Remote sensing technology has been continuously developed both quantitatively and qualitatively, including platform development, exploration area, and exploration functions. Recently, the use cases and related researches in the agricultural field are increasing. Also, since it is possible to detect and quantify the condition of cropland and establish management plans and policy support for cropland and agricultural environment, it is being studied in various fields such as crop growth abnormality determination and crop estimation based on time series information. The purpose of this study was to analyze the vegetation index for agricultural land reclamation area using a UAV equipped with a multi-spectral sensor. In addition, field surveys were conducted to evaluate the accuracy of vegetation indices calculated from multispectral image data obtained using UAV. The most appropriate vegetation index was derived by evaluating the correlation between vegetation index calculated by field survey and vegetation index calculated from UAV multispectral image, and was used to analyze vegetation index of the entire area.

The forestry development policies and projects in Korea have been implemented under various related acts. These acts include the Framework Act on the National Land and Framework Act on Forestry enacted by each administration. However, there are some limitations to encourage a variety of mountain villages and forestry development policies due to duplication and overlap between the relevant acts. Nowadays, the fields of local development have evolved and become integrated not only by infrastructures but also in various fields such as multi-functional industries including tourism, green care, cultural welfare, etc. Therefore, the current legal system may not effectively accept and support various mountain village development policies and projects. This study tried to determine the necessity of reorganizing th-e related legal system through a field survey of planners, residents and analysts regarding the correlation between legal systems and projects. For these reasons, this study tried to determine the problems of the current legal system and then, suggested alternative methods related to the legal system for integrated rural development. The scope of the study is as follows: 1) correlation analysis between relevant laws and development projects and 2) field survey to determine the legitimacy and validity for the reorganization of the legal system.
The purpose of this study is to research the environmental amenity factors of a city to devise the strategies to preserve the factors. For this study, the area of Masan city in Korea was chosen, and questionnaires, field studies, and statistical researches were used. Based on the results, the research showed the city surveyed had expanded by 1,069%, and the population of the city had increased by 272% from 1970 to 1995. In the city-life environment, the traffic was not smooth and the streets were not safe. The number of cars increased by 40,797% from 1970 to 1995, but the total length of roads increased only by 333%. The number of traffic accidents increased by 850%. Buildings were not preserved or maintained and did not have any traditional value. Additionally, buildings were not harmonious with environmental surroundings. Land allocation for utilization was not mixed well with tradition. In relation with the surroundings, there were not enough spaces for old people, and parking spaces were limited. In the field of public policy and finance, economic support and fundamental facilities were not enough. The survey of the household environment and the neighborhood environment showed that the room temperature, sunshine, air condition, and space were medial in the household environment. Public social facilities and entertainment culture had the lowest quality in the neighborhood environment. The city-life environment, the neighborhood environment, and the household environment affected the quality of life in order. The above results showed that cities should be planned upon sustainable development with the idea of emphasizing ecological harmony and considering people first, that citizen should be planned upon sustainable life by the harmony between people and the environment. Cities should be places where all people can live together pleasantly and cooperate with each other.
Among the rivers in Korea, the Han River is the largest, most important one, which runs through the Seoul metropolitan region in the west toward the yellow sea. In the Han River basin there live as many as 17.1 mil. people including appr, 11 mil, citizens in Seoul. The Seoul Metropolitan region, already containing appr. 40% of the nation's total populating, expectedly poses an ever-growing polluting burden to the Han River. Due to Korea's vigorous industrialization and heavy urbanization in the past quarter century, water pollution was observed to be increasing in the Han River until the mid-1980's, but thereafter the Han River began to improve little by little by virtue of the government's massive investment and all-out efforts in water preservation. Public awareness on the importance of environmental protection is increasing unprecedentedly. With a view to meeting people's growing demand for clean water and pleasant environment, the government established the "Comprehensive Mid-Term Environmental Conservation Plan" (1992∼1993) in 1991. According to the plan, 1,315 bil.won(1.7 bil.us$ ) is to be poured into the Han River Basin to install 113 water pollutant abatement plants including 43 treatment facilities. To successfully cope with the future's challenging need for the environmentally sound sustainable development, a variety of measures and an array of policies are going to be incorporated with emphasis on, -redistributing such polluting sources as population and industries -tightening control of the water pollutant discharge -restricting the pollution-accompanying land use -enhancing the assimilation capacity of the river -stirring up the public awareness and participation in the environment protection We hopefully anticipate that with those e(forts the Han River will improve as drawn in the attached "1996's Envisioned Han River Quality".
Watershed models have been increasingly used to support an integrated management of land and water, non-point source pollutants, and implement total daily maximum load policy. However, these models demand a great amount of input data, process parameters, a proper calibration, and sometimes result in significant uncertainty in the simulation results. For this reason, uncertainty analysis is necessary to minimize the risk in the use of the models for an important decision making. The objectives of this study were to evaluate three different uncertainty analysis algorithms (SUFI-2: Sequential Uncertainty Fitting-Ver.2, GLUE: Generalized Likelihood Uncertainty Estimation, ParaSol: Parameter Solution) that used to analyze the sensitivity of the SWAT(Soil and Water Assessment Tool) parameters and auto-calibration in a watershed, evaluate the uncertainties on the simulations of runoff and sediment load, and suggest alternatives to reduce the uncertainty. The results confirmed that the parameters which are most sensitive to runoff and sediment simulations were consistent in three algorithms although the order of importance is slightly different. In addition, there was no significant difference in the performance of auto-calibration results for runoff simulations. On the other hand, sediment calibration results showed less modeling efficiency compared to runoff simulations, which is probably due to the lack of measurement data. It is obvious that the parameter uncertainty in the sediment simulation is much grater than that in the runoff simulation. To decrease the uncertainty of SWAT simulations, it is recommended to estimate feasible ranges of model parameters, and obtain sufficient and reliable measurement data for the study site.

