A Study of the Roles of the European Spatial Development Perspective(ESDP) and Its Application Potential in East Asia

  • In recent years, the relationships and inter-dependencies between the countries in East Asia have deepened, and the vision for regional cohesion such as the East Asian Community have been gradually elaborated. A Grand Design for Northeast Asia is one of these comprehensive visions that aim to improve and develop international infrastructure through cooperation in the field of transportation, energy, environment, and information technology. This study paid attention to the possibility for a system for regional cohesion and cooperation in spatial development in East Asia, and analyzed the roles of the ESDP according to the requirements of the East Asian situation. As a result, it was understood that while the development of infrastructure is a main stream in the case of the regional cohesion in East Asia, the cooperative visions for the conservation of natural and cultural heritage, which are being positioned as an important policy in the EU, have not been seen. It is a very important subject to promote the policy cohesion/cooperation on the conservation and management of natural/cultural heritage and the development of tourism infrastructure for the sustainable development of East Asia, considering the trends in the growth of the interchange population and tourism market in East Asia. It was discussed that the role of research networks like the International Landscape Architectural Symposium of Korea, China and Japan is becoming important in supporting this policy cohesion and in grasping the present conditions and trends of the spatial development of these counties.

Comparative Analyses for the Properties of Surface Soils from Various Land Uses in an Urban Watershed and Implication for Soil Conservation (도시 유역 내에서 토지이용에 따른 표토의 특성 비교 및 표토 보전을 위한 시사점)

  • Knowledge about how to stabilize soil structure is essential to conserve soil systems and maintain various biogeochemical processes through soil. In urban area, soil structural systems are degraded with inappropriate management and land use and become vulnerable to erosion. We analyzed the structural changes of surface soils with different land uses, i.e., forests, parks, roadside green area, riparian area, and farmlands (soybean fields), in the Anyang Stream Watershed in order to find the factors influencing the stability of soil structure and the implication for better management of surface soil. Soil organic matter contents of other land use soils were only 18~52% of that in forest soils. Soil organic matter increased the stability of soil aggregates in the order of soybean fields < roadsides < riparian < parks < forests and also reduced soil bulk density (increased porosity). The lowest stability of soybean field soils was attributed to the often disturbance like tillage and it was considered that higher stability of park soils comparing to other land use soils except forests was owing to the covering of soil surface with grass. These results suggest that supply of soil organic matter and protection of soil surface with covering materials are very important to increase porosity and stability of soil structure.

  • This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.

Analysis of Legal System Related to Management of Natural Environments and Ecological Engineering in North Korea (북한의 자연환경 관리와 생태공학 관련 법령 체제 분석)

  • The North Korean laws on natural environments, land and infrastructure were comprehensively analyzed in order to help establish the legal system to solve problems of ecosystem and land management in North Korea. The citizen's environmental rights in North Korean Constitutional Law emphasize the aspect of conservation of the natural environments. The laws on the managements of natural environments and land are relatively integrated in North Korea. In the management of natural environments, ecosystem conservation is centered on designation of natural protected areas. Priority for infrastructure construction is emphasized in land management. The economic and technical support is needed to build advanced legal systems for the conservation of natural environments and ecological land management and to improve their performance of law enforcement.

  • The purpose of this study is to get a politic advanced idea to operate a pro-environment based u-city through the overcome problems on the construction policy for the even areal distribution, and the development for the model structure of the high level. Advanced pro-environmental ubiquitous urban construction becomes an example of the practical level linked by the national agenda as uKorea policy. The Idea of the national land informal ion systems transforms to enhance or to guide the national strategic industry to implement balanced development as grand objectives of the national land due to the factor that 'the economic development 5 years plan' altered to 'the national land 5 years plan'. Therefore, ubiquitous echo city construct ion becomes realized as static spatial informal ion construct ion and dynamic mobile based ubiquitous lives operable by the information infrastructure and IT839 policy items operation. For the synergy effects through this task, it requires a strong empowerment of the information industries and a new growing core engine of the national economy through the policy of the mutual satisfaction on the spat io-temporal information and the pro-environment information systems.

