  • By taking a bottom-up "library in the life of the user" perspective rather than a top-down "user in the life of the library" perspective, this paper uses anecdotal evidence from the past and near present to examine the multiple roles the U.S. public library plays and has played as public space in the everyday lives of its patrons. By harnessing "public sphere" theory discussed in Jurgen Habermas's THE STRUCTURAL TRANSFORMATION OF THE PUBLIC SPHERE (1989) and by the examining the rich literatures on civic life and institutions that have evolved from it, the author argues that Library and Information Studies discourse has to expand its scope to include research and analysis of "library as place" from a user's perspective if it hopes to develop a deeper understanding of what the public library does for means to members of the communities in which they reside.

  • This paper traces the trends of librarianship and the changes in the education for librarianship during the 1950s through the 1990s. The purpose of tracing is to find out whether there were some relationships between library activities and education for librarianship, which are supposed to be closely linked and cannot be discussed separately. The historical development of the field and the changes of information technology and library education in the United States of America during the same period are described to show how library and information science field has changed and how American library schools, whose system of library education was introduced into this country, have adopted new technologies. The results of the research show that, even in part, there were such relationship between libraries and library education as libraries' interests in library automation and library schools' provision of library automation course. It was also found out that the Korean library schools tended to follow the curricula provided by their American counterparts. Based on the findings, some suggestions are provided.

  • The National Library of Korea, Sejong, which celebrates its 10th anniversary, has been performing the duties of a specialized library for policy information while also serving as a public library for Sejong citizens. However, there are concerns about whether it is desirable for the National Library of Korea, Sejong, to continue to provide both policy information services and public library services simultaneously. In order to establish the identity of the National Library of Korea, Sejong, and strengthen its core competencies and services, a prior investigation of the current status and stakeholder groups is necessary. This study diagnosed the current status of the National Library of Korea, Sejong, and conducted a SWOT analysis, and then surveyed and analyzed stakeholders (National Library of Korea, Sejong, employees and relevant policy agency employees) related to policy information services to identify the library's core role and identity, and perception of policy information services. Based on this, this study presented ways to improve the library's core competencies and future direction as a specialized library for policy information.

In order to fulfil these roles, libraries should be a ky element in national and local cultual policies. Effective policy making is the most important responsibility of libraries as well as national and local governments and one of library management tools for running the library. The purpose of this study is, therefore, to review the spectrum of the library and information policies in Korea and suggest some desirable directivities for library policy making.

  • The ecosystem of the Library has been radically changing in the advent of ubiquitous information service technology. We are already aware of the digital library due to popularizing digital information resources and we are impressed with Library 2.0 and Social Semantic Digital Library of user-centered, service-oriented library. We summarize the ultimate goal of the evolution of library systems as knowledge services and propose a logical model of library system for the realization of knowledge services. This local model can be applied for a library framework to harmonize the diverse knowledge resources, active users with participation and collaboration, the innovation of library business and ubiquitous information service technologies to achieve the missions of library in knowledge-intensive society.
