This study examined the regulation status on wastewater treatment in agro-food processing and a case study on effluent treatment m ethods was carried out to evaluate any change after the mitigation of regulation. First, in order to clarify the area of investigation, the definition of small-scale agro-processing facilities was reviewed through literature survey and local government ordinance. The current law were separately analyzed into four areas; effluent treatment facilities, development of agro-processing industries, land use and food processes equipment. The exclusion clauses on wastewater discharging facility in the enforcement regulation were defined in detail, which can be served in practice. Site survey, after the questionnaire survey of the person in charge of the local unit, was carried out. As the result, this survey confirmed the positive effects of the deregulation on promoting sewer system service in rural areas, introducing the new processing construction and so on. In addition, it was found that some matters to be considered to determine whether to introduce wastewater treatment plan for public food processing facilities.

Industrialization has accelerated the expansion of mobility to the urban areas, land use for function of residence and consumption. With the urbanization, the management and distribution of the physical space of the city and rational design have also become major issues. Rapid and widespread urbanization has consistently accumulated problems of natural, physical, environmental, and psychological circumstances, and most of urban areas have begun to focus on restoring an efficient, safe and healthy urban environment to improve of the quality of life since the latter half of the 20th century, New-Urbanism is a new urban development paradigm that resembles the practical implications of a shared economy for social, economic and environmental cost reduction.. The geographical significance of the sharing city's concept of the alleys is to revitalize sustainable cities while restoring the attractive elements of the city. This study examines the lessons of New-Urbanism in those traditional urban space comparing with each East Asia's cities such as golmok (alley or backlane) in Seoul, Huton in Beijing, Lilong in Shanghai, and Roji in Japan. This study diagnoses whether main principals of New-Urbanism such as development of good community and walkable pedestrian route, restoration of regional identity and sense of the place, and mitigation of climate change strategy can be practiced in the community of alley as well.

Floods are the most common natural disasters and are annually causing severe destructions worldwide. Human activities, along with expected increased extreme precipitation patterns as a result of climate change enhance the future potential of floods. There are proven evidence that infrastructure based responses to flood disaster is no longer achieving optimum mitigation and have created a false sense of security. Nature-based solutions(NBS) is a widely accepted sustainable and efficient approach for disaster risk reduction and involves the protection, restoration, or management of natural and semi-natural ecosystems to tackle the climate and natural crisis. Adoption of NBS in decision-making, especially in developing nations is limited due to a lack of sufficient scenario-based studies, research, and technical knowledge. This study explores the knowledge gap and challenges on NBS adoption with case study of developing nation, specially for flood management, by the study of multiple scenario analysis in the context of climate, land-use change, and policies. Identification and quantification of the strength of natural ecosystems for flood resilience and water management can help to prioritize NBS in policymaking leading to sustainable measures for integrated flood management.
산지소유역의 밤나무림, 소나무림, 개벌조림지를 중심으로 강우특성에 따른 임분별 탁도 변화 특성을 조사하고 탁도 발생에 영향을 미치는 산림환경 인자를 분석한 결과를 요약하면 다음과 같다. 임분별 탁도와 관련인자간의 분석에서 색도, 부유물질, 소류토사량, 경사, 강우강도, 선행무강우일수, 유역면적, 유로길이는 1%의 유의수준에서 양의 상관관계를 나타내었고, 누적강우량은 5% 유의수준에서 양의 상관관계를 나타내었다. 또한 산지계류수의 탁도발생에 영향을 미치는 인자를 분석한 결과 선행무강우일수, 강우강도, 유로길이, 색도 및 부유물질의 순으로 나타났으며, 탁도 발생에 영향을 많이 미치는 다중회귀식은 Y(탁도)=-28.125+0.047x(부유물질)+0.058x(색도)+1.518x(강우강도)+0.264x(유로길이)+1.837x(선행무강우일수)로 추정할 수 있었다. 따라서, 산림의 개발과 이용으로 인해 교란된 토양은 강우와 함께 계류로 유출되어 하류의 하천 및 호소의 수질에 영향을 미치므로 산림지역의 산지계류에서는 탁도에 영향을 주는 부유물질 및 토사유출 등을 줄일 수 있도록 버트리스 사방댐이나 수질정화용 사방댐 등 사방구조물의 설치가 필요할 것으로 보인다.
본 연구는 도시개발로 인하여 농촌에서 도시로 급격한 토지이용 변화를 겪은 신도시 지역의 수문변화 예측과 저감방안 도출을 목적으로 하였다. 대표농도경로(Representative Concentration Pathway, RCP) 기후변화 시나리오로 2100년까지 분석결과 강수량 증가가 유출고 증가에 직접적으로 기여함을 알 수 있었다. 기후변화와 함께 도시 용지 형태도 저영향개발(Low Impact Development; LID) 기법으로 적용한 식생체류지의 효율에 영향을 미쳤다. 서로 다른 도시 시설 용지를 결합하면 각 시설 용지 별 차이가 있는 저류 가능 강수량을 보완할 수 있고 첨두유출량 경감과 도달시간 지체를 유도할 수 있어 도시개발로 인한 수문 영향을 완화시킬 수 있는 새로운 접근이 될 수 있음을 제시하였다.
