A Statistical Correction of Point Time Series Data of the NCAM-LAMP Medium-range Prediction System Using Support Vector Machine (서포트 벡터 머신을 이용한 NCAM-LAMP 고해상도 중기예측시스템 지점 시계열 자료의 통계적 보정)

  • Recently, an R-based point time series data validation system has been established for the statistical post processing and improvement of the National Center for AgroMeteorology-Land Atmosphere Modeling Package (NCAM-LAMP) medium-range prediction data. The time series verification system was used to compare the NCAM-LAMP with the AWS observations and GDAPS medium-range prediction model data operated by Korea Meteorological Administration. For this comparison, the model latitude and longitude data closest to the observation station were extracted and a total of nine points were selected. For each point, the characteristics of the model prediction error were obtained by comparing the daily average of the previous prediction data of air temperature, wind speed, and hourly precipitation, and then we tried to improve the next prediction data using Support Vector Machine( SVM) method. For three months from August to October 2017, the SVM method was used to calibrate the predicted time series data for each run. It was found that The SVM-based correction was promising and encouraging for wind speed and precipitation variables than for temperature variable. The correction effect was small in August but considerably increased in September and October. These results indicate that the SVM method can contribute to mitigate the gradual degradation of medium-range predictability as the model boundary data flows into the model interior.

Case Studies for the Establishment of Korean National Urban Park (사례로 본 한국 국가도시공원 조성 연구)

  • Although the 'Act on Urban Parks and Green Spaces' was revised in 2016 to provide a legal foundation for national urban parks, there was no further discussion or follow-up research for the implementation of national urban parks. This study investigates Korea's park and green space regulations and national urban park cases from across the world. It aims to analyze worldwide cases and set a course for a viable national urban park system in Korea. The importance and characteristics of national urban parks were evident after reviewing the cases of Japan, Sweden, Finland, and Canada, which have national urban park systems, and the United States and Germany, which aid city parks with national budgets. Each country determined the plans and procedures by assessing the scope of government intervention and the government's role. The importance of communication between the state and municipal governments and private sector participation and governance was recognized. A system was also formed in which local governments actively participate in the nomination, establishment, administration, and management of national urban parks. The results of this study are as follows. First, the concept of equitable national development should be implemented to activate the national urban park system. Second, the national urban park should be a land management tool that may be used to balance development and preservation. Third, a specific method of securing, constructing, administering, and operating national urban parks should be supplemented by the current legislative framework amendment. Furthermore, the establishment of a sustainable research institute is needed to comprehensively analyze parks and green space systems and make appropriate decisions.

  • Creation and administration of green space are emphasized to solve the environmental problem and the management of green space in urban area. Urban area with high development pressure faces green space fragmentation, so the planned approach is needed to improve the continuity of green space. However, the current institutional green axis, used to enhance continuity of urban space is merely an abstract concept under the master plan so that is not a consistent framework for urban green continuity providing no detailed information such as position and path. Therefore, in order to consistently manage green space in continuous point of view, it is insufficient not being connected to each individual green space development projects. This study proposes a method for finding the connection path to enhance urban green space continuity. This proposed method consists of two phases. First phase is finding nodes to connect current green space and second is to calculate the least cost path. We calculate connection cost using NDMI (Normalized Difference Moisture Index), impervious ratio and official land cost, applying to Suwon city and potential greening site that was planned in official master plan. According to the results, we confirm a possibility of finding a cost-effective connection path with detailed spatial information instead of unrealistic abstract concepts and discuss worth applying to a legally plan and policy.

