This research is to apply suitable natural ecosystem evaluation criteria in order to develop the ecosystem conservation, restoration and ways to build substitute habitats as a compensation plan for damaged soundly natural ecosystems in small-scale projects such as resource recovery facility, filtration, etc. The environmental ecology evaluation i.e. generally based on their actual vegetation, community structure, wildlife, water system survey were measured the primary plans for reflecting unique natural environment level of site. As a result, it is necessary to conserve the land in fallow type of wetland, good conservative condition of deciduous forest, wetlanded watercourse for amphibia and reptiles crossing. However, the plan of filtration plant was destroyed wetland(sound ecosystem), natural forest, asian toad spawning area. According to the result of it schemed to build alternative wetland and spawning area, plan to healthy ecosystem and surface soil transplantation as compensation plan. The alternative wetland and spawning area are not only created a various water levels like depth of water is $0{\sim}30cm,\;30{\sim}60cm$, more than 1.5m but also it leads to asian toad spawning and wildlife inhabitant. Moreover, the ecosystem and surface soil transplantation be applied to use the Quercus acutissima forest resources(114 upper trees, 71 canopy trees, 401 shrubs) and surface soil$(5,072m^3)$ in ecology creation sets.
This study was carried out for improving the effectiveness of water resources development project through local resident opinions in the environmental impact assessment(EIA). The EIA reports of seven dams were examined. Four dams -Youngju Dam, Seongduck Dam, Buhang Dam and Hantangang Dam- which included many local opinions including 470 opinions of 341 local residents were selected to be analyzed. Local residents submitted their opinions in the six fields which are meteorological phenomena, water quality, land use, fauna and flora, noise and vibration, and residence, and the major opinions of those opinions came from the atmosphere environment field which is 32% of total opinions and social and economic field which is 38% of total opinions, respectively. In submerged area, opinions of the measure for migration and compensation were 91% and in non-submerged area, opinions of the measure for meteorological phenomena was 86%. Those percentages were maximum in each area. Opinions concerned meteorological phenomena were 86% and 53% in Youngju Dam and Seongduck Dam where area is surrounded by existing dam, but there was only 9% and 0% of opinions in Buhang Dam and Hantangang Dam where area is without existing dam nearby. The reformation methods which reflected the resident's opinions were suggested on EIA in dam development projects. First of all, reliability and objectivity of the field of meteorological phenoma should be enhanced by scientific prediction of the phenomenon days. Secondly, techniques reducing uncertainty of various water quality prediction models ought to be developed and effectiveness of the reduction strategies in environmental impact should be quantified. Finally, the draft of EIA report should involve the detailed plans of migration and compensation's procedures, criteria and measures to support.

Taebaek city is located in the mountainous plateau area therefore the major industry was coal industry. According to dramatically declining of the major industry, Taebaek city is need to alternative industry which associated with considering the geographical characteristics of natural tourism resources for increasing the local economy. On the basis of these reasons, this study can be suggested ecological planning and mitigation of deterioration technique about the these study site. That is the reserved area for mountainous experience theme park. As the results of environmental ecology assessment are following as; The natural ecosystem areas, multi-layer structure forest such as forest of Pinus densiflora, forest of Quercus mongolica and deciduous forest have a high value of nature, diversity and potential. In addition, wild bird habitats were important area as a inhabitation, breeding, feeding and hiding. Therefore, on these areas should be preserved. Also, it needs to conserve on there such as more than three types of wild bird inhabitate areas, the fringe of high biological diversity, the wetland that have got good vegetation condition and the function of amphibia, reptiles crossing. In addition, inhabitation, the waterway of wetland form that have got wide waterside width needs to conserve. In conclusion, on the basis of analysis results such as conditions of plan, environment, ecological assessments, survey informations are able to suggest the connectivity of the axis of forest and management plan. Moreover, in the part of forest restoration plan, we suggest the plan of transplant for a compensation of damaged forest by land use.

