본 연구는 우리나라 통합 도서관 협력체제 구축을 위한 모델 개발을 목적으로 하였다. 현재 국내도서관 협력체제의 현황은, 국립중앙 도서관을 중앙관으로 한 공공도서관 협력망을 비롯하여 지역별 관종별 협력체제가 구축되어 도서관 기능의 활성화를 도모하고 있으나 기능적으로 보다 효율적인 협력이 필요한 시점에 있다. 이러한 관점에서 다양한 형태의 국내도서관 협력체제를 정비하여 새로운 통합 도서관 협력체제를 구축하기 위한 모델을 제시하였다.

한국사회가 점차 다문화사회로 변모되어 가는 과정에서 이주민 모국어가 포함된 다문화자료의 입수와 관련하여 개별도서관과 사서들은 많은 어려움을 겪고 있다. 이러한 어려움을 완화하기 위한 방안을 모색하고자 본 연구는 북미와 유럽, 호주 등 서구의 도서관계에서는 어떠한 해결책들을 모색해 왔는지를 살펴보았다. 이를 위해 23개의 국가도서관, 주립도서관, 공공도서관, 도서관협력체의 사례를 조사하였는데, 이들은 크게 공동구입 방식과 일괄대출 방식 등 협력기반의 다문화자료 입수방식을 채택하고 있었으며, 지역적으로는 국가적 범위, 주 범위, 도시 또는 도시 내 자치구 범위, 개별 도서관 범위 등으로 구분되었다. 이어서 조사대상 협력체들의 특성을 분석한 다음, 서구의 협력기반 다문화자료 입수방식을 국내 도서관 환경에 적용가능한 방안들에 대해 제언하였다.

이 연구는 학교도서관과 공공도서관의 연계 협력 체제를 분석하여 학교도서관 활성화 5개년 계획 종료 이후의 새로운 정책 수립에 도움을 주기 위한 것이다. 연구 방법은 수도권 지역인 서울, 인천, 경기 지역의 실제 사례를 조사하고, 연계 협력 관련자에 대한 설문지 및 면담조사를 통해, 각 지역의 특징적인 연계 협력 체제의 유형에 대한 장단점을 분석하고 문제점에 대한 개선 방안을 제시하였다.

이 논문에서는 한국교육학술정보원(KERIS)의 종합목록 서비스(UNICAT)와 국립중앙도서관의 국가자료공동목록 시스템(KOLIS-NET), 한국과학기술정보연구원(KISTI)의 과학기술도서정보(UNION DB)를 중심으로 한국의 도서자료 공동편목 시스템의 현황을 개략적으로 살펴보고, 그 문제점을 구체적인 사례를 들어 분석하였다.

오늘날 어린이를 위한 도서관서비스는 많은 사람들이 매우 중요하게 인식하는 분야이다. 공공도서관의 어린이실 혹은 어린이도서관은 그 지역사회의 어린이에게 사회에 참여하고 기여할 수 있는 능력을 갖추고 평생학습을 수행할 있도록 지원해야 한다. 그러나 우리나라의 많은 공공도서관에 어린이서비스를 담당하는 어린이사서가 배치되어 있지 않은 상황이며, 따라서 제한된 인원으로 증가하는 사회의 변화에 지속적으로 대응하고, 모든 어린이들의 정보요구, 문화 및 오락의 요구를 만족시키는데 어려움이 많은 것이 사실이다. 이에 본 연구에서는 공공도서관 어린이실 및 어린이도서관에서 어린이서비스를 담당하는 어린이사서들이 업무수행 과정에서 발생하는 문제점 해결과 서비스 향상을 위해 타 기관 혹은 다른 어린이사서들과 공식적 혹은 비공식적 상호협력 내용과 상호협력이 필요한 분야를 파악하여 효과적인 상호협력 네트워크 구축 방향을 제시하였다.

