Analysis of Environmental Factors Affecting on the Reduction Rate of Land Compensation in Urban Development Project (도시개발사업의 토지부담률에 영향을 미치는 환경적 요인분석)

  • This study was carried out for analysing the relationship of environmental factors and the reduction rate of land compensation of six urban development projects near waste landfill sites located in the Seoul metropolitan area. For a close investigation, 24 variables were selected but only 4 environmental variables were identified to have high correlation to the reduction rate of compensation. These are fine particles(PM10), bad smell, the ratio of a greening zone of land and park, and the distance in straight line from the landfill site. Two variables-PM10 and bad smell-were found to have an effect on the average reduction rate of land compensation by correlation analysis. On the other hand, the ratio of a greening zone and the distance in straight line from the landfill site have been rejected for the significance test. The result of regression analysis of six models for the search of affecting variables on the reduction rate of compensation is that PM10 and bad smell have the impact ratio of more than 0.5. But the ratio of greening zone and the distance from the landfill are not significant factors, having the impact ratio of 0.025~0.045 except one model.

  • Land cover map of 30 arc-second grid by NOAA AVHRR data for the whole Asia was produced by the authors as the project of the Asian Association on Remote Sensing(AARS). Land cover change monitoring of continental scale by satellite data needs preprocessing to remove undesirable factors due to noises, atmosphere, or the effect by solar zenith angle. The paper describes the method to remove these factors. The most important thing for better mapping/monitoring in the future is the accumulation of ground truth data by many land cover related researchers. The project of the development of Global Land Cover Ground Truth Database(GLCGT-DB) is proposed.

  • The Returning Land for Farming to Forestry Project in China is similar to the 'The 10-year National Greening Project' of Korea, and is one of the great strategic policies that started in order to develop the people, resources and the environment by the central government of China. Using the ecosystem recovery as the slogan, The Returning Land for Farming to Forestry Project of China has a long history of 70 years, but the accomplishments has been insignificant when compared to the long history. The Returning Land for Farming to Forestry Project was not a trend due to the societal and economical issues of China, but with the increasing interest on the environmental protection in the late 1990s the extent of the ecosystem is gradually increasing. The most difficult, yet most important matter of the Returning Land for Farming to Forestry Project, is that it must consider the ecosystem with the economy. The farmers want financial gains in a short term, and the government aims is gaining cost-benefit over a long period which is why a rational the Returning Land for Farming to Forestry Project of the central government in China is most important. In order for the Returning Land for Farming to Forestry Project of China to develop further in the future, the standardization and distinction of the economic compensation policy is most urgent. Other than this, a new policy and the government interest on the livelihood of the farmers after the completion of the Returning Land for Farming to Forestry Project are needed, and there must be a clear and fair policy enactment environment so that the opinions of the farmers can influence the policy in the policy enactments.

  • The master plan for the land management information system development was established in 1997 and demonstration projects were carried out in Nam-gu, Daegu Metropolis in 1998. As of the end of 2001, 12 project areas have completed installing the land management information system and are now utilizing it in operations or in trial operation and 88 areas are still under construction. Sixteen metropolises and provinces and 232 cities, counties and districts plan to complete the development of land management information system by 2004 and additionally Install a land information center to manage and maintain the land management information system. The land management information system was introduced as one of information technologies to solve the problems arising in the operations of land management and administration. It inevitably accompanies a radical change of working environment, from analogue to digital. It is obviously not a simple job and largely depends on how to entice the officials working in analogue settings into a digitalized world. Therefore, it is not too much to say that the success of the land management information system development project depends on how to rationally adapt the analogue land administrations to a digital environment.

A Study on Forecasting Trip Distribution of Land Development Project Using Middle Zone Size And Gravity Model (중죤단위와 중력모형을 이용한 택지개발사업의 통행분포 예측방법에 관한 연구)

  • In case of land development projects constructed, to solve induced transportation volume needs analysis of traffic demand. Trip-generation of land development projects is exactly predicted by using traffic instigating-basic-unit in each facility of land developments. But in case of a phase of trip-distribution, because a range of destinations is very enormous and it needs enormous data to reflect all of its characters, whenever trip-distribution is predicted, the method which assumes the rate of trip-distribution is same both before completion of land development projects and after is often used. But because there is no exact criterion, the method suggested above is also affected by subjective opinion. Accordingly, this study look over using trip-distribution of specific areas's DB and suggests a size of zone to predict a distribution of land development projects exactly. Also production - constrained gravity model which uses the gap between a distribution of suggested ranges and induced land development project is suggested for more exact prediction of trip-distribution. Besides accuracy of prediction is scrutinized by using Mean Squared Error.

