금강수계 수변구역의 생태 기능 평가를 통한 매수토지 중장기 관리 방안 기초 연구 (Basic Research on Mid-to-Long-term Management Plan of Purchased Land by Evaluating Ecological Function of Waterfront Area of Geum River)

  • The purpose of this study was to propose an efficient management plan for purchased land considering the hydrological, watershed characteristics and ecological functions of the target land and surrounding area based on the result of monitoring the water quality improvement effect obtained by purchasing the land in the watershed area in the Geum river system. For this purpose, this study investigated through literature review, and examined ways to apply them to this research by deriving implications from a comprehensive analysis of previous research cases. After that, the components of assessment were derived to evaluate the ecological function of the purchase land, and the ecological function evaluation model for each land and area was proposed. In order to select purchase and restoration priorities of the land, this study analyzed the ecological status of the purchased land in main watersheds and tributaries using Arc GIS ver 10.1. Through this, a process to select restoration priorities was developed. And this study constructed the integrated management process with proposing a mid - to long - term plan by integrating the purchased land valuation and restoration priority selection process. Based on this process, this study suggested an effective management plan for purchased land through the integrated ecological management system of lands purchased. It can be used systematically in appraisal valuation, land purchase system, restoration project, and follow-up management of land purchase.

화포천 습지보호지역 토지 매수 우선순위 산정 - 깃대종 서식지 적합성 지수를 고려하여 - (Prioritizing Land Purchase in Hwapocheon Wetland Protection Area - Based on Habitat Suitability Index for Flagship Species -)

  • This study was conducted to prioritize land purchase in Hwapocheon wetland protection area by reflecting the conservation value of wetlands considering HSI(Habitat Suitability Index) for flagship species. As a result of this study, the flagship species, Oriental White Stork and Been Goose, which can represent the Hwapocheon wetland protection area, were selected through selection criteria and expert feedback. Based on the habitat requirements of the selected flagship species, SI(Suitability Index) for the flagship species was reviewed and the conservation value of wetlands was assessed. The conservation value of the wetlands was divided into five grades from very high to very low. The areas with high conservation value were mainly distributed around wetlands and waters in upstream and downstream of Hwapocheon wetland protection area. The land purchase priorities were divided into five grades by overlapping the thematic maps of the conservation value of wetlands, the economics, and the urgency of restoration. The arable lands which can disrupt wetland ecosystems are analyzed as priority areas where priority purchasing is required. Relatively well-preserved wetlands and areas have low land purchase priorities. This study is meaningful in that biodiversity is considered in land purchase priorities.

  • This study examined the awareness of Chinese in their 20s in regards to Korean fashion brands and brand personality; in addition, it analyzed the effect of brand personality on brand preference and purchase intention. This study investigated the differences of the brand personality effect on brand preference and purchase intention according to brand, sex, and age. The results were as follows: 1) The three highly recognized fashion brands were Teenie Weenie, E-land, and The Basic House. 2) Brand personality was comprised of factors for competence, vitality, innovation, and emotion. 3) Brand preference was affected by vitality, competence, and innovation. Purchase intention was directly affected by brand preference and brand personality factors such as vitality, competence, and innovation. 4) The effect of brand personality on brand preference and purchase intention were different according to brand, sex, and age. These results can be used as basic data or information to help fashion companies develop marketing strategies for young Chinese people.

  • 최근 잔여지 매수 관련 고충민원이 증가하고 있는 상황에서 '잔여지 매수규정'을 보다 구체화 해야 한다는 필요성이 제기되고 있다. 잔여지는 공익사업에 편입되고 남은 토지로 '잔여지 매수청구'에 의해 사업시행자가 손실보상을 하고 있다. 본 논문은 지방자치단체에서 수용재결한 잔여지 사례를 중심으로 시사점을 제시하는 한편, 피 수용자에게 정당한 손실보상으로 권익 보호와 효율적인 보상행정을 하기 위함이다.

영산강·섬진강수계 수변구역 토지매수 우선순위 산정에 관한 연구 -주암호 수변구역을 사례로 - (A Study on the Land Purchase Priority Measurement of the Riparian Areas in Yeongsan and Seomjin River Basin - Focusing on the Riparian Areas of the Juam Lake -)

  • Riparian areas are significant functional grounds for inhabiting ecological system on the river such as the self-regulation of the water quality and the foundation of important corridors. For such functional device to operate, consecutive land purchase scheme that prioritizes targeted areas with high pollutant load rate imposes sustainable development of the ecological riparian belt. The purpose of this study is focused on measuring the methodology for selecting land purchse order before establishing riparian belt in accordance with pollution loading estimation and the basin approach. The Yeongsan and Seomjin river which includes targeted areas of the land purchase have been classified into the large-medium-small(standard basin) influence areas based on their catchment rage, which than sub-divided the research area of Juam lake by 38 small basins and 223 units. Small basins with the high pollution load rates have been assessed as the first prioritized targets. For the second priority, the condition of the point pollutant sources, original area of the targets, original restored area were concerned. The final decision of the land purchase order targeted only those within 50 meter range from the basin. To validate the accumulated data, the on-site investigation went along the targeted zones, which the result shows that all prioritized areas included both point and non-point pollutant sources, and had not a small originally restored areas.