The Library of Congress' proposal to license LC MARC database and the following debate over the proposal shows that the issue on ownership of bibliographic databases, which surfaced as a topic of concern in the international library community with the OCLC's a n.0, pplication for copyright of its databases in 1982, is not fading or dead into the 1990s. In particular, the way that technological developments are outpacing the ability of the relevant organizations and legal systems to make necessary adjustments is giving the library profession a warning that cooperative efforts for further development of the international library systems, such as the UBC program, might be seriously impeded without a swift and amicable agreement on the controversial 'database ownership' issue. Here, the purpose of this paper lies in discussing the 'database ownership' issue from a macro and long-term perspective, with emphasis on its potential impacts on, and implications for, international information flows. To the end, the specific questions covered in this paper include : 1) what are the major causes of the database ownership controversy? 2) what are the potential impacts of the database ownership issue on the library profession's cooperative efforts toward free bibliographic information flows at the international level? And finally, 3) what are the implications of the database ownership issue for the Korean Library Community, which is making efforts toward the establishment of a national library network in near future through linking various library automation systems.

The recent situation on developments in an expanding field of reference and information service is reviewed through the cooperative arrangements and comprehensive planning among libraries in America. The growth of reference cooperation is examined first along with the social forces that influenced the library interdependence for service. Of the various interlibrary programs identified in relation to the cooperative reference work, interlibrary loan is viewed as the key to the use of library resources based on equal access and making use of the tools for information and research, therefore a reference principle. Several kinds of library systems specifically intended to improve the reference situation are identified and described in detail without any attempt to evaluate their performance in terms of unit size, cost, or quality of the service.

이 연구의 목적은 우리나라 대학도서관 공동보존서고 구축을 위한 기초자료로서 미국, 호주, 스코틀랜드의 주요한 대학도서관 공동보존서고 7개관의 구축과 운영에 관련된 특성을 기술 및 분석하는 것이다. 각 공동보존서고의 물리적 시설, 운영주체, 소장자료의 성격과 규모 자료의 소유권, 자료의 이용과 서비스, 자료관리와 접근 시스템 등의 고유한 특성을 서술하고 시설구축 및 운영의 목표 서고 환경 등에서 공통적으로 관찰되는 요소들을 분석함으로써, 상이한 공동보존서고의 발전현황을 이해하고, 우리나라의 대학도서관 공동보존서고를 건립하는 데 필요한 상황과 조건을 파악하도록 하였다.

This paper reviews various aspects of authouity control system and presents prerequistes for an effective authority control in our future cooperative cataloging. It can be summarized as follows. First, numerous factors affecting authority control must be analyzed and consistent procedures and policies on the authority control have to be established. Second, to make an effective bibiographic data base there must be a standard for the information processing and a systematic organization for information sharing and communicating. Third, for this objective we have to build a MARC format, establish a network for the exchange of automatic authority records among systems, standardize the transcription of multscripts, and establish a centralized automatic authority system for a consistent maintenance of authorityrecords of the union data base. Fourth, it would be one of the best way of achieving cooperative cataloging to set up such a nation-wide authority control system as the NACO in Japan.

2010년부터 시작된 '순회사서 지원 사업'은 작은도서관의 업무 지원과 공공도서관과의 협력체계 구축을 목적으로 하고 있다. 하지만 사업 5년차에 접어드는 시점에서, 소기의 성과에 대한 긍정적 평가와 함께, 문제점에 대한 비판이 제기되고 있다. 이에 본 연구는 현단계 순회사서제도의 문제점을 분석하고 개선방안을 제시하는데 목적을 둔다. 선행연구의 분석을 바탕으로 한 이론 연구를 통해 순회사서의 개념과 등장배경을 살피고, 순회사서제도 분석과 관련 참여자 면담을 통해 순회사서에 대한 낮은 인식, 사업의 비연속성, 순회사서의 고용불안정 등 문제점들을 도출하였다. 결론에 갈음하여, 순회사서제도의 개선방안으로 순회사서사업의 연속성 보장, 순회사서의 고용안정, 업무 체계 정비, 순회사서를 대상으로 하는 실무교육, 참여도서관 점검체계, 지방자치단체의 자발적 노력 등을 제시한다.