The Effect of Soil Amended with β-glucan under Drought Stress in Ipomoea batatas L. (𝛽-glucan 토양혼합에 따른 고구마의 가뭄피해 저감 효과 )

  • Biopolymer is a versatile material used in food processing, medicine, construction, and soil reinforcement. 𝛽-glucan is one of the biopolymers that improves the soil water content and ion adsorption in a drought or toxic metal contaminated land for plant survival. We analyzed drought stress damage reduction in sweet potatoes (Ipomoea batatas L. cv. Sodammi) by measuring the growth and major protein expression and activity under 𝛽-glucan soil amendment. The result showed that sweet potato leaf length and width were not affected by drought stress for 14 days, but sweet potatoes grown in 𝛽-glucan-amended soil showed an effect in preventing wilting caused by drought in phenotypic changes. Under drought stress, sweet potato leaves did not show any changes in electrolyte leakage, but the relative water content was higher in sweet potatoes grown in 𝛽-glucan-amended soil than in normal soil. 𝛽-glucan soil amendment increased the expression of plasma membrane (PM) H+-ATPase, but it decreased the aquaporin PIP2 (plasma membrane intrinsic protein 2) in sweet potatoes under drought stress. Moreover, water maintenance affected the PM H+-ATPase activity, which contributed to tolerance under drought stress. These results indicate that 𝛽-glucan soil amendment improves the soil water content during drought and affects the water supply in sweet potatoes. Consequently, 𝛽-glucan is a potential material for maintaining soil water contents, and analysis of the major PM proteins is one of the indicators for evaluating the biopolymer effect on plant survival under drought stress.

Analysis of the Landscape Conservation Direct Payment System Based on Spatial Information Data and Utilization of Rural Area Regeneration (공간정보데이터 기반의 경관보전직불제도 실태분석과 농촌공간 재생의 활용방안)

  • There is a clear need to enhance the attractiveness of rural areas by leveraging their core assets to respond to emerging mega-trends. This paper analyzes the progress of the direct payment program that has been implemented to preserve agricultural landscapes in rural areas, using spatial information data. The study identified the planting characteristics of landscape crops, spatial utilization characteristics of the system, and utilization characteristics of the system by the beneficiaries. According to the analysis, the spatial utilization characteristics of the system could be classified into eight types: tourism resources and nearby agricultural areas, designation across the entire rural area, agricultural areas around villages, large-scale agricultural areas, small-scale agricultural areas, scattered and dispersed areas, independent parcels of land, and ranches. Based on the characteristics and limitations of the landscape preservation direct payment system, this study provides directions for future rural specialized zones. The landscape preservation direct payment system focuses on income support for farmers and providing agricultural benefits in terms of public interest. Meanwhile, the landscape agricultural zone serves as a rural specialized zone, highlighting the need to explore the direction of integrated rural landscape management. It is important for farmers, as the key stakeholders, to preserve the agricultural landscape in rural areas. Forming community-level cooperatives and engaging in relevant activities are crucial for achieving this goal. In order to actively preserve the agricultural landscape, it is necessary to consider the resumption of financial support for village landscape preservation activities, along with the designation of landscape agricultural zones. There is a need to conduct a specific review and explore measures to accommodate the designated landscape complexes at the local government level. The higher the ratio of designated landscape complexes, the more agricultural landscape management based on public value has been carried out. The designation of such landscape complexes can be seen as a demand for voluntary utilization of agricultural landscapes in the region. Moreover, as the ratio of designated landscape complexes increases, it becomes evident that farmers at the village level actively participate in agricultural landscape preservation and contribute to providing public value or utilize it as a tourism resource. This highlights the need for managing agricultural landscapes at the village level within the appropriate context.

Study on Generation Volume of Floating Solar Power Using Historical Insolation Data (과거 일사량 자료를 활용한 수상태양광 발전량 예측 연구)

  • Solar power has the largest proportion of power generation and facility capacity among renewable energy in South Korea. Floating solar power plant is a new way to resolve weakness of land solar power plant. This study analyzes the power generation of the 18.7 MW floating solar power project located in Saemangeum, Gunsan-si. Since the solar power generation has a characteristic that is greatly affected by the climate, various methods have been applied to predict solar power generation. In general, variables necessary for predicting power generation are solar insolation on inclined surfaces, solar generation efficiency, and panel installation area. This study analyzed solar power generation using the monthly solar insolation data from the KMA (Korea Meteorological Administration) over the past 10 years. Monte Carlo simulation (MCS) was applied to predict the solar power generation with the variables including solar panel efficiency and insolation. In the case of Saemangeum solar power project, the most solar power generation was in May, the least was in December, the average solar power generation simulated on MCS is 2.1 GWh per month, the minimum monthly power generation is 0.3 GWh, and the maximum is 5.0 GWh.

