PUBLIC LIBRARY SYSTEM AND SERVICES IN TAMIL NADU : PERFORMANCE APPRAISAL

  • This paper presents the organization structure of the Public Library System in Tamil Nadu, the first state in the Indian Republic, and brings out the growth of public libraries in Tamil Nadu after the approval of the library reorganization committee recommendations. Appraises the performance of the Public Library System in Tamil Nadu from 1975 to 2006. An analysis has been made about the nature and adequacy of the existing resources in the public library system in the state of Tamil Nadu, based on the analysis of the statistical data relating to public libraries and their use collected from the annual administration reports of the Directorate of Public Libraries, Government of Tamil Nadu. Based on the analysis and observationsa few suggestions are given for the development of public library system and services in India general and Tamil Nadu in particular.

Analysis of the Efficiency Trend of Public Libraries in Daejeon Metropolitan City (대전광역시 공공도서관의 효율성 추세변화 분석)

  • The purpose of this study was to analyse the ralative efficiency of 15 public libraries over a time period(2006-2008) by Data Envelopment Analysis(DEA). The selected input variables were total staff, total area and total holdings. And the selected output variables were total circulations and total user. The results are as followed. First, a technical efficiency trend of public libraries has been improved since 2006. Second, a technical efficiency increase can be explained by increase of a pure technical and scale efficiency both.

A Study on the Factors of Civil Petitions & Complaints within Public Libraries (공공도서관의 이용자 민원 요인 분석 연구)

  • This study aims to understand the characteristics of civil petitions and complaints within public libraries and to identify factors to the civil petitions. We develop a survey questionnaire for the goals based on the previous related studies and a pilot study with several open-ended interviews with public library users. Then we collect data using the questionnaire from 154 survey participants (public library users). The collected data are statistically analyzed by using factor analysis, canonical correlation analysis, and multiple linear regression analysis. The results show that there are two identified dependent factors, such as petition and complaint, and six independent factors, including librarian specialty, service convenience, and communication between librarians and users. Through a series of statistical analysis for identifying specific relationships between individual dependent factors and predictors, we discuss the characteristics of the library civil petitions and complaints, and the importance of a structural/relation-based approach to the library civil petition as a complimentary for the functional approach. Based on the results and discussions, we suggest several future research directions, including research on the relationship between the library civil petitions and library performances.

An Analysis on the Needs Assessment of School Library Facilities in Korea (학교도서관 시설에 대한 요구조사 분석)

  • This study is an analysis on the needs assessment of school library facilities in Korea. After exploring KLA's Standards for Korean Libraries, IFLA's School Library Guidelines and AASL's Empowering Learners, the needs assessment tool of school library facilities was proposed in the previous study. The tool contains 10 major properties on school library facilities. This study gathered data from 507 students and 134 teacher librarians. The result of analysis is as follows: Students and teacher librarians evaluated the importance of library facilities more highly than the current level of facilities. Collection access, convenience and space are revealed more important properties to students and good environment, expandability, collection access are more important to teacher librarians among the properties.

A Study on the Application of Latent Growth Model for Measuring the Outcomes of Library (도서관 성과 측정을 위한 잠재성장모형 적용에 관한 연구)

  • The purpose of this study is to discuss the application of the Latent Growth Model to measure the outcomes of public library. For outcome measurements, library circulation data were collected to identify longitudinal changes of library users' reading habit. The latent growth model was applied to statistically test the changes over time. The circulation data of 95,962 users registered in some public libraries in Seoul, ranged between 2010 and 2015, were analyzed using unconditional model, conditional model, and growth mixture model which all are called the latent growth model. The results show that the intercept of the model is 4.19 and the slop is 0.24 in the linear growth model. The gender difference in two latent variables including intercept and slop was a shade difference. The result from the growth mixture model analysis, additionally indicates that the number of books checked out by children under age 10 is rapidly increased. The application of the latent growth model in library fields is expected to widely spread out for the longitudinal data analysis.

  • The major indicating data of academic, public, and school libraries which were mentioned in the Korea library yearbook 1998 through 2007 were collected for this study. The results were analyzed and the methods that may be applied to a library management were presented in this paper. The collected data were analyzed by using the MS-excel and SPSS. The numbers of libraries, personnels, collections and their used ones, users, management budget were used for the variables of this study, and the correlation coefficients and non-parametric method etc. were used for the variable analysis. The results show that public and school libraries are growing consistently, but academic ones get stagnant currently.

  • The 3rd Library Development Plan raises the need to secure space through the establishment of a regional repository library as the issue of holding books is highlighted as a common problem in public libraries. The Korean Library Law Act also impose the responsibility of integrated management of local library materials on the regional representative library. Accordingly, this study aimed at Busan Metropolitan Library, which is operating a collaborative repository in earnest among regional representative libraries, and investigated the operation status of the collaborative repository and the perception of public librarians about the collaborative repository. The data necessary for the study were obtained through surveys, interviews, field surveys, and internal data analysis. Through this, the purpose of this study was to provide basic data that will help the Busan Metropolitan Library to operate the collaborative repository efficiently in the future, and at the same time, to present basic data that can be used as a reference for the operation of the collaborative repository of the representative libraries of other regions.

Status of Medical Library Resources and Services in Teaching Hospitals in Enugu State, Nigeria: implications for quality health care services

  • Considering the need for quality health information and resultant health care services in any society, this study was carried out to look into the status of library and information resources and services provided by medical libraries in Enugu State, Nigeria. The main objective of the study was to find out the information resources and services available for medical library users towards quality health care provision. Five (5) medical libraries of major teaching hospitals were used for the study with 980 registered users as the study population from where 245 users were sampled. Observation checklist was used to collect data on resources while questionnaire was used to collect data from the respondents on the services provided. The Medical Library Association Standard guided the analysis of data from observation while frequency counts and mean scores were used to analyze data from the questionnaire. Major findings showed that even though some of the required resources and services are available and provided the medical libraries, most of the required resources and services are not adequately provided by these libraries.

A Study on Library 3.0 Concept and its Service Model (도서관 3.0의 개념과 서비스 모형에 관한 연구)

  • Recently the concept of Library 3.0 and its substance have been discussed by scholars and specialists along with Web 3.0. This study aims to analyze the debates on Library 3.0 and review the concept of Library 3.0. In addition, this study proposes library 3.0 service model based on its analysis. The keywords of in the proposed Library 3.0 model in this study is the Social Semantic Digital Library(SSDL), the Linked Library, and the Mobile Library. First, the SSDL means a real knowledge sharing and cooperation by applying both semantic web technology that which can manage data by machines and social networking services into e-libraries. Second, the Linked Library indicates that library resources become linked data that link libraries in all over the world. Finally, the Mobile Library refers to ubiquitous library equipped with RFID and mobile technology.

A Study on the Hyperlink Network Analysis of Library Web Sites (도서관 웹사이트의 하이퍼링크 네트워크 분석)

  • The present study positively analyzed the hyperlinks of 32 web sites with the purpose of analyzing the hyperlink network structure of web sites for each domestic library type. After collecting the hyperlink data using the crawler, we analyzed the overall characteristics of the websites in the network based on the characteristics of the library. The results are as follows. 1) Among all analyzed libraries, Yonsei scored the highest in degree centrality, betweenness centrality, closeness centrality, and eigenvector centrality. 2) By library type, Sejong for national library, Seoul for public library, and Yonsei for college library appeared an influential a relatively. Based on these analysis results, the present study will be utilized as basic data for establishing an operation strategy that improves the efficiency and effectiveness of library web sites in the future.
