Hydrologic Impact Assessment of land Cover Changes by 2002 Typhoon RUSA Using Landsat Images and Storm Runoff Model

  • To investigate the streamflow impact of land cover changes by a typhoon, HEC-l storm runoff model was applied by using land cover information before and after the typhoon. The model was calibrated with three storm events of 1985 to 1988 based on 1985 land cover condition for a $192.7km^{2}$ watershed in northeast coast of South Korea. After the model was tested, it was run to estimate impacts of land cover change by the typhoon RUSA occurred in 2002 (31 August-1 September) with 897.5 mm rainfall. The land covers before and after the typhoon were prepared using Landsat 7 ETM+ of September 11 of 2000 and Landsat 5 TM of September 29 of 2002 respectively. For the $6.9km^{2}$ damaged area (3.6 % of the watershed), the peak runoff and total runoff by the changed land cover condition increased 12.5 % and 12.7 % for 50 years rainfall frequency and 1.4 % and 1.8 % for 500 years rainfall frequency respectively based on AMC (Antecedent Moisture Condition)-I condition.

  • This paper describes a methodology of database synchronization between ship and land. Through this synchronization, consistency can be maintained between land's database and ship's database. Onboard useful data is sent from ship's database to land' database at time interval via the INMARSAT-C which satisfies with the GMDSS requirements and supports transport service. eased on the result of the paper, user can access land's database which is synchronized with ship's database.

  • S1he concept of a class in the land-use classification system can be equally applied to a class in the land-use-change classification. The maximum likelihood method using linear discriminant function and Markov transition matrix method were integrated to a synthetic modeling effort in order to project spatial allocation of land-use-change and quantitative assignment of that prediction as a whole. The algorithm of both the multivariate discriminant function and the Markov chain matrix were discussed and the test of synthetic model on the study area was resulted in the projection of '90 year as well as '95 year land -use classification. The accuracy and the issue of modeling improvement were discussed eventually.

  • 현재 원격수업 교육 시스템은 21세기를 맞이하여 초고속정보통신망의 발전과 함께 사회전반에 크게 이슈로 떠오르고 있다. 하지만 현재는 특정 업체나 단체에서 교육을 독점적으로 서비스하기 위해 웹 기반으로 서비스가 이루어질 학교에서는 자체적으로 특정 교과를 독립적으로 교육을 행할 수 있는 시스템이 없는 현실이다. 이 논문에서는 원격 교육서비스를 통하여 학습자가 언제, 어디서든지 멀티미디어 데이터를 제공받아서 학습 및 평가를 받을 수 있는 주문형 수업 시스템을 제안한다. 공급자와 수요자에게 사용상에 특별한 지식을 요구하지 않는 사용자 인터페이스를 제공, 교육 정보갱신이 쉽고 빠르게 이루어지며, 특정 교과를 독립적으로 서비스가 가능하며, 서비스상에 특별한 인력을 필요로 하지 않으며, 수요자는 원하는 시간에 자신의 능력별로 서비스를 받을 수 있게 된다.

A Study on the Standard Land Price and Just Compensation (공공수용 적정보상지가에 관한 분석)

  • Based on the spatial and land price data of innovation cities and their periphery areas in Korea, this study examines the degree and timing of changes in land price in relation to projects concerning innovation city. The study result confirms that the current system is inconsistent with the principle of restitution of development gain and therefore, this study attempts to seek improvement measures so that the current system can better fit the principle. The analysis reveals that most innovation cities, excluding Sinseo-dong of Daegu and Ujeong-dong of Ulsan, recorded a statistically significant increase in land prices since 2005, compared to those of their neighboring areas. It can be said that the information related to projects concerning innovation city was reflected in the land price since 2005. However, the standard land price pursuant to Article 70 of the Land Compensation Act is the officially assessed land price released on 1st of January 2007, and this official land price was actually applied to the compensation process. Therefore, estimating the compensation amount for land expropriation based on this land price will contradict the principle of restitution of development gain. In other words, despite the fact that development-related information was already reflected in land prices of innovation cities from 2005 to the end of 2006, the compensation process were carried out without institutional arrangements or efforts to exclude such reflection. To solve this problem, this study makes two suggestions. First, it is necessary to cast aside the limitations of the official land price that can be retroactively applied in accordance with Paragraph 5 of Article 70 of the Land Compensation Act, and instead apply the land price which is the most latest but deemed to have no reflection of development gains. Based on this revised standard land price, if the compensation amount is corrected by the average inflation rate and the average rate of increase in land price during the period until the time of the recognized land price, the amount would better satisfy the principle of restitution of development gain. Second, it is necessary to clearly stipulate the standards of development gains being reflected on the land price by including it in the secondary legislation. Under the current system, it is highly likely that appraiser's arbitrary interpretation on development gains is included in the process of calculating the amount of compensation for land expropriation. In this regard, it is necessary to improve the standards on determining whether development gains are reflected based on the results of this academic research and the existing guidelines for appraisal of compensation for land expropriation published by the Korea Association of Property Appraisers.

