Supply Chain Analysis in Public Works: The Role of Work Climate, Supervision and Organizational Learning

  • The study aims to analyze the supply chain role of supervision, discipline, work climate, and organizational learning on the performance of community services at the public works. This study took a sample of employees through purposive sampling technique at the Public Works Office and Bina Marga in a regency in East Java. Data through questionnaire was collected through a 5-point Likert scale model. The results show that the application of employee discipline affects the performance of public services, with a contribution of 39.7%, meaning that discipline and organizational learning are implementation factors that have an effect on public service performance. In stepwise regression analysis, the supervisory factor has a correlation with service performance, but it is less relevant, while the work climate is not relevant as a predictor variable to improve public service performance. The study revealed the importance of the supply chain policy of implementing good and clean governance and the enactment of the performance appraisal of the government apparatus established through Good Corporate Governance of the state apparatus. The findings provide a basis to encourage the public sector performance to smooth every step of supply chain management of every government project work, especially in the field of public services.

Developing and Pilot-Testing Blended Learning Program Prototypes for Health Coaching to Support Positive Growth of Cancer Patients (암환자의 긍정성 증진을 위한 블렌디드 건강코칭 교육프로그램 프로토타입 개발 및 적용)

  • This study aimed to develop and pilot-test educational program prototypes of training health coaches to help cancer patients overcome crises and create positive growth. For this purpose, the educational contents and methods of the blended learning program prototypes were derived through learner needs and literature analysis. The prototypes, which consist of introducing of health management and health information and understanding and practice of basic coaching and health coaching, were developed to integrate with four sessions of face-to-face, off-line classes, training practices through 12 tele-classes, and use of online learning system. The prototypes were conducted and pilot-tested by a total of 35 students selected through the document screening and the interview. After participating in the blended learning program, learners expressed greater overall satisfaction with each session program (average score = 4.36, with 5 being most satisfied), satisfaction with learning contents (average score=4.42) satisfaction with course preparation (average score = 4.26) and satisfaction with lecture materials (average score = 4.19). The results of this study show that a systematic and integrative approach for designing a blended learning program can be useful for various educational needs in health and medical fields. In the future, empirical studies are expected to see how these curricula are actually implemented and assess whether the intended learning outcomes are achieved.

  • Reputation systems aggregate users' feedback after the completion of a transaction and compute the "reputation" of products, services, or providers, which can assist other users in decision-making in the future. With the rapid growth of online e-Learning content providing services, a suitable reputation system for more credible e-Learning content delivery has become important and is essential if educational content providers are to remain competitive. Most existing reputation systems focus on generating ratings only for user reputation; they fail to consider the reputations of products or services(item reputation). However, it is essential for B2C e-Learning services to have a reliable reputation rating mechanism for items since they offer guidance for decision-making by presenting the ranks or ratings of e-Learning content items. To overcome this problem, we propose a novel collaborative filtering based reputation rating method. Collaborative filtering, one of the most successful recommendation methods, can be used to improve a reputation system. In this method, dual information sources are formed with groups of co-oriented users and expert users and to adapt it to the reputation rating mechanism. We have evaluated its performance experimentally by comparing various reputation systems.

  • The purpose of this paper was to design and implement effective learning model for internet ethics education, following the learning principle and procedure of PBL(Problem-Based Learning) which is one of the constructivism teaching-learning theories(, and to apply it). In this learning model, online learning and face-to-face classes were systematically combined for achieving the teaching-learning goals and the main module for online learning run on Moodle, an open source LMS(Learning Management System). It is possible for learner to participate actively in creation of micro-contents and reorganize contents using various SNS(Social Network Service). The learner can achieve the learner-oriented learning and select micro-contents in order to reorganize the personalized learning contents to take advantage of SNS among learners. To examine educational effectiveness of the proposed learning model, an experimental study was conducted through the education content and method to the subjects of two classes in the second-grade of university located in OO city. 60 students(treatment group=30, control group=30) participated in the experiment. The result statistically verified that the proposed learning method is more effective in cultivating consciousness of internet ethics than the face-to-face PBL learning method. The results of this paper also showed that a lecture using blended learning is efficient in achieving learning performance and that learners responded positively(, which are indicating that the higher effectiveness of learning would be expected) by forming connectedness among learners using SNS. Multi-agent Q-learning based Admission Control Mechanism in Heterogeneous Wireless Networks for Multiple Services