Landscape Management Strategies Based on Landscape Assessment of Riparian Buffer Zone in the Han River: Focused on Gyeongan Stream (경관평가 기반 수변구역의 경관관리 전략 - 경안천 수변구역을 대상으로 -)

  • We need to use aesthetic landscape assessment(ALA) as the means of riparian buffer zone(RBZ) management. This study verified the political validity of designation policy of RBZ and land purchase policy. The purpose of this study was to propose RBZ landscape management strategies through ALA of RBZ in Gyeongan Stream for the better attractive and healthy riparian landscapes. The natural type landscape units(LUs) covered 40.9% of the entire area and the cultivated land type LUs covered 20.58%. Landscape assessment consisted of landscape quality and landscape integration assessment. The criteria for assessing landscape quality(LQ) were naturalness, interest, uniqueness, and landscape function. LQ was ranked into five grades using a matrix. The landscape integration assessment consisted of an inner integration assessment in each LU and outer integration assessment among LUs. To review the propriety of designating the riparian area and the riparian ecological belt, differences in ecological appraisal and aesthetic valuation were reviewed through a t-test, Oneway ANOVA, and logistic analysis. The results of ALA, 29.15% of the entire area scored at grade 1 in LQ, while 31.95% scored at grade 5, indicating that grade 5 areas occupied a high share. Surveyed areas were divided into designated RBZ and undesignated RBZ. Results indicated that designated RBZ scored grade 1 in LQ took up 33.2% of the total, significantly higher than the 23.3% taken up by undesignated RBZ. When examined according to buffer distance, grade 1 areas within 50m took up 50.2% of the total area, lower than the 32.7% at buffer distances of 500m-1km. Results indicated a 1% statistically significant difference. Accordingly, analysis was undertaken for the expansion of designation of the riparian area and the selection of appropriate land for formation of a riparian ecological belt, and was designated at priority 1 and 2 for land purchase. This study can also contribute to the formation of a riverine eco-belt through discovery of design factors for upgrading the ecology, aesthetics, and landscape of the riparian area and application in determining land purchase priorities.

  • This study is focusing on the needs to introduce policy decision making based on identification of the definition for 'business life cycle' and 'public enterprises' for proper public enterprises management. For this purpose, the study is planning to define categorical variables for enterprise life cycle and provide basic data for public enterprises management policy. This study explored 'Korea Expressway Corporation', 'K-water', 'Korea Railroad', 'Korea Land and Housing Corporations', because of they are the public institutions recently underwent 'management normalization policy' due to rapidly increasing debt. First, there follows the analysis on priority and standard of categorical variables for quasi-market oriented SOC public enterprise life cycle by using AHP and frequency study on expert survey. Next, this study investigated and analyzed the enterprises management plan for expected 'declining period' through forecasting 'declining period' by conducting 2nd expert survey.

A Study on Waste Discharge Characteristics and Disposal Policy of Jeju (제주지역 폐기물 배출처리 특성과 정책에 대한 소고)

  • Waste management in Jeju Province, Korea, has recently emerged as an urgent problem. The increasing waste discharge requires more landfills but, since it is an island, the available land is restricted. Accordingly, an efficient waste management urgently requires environmentally sustainable policies. In this article, the waste discharge characteristics (such as the amount of waste, its composition, etc.) of Jeju Province have been compared with those in the rest of Korea. The current industrial waste management of two cities on the Island, Jeju City and Seogwipo City, has been also analyzed to suggest policies for an efficient management. The local government's endeavor to enhance environmental awareness of the community has been known to reduce the private cost of policy compliance, and have individuals recognize the results of their policy compliance. Policies to achieve the above are then proposed.

  • This paper presents a multi-agent system model of land-use and cover changes, which is developed and applied to the Gariwang-san and its vicinity, located in Pyeongchang and Jeongseon-gun, Gangwon province, Korea. The Land Use Dynamics Simulator (LUDAS) framework of this study is well suited for representing the spatial heterogeneity and dynamic interactions between human and natural environment, and capturing the impacts of forest-opening policy interventions to future socio-economic and natural environment changes. The model consists of four components: (1) a system of human population, (2) a system of landscape environment, (3) decision-making procedures integrating human(or household), environmental and policy information into forest land-use decisions, and (4) a set of policy scenarios that are related to the forest-opening. The results of model simulation by different combination of various forest management scenarios are assessed by the levels of household income, ecosystem service value and income inequality in the study region. As a result, the optimal scenario of forest-opening policies in the study region is to open the forest to local residential community for the purpose of recreation, considering the distinctive topographical feature. The model developed in this research is expected to contribute to a decision support system for sustainable forest management and various land-use policies in Korea.

Deforestation and Forest land Use in Côte d'Ivoire: Policy and Fiscal Instruments

  • This paper investigated policies that drive the sustainable management of Ivorian forest which disappear at an annual rate of 250000 hectares. Based on an inter-temporal model for optimum allocation of forest land to three competing uses, the article found that sustainability depends on the incentive structure, of which forest taxes and fees are a key, though obviously not the sole, component. The study proposed to increase the area fee level by accounting for environmental externalities generated by forest harvesters and farmers. The paper showed that the area fee is a decreasing function of the forest natural rate of regeneration and the reconversion rate of agricultural surfaces. Finally, at the given forest natural rate of regeneration and the reconversion rate of agricultural surfaces, the model argued that the area fee need to be progressive (arithmetic progression) in the context of ecological equilibrium break while it should remain constant in normal situation.