  • Air mass recirculation is a common characteristic in the coastal area as a result of the land-sea breeze circulation. This study simulates the recirculation of air mass over the Gwangyang Bay using WRF-FLEXPART and offers a basic information about the effective domain size that can reflect recirculation. For this purpose, WRF is set up four nested domains and three cases are selected. Subsequently FLEXPART is operated on the basis of WRF output. During the clear summer days with weak wind speed, particles that emitted from Yeosu national industrial complex and Gwangyang iron works flow into emission sources because of the land-sea breeze. When land-sea breeze is strengthen, the recirculation phenomena appears clearly. However particles aren't recirculated under weak synoptic condition. Also plume trajectory is analyzed and as a consequence, the smallest domain area have to be multiplied by 1.3 to understand recirculated dispersion pattern of particles.

Land Use Characteristics in the Kyungan Watershed by Analyzing Long-Term Land Cover Data (장기적 토지피복 분석을 통한 경안천 유역의 토지이용 특성)

  • The use of land cover was sharply changed during 1975~2007 in the Kyungan watershed $(561.12 km^2)$. The changes occurred over an area of more than $227.65 km^2$ during the overall period at changing rates of 1.04% per year for water area, 1.79% per year for residential area, 2.99% per year for bare area, 3.03% per year for wetland area, 3.04% per year for grass area, 0.87% per year for forest and 2.32% per year for agriculture area. Water, residential, bare and wetland areas increased, while grass, forest and agriculture areas decreased during the last 32 years. BOD concentrations of representative sites for each sub-watershed continuously increased until the early 2000s as residential area increased with the highest discharged load, but decreased after the mid 2000s except upper Kyungan watershed. Such decline appears to be associated with the planning of Total Maximum Daily Load management for Gwangju city and expansion of waste water treatment plant. It is necessary to control land use/cover changes of the upper watershed and to prepare appropriate watershed management system for improvement in river environment including water quality, stream flow and bio-diversity.

  • Recently, as a part of NGIS project, cultural-assets digital map is produced by cultural properties administration and local autonomous entities. Cultural-assets unified GIS(Geographic Information System) is essential to cultural properties managers and other organizations which are executing land related business for appling it at planning stage. With explosive national land developments, it has been obligated to implement surface survey by the cultural properties protection Art. In this paper, we develope a MSSS(Mobile Surface Survey System) and central GIS management system using CDMA wireless network, real time DGPS and C/S GIS technologies. And we suggest a construction-plan of cultural-assets digital map drawing and managing system by Archaeologist using developed system by this study.

Web-based Information System Construction of Animal Manure Matching Service for Recycling Agriculture (경축순환농업을 위한 가축분뇨 자원화 웹기반 정보은행 구축)

  • Animal and crop production systems were integrated on a single farm. This integrated farming system recycled nutrients on the farm. The separation of animal and crop production with the introduction of cheap commercial fertilizers, farms were not used land-applied manure. The on-line manure matching is one of the emerging business in the achievement of recycling and resource recovery. The manure matching actively promotes the reuse and recycling of by-products and manure. This study constructs to manure matching information system to solve the exchange problems between herders and croppers. Manure matching web sites designed. This paper introduces a web-based animal manure matching system. A manure matching service, part of the manure transport, links farmers who produce excess manure with farmers who can use the manure. Farmers registered with the service have requested manure. The manure matching service supports the transport project by linking farmers with excess manure with those farmers who can utilize the manure safely as a nutrient source. The goal of the service is to protect water quality by fostering efficient land application. Benefits to those who use the manure network include reduced disposal costs, lower purchase costs and recycling of manure. The manure matching is based on the principle that 'one persons waste is another person's fertilizer.' It provides a free online matchmaking service for environmentally safe manure recycling management system.

A Study on the EO-1 Hyperion's Optimized Band Selection Method for Land Cover/Land Use Map (토지피복지도 제작을 위한 초분광 영상 EO-1 Hyperion의 최적밴드 선택기법 연구)

  • The Land Cover/Land Use Map have been constructed from 1998, which has hierarchical structure according to land cover/land use system. Level 1 classification Map have done using Landsat satellite image over whole Korean peninsula. Level II classification Map have been digitized using IRS-1C, 1D, KOMPSAT and SPOT5 satellite images resolution-merged with low resolution color images. Level II Land Cover/Land Use Map construction by digitizing method, however, is consuming enormous expense for satellite image acquisition, image process and Land Cover/Land Use Map construction. In this paper, the possibility of constructing Level II Land Cover/Land Use Map using hyperspectral satellite image of EO-1 Hyperion, which is studied a lot recently, is studied. The comparison of classifications using Hyperion satellite image offering more spectral information and Landsat-7 ETM+ image is performed to evaluate the availability of Hyperion satellite image. Also, the algorithm of the optimal band selection is presented for effective application of hyperspectral satellite image.
