'산업융합 신제품의 적합성 인증제도' (적합성 인증제도)는 개별 법령상에 융합 신제품에 적합한 인증 기준이 아직 준비되지 않았을 때, 별도의 입법 없이도 산업융합 촉진법에서 정한 바에 따라 동일 효력의 인증을 부여할 수 있는 법적 인증제도이다. 적합성 인증제도는 다른 인증제도들과 달리 규제 시차로 인한 융합 신제품의 인증애로를 해소하는 특성이 있다. 그럼에도 적합성 인증제도를 규제 개선의 관점에서 세부적으로 분석한 연구는 드물었다. 본 연구는 규제 문제가 발생 후 해소되기까지의 과정에 적합성 인증의 단계들을 순차적으로 매칭하여, 융합 신제품의 규제 시차가 적합성 인증의 절차를 통해 어떻게 감소되는지를 설명하였다. 나아가, 규제 시차 관리에 대한 관점을 정량적 측면과 정성적 측면으로 나누고, 규제 시차 감소를 위한 적합성 인증제도의 정량적·정성적 체계를 인증 절차의 각 단계별로 분석하였다. 이를 통해 본 연구는 적합성 인증제도가 융합 신제품의 규제 시차 문제를 해소할 수 있는 이유는 인증 절차별 법적 기한과 같은, 제도의 구조적 설계사항(정량적 측면) 뿐만 아니라, 개별 절차의 품질 확보를 위한 정성적 체계들을 갖추고 있기 때문임을 강조하였다.

Electronic transaction using electronic documents be carried without direct person to person meeting, there is the possibility to use other's identity illegally without notice and to verity authenticity of transaction. It is very hard to find out that the electronic documents on the process of submitting is forged documents or not and also has much difficulty in maintaining transmitting secret. Therefore, to solve such problems on electronic transactions, certification system with cryptography skill are inevitably necessary. Also there is needed legal base in the electronic document as functional equivalent of the paper document. Recently there are so many commercial certification service provider(CPS) such as Identrus, Bolero, TEDI but their establishment of CPS, certification process, guideline and so on are different each CPS. Therefore, this kind of situation can make user confuse. To introduce and develop the electronic certification in the international electronic commerce not domestic electronic commerce, it need to authorize and operate certification authority under the uniform regulation base. But, because the laws and guidelines that related to electronic certification system are different among the nations and international organizations, it need to compare laws and guidelines. In conclusion, the most important thing to resolve problems surrounded certification and develope certification system in the international electronic commerce make uniform rule of international electronic certification to recognize internationally from each nation or at least, need to harmony laws and guideline in each nations.

The GUIDEC I was published in November 1997 by the International Chamber of Commerce (ICC) and then the GUIDEC was published in October 2000 in the name of GUIDEC II. The GUIDEC II is the next version of GUIDEC I. This paper examines the electronic authentication and certification practices under GUIDEC II in detail. Therefore, this paper can help parties concerned to understand electronic authentication and certification practices of electronic commerce. GUIDEC II maintains the content of GUIDEC I, but GUIDEC II adds some new definitions such as authenticating a message and explains the rights and responsibility of subscribers, certifiers, and relying parties in detail. The aim of the GUIDEC II is to enhance the ability of international business community to execute trustworthy digital transactions utilizing legal principles that promote reliable digital authentication and certification practice.

Almost business enterprises have recently used electronic commerce to conduct their business. Electronic commerce has come to encompass the Internet as well as EDI on private networks begun in the 1960s. The Internet is already changing the way that many companies conduct their business. Domestic electronic commerce has rapidly enhanced, while Int'l electronic commerce has gone steady. There are four issues for developing of Int'l Electronic Commerce. Firstly, The EDI Standardization is to be uniformed and prevailed over the world in UN/EDIFACT authorized by ISO. Secondly, There are two useful systems on Electronic Document Transmission, so called, Bolero project system and Trade Card System. It is thought that Bolero system will be more useful for large trading enterprises, especially, who need a Letter of Credit and electronic B/L, while T/C system is proper to small trade companies who do not need those. Successful results of Bolero system is very important for Int'l electronic commerce enterprises. Thirdly, to secure electronic signature, Int'l Certification Authority is essential for the users of Int'l electronic commerce. Trusted way of distributing public keys is to use a Int'l Certification Authority. The Int'l Certification Authority will accept user's public key, along with some proof of identity and serve as a depository of digital certificates. Both governments and the International business community must involve archiving keys with trusted third parties. Finally, It is important that all the nations and UNCITRAL continue efforts to make legal bases in Int'l electronic commerce concerned, including electronic signature, certification etc.