This study is a part of ???A study of the community noise:new guideline and policy' which have three main topics and ten sub-topics. Accordingly this part deals with a transpotation noise specifying road traffic ,railroad and aircraft noise, respectively. At first, the ,roadside traffic noise of whole country in 2004 ,22 major cities of total 29 was exceeded the envionmetal noise standards, 55dB(A) at night time ,therefore 24 milion people ,52.4% of korean, who reside at roadside estimates to be exposured the basic problems of this serious noise polluation comes from:: i)It's very limited noise mitigation measures against to continuously increase the number of automobile yearly. ii) and at beginning of road design, It has been neglect to introduce the anti-noise design and layout of road structural scheme as gadient,cutting and viaduct,embankment and zonning of roadside land-buffer area and also re-designation of noise sensitive areas,etc. Secondly ,concerned with the railroad trafffic noise, a inhabitants who are over the envionmetal noise limits,70dB(A), 65 dB(A) in day and night for 34 locations of mayor cities was exposured of 167,000 and 329,000 respectively. With the development of noise mitigation schemes in line with this study it is likely that noise monitoring system needs new installation as well as common use of noise assessment index with $L_{MAX}\;and\;L_{EQ}$. Lastly,noise complaints of millitary aircraft has been rapidly increasing ,so 2.9%(1.4 minion) person demands a compansation of \2,133 billion complying with their requirements we suggest to minimise the airport noise that is to develop of noise abatement procedure ,to make new noise index, to increase budget for house insulations and also to more increase of those the noise monitoring system and to unify the management etc.
The purpose of this research is to set a standard for deciding competitive marketing prices of new supplying apartment houses and to analyze decision factors in sale price of supplying apartment houses with Analytic Hierarchy Process; the resulted model does not use the method that joins the land cost and the cost of construction together, but the method that compares the sales prices of surrounding apartments. This research tries to set a standard for decision of the prices of newly supplying apartment houses by classifying the determinants into the $1^{st}$ step(4 factors), the $2^{nd}$ step(9 factors), and the $3^{rd}$ step(25 factors). According to the process, the relative importance of decision factors in the sale prices is determined and this should be used as the index of sale prices for newly supplying apartment houses when the houses are provided. In addition, through the $2^{nd}$ step including 9 factors, the comparative model for sale prices is defined and the model is presented to be applied in the real business. Subsequent study additionally considering the factors apart from marketing which tries to find a generalized standard needs to be conducted.

The purpose of this study is to derive policy suggestions and new orientations for biotope mapping in Korea from a review of case studies on the classification of biotope typesin Germany. This study was conducted in the following manner: First, the related literature and data on biotopes in Germany was collected. Second, the representative examples at the provincial government level and urban and residential areas were selected. Finally, the characteristics of biotope types, biotope classification systems, and biotope classification criteria were reviewed. The results of reviewing the case examples in Germany are as follows: First, the biotope types at the provincial government level were composed of patterns which existed mostly in natural areas and the corresponding areas of their conditions. Those in urban and residential areas were made up of patterns which were distributed in urban areas and their peripheries. Second, the biotope classification systems at the provincial government level consisted of three steps:large, medium and small. Those in urban and residential areas were made up of two steps: medium and small. However, it is strongly recommended to introduce the biotope classification system composed of three steps. Third, the biotope classification criteria at the provincial government level considered ecological factors and anthropogenic factors except land use forms. Those in urban and residential areas reflected mostly anthropogenic factors and ecological factors. In conclusion, this study suggests that future biotope surveys and mapping in Korea should be investigated not only in urban areas but also in natural and semi-natural areas. In addition, a specified biotope type classification system should be established in Korea.
To meet with the nation's policy of Green Growth, local governments are rushing to propose an ecological urban development plan. And although various studies stress on the need of ecological planning to harmonize development with preservation, we have come to a point in which a quantitative evaluation of how much ecological planning contributes to the environmental load is needed. Through the increasing tendency of making plans based on the development of IT technology, capability of gathering environmental data and scientific instrument, studies on ecological planning's effect towards environmental load has recently begun. This study aims to perform a quantitative evaluation on how ecological planning mitigate urban heat island in the region of Namyang-ju Wallsanli. Three theories were used to mitigate urban heat island ; White network, Green network and Blue network. As a result, the atmosphere temperature was reduced the whole site $1.1^{\circ}C$ and partly $7^{\circ}C$ and the mean radiant temperature was reduced the whole site $1.1^{\circ}C$ and partly $8.7^{\circ}C$ on the modified ecological landscape plan in summer. The PMV index is 0~1 in ecologically modified landscape plan otherwise almost 3 in landscape plan. This study has its limits on the fact that results may differ from the actual plan as the study was performed based on the land use plan and building plan. However, what is important is that it shows a quantitative result of the effect that ecological planning has on surrounding environment and reducing environmental load.

In the 21th century, on the level of the limit of national resources, the national land development, the development using the marine resource and the marine space, the international diplomacy and the national security, the island development will be more vitalized. Therefore, considering the various kinds of information becomes diverse and massive quantitatively, it is necessary that we develop an effective system which not only operates the information, but also gives a function of various display using the computer graphic and the multimedia. On this point of view, this study focused on thesuggestion of the application system model which is necessary for an efficient management, analysis and development of our country's island. That is, unlike the previous information system, the IIMS(Island Information Management System) model was developed by the active use of the Geo-Spatial Information System which improves the efficiency of the work by managing the spatial information and the attribute information simultaneously, and objectively induces the decision of the opinion and the policy for the management and the development of the island.
