계층분석법(AHP)을 이용한 BTL사업비 타당성 평가모형정립에 관한 연구 (A Study on Model Establishment of the Validity Evaluation for BTL Project Expenses Using an Analytic Hierarchy Process)

  • 시행 4년차를 맞이하는 BTL사업은 평가부문에서 일본의 PFI사업을 벤치마킹하여 도입되었는데 우선협상대상자 선정평가단계를 살펴보면, 기술적 요소는 시설사업별로 수정 보완되어 고시되는 반면 가격요소 부문은 여전히 최저가 낙찰제가 시행되고 있다. BTL사업의 가격부문은 임대형 사업이라는 특성을 감안해 볼 때 우선협상대상자 선정 방식에 대한 문제 제기와 더불어 향후 운영관리기간 동안 사업비 운용에 대한 우려가 높아지고 있다. 이에 본 연구에서는 계층분석기법을 활용하여 사업초기 우선협상 대상자 선정을 위한 우선순위 결정방법과 사업수행과정에서의 BTL사업비용 타당성 평가를 위한 평가모형을 정립하고자 한다. BTL사업 참여 경험이 있는 전문가 집단을 대상으로 평가 요소를 추출하였으며 평가요소 Levelling과 항목에 대한 Grouping을 통하여 3단계 평가모형을 정립하였다 ; 1단계 - LCC분석과 정부지급금 산출, 2단계 - 1단계 요인에 더하여 각각 분석기준 및 방법의 적정성, RFP요구조건 반영, 비용관련계획의 적정성, 산출비용의 적정성, 3단계 - 각각의 2단계 요인에 대하여 3개-5개의 요소.

  • The 1st order vertical network of Korea was adjusted in 1987 at first time. This is the second adjustment of the 1st order vertical network of Korea by National Geographic Information Institute. All the levelling data were acquired by digital level with invar staff. The number of 1st order level lines are 36, and 34 level lines comprise 11 circles of level network. Backward and forward error of a few level lines are larger than the regulations of NGII, Korea. Also, 3 circles of vertical network has circuit closure error that is exceed the regulation. As the result of 1st order vertical network adjustment, the reference standard error of the vertical network was $1.8mm/{\surd}km$.

  • This paper is to investigate the Fluidity of Antiwashout Underwater Concrete containing Fly Ash. The results of study are concluded as follows: the increase in Slump Flow value did not happen in the plain concrete which was replaced cement by Fly Ash; however, the maximum value could reach in the replacement of 30% of Fly Ash by weight of cement in the Fly Ash replaced concrete. On the condition of Fly Ash-Antiwashout Underwater Concrete in expecting 50 cm of the Slump Flow, it was necessary that the usage amount of Superplasticizer be around 1% of unit Binder, and 1.5% in 60 cm of the Slump Flow, respoectively.

Dyeing and Fastness Properties of Vat Dyes on a Novel Regenerated Cellulosic Fiber

  • enVix is a novel regenerated cellulosic fiber, which is prepared from cellulose diacetate fiber using environmentally friendly manufacturing process. Vat dyeing properties of the enVix were investigated and compared with those ofregular viscose rayon. The enVix exhibited better dyeability than viscose rayon. The colour yields of vat dyes on the enVix were found to be dependent on dyeing temperature as well as the amount of levelling agent and salt. Good build-up and good to excellent fastness properties were obtained on the en Vix fabric.

  • Wool fabrics were treated with low temperature oxygen plasma and/or protease, and examined for their mechanical and dyeing properties. By plasma-treatment the strength of wool fabric increased and higher rate of weight loss for protease treatment was obtained. When dyed by levelling type acid dye equilibrium dye uptake appeared same, but rate of dyeing increased by the plasma treatment, while, with milling type acid dye, both of them increased greatly in the order of untreatedplasma/protease-treated. It was assumed from the above results that plasma affects the surface of fiber, and enzyme attacks mainly the inner part of fiber. This was confirmed again by scanning electron microscope.

  • Supercritical fluid dyeing is a new alternative to the conventional aqueous process because of its environmental benefits. In this study, dyeing properties of Nylon 6 fabrics were investigated depending on dyeing temperature and pressure in supercritical CO2 fluid dyeing system. In order to select the optimal condition for supercritical fluid dyeing of Nylon 6 fabrics, dyeing temperature and pressure were varied from 100, 110, 120℃, 200, 230, 260bar, respectively. The results of K/S values and levelling properties showed that the optimal dyeing condition for Nylon 6 fabrics was 110℃ and 230bar in the supercritical CO2 fluid dyeing system. The washing fastness ratings of the dyed Nylon 6 fabrics under supercritical medium were good for both fading and staining except for staining on nylon.

  • The new gravity field combination models are expected to improve the knowledge of the Earth's global gravity field. This study evaluates eleven global gravity field models derived from gravimetry and altimetry surface data in a comparison with ground truth in South Korea. Geoid heights obtained from GPS and levelling in South Korea are compared with geoid heights from the models. The results show that the gravity satellites CHAMP, GRACE and LAGEOS plus gravimetry and altimetry surface data have led to an improvement in gravity field models. As expected, the new combination gravity field model which are EIGEN-CG03C and EIGEN-GL04C give better results than the predecessors widely used models(EGM96, OSU91A etc.).

동력 경운기용 레벨러 제작에 관한 연구 (A Study on the Design of Leveller for Power Tiller)

  • This study was conducted to develop the leveller suitable for power tiller which has been widely used in Korea. Field test was carried out to determine its performance in accordance with the tilt angles of blede, forward velocities , and the length of blade . The results are follows ; 1. Earth moving capacity of the standard leveller was found to be 90~95kg of soil per one swath while working at the 2nd ~4th gears of forward speed. 2. Work performance of model leveller was 2 , 3, 4 times higher than manual operation in distributing additional soil of thickness 6mm , 12 mm and 24 mm on paddyland, respectively. 3. Levelling performance of model leveller on the inclined fields was 7 ~9 times higher than manual operation.

  • This paper deals with the development of a software module for production planning and scheduling activities of an actual die-production management system. Scheduling problems, such as master schedule and detailed schedule, are the focal point of the whole article and they are considered in terms of operation procedures. Schedule-explosion module and load levelling module are the essential components of schedule management. The scheduling module allocates the resources, determines the process priority and the planned start and completion dates of processes. Rescheduling can be done to manipulate unforeseen situations that schedule is delayed owing to inducing defectives, machine breakdowns and lumpy demands. This study indicates a practical model for the die-producation management and helps to apply it for jobs in the real situation.

  • The Tension Leveller of Cold Rolling Mill In POSCO performs levelling the strip in high speed line. But minor variations in operating condition of driving machines such as motor, gear box, and support bearings, a small gap-variation of supporter and strip slip by poor roll revolutions can cause serious problems in the quality of strip. In this study, firstly, A condition monitoring standard for each sensor is made through with the detail analysis of vibration and strip slip. Secondly, An automatic monitoring and diagnosing system was developed to monitor the condition of Tension Leveller, and diagnose the cause of abnormal condition. Finally, A diagnosing algorithm for abnormal condition and man-machine interface (MMI) for easy operation are developed.
