As an effort to reform legal system of Korea, the law school system is introduced in March 2009. Thus the law culture of Korea is expected to change drastically for diversification, specialization and globalization. With such social trend as background, the author writes on the pre-law and law school courses "Law and Statistics" which were offered at Korea University. Also, he reviews two legal cases and summarizes two research results: DNA database controversies and a sentence standardization model.
The purpose of this study is to analyze the facility standards of the elderly welfare facilities applying the seven principles of the universal design. The facility standards of the elderly welfare facilities were limited to the provisions of the "Enforcement Regulation of the Elderly Welfare Act". There are few legal regulations applying the universal design in the construction of the elderly welfare facilities. The facility standards are set only with the minimum requirements such as securing the safety of the user, securing the space area, functional convenience, and risk prevention. However, the contents of the regulations are limited to the minimum standards for functional convenience and safety required for living. In conclusion, in the elderly welfare facilities, the notion of universal design, which considers not only the elderly, but also service providers, employees, and general visitors, should be considered.
Due to the nature of HMR food that is susceptible to contamination, its safety management is becoming more important. The relevant food types in food code corresponding to HMR foods are addressed, and the criteria for hygiene indicator bacteria and food poisoning bacteria, and storage and distribution standards according to the product type were presented. The government's safety management for HMR foods is basically carried out through the Food Sanitation Act. Those who intend to do HMR business must complete business registration or declaration, hygiene education, health examination of employees, and comply with legal obligations such as HACCP application. The government confirms compliance with legal requirements through hygiene inspection and monitoring inspection of products. However, the safety of HMR foods is not realized by the safety management system alone. A food safety culture should be established in which industry workers and consumers carry out actions to ensure food safety.

The purpose of this study is to provide a basis for the sustainability of cooperatives, To provide theoretical support for healthy development and academic research. The purpose of this study is to improve people's understanding of cooperatives (farmer professional cooperatives) in China. First of all, we analyze the background and concept of the introduction of cooperatives and the use of the latest advance research in China and South Korea; Secondly, we propose the status of Chinese cooperatives and the growth process of the legal system; Thirdly, we focus on the law and system of Chinese farmer professional cooperatives. Therefore, this study proposes the following four enlightenments : First, China should continue to improve and improve its legal systems, such as the tax assistance legal system, financial preferential legal system, and technical assistance legal system. Secondly, it is necessary to strengthen government supervision of cooperatives, improve the internal system of farmer cooperatives, improve the financing policies of farmer cooperatives, grasp the relationship between development and regulation, and form a development model centered on farmers. Third, the development of farmer cooperatives must be integrated with the local culture. Fourth, we must strengthen the training of cooperative members and strive to improve the level of management and self-innovation.

A major purpose of management or occupational safety is a significant decrease in safety accidents. With this view, the establishment of occupational safety culture and the building of occupational communication network stand out as being more important than the past. This study has analysed the positive effects of occupational safety communication on safety consciousness and action of the employees in workplace. And it is confirmed that the occupational safety communication in workplace is the essential mechanism, through which the workers internalize safety consciousness and act safely. The safety consciousness and action of the employees are formed in safety culture, which is not only legal regulations, but a daily communication network in workplace. In these sense, the building of the occupational safety communication network is decisive for the establishment of safety culture. For these reasons, this study makes the proposition that a firm promotion of occupational communication network is necessary, which connects the safety culture and a effective safety management in workplace.