동강유역 생태·경관보전지역 내 매수토지 생태복원사업 인식도 연구 (A Study on Recognition of Land Acquisition for Ecology Restoration Project in Ecological and Landscape Conservation Area of Donggang River Basin.)

  • A protected area means a space designated and protected by law from development pressure and environmental pressure. It is mainly designated to protect specific ecosystems, natural landscapes, and cultural resources from irrational development (or damage), and involves policies of the public sector such as central and local governments. The United Nations Educational, Scientific and Cultural Organization (UNESCO) has conducted conservation and restoration projects for preserving natural ecosystems and genetic resources. In order to conserve the ecosystem in the protected area, national and public organizations purchase private land and use it ecologically; in addition, ecological restoration project is carried out for the purpose of creating waterside ecological belt or preserving ecosystem. Land acquisition refers to the land where highly influenced by the water quality and need to restore, and purchased by negotiating with the landlord. Although the nation and public institution carried out ecosystem restoration project for partial purchase land in order to conserve ecosystem, it is below the expected effect due to lack of comprehensive management system and have some problems in restoration project and unification of management institutions. Land acquisition in Donggang River Basin Ecological Conservation area is initiated in 2005 for creating income of local residents and ecological restoration. However, the lack of overall management and awareness resulted in poor vegetation growth and poor response by local residents due to terrain exposure. As such, there is insufficient research on the current situation and systematic integrated management although the number of land acquisition is increasing year after year. Futhermore, overall recognition and follow-up monitoring of eco-restoration are still inadequate. Therefore, the survey on the awareness of the purchase land ecosystem restoration project is necessary for the efficient restoration project and establishment of the management strategy for land acquisition in the future. Therefore, in this study, we provide fundamental materials on further research projects by carrying out research on the awareness of ecological restoration projects in the Donggang River basin ecological preservation area.

생태성 평가를 통한 토지매수시스템 개발 - 동강유역을 중심으로 - (Development of Land Purchase System by Ecological Evaluation - Focusing on the Donggang Basin -)

  • 국제적으로 기후변화에 대한 대응 및 생물다양성 증진 방안이 대두되면서 국내 정부 및 공공기관에서는 수변구역 등 법정 보호지역 내 생태계를 보전하고 수질개선을 위해 사유지를 매수하여 보전·복원사업을 추진하고 있으나, 매수시스템 체계가 미흡하여 다양한 문제점을 초래하고 있다. 이에 본 연구에서는 동강유역 생태·경관보전지역을 중심으로 생태성 평가를 통한 효율적이고 체계적인 토지매수시스템을 개발하였다. 생태성 평가는 필지단위의 평가와 권역별 평가를 통합하여 생태성 평가모형을 개발하고, 생태기능 종합등급을 설정함과 동시에 현장검증을 통해 최종 등급화 하였다. 88필지의 매수토지에 대해 검증한 결과, 85.2%이상의 비교적 높은 일치성을 보였으며 불일치한 필지는 생태성 평가와 현장검증시 계절의 차이로 식생 고사, 경작물 수확 등 영향이 있었던 것으로 나타났다. 매수시스템은 멸종위기종과 핵심생태계에서의 거리를 기준으로 생태성 평가등급에 따라 1순위에서 9순위까지 순위를 선정하였으며, 동강유역 거운리, 문산리, 덕천리, 운치리, 귤암리, 가수리의 사유지를 대상으로 총 68필지에 대해 현장 검증 결과, 5순위까지 매수 우선순위가 체계적으로 도출되었다. 본 연구는 생태평가에 기반한 체계적인 토지매수시스템을 구축 및 제안함으로써 향후 보호지역 내 매수토지의 보전과 복원 및 생태적 관리에 일조할 것으로 기대된다.