A Study on the Characteristics of Rural Convention in Geongsang Region - Focused on the Rural Development Projects, Hierarchical Structure and Living Area - (경상지역 농촌협약 특징 - 일반 농산어촌개발사업, 계층구조, 생활권 설정을 중심으로 -)

  • The purpose of this paper is to provide basic data to Si and Gun preparing for rural agreements in the future through consideration and case analysis for rural conventions, such things as living standards, hierarchical analysis methods, and general rural development projects. In the 1970s, sporadic and one-off projects focused on individual projects were repeatedly carried out in rural areas, which were undergoing dramatic changes in population movement, land use, landscape, economic growth and living. The keyword of the government's policy has changed to a way that existing rural development projects are planned and promoted by local governments themselves in conjunction with the issue of autonomy and decentralization. In addition, with the introduction of Rural Convention, the central and local governments are striving to achieve common policy goals. However, due to the lack of understanding of the Rural Convention introduced as a pilot project in 2020, the lack of living areas setting-standards, unclear classification of hierarchical structure, and excessive goal consciousness for general agricultural and fishing village development projects remain, fading the original purpose of the Rural Convention. Therefore, this study analyzed the seven reports of the Gyeongsang region selected in the 2021 Rural Convention to identify the characteristics of living area, hierarchical structure analysis, and detailed projects (rural center revitalization project, basic living base development project) and provided them as basic data. As a result of the study, first, according to the results of the hierarchical structure analysis, the first class was derived from 6 out of 7 Si and Gun. This is judged to be the result of the current rural population, social, and economic problems. Second, according to the results of the division of living areas, it was confirmed that except for one local government in seven cities and counties, the remaining six local governments were divided into three single living areas and three two living areas. This is the result obtained through a comprehensive review by overlapping the results of various analyses such as hierarchical analysis and resident surveys and OD data, and shows a different form from the existing upper or related plans. It is judged that this is the result of including qualitative contents such as residents' opinions along with various analyses when determining the living area. Third, the proportion of the budget for rural center revitalization and basic living base development projects to the total project cost subject to the Rural Convention was 59.6%, which was relatively higher than that of other general agricultural and fishing village development projects. It is judged that it is preferred because the unit project cost is relatively high in Si and Gun, and that quantitative results can be visually shown after the project is terminated.

A Study on the Evaluation Indicators for the Establishment of Marine Fisheries Safety Education Facilities (해양수산안전 교육시설 설립을 위한 입지평가요인 도출에 관한 연구)

  • In this study, an expert survey was conducted using the Delphi technique to select items and indicators for evaluation before installing educational facilities in the marine fisheries safety field, in which the educational infrastructure gap between regions is wide. Seven indicators were selected as geographic, social, and administrative factors. In order to objectively evaluate each indicator, evaluation indicators that could be evaluated using public data such as the "Comprehensive National Balanced Development Information System" and "National Statistical Portal" were developed. The Analytic Hierarchy Process (AHP) method was applied to select the weight for each indicator, resulting in 10 most important influencing factors on the selection of the location of educational facilities of the Marine Fisheries Safety Education Facilities: the distribution of marine officers, access to high-speed railways, the number of small ships less than 5 tons, access to highways interchange, the distribution of fishing boats, the close relationship of related industries, the planned new port, the distribution of commercial ports, the number of marine leisure riders, and the availability of long-term land leases in local government councils. The location evaluation index of marine and fishery safety education facilities developed in this study can be used to evaluate each region using national public data, and has the advantage of enabling objective evaluation. Therefore, it is judged that this evaluation index can be used to verify the feasibility of installing marine fisheries safety education facilities as well as other marine-related facilities.

