  • The purpose of this study is to investigate the academic librarians' perception of the current status and establishment of the development plans of domestic university libraries to suggest ways to increase usefulness of development plans. And this study sought ways to establish the academic library development plan that reflected the key components of the development plan. To this end, a survey was conducted on academic library librarians, and in-depth interviews were conducted with the persons in charge of the academic library development plan to supplement the limitations of survey. The results are as follows. First, the establishment of academic library development plans tend to be formal and passive, and has limitation in eliciting cooperation between external organizations and academic libraries. Second, most academic libraries do not disclose their development plans on their websites. Third, the awareness of the leaders of the academic library organization needs to be preceded, and a task force needs to be formed to establish development plan. As a result of the study, it is suggested that 'active changes in the perceptions and operation method within academic libraries', 'external disclosure of development plans and strengthening cooperation', and 'strengthening the initiative and role of librarians' are needed as improvement measures.

For this, previous research related to the privacy of the students, the legal basis for the protection of the privacy of the domestic and foreign students, and the types of the infringements upon the protection of their personal information were investigated. A survey was conducted to measure the awareness of issues related to the privacy of the users of the library. The research showed the results as follows: First, the awarenesses regarding the privacy of the users of the school libraries appeared low, and low recognition was also found regarding the awareness of the cases of the infringements upon the privacy of the users of the school libraries; regarding the awareness in relation to the protection of privacy; regarding the seriousness of the privacy problems of the users; and regarding the factors that can encroach upon the privacy of the users. Second, regarding the seriousness felt when the library records of the users of the school libraries are leaked to the outside, 41.6% of the respondents responded by saying "It is serious", and 18.4% responded by saying "It is not serious". Third, as a result of investigating the awareness regarding whether the consent of the person concerned is needed in case a third party requests access to reading the records in the library, 68.5% of the respondent responded "It is needed", and only 10.4% responded "It is not needed". Last, in the investigation into whether the respondents had the experience of being educated as to the rules related to the privacy of the users at a school or an external organization, over 80% of the respondents answered that they did not receive it.

  • This article examines the accessibility and usability of library websites to students with visual and physical disabilities in public universities in Kenya. The study used survey research design and adopted a mixed methods approach. Data were gathered using survey questionnaire, focus group discussions, structured interviews, and observation. The study population consisted of six public universities that had a longstanding tradition of enrolling students with disabilities. Census was used to obtain a study sample comprising of students with visual disabilities (86), students with physical disabilities (91), University Librarians (6), Personnel from Disability Mainstreaming departments (6), Systems Librarians (6) and Library Personnel who provided information services to students with disabilities (133). The Social Model of Disability and IFLA Access to Libraries for Persons with Disabilities checklist were used as conceptual and theoretical framework in the study. Study results revealed that all the libraries had library websites. However, the websites did not have disability services page or information specific to individuals with disabilities. Also a section of students with disabilities lacked awareness of the existence of library websites and e-resources available through them. Additionally, the website design posed various access challenges. The study concluded that people with disabilities were excluded from access and use of library websites in public universities. The authors recommended that library websites must contain disability services page containing information specific to persons with disabilities. Moreover, libraries should evaluate their websites to ensure compliance with W3C requirements for web content accessibility. Additionally, libraries should develop disability policy to provide guidance on provision of information services to persons with disabilities.

  • In this study, development directions for smooth introduction of transferring non-specialized libraries to specialized libraries are suggested based on the analysis conducted on non-specialized library librarians and users to investigate and analyze the comparative requirements for specializing libraries, specialization topics, demand for spaces and programs for specialization and view of important factors of each area when operating specialized libraries in future. As a result, first, when introducing a specialized library, it is necessary to derive a specialized topic that can identify and provide the characteristics of the region and the status of existing library. And a demand analysis. Based on this, the subject should be selected through the demand survey of the local residents. Second, from the stand point of targeted subjects of specialized service, it is necessary to provide tailored services by understanding the service range for each age group based on local population distribution and library user analysis. Third, experience-type, lecture-type and view-type can be suggested for specialized programs, considering the characteristics of the specialized subject field. It is ideal to operate combination of the three based on the subject filed details. Also, the characteristics of the subject and the types of program should be considered for specialized spaces. Finally, in order to systematically operate and promote specialized libraries, allocating dedicated personnel, linking with other institutions and strategies of promotion and marketing should be considered.