산지소유역의 밤나무림, 소나무림 및 개벌조림지를 대상으로 강우특성에 따른 임분별 탁도 변화 특성을 분석한 결과를 요약하면 다음과 같다. 동일한 강우의 발생 시 임분별 탁도 발생은 개벌조림지 >밤나무림 >소나무림순으로 나타나 임분별 차이를 알 수 있었다. 탁도와 강우강도와의 상관분석에서 밤나무림 91%, 소나무림 80%, 개벌조림지는 71%로서 세 임분 모두 높은 설명력을 보였다. 반면 탁도와 강우지속시간과의 상관분석에서 밤나무림, 소나무림 및 개벌조림지 모두 0~1%의 낮은 설명력을 보였다. 탁도와 선행무강우일수와 분석에서 밤나무림, 소나무림 및 개벌조림지 모두 30% 범위의 낮은 설명력을 보였고, 탁도와 누적강우량과의 분석에서도 밤나무림, 소나무림 및 개벌조림지에서 세 임분 모두 6~22%의 낮은 설명력을 보였다. 따라서 산림의 개발과 이용으로 집중호우 시 산사태등 산지재해로 인해 발생된 토사는 산지계류에 유입되어 하류 하천의 수질에 많은 영향을 미칠 수 있으므로 산림지역의 중 하류에서는 사방댐 등을 설치하여 계류수의 탁수화와 수질오염을 방지할 필요성이 있다.
Incidences of urban flood and extreme heat waves (due to the urban heat island effect) are expected to increase in New Zealand under future climate change (IPCC 2022; MfE 2020). Increasingly, the mitigation of such events will depend on the resilience of a range Nature-Based Solutions (NBS) used in Sustainable Urban Drainage Schemes (SUDS), or Water Sensitive Urban Design (WSUD) (Jamei and Tapper 2019; Johnson et al 2021). Understanding the impact of changing precipitation and temperature regimes due climate change is therefore critical to the long-term resilience of such urban infrastructure and design. Cuthbert et al (2022) have assessed the trade-offs between the water retention and cooling benefits of different urban greening methods (such as WSUD) relative to global location and climate. Using the Budyko water-energy balance framework (Budyko 1974), they demonstrated that the potential for water infiltration and storage (thus flood mitigation) was greater where potential evaporation is high relative to precipitation. Similarly, they found that the potential for mitigation of drought conditions was greater in cooler environments. Subsequently, Jaramillo et al. (2022) have illustrated the locations worldwide that will deviate from their current Budyko curve characteristic under climate change scenarios, as the relationship between actual evapotranspiration (AET) and potential evapotranspiration (PET) changes relative to precipitation. Using the above approach we assess the impact of future climate change on the urban water-energy balance in three contrasting New Zealand cities (Auckland, Wellington, Christchurch and Invercargill). The variation in Budyko curve characteristics is then used to describe expected changes in water storage and cooling potential in each urban area as a result of climate change. The implications of the results are then considered with respect to existing WSUD guidelines according to both the current and future climate in each location. It was concluded that calculation of Budyko curve deviation due to climate change could be calculated for any location and land-use type combination in New Zealand and could therefore be used to advance the general understanding of climate change impacts. Moreover, the approach could be used to better define the concept of urban infrastructure resilience and contribute to a better understanding of Budyko curve dynamics under climate change (questions raised by Berghuijs et al 2020)). Whilst this knowledge will assist in implementation of national climate change adaptation (MfE, 2022; UNEP, 2022) and improve climate resilience in urban areas in New Zealand, the approach could be repeated for any global location for which present and future mean precipitation and temperature conditions are known.
본 논문에서는 유역 내 침수피해를 예측할 수 있는 실현가능한 수단으로써 인공신경망의 활용에 대해 제안하고자 한다. 유역 내 다양한 환경인자에 의한 침수피해 예측모형의 구축을 위해 108개 중유역을 대상으로 1990년부터 2000년까지 강우량, 침수피해면적, 토지이용 등 총 27개의 매개변수를 선정하여 총 49개의 데이터 세트를 구성하였다. 연구결과, 침수피해는 강우량과 같은 기상정보 뿐 만 아니라 다양한 유역환경의 특성에 영향을 받는 것으로 나타났으며 인공신경망 모형에 의해 R=0.92 수준에서 예측값과 관측값이 잘 일치하는 것으로 나타났다. 따라서 인공신경망은 입력값들과 대응된 출력값들을 알고 있는 경우 과거와 현재의 시공간 정보를 활용하여 특정유역의 강우량에 따른 침수피해면적을 산정 할 수 있으며, 복잡하고 비선형적 역동성을 지니고 있는 유역 내 환경변화에 대한 예측모형으로 활용이 가능하다고 판단된다. 또한 인공신경망은 입력자료의 중요도를 평가하는데 이용될 수 있으며, 기존 모형에서 다루어지는 매개변수중요도를 정량화 시킬 수 있어 다른 모형의 매개변수 추정이나 보정에 도움을 줄 수 있을 것으로 판단된다.
