus group interviews conducted during November and December 2019. Based on this analysis, a mission, vision, objectives, strategies, and main tasks of Gangwon Metropolitan Office of Education were established, and 4 strategic goals and 16 major projects were drawn to strengthen the strategic basis of 22 libraries, build specialized collections with a focus on education, recreate user-friendly spaces, and promote services, distinguished from public libraries under the supervision of Gangwon local government. It was necessary for Gangwon Metropolitan Office of Education to enhance and strengthen all of Hardware, Software and Human-ware, equipped with well-organized library building and facilities, collection and services, and professional librarians. In this research, the direction of a mid- and long-term strategic plan was presented for its dynamic operation and sustainable development in the future.

The purpose of this research is to investigate the current situation of national and international e-book ecosystem, reveal a conflict and suggest the improvement strategies regarding e-book lending service in public libraries. For this, an extensive research was conducted concerning overall e-book issues and reveled the criteria for each sectors. The relationship and different view between publishing and library sector were presented. Then, the five public library e-book lending principles, developed by foreign national or international library associations, were analyzed. The seven main principles were derived and mapped to the current practice of publishers. As a result, the possible countermeasures of the Korean public library were suggested, particularly in terms of the mission of public library, development a standardized lending model, and the revision of law.

As many Korean libraries has begun to be automated and become a part of the worldwide, open library system, they need a new management. Therefore, the purpose of this paper is to explore the library management in automated libraries and to establish a theory of the library management in information society, The automated libraries could be well explained by the systems theory and the environment of the libraries could be well explained by the contingency theory, The following hypothesis were set to direct this research. 1. As the libraries are automated and become a part of one big, worldwide library system, the libraries interact closely with the environment so that the library and the environment become one. 2. As the libraries are automated and become a part of one big, worldwide library system, the librarians need to work in the environment for the library networks, standardization of cataloging, or government information policy making. 3. As the libraries are automated and become a part of one big, worldwide library system, the librarians only manage the library, The various other library staffs take over the traditional library services directly related to books. The data were gathered from the research done previously, Also the date were collected from the American and Japanese libraries. The findings were as follows: The environment of the library integrated all types of the library services such as school library, university library, etc. And it also integrated all the services of the media centers and the press centers, etc. to library services. And the new library services began in the environment. Librarians worked for these new services. In the library, the librarians distingushed the library system from the environment by planning : mission, goal, objectives, policy, procedures and rules. Library organization became temporary such as forming task forces or matrix or free form. The environment controlled the library. Staffs were controlled by plans or computers. And the professional librarians were controlled by their ability to solve problems raised outside the libraries. Library leaders brought in the technology to the library from its environment. The librarians led the formal and informal organizations so that the staffs cooperated well in their work. And librarians tought the library procedures to the partime workers or the temporary staffs. Participative management and management by objectives were the means of motivating staffs. Budget was based on the ever changing environment. The zero based budget method was applied. Therfore, in the information society, the professional librarians become the able managers in the library and global librarians in the environment.

This study aims to provide marketing strategies for the public libraries in Korea. For this purpose, this study focused on four public libraries in New York, USA, which have been providing the most excellent library services on the world. And this study examined what efforts these libraries have been making for the development of community and information needs of customers. The data for this study were collected by literature review, participant observation at the public libraries in New York, and gathering law materials. And in-depth interviews with the librarians and related professionals in New York and Korea were also proceeded. As a result, this study suggested marketing strategies for the management of public libraries in Korea.

Congress established the Federal Depository Library Program (FDLP) to ensure that the public has free access to the Government's information. Operated by the U.S. Government Printing Office (GPO), the mission of the FDLP is to disseminate information products from all three branches of the Government to over 1,250 Depository libraries in the FDLP program nationwide. Depository libraries safeguard the American public's right to information by making Government information in all formats freely available. This paper discusses the role of the GPO and FDLP, the GPO's organizational structure, the Depository library's obligations and responsibilities, services and collections, referrals and networking, and the Depository's future and challenges.

The purpose of this study is a basic research to formulate missions and visions in libraries. Results of this study are as follows. First of all, conceptions and characters of terms related to planning, strategic management organizing culture dealt with missions and visions of an organization are surveyed. Second, the importance of formulating missions and visions in libraries are explained. Third, missions and visions of libraries in Korea and other countries are surveyed and analyzed. Fourth, several basic functions of library formed the foundation on formulating missions and visions in libraries are discussed. Fifth, this study is to provide the desirable direction and expectation of management centering around missions and visions of libraries in Korea.

For National Digital Library(NDL) to properly perform it's ideal function as a representative digital library in Korea, information service policy considering the IT and Ubiquitous environment shall be established. Information service policy of NDL was established with focus group interviews and a survey targeting the users and librarians in this study. To raise the propriety of information service policy, final draft of information service policy was proposed after the interim evaluation targeting the concerned parties of NDL and 1st & 2nd verification by external specialists and the consultation group. In this manner, vision, mission, goal, objective, strategy, etc of information service policy of NDL were proposed. Information service policy of NDL proposed in this study not only proposes the fact and base to other digital libraries that wishes to establish the information service policy and arrange detailed guidelines as a case study but also secures the direction and vision of global information service policy of NDL. Furthermore, it will contribute for NDL to build its reputation as a world renowned digital library.

The study aims to study the user perception and satisfaction on the current church library services in Korea. 100 registered attendees and 10 priests, from three different groups were randomly selected for the survey. Three groups - the one with its own library, another with a community type library, and the other without church library - were compared. A literature review and survey were executed, and the questionnaires of the survey for analysis in this research contained demographic information, usage of church library, mission and function of the church library, library space, librarians, collection, community services of the church library, and perception on the effect of the library's community service on a specific religious activity (evangelism). The analysis revealed that the satisfaction level on church library service was relatively high (3.5 point on average, 5-point Likert scale), even though the frequency of using the church library service was relatively low. The study also found that users perceived the library as a community library or archives of the church, and study rooms and reading rooms as its major functions. It reveals that religious materials were preferred as the church library collection and the service of the church library to its community was perceived as being a effective and positive factor on evangelism. Applying church library service should be considered in order to enhance the understanding on the religion and effective results of evangelism.