In this paper, a real-time prediction technique for gravity disturbances is proposed using a multi-layer perceptron (MLP) model. To select a suitable MLP model, 4 models with different network sizes were designed to compare the training accuracy and execution time. The MLP models were trained using the data of vehicle moving along the surface of the sea or land, including their positions and gravity disturbance. The gravity disturbances were calculated using the 2160th degree and order EGM2008 with SHM. Among the models, MLP4 demonstrated the highest training accuracy. After training, the weights and biases of the 4 models were stored in the embedded computer of the INS to implement the MLP network. MLP4 was found to have the shortest execution time among the 4 models. These research results are expected to contribute to improving the navigation accuracy of INS through gravity disturbance compensation in the future.
Before performing an experimental study on the downburst-generated wave, it is necessary to examine the scale effects and corresponding corrections or compensations. Analysis of similarity is conducted to conclude the non-dimensional force ratios that account for the dynamic similarity in the interaction of downburst with wave between the prototype and the scale model, along with the corresponding scale factors. The fractional volume of fluid (VOF) method in association with the impinging jet model is employed to explore the characteristics of the downburst-generated wave numerically, and the validity of the proposed scaling method is verified. The study shows that the location of the maximum radial wind velocity in a downburst-wave field is a little higher than that identified in a downburst over the land, which might be attributed to the presence of the wave which changes the roughness of the underlying surface of the downburst. The impinging airflow would generate a concavity in the free surface of the water around the stagnation point of the downburst, with a diameter of about two times the jet diameter (Djet). The maximum wave height appears at the location of 1.5Djet from the stagnation point. Reynolds number has an insignificant influence on the scale effects, in accordance with the numerical investigation of the 30 scale models with the Reynolds number varying from 3.85 × 104 to 7.30 × 109. The ratio of the inertial force of air to the gravitational force of water, which is denoted by G, is found to be the most significant factor that would affect the interaction of downburst with wave. For the correction or compensation of the scale effects, fitting curves for the measures of the downburst-wave field (e.g., wind profile, significant wave height), along with the corresponding equations, are presented as a function of the parameter G.
On 12 October 2017, the English Royal Courts of Justice delivered its decision about air carrier's compensation liability for the flight delay. In the cases the passengers suffered delays at a connecting point and, consequently, on arrival at their final destination. They claimed compensation under Regulation 261/2004 (the "Regulation"), as applied by the Court of Justice of the European Union (the "CJEU") in Sturgeon v. Condor [2009]. The principal issues were whether delays suffered by the passengers during the second leg of their respective journeys were compensable under the Regulation, whether there was jurisdiction under the Regulation and whether the right to compensation under the Regulation is, insofar as non-Community air carriers are concerned, excluded by virtue of the exclusive liability regime established under the Montreal Convention 1999. The passengers, the plaintiff, argued that the relevant delay was not that on flight 1 but that suffered at the "final destination". They maintained that there was no exercise by the EU of extraterritorial jurisdiction as the delay on flight 2 was merely relevant to the calculation of the amount of compensation due under the Regulation. The air carrier, the defendant, however argued that the only relevant flights for the purpose of calculating any delay were the first flights (flights 1) out of EU airspace, as only these flights fell within the scope of the Regulation; the connecting flights (flights 2) were not relevant since they were performed entirely outside of the EU by a non-Community carrier. Regarding the issue of what counts as a delay under the Regulation, the CJEU held previously on another precedents that the operating carrier's liability to pay compensation depends on the passenger's delay in arriving at the "final destination". It held that where the air carrier provides a passenger with more than one directly connecting flight to enable him to arrive at their destination, the flights should be taken together for the purpose of assessing whether there has been three hours' or more delay on arrival; and that in case of directly connecting flights, the final destination is the place at which the passenger is scheduled to arrive at the end of the last component flight. In addition, the Court confirmed that the Regulation applied to flights operated by non-Community carriers out of EU airspace even if flight 1 or flight 2 lands outside the EU, since the Regulation does not require that a flight must land in the EU. Accordingly, the passengers' appeal from the lower Court was allowed, while that of air carrier was dismissed. The Court has come down firmly on the side of the passengers in this legal debate. However, this result is not a great surprise considering the recent trends of EU member states' court decisions in the fields of air transport and consumer protection. The main goal of this article is to review the Court's decision and to search historical trend of air consumer protection especially in EU area.