본 연구는 IPCC(Intergovernmental Panel on Climate Change)에서 제시한 기후변화 취약성 개념을 서울시에 적용, 적정 홍수 취약성 지표 산정 및 퍼지모형을 활용하여 기후변화 분야 중 홍수취약성을 평가하고 GIS를 이용하여 취약성도를 작성하였다. 이를 위해 선행연구를 기반으로 지표를 도출하였다. 도출된 지표는 기후노출(일 최대 강수량, 일강수량 80m 이상인 날 수), 민감도(침수지역, 경사, 지질, 고도, 하천으로부터의 거리, 지형, 토양 및 불투수면적) 및 적응능력(홍수조절능력, 자연녹지, 공원녹지) 등의 자료이며, 이를 GIS 기반의 공간데이터베이스로 구축하였다. 구축된 지표값들을 통합하기 위한 방법으로 퍼지모형을 활용했으며, 퍼지소속값 결정을 위해서는 빈도비를 활용하였다. 2010년 침수 발생 자료를 활용하여 항목들간의 상관관계 및 퍼지소속값을 산정하였으며, 2011년 침수 발생 지역으로 작성된 취약성도를 검증하였다. 분석결과 서울지역 홍수피해에 크게 영향을 미치는 지표는 일강수량이 80mm이상인 날수, 하천과의 거리, 불투 수층으로 나타났다. 서울의 경우, 최대강수량이 269mm 이상일 때 적응능력(유수지, 녹지)이 부족하고, 고도가 16~20m 정도이며 하천에서 50m이내에 인접한 지역, 공업용지에서 홍수취약성이 매우 높은 것으로 나타났다. 지역적으로 영등포구, 용산구, 마포구 등 한강 본류의 양안에 위치한 구들이 비교적 취약지역을 많이 포함하고 있는 것으로 나타났다. 본 연구는 기후변화 취약성 평가의 개념을 적용하고, 방법론으로 퍼지모형을 활용함으로써 기존의 취약성 평가기법을 개선하였으며 평가결과는 홍수예방정책에 대한 우선지역 선정과 의사결정의 주요한 근거로 활용될 수 있을 것으로 기대된다.
The availability and efficient use of the feed resources in Asia are the primary drivers of performance to maximise productivity from animals. Feed security is fundamental to the management, extent of use, conservation and intensification for productivity enhancement. The awesome reality is that current supplies of animal proteins are inadequate to meet human requirements in the face of rapidly depleting resources: arable land, water, fossil fuels, nitrogenous and other fertilisers, and decreased supplies of cereal grains. The contribution of the ruminant sector lags well behind that of non-ruminant pigs and poultry. It is compelling therefore to shift priority for the development of ruminants (buffaloes, cattle, goats and sheep) in key agro-ecological zones (AEZs), making intensive use of the available biomass from the forage resources, crop residues, agro-industrial by-products (AIBP) and other non-conventional feed resources (NCFR). Definitions are given of successful and failed projects on feed resource use. These were used to analyse 12 case studies, which indicated the value of strong participatory efforts with farmers, empowerment, and the benefits from animals of productivity-enhancing technologies and integrated natural resource management (NRM). However, wider replication and scaling up were inadequate in project formulation, including systems methodologies that promoted technology adoption. There was overwhelming emphasis on component technology applications that were duplicated across countries, often wasteful, the results and relevance of which were not clear. Technology delivery via the traditional model of research-extension linkage was also inadequate, and needs to be expanded to participatory research-extension-farmer linkages to accelerate diffusion of technologies, wider adoption and impacts. Other major limitations concerned with feed resource use are failure to view this issue from a farming systems perspective, strong disciplinary bias, and poor links to real farm situations. It is suggested that improved efficiency in feed resource use and increased productivity from animals in the future needs to be cognisant of nine strategies. These include priorities for feed resource use; promoting intensive use of crop residues; intensification of integrated ruminant-oil palm systems and use of oil palm by-products; priority for urgent, wider technology application, adoption and scaling up; rigorous application of systems methodologies; development of adaptation and mitigation options for the effects of climate change on feed resources; strengthening research-extension-farmer linkages; development of year round feeding systems; and striving for sustainability of integrated farming systems. These strategies together form the challenges for the future.