The Development of Evaluation Indicator for Eco-experience in Rural Village (농촌마을 생태체험 공간으로 활용하기 위한 연못형습지 평가지표 개발)

  • This study was conducted to develop the health evaluation indicator of pond wetland in order to enhance the quality of eco-experience in rural area. The methods for development of evaluation indicator were consisted of 3 stages; 1st, the precedent assessment protocol was applied to 10 pond wetlands in farm villages, and eco-experience expert survey was conducted to selection the evaluation item and criteria at 2nd and 3rd stages. In the results of applying the precedent assessment protocol, we found out two problems; 1) the evaluation result of value determination and conservation value were too simple, and 2) the score by evaluation items were nearly the same, because evaluation criteria in not precisely for application in rural area. These results were reflected to expert survey. According to the 1st survey results, they suggested that 4 items should be maintained, and 3 items should be deleted, and 2 items should be modified among a total of 9 times. Therefore, it was modified into the evaluation protocol having a total of 8 items. According to the 2nd survey results, the selected evaluation items were generally proper. With regard to items for assessing the health condition of pond wetland, we selected a total of 8 items; (1) Connectivity to forest, (2) Connectivity between water body and wetland connection, (3) Number of Vegetation, (4) Surround land use, (5) Interspersion of Vegetation, (6) Crossing Structure, (7) Wetland size, and (8) Outlet structure. In addition, it was suggested that accessibility, visibility, and trash were need for utilization of pond wetland as a place for eco-experience. It is expected that the selected evaluation indicator can help to utilize the pond wetland as an eco-experience space in rural area, and maintain the pond wetland as a space for conservation of biodiversity.

The Effect of Temperatures on the Biological Characteristics of Two Aphid Parasitoids Aphelinus asychis (Walker) and Aphelinus varipes (Förster) (Hymenoptera: Aphelinidae) on Two Aphid Hosts (진딧물 기생봉 목화면충좀벌과 진디면충좀벌의 기주와 온도에 따른 생물학적 특성 비교)

  • This study compared the Aphelinus varipes and Aphelinus asychis in terms of how they parasitized the cotton aphid, Aphis gossypii and green peach aphid, Myzus persicae. Host-feeding, parasitism, emergence, the proportion of females and development time were all studied at 15, 20, 25 and $30^{\circ}C$ in controlled climate cabinets. When A. gossypii were provided for the two aphid parasitoids, the number of aphids killed by host-feeding for A. varipes (5.4 and 9.7 aphids) at $15^{\circ}C$ and $25^{\circ}C$ was higher than those for A. asychis (2.0 and 2.9 aphids). At $15^{\circ}C$ and $30^{\circ}C$, the parasitized A. gossypii were higher in A. varipes (11.1 and 21 aphids) than in A. asychis (7 and 12.3 aphids). The emergence rate was also significantly different between A. varipes (83.3%) and A. asychis (69.4%). The proportion of females was higher for A. asychis (75.2 and 73.9%) than for A. varipes (19.5 and 48.6%) at $15^{\circ}C$ and $30^{\circ}C$, respectively. No significant differences were found in development time between the two parasitoids. When M. persicae were provided for the two parasitoid species, the host-feeding number and the emergence rate of two parasitoids were not different at all four temperatures. The M. persicae were more highly parasitized by A. varipes (12.1 and 17.1 aphids) than by A. asychis (6.1, 10 aphids) at 20 and $25^{\circ}C$. The proportion of females for A. varipes (65.3 and 90.0%) was higher than that for A. asychis (34.4 and 78.8%) at $15^{\circ}C$ and $25^{\circ}C$. The development time from oviposition to the adult emergence of A. varipes (19.9 d) was significantly longer than that of A. asychis (16.5 d) at $20^{\circ}C$. Development times decreased with increasing temperature for both in two parasitoid species.