  • In order to ensure both of the whole system capacity and users QoS requirements in heterogeneous wireless networks, admission control mechanism should be well designed. In this paper, Multi-agent Q-learning based Admission Control Mechanism (MQACM) is proposed to handle new and handoff call access problems appropriately. MQACM obtains the optimal decision policy by using an improved form of single-agent Q-learning method, Multi-agent Q-learning (MQ) method. MQ method is creatively introduced to solve the admission control problem in heterogeneous wireless networks in this paper. In addition, different priorities are allocated to multiple services aiming to make MQACM perform even well in congested network scenarios. It can be observed from both analysis and simulation results that our proposed method not only outperforms existing schemes with enhanced call blocking probability and handoff dropping probability performance, but also has better network universality and stability than other schemes.

  • Due to the lack of visualization services and organic combinations between public and private buildings data, the usability of the basic map has remained low. To address this issue, this paper reports on a solution that organically combines public and private data while providing visualization services to general users. For this purpose, factors that can affect building prices first were examined in order to define the related data attributes. To extract the relevant data attributes, this paper presents a method of acquiring public information data and real estate-related information, as provided by private real estate portal sites. The paper also proposes a pretreatment process required for intelligent machine learning. This report goes on to suggest an intelligent machine learning algorithm that predicts buildings' value pricing and future value by using big data regarding buildings' spatial information, as acquired from a database containing building value attributes. The algorithm's availability was tested by establishing a prototype targeting pilot areas, including Suwon, Anyang, and Gunpo in South Korea. Finally, a prototype visualization solution was developed in order to allow general users to effectively use buildings' value ranking and value pricing, as predicted by intelligent machine learning.

  • E-Commerce is a buzzword well known for electronic commerce activities including but not limited to the online shopping, digital payment transactions, and B2B online trading. In today's digital age, e-commerce has been playing a very important and vital role in areas such as retail shopping, sales automation, supply chain management, marketing and advertisement, and payment services. With a huge amount of data been collected from various e-commerce services available, there are multiple opportunities to use that data to analyze graphs and trends. Strategize profitable activities, and forecast future trade. This paper explains a contemporary approach for collecting key data metrics and implementing cost-effective automation that will support in improving conversion rates and sales performance of the e-commerce websites resulting in increased profitability.

  • This study is concerned with educational services provided for archives with a focus on programs for teachers and students in the classroom. The purpose of this study is to develop the archival-resource based learning model. And the other purpose is to find out the influence of the archival-resource based learning. The researcher and teachers designed two lessen plans for archival-resource based learning and general learning. To compare with the archival-resource based learning and the general learning, the researcher divided into two comparison classes of 6th graders of two elementary schools. Statistical analysis was conducted by analysis of covariance using SPSS WIN 12.0 for t-test.

  • The current technology drain at small and medium-sized enterprises in Korea is very serious. According to the National Intelligence Service's survey data, 69 percent of technology leaks are made through employees of small and medium-sized enterprises. A document security system was introduced to compensate for the problem. However, small and medium-sized enterprises are not doing well due to their poor environment. Therefore, it proposes a document security system suitable for small businesses by developing a location information machine learning system that automatically creates a document security Green Zone through learning, and an ECM-based electronic document leakage prevention system that manages generated Green Zone information by reflecting it into the document authority system.   • The purpose of this study presents a model of the integrated online library service with LMS (Learning Management System). The new library service is called 'Library on Blackboard' which was developed and implemented by Murray State University Libraries in Murray, Kentucky, USA. This user-centered service with applied information technology has the potential to enhance the quality of the library performance in university libraries. The introduction of the Learning Management System in South Korea has a potential to enhance the education environment and promote new library services. With the emergence of new information technologies and growing popularity in online classes and distance education programs, the importance and usage of Learning Management Systems in higher education has increased.