  • Recently, the paradigm of land development has been transformed from the joint development to the step-by-step development due to changes in socio-economic conditions. Nevertheless, the introduction of large-scale transportation facilities such as new transportation system tends to employ the joint development. Although new transportation system is eco-friendly, it occasionally fails at the beginning of the project because of high installation cost. Such phenomenon is caused by not only the system did not reflect the local characteristics but also did not respond to the step-by-step development. Accordingly, in order to introduce transportation system rationally, introducing new methods corresponding to the step-by-step development should be sought. In this study, we assumed that large-scaled land development site be achieved step-by-step development. and suggested the need for a phased introduction through benefit-cost analysis. The findings illustrated that the phased introduction shows economic efficiency with 30% increase of B/C compared to the bulk introduction. It also demonstrates that the bulk introduction under step-by-step development is more efficient than the bulk introduction under joint development.

  • In this study, we investigated the effect of carbon sequestration and sink on the environmental impact assessment of a Bogeumjari Housing Project. Through the case study, we found that, if the project is implemented, the amount of carbon stock tends to decrease greatly while as the amount of the carbon emission tends to greatly increase. Furthermore, we found that the future land use should be planned in detail in order to maintain the soil carbon stock prior to development. Also, enlargement of undeveloped forest land area would be more efficient than that of newly planted area in terms of carbon sequestration.

  • In rural planning, the cost estimation of project is a key factor for planning. Therefore, development of reliable cost estimation method is essential. Recently, new techniques are suggested for determination of project cost using historical cost data. In this study, a multiple-regression analysis was used to determine the cost of the farm land consolidation. The results demonstrated that multiple regression analysis using historical cost data can be applicable to project cost estimation.

  • Recently, as the paradigm of regional development has been transformed into characterization, decentralization and cooperation, small and medium scale development is in the spotlight. In particular, as the transfer of planning authority to local governments accelerates, LH is in the process of seeking to transform itself into a system that is in line with local government demand. The purpose of this study is to elaborate the regional pending projects that meet the demand of the region. The Jeju Special Self-Governing Province is the area where land and housing prices have increased more than three times recently, which is the area of interest in recent years due to the various demand for development projects. Another objective is to establish a local government based on LH's system, it is aimed to derive a collaboration method with local government, province corporation and local researchers. The criteria for deriving the cooperation projects between the local government and LH are basically the ones that can be carried out by LH and future-oriented projects. The process of deriving has undergone the process of statutory planning, unscrupulous plan analysis, and consultation of experts' advisory committees. In order to derive the regional cooperation project, four criteria such as local uniqueness, future possibility, business promotion efficiency, and local cooperation project were set. Major projects of the Jeju Special Self-Governing Province are improvement of the surrounding traffic system, construction of the hinterland due to the construction of the second airport, and establishment of Cruise Port(Jeju Port, Seogwipo Port). The role of each entity in the implementation of regional cooperation projects is as follows. Local government should request subsidies for the projects in case of lack of budget support and secure them through competition with other regions. In addition, it should be responsible for the operation and management of the facility once it has been supported and completed smoothly. The Ministry of Land, Infrastructure and Transport affects each region through approval and subsidy of the development plan. After the development project is completed, it evaluates the development project through monitoring and plays a role of continuously improving the system. As a business operator, the provincial corporation will carry out small-scale projects including non-physical projects such as community participation. In the case of LH regional headquarters, the general manager of the region will establish a comprehensive business plan, secure development availability, and carry out large-scale growth promotion projects.

Trend of global land cover mapping and global land cover ground truth database

  • There are many global/continental or large area land cover mapping projects because land cover is one of key parameters in environmental studies. Though ground truth collection is a important and difficult task in land cover mapping, it is usually performed independently in each project without any cooperation between them. This is the background of the development of Global Land Cover Ground Truth (GLCGT) database by the cooperation of many projects and researchers. The developed GLCGT database will be used freely by any researcher. This cooperative and common development of GLCGT database will realize reliable and continuously improved land cover ground truth data. It also eliminates duplicated efforts of ground truth collection among projects.