The Cadastral Renovation is a National project to investigate and survey the registration of Cadastral Record and replace the existing Cadastral Record with a new Cadastral Record by digital, and to correct the registration of Cadastral Record if the registration of Cadastral Record does not match the actual status of the land. The Business Period generally takes about one year and six months to two years. The time required is getting longer due to problems that occur in the course of the Adjustment amount after the cadastral resurvey survey due to complex structure and internal conflict due to the interest between landowners. After Boundary Decision of the real boundary, the land area is confirmed by the landowners, and the cadastral office is to settle the Cadastral Renovation by calculating the Adjustment amount according to the confirmed area and the increase and decrease of the cadastral area. Therefore, the solution plan was suggested so that reasonable Adjustment amount can be applied through empirical research applied to the time of calculation of Adjustment amount and the method of calculation of Adjustment amount. The improvement method showed the expected effect that can lead the agreement with the landowner to the shortest period, and it was also possible to set the real boundary that meets the purpose of the Cadastral Renovation. This study suggests improvements in the method of calculating standard Adjustment amount, the method of imposing Adjustment amount, and the method of boundary adjustment that does not impose adjustment amount through the cadastral Renovation and parallel studies, and it is expected that the Cadastral Renovation will be completed by 2030.

The purposes of this study are to explain the background and significance of the 'Farmers' upstairs'(農民上樓) phenomenon which has been currently promoted as part of the "New Socialist Countryside Construction" in contemporary China, and its positive and negative aspects, and analyze the limitations of 'Farmers' upstairs'phenomenon. 'Farmers' upstairs'means the building of concentrated farmhouses by means of reconstruction of scattered farmhouses here and there, simultaneously by installing cultural, social welfare, and environmental facilities where rural farmer also could enjoy the convenience of urban living. It brings, however, the positive effects such as the improvement of living conditions of rural farmers, the simultaneously expanding of urban construction land and agricultural land, and the new influx of population from urban areas, whiles the negative effectives such as the forced demolition of farmhouses by governments or real estate developers with very lower compensation costs for the demolition of farmhouses, the gap from the standard of living, and above all, the inconvenience caused by the living in a multi-stories building in the rural villages. As a result, it is pointed out that the ongoing 'Farmers' upstairs', promoted as a kind of rural movement beyond a phenomenon, has similarities with the Rural Cooperative Movement(農村合作化運動) of Mao Zedong era(1953-61), namely the People's Commune Movement(人民公社運動) finally failed.
The main purpose of this paper is to suggest a spatial planning approach to effectively deal with airport noise problems in neighborhoods adjacent to civil airports. Rapid urbanization around the airports, as well as growing concerns on quality-of-life, resulted in ever-growing airport noise complaints, lawsuit, and central government's financial burden. S. Korea government adopted a restriction- and compensation-based airport noise management policy against the problems in mid 1990s. It, however, turns out to be ineffective in guiding incompatible land uses and facilities away from the airports' environs and to encourage compatible ones to locate around the airports. Base on the United State's and United Kingdom's airport noise management practices, therefore, this study suggests a new spatial planning approach that emphasizes the following: 1) diversification of current airport noise mitigation programs, 2) introduction of "sector"-based, spatial management system, and 3) central government's close cooperation with local governments and communities.
The Ministry of Land, Infrastructure and Transport was developed the Construction CALS system for improvement of the construction economy. Construction CALS system is consist by Construction Portal System, Construction Management System, Construction Authorization and Permission System, Compensation Management System, Facility Maintenance Management System and has utilized at construction site of more than 900. Ministry of Land, Infrastructure and Transport and related researcher was proposed method of various function improvements for usability of the system. However, the proposed method was expanded the problems like increase of system management cost and development cost with decrease of data process rate. The problem was increases because has added of only service function without modify of software structure to the system on each different platform base. One of the methods for solving problems is to apply the e-Government framework and then integrated the different platform. The purpose of this paper is analyse of the applicability and efficiency of e-Government framework to the construction CALS system. For that was analyzed the e-Government standard framework and the developments case. And then was verified about the adaption possibility and efficiency by use the Function Point tool.
