국토경관 보호·관리·계획의 현재와 미래 - 전체론의 관점을 중심으로 - (The Present and Future for the Protection, Management and Planning of Landscape in the Country - A Perspective from Holism -)

  • 오늘날 유럽 국가들을 중심으로 경관이 정치, 행정, 학문, 시민사회 등을 망라하는 모든 분야에서 환경만큼 중요한 화두로 사람들의 입에 자주 오르내리고 있다. 그 동안 한국에서는 이러한 국제적 조류에 부응하기 위하여 각 학문 분야나 행정 분야별로 나름대로 경관 개념을 다양한 정책에 반영하려고 노력해 오고 있다. 그럼에도 불구하고 아직까지는 그 성과가 만족할 만한 수준에 있지 않은 실정이다. 이러한 실정을 감안하여 본고는 먼저 경관이 가지는 복합적 가치와 복수적 의미를 유럽의 연구 결과를 토대로 검토해 보았다. 그런 다음 아직까지 경관에 대한 관심이 상대적으로 저조한 한국이 앞으로 추구해 나가야 하는 국토경관의 정책과 연구의 미래 방향을 모색해 보았다. 경관은 지금까지 상황에 따라 다양한 의미로 정의되어 왔을 만큼 지극히 복합적인 개념을 가진 대상이므로 전체론(Holism)의 관점에서 이해되어야 한다. 경관을 연구하는 학문 분야들은 학제 간 또는 다학문적 협력에 그치지 말고 학문의 경계를 초월하는 종합적 접근방법을 공동으로 개발하여 적용해야 한다. 유럽의 경우와 같이, 한국에서도 경관의 질과 다양성의 악화와 퇴보가 사람들의 일상생활의 질에 대하여 부정적 영향을 끼친다는 사실을 법률을 통하여 인정할 필요가 있다. 농촌경관의 급변으로 사라져 가는 자연유산과 문화유산의 보존이 농촌이 노령화를 지나 공동화(空洞化) 되기 이전에 연구와 정책의 중요한 과제가 되어야 한다. 그러기 위해서는 전체론적 관점에서 학문의 경계를 초월하는 방법론을 토대로 경관 특성을 평가하고 그 유형을 분류하는 사업을 시급히 착수해야 할 것이다. 경관에 관한 업무를 취급하는 공무원은 물론이고 정치가, 일반 국민, 학교 학생 등을 상대로 하는 경관에 대한 교육이 시급히 요구된다. 또한 정부는 국가적 차원의 경관 정책을 총체적으로 수립해야 하는 한편 공간계획(Spatial Planning)이나 법률과 같은 분야에 경관 개념이 전반적으로 침투되도록 노력해야 한다.

골프장의 시각적선호분석 -대구 칸트리 클럽을 사례로- (Analysis on Visual Preference of Golf Course -The case of Tae-gu Country Club-)

  • The purpose of this study was to present data to the landscape planning and design through analyzing correlation between visual preference of users and nonusers and the landscape of hole in golf couses. Stimulus objects were selected from the 18 holes in Tae-gu Country Club. Preference value was judged through photo simulation by 35 subjects photographed at Tee and Interpoint (IPI, IP2), and classified into three landscape types and nine landscape components from photo analysis by researcher. For test of difference between groups toward each stimulus, t-test was used, and Duncantest, Correlation analysis for finding out correlation between preference degree and the landscape of each hole. The results of this study were as follows: As a result of analysis of preference value between groups for each hole, it has been shown that there was scarcely difference with each other. Form the relation between preference degree and spacial structure of hole, the holes making up a superior preference group have been shown that the greater part of the holes had a downward slope or a gentle slope mostly and then a visible ratio of fairway was high, and had diversified scenery by a lotus pond, a solitary planting tree, the roll of a fairway, facilities for convenience, etc. The holes making up a low-ranking preference group have been shown that the greater part of the holes had upward slope or a similar slope to it and had characteries of the bad condition of lawn, the nearby factories and odors, the monotonous scenery of a fairway, an unreasonable mixing of holes, etc. From the relation between preference degree and landscape components forming hole, it has been shown that the preference degree between users and nonusers had positive correlation to the occupied ratio of space of landscape components at Tee and Approach. At Tee, it has been shown that the preference degree of two groups were related with a lawn surface of fairway negatively, a lotus pond, a sky positively, and the preference degree of nonusers was related with iron-top for electric transmission positively. At Approach, it has been shown that the preference degree of two groups were related with iron-top for electric transmission negatively, and the preference degree of nonusers was related with a building positively. From the relation between preference degree group to each hole and the occupied ratio of space of landscape types, it has been shown that the constituent ratio of a high-ranking group was 1:2.4:2.2 and a low-ranking group was 1:4.1:5.1 among vertical type, horizontal type and background at Tee, but the constituent ratio of space of a high-ranking group was similar to a low-ranking group at Approach.