The work is devoted to the problem of modernization of the higher education system of Ukraine through the integration of higher education institutions into the European Higher Education Area. Based on the analysis of statistical data, a conclusion was made about the collapse of the higher education system of Ukraine due to a number of problems, which negatively affects the formation of human capital. The importance of international cooperation with the EU in the field of education for the modernization of higher education is substantiated. The institutional principles of formation are investigated, the main priorities of its development at the present stage are determined. The legal bases of European integration of higher education in Ukraine are analyzed. An analysis of the development of international cooperation of Ukrainian universities and their participation in European educational programs. There is a positive tendency to increase the activity of Ukrainian universities in international cooperation, which increases their position in international rankings. Weaknesses of integration processes are revealed and directions of improvement of higher education are offered.
Climate change causes ocean warming, ocean acidification, sea-level rise, dynamic coastal risk, change of ecosystem structure and function, and degradation of ecosystem services. Not only that, but it has negatively impacted the well-being of people, society, and culture, including food security, water resources, water quality, livelihood, health, welfare, infrastructure, transport, tourism, recreation, and so on, especially by particularly degrading indigenous communities and generating an inequitable distribution of benefits and costs. As pointed out here, these adverse impacts of climate change on the ocean have been emphasized at the international and national levels. In contrast, the ocean field has been neglected in the climate change conversation for too long. However, since the UNFCCC COP 25, the ocean has been drawn into the discussion as a solution to address climate change. Moreover, the U.S. Congress recently unveiled a bill called the 'Ocean-Based Climate Solution Act, OBCSA' that reflects the new paradigm of the international regime. The comprehensive legislative bill includes elements related to climate inequity, a blue economy, and a community-led bottom-up policy mechanism, which will have a significant bearing on the ocean-climate legal system. Therefore, this study reviews the OBCSA and deduces implications with regard to the ocean-climate legal system in Korea.
This study deals with the rent-seeking behavior that exist in cultural voucher from the viewpoint of culture and arts management. Art organizations open to consumers, producers and governments of the arts are dependent on the internal and external influence of an open system. Researcher has found rent-seeking in the course of introducing policies and legalization of the cultural voucher business which has been promoted in the direction of democratization of culture or cultural democracy. Cultural voucher business is a legal term. Although the government has increased the budget or tried to change the policies of the cultural voucher business, the implementation of the cultural voucher business has been opposed to the diversity of consumption and equity as the consumption of genre and the concentration of the capital region have increased. These results were structurally related to the process of legalization and rent-seeking behavior in bureaucracy. This study reaffirms that the efficient operation standard of the cultural voucher business is a balance between the choice of the beneficiary, the competition of the supplier, and access to the cultural voucher. And the theory of rent-seeking was applied as a criterion to analyze this balance. Thus, it is suggested that the criteria of evaluation and improvement to check the conservativeness of bureaucrats are needed to establish a legal system applied to the purpose of 'cultural democracy' and 'democratization of culture' ideology and to guarantee individual creativity and autonomy.

A Library is the fundamental character of culture in a country and it is also a barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried to find. How to study was on the basis of the actual materials of the on the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. And so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public libraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc.. This hinders the progress of the public libraries and to seculate them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnel sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to strang then the extension services. 3. To organize the council composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, der the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrate into the daily living of people deeply. Finally, what the present writer would like to speak to the chief librarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writter is sure that the far-reached future of our library organization will depend on the librarians.
In the forthcoming 21st century new technical and scientific developments in outer space demands new approaches towards the problems arising in several fields of the use and exploitation of outer space including practical applications. The main purposes of this study are to analyze the legal problems of geostationary orbital position, telecommunication, direct television broadcasting by uses of artificial satellites. Communication via artificial Earth satellites was one of the first applications of space technology and is now one of the most developed field. From the technical and economic standpoints the advantages of world-wide satellites communication system are too all obvious. However, as the practical uses of space technology become more freguent, the legal conflicts among nations have become more divisive. One of the problem grown in uses of artificial satellites is that of the increasing shortage of suitable orbital slot positions for satellites, especially in geostationary orbit. Legal status of geostationary orbit as a limited resourece have to be reviewed in consideration of the side effect of the "First use, first-served" principle. The geostationary orbit is to be used for the benifits of all mankind and to be guaranteed for each state institutionaly in order to have eguitable access to the use of the orbit. Rapid increase of satellites broadcasting system in not only developed countries but also in developing countries opened up new possibilities with one another's scientific and cultural achievements. But there is also a potential danger that this powerful new instrument of influencing public opinion will be abused. Such a danger incudes spill-over or harmful interference. This controversial issue brings about the question whether prior consent from the receiver nation is needed to broadcast across international boundaries. Some states have rejected prior consent because it interfere with the free flow of information. Many other countries have opposed that opinion as an invasion and violation of sovereignty and as a violation of the 1967 Treaty and the UN Charter. Since declaration of the First Year of Outer Space in 1985, our country have promoted the plan of launching communication and broadcasting satellites. With the Koreasat launched in 1995 as the start, a real satellite-telecommunication era was opened in korea. According to this new development of our country, there will also rise various legal problems related to satellite broadcasting and telecommunication such as the inflow of foreign programs, the permeation of culture and the infringement of program copyright. Consequently the effective reactions to these problems in satellite-communication era should be tried including international cooperation. It is therefore to take into careful consideration the legal issues which may arise in outer space activities and to formulate positive policy on international cooperation with surrounding or advanced countries and international organization concerned. For this purpose the United Nations also prepares the UNISPACE III in 1999, to enable the international community to meet a more promising 21st century.