북한산국립공원 내 토지매수 청구 제도 활용 요인 분석 (Analyzing Factors Affecting the Use of Landowner's Purchase Requisition Policy in Bukhansan National Park)

  • 본 연구에서는 토지매수 청구 제도에 의한 국립공원 내 사유지 매수 현황을 분석하여, 토지매수 청구 제도의 유용성과 한계, 정책 시사점을 도출하였다. 토지매수 청구 제도가 도입된 2006년부터 2021년까지 국가가 매수한 사유지 데이터를 활용하여, 토지 소유자의 매수 청구 결정에 영향을 미치는 요인들을 로지스틱 회귀분석을 통해 분석하였다. 분석 결과, 사유지의 지목이 임야이고, 사유지 면적 중 공원자연보존지구 면적이 높으며, 공원 경계까지 거리가 멀고, 단위면적당 공시지가가 낮은 사유지가 매수 청구에 의해 매수될 확률이 높았다. 이 결과는 토지 소유자 관점에서 보면 재산권 행사가 어려운 사유지일수록 매수 청구될 확률이 높다는 뜻이고, 공원 관리자의 관점에서 보면 보전 가치가 높은 사유지가 매수 청구될 확률이 높다는 의미이다. 즉, 토지매수 청구 제도를 활용하여 사유지 매수를 진행해도 보전가치가 높은 토지를 매수할 수 있어, 높은 자연환경 보전 효과를 기대할 수 있다. 로지스틱 회귀모형은 또한 북한산국립공원 내 사유지 중 401m2의 사유지가 향후 매수 청구될 확률이 높을 것으로 예측하였다. 토지매수 청구 제도는 국립공원 내 토지 소유자의 민원 해소에 효과적인 제도임에도 현재 활용도가 매우 낮은데, 본 연구에서는 실증 분석 결과를 바탕으로 제도의 활용도를 높일 수 있는 정책 방안을 제시하였다.

경관평가 기반 수변구역의 경관관리 전략 - 경안천 수변구역을 대상으로 - (Landscape Management Strategies Based on Landscape Assessment of Riparian Buffer Zone in the Han River: Focused on Gyeongan Stream)

  • We need to use aesthetic landscape assessment(ALA) as the means of riparian buffer zone(RBZ) management. This study verified the political validity of designation policy of RBZ and land purchase policy. The purpose of this study was to propose RBZ landscape management strategies through ALA of RBZ in Gyeongan Stream for the better attractive and healthy riparian landscapes. The natural type landscape units(LUs) covered 40.9% of the entire area and the cultivated land type LUs covered 20.58%. Landscape assessment consisted of landscape quality and landscape integration assessment. The criteria for assessing landscape quality(LQ) were naturalness, interest, uniqueness, and landscape function. LQ was ranked into five grades using a matrix. The landscape integration assessment consisted of an inner integration assessment in each LU and outer integration assessment among LUs. To review the propriety of designating the riparian area and the riparian ecological belt, differences in ecological appraisal and aesthetic valuation were reviewed through a t-test, Oneway ANOVA, and logistic analysis. The results of ALA, 29.15% of the entire area scored at grade 1 in LQ, while 31.95% scored at grade 5, indicating that grade 5 areas occupied a high share. Surveyed areas were divided into designated RBZ and undesignated RBZ. Results indicated that designated RBZ scored grade 1 in LQ took up 33.2% of the total, significantly higher than the 23.3% taken up by undesignated RBZ. When examined according to buffer distance, grade 1 areas within 50m took up 50.2% of the total area, lower than the 32.7% at buffer distances of 500m-1km. Results indicated a 1% statistically significant difference. Accordingly, analysis was undertaken for the expansion of designation of the riparian area and the selection of appropriate land for formation of a riparian ecological belt, and was designated at priority 1 and 2 for land purchase. This study can also contribute to the formation of a riverine eco-belt through discovery of design factors for upgrading the ecology, aesthetics, and landscape of the riparian area and application in determining land purchase priorities.

기업의 사회적 책임(CSR)과 브랜드 이미지가 기업호감도 및 구매의도에 미치는 영향: LH 사례를 중심으로 (The Effects of Corporate Social Responsibility and Brand Image on Corporate Favorableness and Purchase Intention: Focused on LH)

  • 기업의 지속가능경영을 위해서 기업의 사회적 책임의 중요성이 최근 더욱 커지고 있다. 본 연구의 목적은 일반기업을 대상으로 한 선행연구들에서 확인된 기업의 CSR 활동의 효과가 공기업에서도 동일하게 나타나는지 실증분석을 통해 알아보고자 한다. 이를 위해 독립변수로 'CSR 활동'과 '브랜드 이미지'를 설정하고, 종속변수로 '기업호감도'와 '구매의도'를 설정하였다. 실증분석 결과 'CSR 활동' ${\rightarrow}$ '기업호감도', 'CSR 활동' ${\rightarrow}$ '구매의도' 및 '브랜드 이미지' ${\rightarrow}$ '기업호감도', '브랜드 이미지' ${\rightarrow}$ '구매의도'의 관계에서 모두 유의한 인과관계를 보였다. 이로써 제품 관련 브랜드 이미지가 제품 구매의도에 긍정적 영향을 미치는 것과 마찬가지로 CSR 활동이 기업의 전반적 이미지를 향상시킬 뿐 아니라 제품 구매의도에도 긍정적 영향을 미치고 있음을 알 수 있다.