인천 자유공원의 역사적 변천과 역사도시공원으로서의 유산 가치 해석 (Historical Changes of Incheon Freedom Park and Its Heritage Value Interpretation as the Historic Urban Public Park)

  • 본 연구는 인천 자유공원의 '역사도시공원'으로서의 가치를 공원 및 주변지역의 역사적 변천 과정을 통해 규명하는 것을 목적으로 한다. 이를 위해 본 연구에서는 연구 방법으로 고지도 및 항공사진에 기반한 시계열 분석을 통해 자유공원의 시대별 변천에 대해 알아보고, 이를 근현대사의 시대적·문화적 변화를 바탕으로 해석하고자 하였다. 연구 결과, 자유공원은 (1) 근·현대사의 주요 사건을 보여주는 증거일 뿐 아니라, (2) 국내 최초의 도시계획에 기반한 도시공원으로서의 역사적인 가치도 지니며, 또한 (3) 근·현대 급변한 시민 생활상을 보여주는 매우 중요한 유산 가치를 지닌다. 그러나 본 연구의 유산 가치 규명에도 불구하고, 자유공원의 유산 가치에 대한 보다 명확한 규명 및 복원·활용을 위해서는 향후 자유공원에 대한 깊이있는 자료의 탐색 및 발굴연구 등 추가 연구들이 요구된다.

베트남의 세계유산 등재 현황과 특징 (A Review of World Heritage Sites in Vietnam)

  • 현재 베트남에는 ①탕롱 유적, ②호 왕조의 성채, ③미선 유적, ④호이안 고도시, ⑤후에 유적 등 5곳의 세계문화유산, ⑥하롱 베이, ⑦퐁나케방 국립공원 등 2곳의 세계자연유산, 세계복합유산인 ⑧짱안 경관유적 1곳 등 총 8곳의 유네스코 세계유산이 등재되어 있다. 지역적으로 보면 북부지역에 4곳, 중부지역에 4곳으로 분포하며, 남부지역에는 하나도 없다. 베트남의 자연유산은 모두 전형적인 석회암 카르스트 지형 경관이며, 2000년대 이후 등재된 문화유산 지역들은 대부분 북부지역의 옛 왕조들의 수도였던 도성 유적이다. 지금까지 베트남의 세계문화유산 등재 정책은 북부지역의 역사적 정통성을 강조한 유적을 중심으로 진행되어 왔으나, 향후 베트남 정부의 문화 정책이 좀더 남북 지역간 격차를 줄이고 통합적으로 진행될 수 있기를 기대한다.

기념성을 구현하기 위한 조경디테일의 특성 (The Characteristics of Landscape Details for Memorialization)

  • The purpose of this study is to find out the characteristics of landscape details in representing symbolic images in memorials on the themes of war, tragedy, and the democratization movement. In considering the characteristics of memorial landscapes, the researcher divided the characteristics of landscape details into 3 analysis categories. They are the symbolic application of landscape elements, the embodiment of landscape details, and the organization of landscape details to represent symbolic images, for example, memory, mourning, reflection, healing, glory, and identity. Among details in 24 memorials designed in or after 1970. 133 symbolic details were selected including 64 items in Korea. The analysis revealed that among 30 elements used by designers for memorialization, walls, ponds, sculptures were used more often than other elements in representing the meaning of mourning, reflection, and healing that are the basic function of memorial. In regard to detail form, the designers used basic shapes like circles, squares and rectangles, horizontal and vertical lines to heighten the symbolic effect of shapes in confined form. Stone and water utilized from nature were also used as main materials because of their materiality meaning of death, eternity, life, and healing. The techniques of using lighting, fire, and sound were introduced to make details more effective. Details were organized in harmony and repetition to represent the flew of time and space in symbolic images. The study identified the following characteristics of memorial landscapes in Korea that were different from other country first, in designing memorials, most designers in Korea have been more focused on the organization of space than the details in memorials, and so, they have been neglecting to deliver symbolic image through detail design, while depending mainly on the introduction of art works. Lastly, because they introduced traditional elements which have little relation with the symbolic image needed, there have been many details which inaccurately represent symbolic meanings.

造景植栽工事 標準품셈의 改善方案에 關한 硏究 (A Study on the Amelioration of the Standard of estimated Unit Manpower & Material' in the Landscape Planting Work)

  • The purpose of this study was to suggest, an ameliorated, 'standard of estimated unit manpower & material' in the Landscape Planting Work. To achieve this goal of this study, following process was performed to reach more advanced results. First, relevant domestic & foreign references were gathered & analyzed with a viewpoint of the system & contents within, Second, most similar foreign country‘s relevant 10 forms & actual site were surveyed, Third, actual site data were collected from the 17 selected landscape Planting sites Fourth, the collected data from reference study & actual site survey were analyzed and calculated. And Finally, analyzed data were reorganized & rearranged in good order with 3 principles to produce more ameliorated 'Standard of estimated unit manpower & material' in the landscape Planting Work. The suggested main results of this study include, 1. Reorganization of current system to transplanting(includes excavation & root ball wrapping), planting(includes tree & shrub), turfing & maintenance 2. Deletion of the Range of 'account of labor' & simultaneous distribution of 'account of labor' with a proposed regular ratio 3. Adjustment of the range of the plant's size 4. Amelioration of the level of 'Account of labor' 5. New establishment in maintenance items as Watering, Fertilizing & spraying chemicals on turf area. 6. Readjustment & new establishment of the backfill volume. 7. Actualization, readjustment & new establishment of the transportation amount.

