This study was carried out to clarify the impact of land use (Castanea crenata, Pinus densiflora and Plantation Land) on soil runoff in small watershed. The soil runoff showed in order of plantation land, Castanea stand and Pinus stand. The resulting models in linear equations of three stands were able to account for 70%, 60% and 60% respectively. The relationship between soil runoff and forest environmental factors was a positive correlation at 1% level with slope, forest type, soil hardness, watershed area, stream length and at 5% level with accumulative rainfall, but was negative correlation at 1% level with coverage. The main factors that affected soil runoff in small watershed showed in order of coverage, accumulative rainfall and stand type. In the stepwise regression between soil runoff and forest environmental factors, the estimation equation is as follow; Y = 31.250 - 1.140(Coverage) + 0.413(Accumulative rainfall) + 20.829(Forest type). The results indicates that dangerous areas of landslide and soil runoff by land use could be applied to the mitigation measures such as afforestation, erosion check dam and revetment for erosion control and water quality management in small watershed.

Recently, close-to-nature stream improvement works have been carried out in urban streams, where eco-friendly bank revetment methods have been adopted. These bank revetment methods are vulnerable to be damaged or washed away by floods compared to the traditional methods which use concrete materials. Damage analysis methods on the urban streams by the floods of severe rain storm are presented. The analysis methods are the graph-using method and the grid method, which are derived from the survey results at Gwangju stream. Damage analysis grid which is intersected velocity grid and material strength grid is the highest correlation with the damage survey grid. The biggest damage on the bank revetments have been occurred around the crossing structures. Big damages have also been occurred in the connection of low water revetment and the terrace land, and around the structures in the terrace land of the stream.

This study is a part of ???A study of the community noise:new guideline and policy' which have three main topics and ten sub-topics. Accordingly this part deals with a transpotation noise specifying road traffic ,railroad and aircraft noise, respectively. At first, the ,roadside traffic noise of whole country in 2004 ,22 major cities of total 29 was exceeded the envionmetal noise standards, 55dB(A) at night time ,therefore 24 milion people ,52.4% of korean, who reside at roadside estimates to be exposured the basic problems of this serious noise polluation comes from:: i)It's very limited noise mitigation measures against to continuously increase the number of automobile yearly. ii) and at beginning of road design, It has been neglect to introduce the anti-noise design and layout of road structural scheme as gadient, cutting and viaduct, embankment and zonning of roadside land-buffer area and also re-designation of noise sensitive areas, etc. Secondly ,concerned with the railroad trafffic noise, a inhabitants who are over the envionmetal noise limits,70dB(A), 65 dB(A) in day and night for 34 locations of mayor cities was exposured of 167,000 and 329,000 respectively. With the development of noise mitigation schemes in line with this study it is likely that noise monitoring system needs new installation as well as common use of noise assessment index with $L_{MAX}\;and\;L_{EQ}$. Lastly, noise complaints of millitary aircraft has been rapidly increasing ,so 2.9%(1.4 minion) person demands a compansation of \2,133 billion complying with their requirements we suggest to minimise the airport noise that is to develop of noise abatement procedure ,to make new noise index, to increase budget for house insulations and also to more increase of those the noise monitoring system and to unify the management etc.

