Designing and Developing the Agricultural Information Management System of North Korea

  • In North Korea, there has been the considerable loss of human lives every yew due to the deficiency of foods. Thus, in order to reduce such damages, a research project should be launched to provide various information for cooperation with North Korean government, and to develop proper agricultural management system. Furthermore, based on the water resources information map generated by KOWACO (Korea Water Resources Corporation) and the environmental information system developed by MOE (Ministry of Environment), an agricultural information infrastructure of North Korea and a management system need to be effectively performed. Therefore, this research is mainly to develop the Agricultural Information Management System of North Korea (NKAIMS), which can collect, manage and analyze agricultural information and water resources utilization status of North Korea, and further support to make relevant decisions and establish the agricultural land-use plans. This research has three phases. The major outcome of the first phase is collecting the agricultural and water resources utilization data such as soils, rivers, streams, collective farms, etc., designing and building database, and developing integrated management system considering the users' requirements. The main work of the second phase is improving and reinforcing database such as adding the information of dams, land-over data, bridges, tunnels, satellite images, etc., inspecting and renewing such as importing detail attribute information of reservoirs, and improving system for more conveniently using. The third phase will be to supplement more useful functions such as statistic analysis, continually inspecting and improving database, and developing web-based system. The product of this research supports collecting and analyzing relevant data to facilitate easier agricultural activities and support effective decision making for food production in the preparation of unification. Moreover, through designing database considering sharing information and system expendability, it can support systematic data usability of agricultural information and save cost for data management.

  • Geotechnical Information Database Project was began by Ministry of Construction Transport at the 1999, because many people need a sharing and reusing the geotechnical report in construction process. In the beginning, target was report of national highway construction, the whole of country has been target on since the 2005. Today, the 60,581 number of geotechnical data(counted by boring number) is maintained. In this study, Geotechnical Information Distribute System(GIDS) was developed, in order to improve practical use and to be connected to National Geographic Information Center. and program to be applicable to construction was suggested. GIDS is able to search/download geotechnical report with digital map by internet. This system is consisted of geotechnical data and metadata editor, registration tool, and web system. We expect that GIDS make a effect to improve geotechnical data management and to be use in all part of construction process.

Construction of Information System for Promoting Overseas Urban Development (해외도시개발 지원 종합정보시스템 구축방안)

  • This research aims to build a total information system that systematizes existing sporadic information, which may lead to revitalization and efficiency of overseas urban development. To achieve this, this study firstly analyses the current information systems for urban development in foreign countries and information from the private sector. The results show that the information system that operates in the domestic agencies, are less likely to involve the contents related to information sharing, social network building and business process. However, that used in agencies ordering the overseas urban development projects, mostly provides the information of professionals, project participants and their business. Second, this research selects the information to be provided by the integrated information system and proposes a data collection plan. The information, required to push forward urban development in abroad, is classified into seven categories. Third, this study establishes a target model of comprehensive information system and makes suggestions for institutional improvement. For doing this, it categorizes overseas urban development information, links to classified information, organizes the system into three stages to services through informational channels, and then suggests a target model. Furthermore, it proposes institutional improvement to achieve efficiency of information systems through a comprehensive review of the similar cases such as administrative system of architecture(Seumter) and land information system.

Correlation Analysis Between Casual and Outcome Factors for Developing Land Information System (토지정보시스템 구축의 영향요인과 성과요인의 상관관계 분석)

  • This study aims to suggest key strategy for successful establishment of LIS (Land Information System). Survey questionnaires on casual and outcome factors for LIS establishment are distributed to the LIS users and developers. Analysis results show that user participation has statistically significant, positive effect on business efficiency, user satisfaction, data sharing and services. Government support and developer technical skill are appeared to be the two important factors for improving the business efficiency and user satisfaction of LIS. Based on such results, this study suggests different strategies for successful development and implementation of LIS, including the definition of users' role and their proactive participation, visionary guide and support by government, cooperative relationship based government support and user participation, sufficient technology for land informatization. This study contributes to systematic organization of situational factors of South Korea's LIS towards its achievements. The results of this study could also be utilized for strengthening global competitiveness of the domestic geospatial information firms, in particular in supporting the development of land information projects in developing countries.

A Bridge Monitoring System on Web-GIS Linking with UFID and BMS

  • Nowadays, the importance of safety monitoring for facilities is increasing. Therefore, the introduction of ubiquitous technology to replace the existing manually-operated methods is required. In this study, a web-based GIS system that provides monitoring information of bridges in real-time for the application of a bridge management system through the use of ubiquitous technology is constructed. Particular attention is given to the effective interconnection of bridge monitoring information and bridge management system and, through a ubiquitous environment, how to connect this with the UFID and the GIS-based bridge management system (BMS) operated by the Ministry of Construction and Transportation. In addition, data expression methods are also suggested that state the detailed locations and attributes of structures in bridge management by using GIS.

  • The national framework data is being constructed by the second plan of NGIS(National geographic information system). However, themes of national framework data are not reflecting various geographic information of marine that demand is increasing. Also, it is mean that national framework data did not consider concept of country which is integrate land and marine. Therefor, this study perform to organize marine framework data through analysis of overseas framework data, and present the composition of national framework data that land and marine are integrated through investigate relationship between national framework data and marine framework data.

Digital map arrangement of Hamamatsu City for the prediction and restoration of the earthquake disasters

  • The purpose of this study is to arrange the digital maps of Hamamatsu City and to construct the map information system to support the prediction and restoration of Tokai earthquake disasters. The authors arrange the land condition map and compute the populations of each land surface conditions and revealed that $37\%$ of the whole population lives in the safe land, but $63\%$ lives in the rather unsafe surface condition. The authors also arrange the digital map of the main lines of water supply pipe lines in corporation with the Hamamatsu City Water Supply Department and revealed the rather dangerous pipe line area in case of Tokai earthquake.

  • This study applied GIS to land planning and management to conserve moun¬tain landscape, and to prevent landslide by housing development around a mountain in a city. In a case study of Kugi & Pyungchang- Dong area of Pukhan Mt. in Seoul, the landscape elements are divided into 'natural landscape conservation, ' 'visual landscape structure, and 'landslide prevention.' These elements are analysed by GIS TIN and OVERLAY modules. land¬scape classes and land use zoning maps for landscape management were developed.

  • In this paper, a model of trellis-coded M-ary PSK (TCM/M-PSK) for digital land mobile communication is realized. Bit error rate(BER) of TCM/M-PSK is calculated theoretically in time selective fading environment due to Doppler spread in the presence of AWGN. cochannel interference. These analyses are employed the receiver with post detection diversity and the direct sequence to improve the BER performance of TCM-MPSK system. It is shown that the CNR required by the diversity reception and the direct sequece(process gain=20dB) TCM-4PSK system is reduced to about 25 dB.

  • The assessment/evaluation of land use suitability is an important part of land use planning. In this paper, we developed. The Expert System for a suitability analysis including the function of data storage, analysis, assessment and display by using Borland C++ Language and could suggest the following results in the suitability analysis to select a site for an industrial complex using this system. 1. With the increase in volume and variety of geo-spatial data now available, it has become necessary to find more efficient ways of storing this data. This report presents the Quadtree structure, as a method of gaining significant savings over conventional raster processing in data storage. 2. In order to get the criteria of suitability analysis, the opinions of specialists, administrative officers and citizens were collected by a questionnaire, and used to calculate the weight of geo-spatial data. Also, The Expert System, which we developed, was designed to do overlay and spatial analysis, as well as reflect the various opinions we collected in the questionnaire. The Expert System is expected to be used in other land use planning.