국내·외 가로수 조성 및 관리 체계에 관한 연구 (A Study on the Creation and Management System of Street Trees in Korea and Abroad)

  • 본 연구는 국내·외 가로수 조성 및 관리체계를 살펴보고자 한국-서울, 미국-레버넌시, 일본-요코하마시 그리고 프랑스-파리시를 대상으로 가로수의 계획, 조성 및 관리의 단계별로 살펴보았다. 국가별로 국정운영체계 그리고 문화적 차이에 따라 가로수의 업무 체계 및 인식이 상이했으나, 참고할만한 각각의 주요한 차이점과 특징을 살펴볼 수 있었다. 한국은 상대적으로 정성적인 기준을 설정해둔 점을 고려하며, 실제 업무수행에 있어서 객관성이 다소 결여될 가능성이 우려된다. 해외의 경우 다양한 방식으로 조성 및 관리 기준을 준수하도록 장치를 해 두었는데, 이는 업무효율에도 긍정적인 효과를 불러일으킬 것이기에 국내에서도 참고할 필요가 있다고 판단된다. 한국의 가로수 관련 업무 전반에 걸친 개선을 위해 매뉴얼의 법정지위 부여, 위원회의 권한 확대 그리고 국제협력 등을 시사하는 바이다. 본 연구는 사회의 변화와 필요성에 따라 개정 및 신설이 이뤄지는 법률, 체계 및 기준 등을 다뤘으므로 지속적인 연구가 이뤄질 필요가 있다고 사료된다.

국내외 조경식물의 규격 및 품질기준 비교분석 (A Comparison of the standard and instruction for grade and quality of Landscape Plants in foreign countries and korea)

  • Comparison of the standard and instruction for grade and quality of landscape plants between Korea and foreign countries indicates that the individual country characteristically develops and uses their own standards for landscape plants. Ultimate aim of these regulations is to develop the standard of landscape plants classified by kinds, types and purposes to improve the quality of landscape plants. This study analyzed the differences of standards and instructions for landscape plants between Korea and other countries such as Germany, Switzerland, America, Canada and Japan. Our results indicated that Korea and Japan used the diameter at 1.2m above from ground surface for the diameter at breast height(DBH) whereas Germany and Switzerland at 1.0m above from ground surface. In case of America and Canada, the standard of landscape plants included crown width, height and DBH of plants. In Germany, the standard for creeping plants and herbaceous flowers was determined by the type and the root size of plants with the standard of containers(seven to eleven types). This research would be helpful for developing the practical and environmentally suitable guideline for the grade and quality of landscape plants and also for developing the standardized distribution structures and cultivation techniques for landscape plants in Korea.

역사적 문화환경의 창조 -고대정원문화를 중심으로- (Traditional Korean landscape garden with special attention)

  • Korean Landscape Garden may be described according to its stage of development. In the primitive agricultural era, the garden was preceded by vegetable yards and at this time rock arranging (Soo-Sok garden) was initiated together with the megalithis culture of dolmens, heavenly altars and tumuli. In the early Three Kingdom period palace gardens were built on a grand scale and toward the end of fourth century temple garden were introduced along with Buddhism. These gardens evolved to the flourishment of "HWAGE"(terraced gardens) rock arrangements of ZEN, early KOR-YO period. Especially since the middle of KOR-Yo period the "IM-CHUN"(forest and pond) garden became popular, while during Cho-Son period "HWAGE" in the back yard, pond and pool garden and "IM-CHUN" style country villa became fashionable. The Korea traditional Landscape garde may be characterized that first it is a nature Landscape style, which makes the maximum accomodation with the surrounding nature. Secondly, the Korean garden is built creatively by utilizing the elements of its climate and topography, Kogu-Ryo, Paik-Je great-Kaya and Sil-Ra had developed original a castle town plans and beautiful gardens rock arrangements which precede the equivalent style of China and set the prototype for Japan. The Landscape art of waterfalls and rock arrangements at An-Ap-Chi garden of 7th century has no equals in China and set the origin of pond style of Japanese garden.

  • The study made a comparison of the draft making process and implementation of open spaces in Japan and China, and pointed out the issues to be solved. In summary, we discovered that the Japanese plan emphasizes joint conduct and cooperation between residents and corporation/organization, while the Chinese plan is characterized by its active usage of administrative lines. Regarding the policies of their plans, there are many similarities in the basic issues for both countries. The study clarified the differences in measures responding to geographical and systematic features of each country.