The district unit planning (DUP) in Korea is a planning instrument. One of the key methods is the incentive system focused on the mitigation of the financial charge of business proprietors with use of various planning deregulation. Here in this paper, it is examined whether the incentive system is indiscriminately applied not only in the metropolitan cities but also in the rural cities. The analysis is carried out with six indicators in relation to the effect on the incentive system on the market of Apartment Housing Development. The indicators are a. the building-to-land ratio(BLR), b. the floor area ratio(FAR) c. the publicly assessed value of land(PAVL), d. the sale price of land(SPL), e. the sale/lease price of apartment house(SLPH) and f. the ratio of housing subscription(RHS). The final result is that the incentive system has different effects between metropolitan cities and rural cities. One of reasons lies on the too high FAR in rural cities to be given basically. Another reason lies on the difference between the cost for purchasing public installation and the profit of the sale & lease price of apartment house. In rural cities their difference becomes much narrow. Finally, the low ratio of housing subscription(RHS) in rural cities makes the effect of the incentive system nearby meaningless.
Low-carbon green waterfront cities for overseas cases were reviewed to propose the direction for Korea. The implications suggested include energy saving by resource circulation, compact land use planning, transit oriented development, and utilization of renewable energy. These in turn suggest the following implementations; (1) Energy saving according to compact city, complex land use, and transit oriented development, (2) Renewable energy use in buildings and daily lives, (3) Expansion of green space for carbon mitigation and improved quality of life, and (4) Water and resource circulation system. We finally discussed that development of the green waterfront cities in Korea requires the fundamentals of low-carbon green waterfront cities achieved by overseas cases study and technical investigation.
This study aims to suggest the direction of urban planning for coping with climate change focusing on urban metabolism. The study consists of two main parts: literature review and case study. The cases are selected for mixed-use housing estate in Europe, which established the plans for energy saving and efficient use of resources and waste. The case study was carried out in accordance with the framework, which had four aspects that are 'to minimize energy input,' 'to use renewable energy sources,' 'to recycle waste,' and 'to reuse natural resources.' As a result, in all the cases, analysis showed that the circular metabolism system was built for energy, waste and water resources and that the plan satisfying all the aspects of the framework was established. Moreover, main planning elements are different reflecting resource conditions for each case. In conclusion, in order to achieve urban metabolism, it will be necessary to analyze various conditions including the surrounding environment of the region and to introduce planning elements that can maximize the regional potential.
In this study, for the effective environmental investigation at the level of planning, environmental assessment model to be integrated with urban comprehensive plans was developed. This model was applied to the Suwon City urban comprehensive plan and was tested to derive the future application program and the adaptability to the current research issues. The results of this study can be summarized as follows: First, we defined basic items for environmental assessment as to be used in the developed SEA model. We also defined three ranges and twelve items for the environmental assessments, which can be used in the assessment of the urban comprehensive plan through the expert advices. Second, we performed the case study by applying the developed SEA model to the Suwon City urban comprehensive assessment, and investigated the environmental impacts through an expert inquiry at the "phase 5" of the model. The results of the case study showed that Suwon City urban comprehensive plan contained partially discrepancies at the goal of the planning. The spatial strategy for leisure, park and open space, and green belt was analysed not to be effective in energy use. The case study also indicated that the environments of Suwon City are expected to be much worse in each sectional plan, if the City was to implement the present five sectional plans for life boundary and distribution of population, land use plan, transportation plan, industrial development plan, and life environmental plan. Third, according to the result of the case study, an mitigation plan for urban comprehensive plan of Suwon City was proposed as the following four stages; modification of planning goal, modification of site alternatives, modification of planning contents, and proposal of mitigation measures.

Recently, With explosive national land developments construction fields ate increasing, and slope failures are disastrous when they occur in mountainous area adjoining highways. but public institutions and supervisors, to manage slope need GIS for managing it more quickly and correctly. For manage slope, it is nesessary to use new IT, especially wireless internet. The current domestic population using cell phones exceeded 30 million and the domestic wireless Internet environment has matured, but implementation of mobile technology for government services isnot matured enough. In this paper the author proposed a new system of mobile PPT monitoring for managing slope inspection for Ubiquitous Environment. This new system manages data in real time and reduces human power when applied to current working environments. This research was supported by a grant(NEMA-06-NH-05) from the Natural Hazard Mitigation Research Group, National Emergency Management Agency.
Environmental Impact Assessment (EIA) is composed of various procedures, such as screening, scoping, inventory survey, prediction, assessment, alternative assessment, mitigation measures, and post management. Environmental monitoring data for air quality or water quality, etc. is applied in the EIA process, especially in prediction and post management. As an effective tool of environmental monitoring, the remote sensing method, introduced recently, was used in collecting nationwide data concerning ecosystem and land use. This article explains the current monitoring status in Korea. Monitoring factors include air quality, water quality, soil, ocean, odor, noise, and ecosystems. This report explains the organization of the environmental monitoring system managed by the Ministry of Environment in Korea. Furthermore, it shows the environmental criteria and environmental policies applied to EIA in Korea.
In urban area, flood risk is getting higher because of inland flood risk has grown up by changing rainfall intensity, rainfall pattern, changing land use and so on. Urban area is needed higher flood protection level to protect accumulated people, buildings and other infrastructures. However, even though former flood protection has focused on overflow from river, there is not a guide line for evaluating proper flood protection level. Thus, it is necessary to protect flood from inland flooding as well as overflow from river and need a proper method to evaluating flood protection level. This study present a method of determining flood protection elevation by using GIS tools for deciding proper flood protection level. The study result may contribute to urban flood protection measures in which inland flood risk increases.