A survey was conducted on the awareness and demand for the Multi-crew Pilot License (MPL) to prepare the legal institutional basis for the MPL certification system. A total of 288 airmen were asked questions about the awareness and demand of the MPL certification system, and factors affecting the establishment and participation of MPL training programs. The survey results show the understanding of the MPL certification system is significantly lower than that of the current pilot certification system. The demand for the MPL training program was found to be significant, trainees and low-skilled airmen was greater demand. The factor that has the greatest influence on the establishment and participation of the MPL training program was identified as employment connection (airline recruiting). It is expected that the result of this study will be used as basic data necessary for establishing MPL certification system policy.

Main aims of environment-friendly agriculture (EFA) are increasing functions for environmental conservation of agriculture and building consumer confidence for agricultural products safety. The low-pesticide certification will be abolished in 2016, and this will give rise to much confusion to low-pesticide certification producers. The non-pesticide agriculture doesn't mean organic farming, and the EFA standards of Korea don't match up to international standards to organic agriculture. The system improvement directions for EFA are to devide into two types of organic farming and EFA, and EFA includes non-pesticide and low-pesticide farming both. These types must have legal grounds respectively.

De-icing system is essential for any aircraft to fly in icing conditions. So there are two kinds of aircraft-those that are certificated for flight in icing conditions and those that are not. Icing certification involves a rigorous testing program, and relatively few light aircraft carry this approval. From a legal perspective, aircraft that do not have all required ice protection equipment installed and functional are prohibited from venturing into an area where icing conditions are known. There are a few kinds of de-icing system. It is necessary to review the systems in point of aircraft certification considering the operational and safety issues.

As more and more companies pursue ISO 9000 certification, one of the most misconceptions about ISO 9000 is that registration is necessary only for business. ISO 9000 is being driven by commercial requirements, not legal fiat. This registration can be used as evidence of compliance to the ISO 9000 to satisfy specific customer requirements. The primary objective of this research is to provide the efficient implementation process of ISO 9000 certification on the basis of total quality management concerning with ISO/CDl 9001:2000, ISO/CDl 9004:2000 and ISO/CD2 9001:2000. Based on the result of first paper in May 1999, this study has been conducted using the data collected from 312 manufacturing companies which registered ISO 9000 certification. This analysis can be applied to Korean small and medium industrial companies in establishing and maintaining the development of qualify systems. The companies should be able to benefit if they make continuous effort to improve the quality activities based on the factors suggested in this paper.

It is very important to evaluate how the functions of products, facilities, and spaces affect human life. The evaluation of these actions has legal regulations such as certification, inspection, and diagnosis, and the degree of quality, safety, and excellence of the results is announced. This study sought to secure safety through efficient system operation by reviewing safety-related certification systems established and implemented by each government department in Korea and analyzing the characteristics of each system and similarities between systems. There was also an aspect of cross-checking safety through the certification and diagnosis system implemented by each ministry, but it was confirmed that the efficiency of the system should also be considered in terms of overlapping application. Therefore, when securing safety is confirmed based on each safety-related law, active alternatives such as exemption, substitution, delegation, etc. should be presented.

This qualitative case study explored seven non-certified firms' family-friendly cultures and their responses to the family-friendly certification through interviews with the human resources managers. The results from the data analysis revealed within firm's differences and a gap among those firms. In addition, their responses to the family-friendly certification were classified into three categories: a positive group, indifference group, and negative group. From the results of the firms' various family-friendly cultures and the firms' various responses to the family-friendly certification, we suggested several issues on the family-friendly certification system's improvement and the government's management and supervision of the legal requirement to ensure workers' work-life balance and the firm's autonomy plan for its' own family-friendly culture.
