  • This paper deals with 'men facing limits of lives' from a perspective of struggle for social recognition. Men facing limits of lives in this paper indicates activists who have dedicated to labor movements since 1970s, and struggle for social recognition means to fight to acquire recognition in terms of love, rights and values, from members of societies. This paper analyzes the process of their failure and frustration in pursuing passion for recognition. They formed democratic labor unions, as an effort for recognition, and this led to foundation of progressive parties. Nonetheless, they are standing on a crossroad between lethargic and depression, while they are pursuing reformation and revolution. Why is their passion cooled down and depression aggravated? This paper argues various rifts both in internal and external realms of labor activists as critical factor of the failure, and suggests communication to heal the rifts as an alternative.

  • This paper examines effects of the Korean Student Human Rights Ordinance on student behavior. The ordinance was put into effect in some municipalities (Seoul, Kyongki, Kwanju, Jonbuk) from 2010. Since the ordinance prohibits corporal punishment and other authoritative treatments of students in school, the paper estimates effects of indulgent teaching on student behaviors. Our difference-in-differences estimates suggest that the ordinance has little effect on the students' propensity to behave, intimacy with classmates and teachers and overall satisfaction with school life. In contrast, the ordinance increases the likelihood of students, especially low-performing and mid-performing students suffering from problem behaviors of other students. This implies that some (probably low-performing and mid-performing) students tend to commit more problem behaviors after the ordinance has taken effect.

  • Numerous regulations have been introduced and a various kinds of institutional intervention have been made by government against the occupational safety and health problems. However, it was serious issue to the workers that what can be claimed by those who meet with apparently harmful and risky working conditions in their social systems. In the view point of employees, their right to be free from unacceptable risk and hazards has not been clearly defined. Therefore, workers have very limited rights to take any actions unless employer or government do their actions. It is believed that this undesirable conditions resulted from Jack of legal definition of workers' right to work in the safe and healthy environment. It has been found increased social pressure to make intervention to the industry to protect workers' health. Also, increased pressure has been kept for deregulation. This conflict lay the current situation in dilemma. The concept of the working environmental right has been developed and discussed in this study to overcome this trade-off confliction. It should be clearly separated between legal aspects and administrative and Policy area to make the regulations effective. Strong enforcement to the industry based on the law should be minimum, however, it should be practically effective in the aspect of workers' right. Administration and policy should be focused on supportive and leading activities to achieve the ultimate goal, safe and healthy working environment. It is concluded that establishment of working environmental right would satisfy workers and industry and it would result in improvement workers' environment and conditions.

The results of analyses show that the professional authority is the most important rights of establishing the early childhood teacher's rights. Second, the results show that the rights to guide young children and to decide on a teaching method are more important than other factors in professional authorities. Third, the results indicate that the right to have an their identity and the right of claim for remuneration are more important than others in the Publicness. In the labor factor, the experts emphasize that the right to make union for early childhood teachers is more important than the right of teachers' union for bargaining. These confirm the difference of the perceptions of the relative importance and priority on the areas of early childhood teacher's rights and sub-factors between the practitioners and academics. Based on these findings, we discuss the implications for improving the early childhood teacher's rights.

  • This study reviews international discussions about the trade-labor linkage and examines the labor chapters of FTAs enforced by the US and the EU from a comparative perspective. Since early 1990s, starting from the NAFTA, the US has included forceable labor provisions in its FTAs and this trend continues to the TPP which was concluded in October 2015. On the other hand, the EU's labor provisions in its FTAs have been composed of promotional elements on labor rights based on cooperations and dialogues. These different features of labor provisions in the US and European FTAs are mainly due to the motives of the FTAs of the US and the EU respectively as well as their domestic situations with regards to domestic law and institutional set-ups. The coordination of labor provisions involves a long-term institutional as well as regulatory convergence which triggers not only economic but also social changes, compared to a relatively short-term effect of tariff elimination. For Korea which has been a FTA partner country both with the US and the EU, it is significant to keep the different characteristics in the labor provisions in mind, particularly in the process of its implementation. Concerning the implementation of Korea-US FTA, it might be problematic if Korean law and its regulatory practice on labor-management relations do not comply with that of the US. The Korea-EU FTA case can also have an indirect impact on Korea's labor laws since it stipulates in its provisions that both parties should have discussions not only within each government but also with the civil communities including NGOs. Thus, Korea should pay more attention to the true meaning in labor provisions of both FTAs in order to promote its firms to be equipped with the right labor-management system in their operations abroad.

  • Objectives: To find out from an analysis of empirical data the levels of influence, which a labor union (LU) and Occupational Safety and Health Committee (OSHC) have in reducing the occupational injury and illness rate (OIIR) through their accident prevention activities in manufacturing industries with five or more employees. Methods: The empirical data used in this study are the Occupational Safety and Health Tendency survey data, Occupational Accident Compensation data and labor productivity and sales data for the years 2003 to 2007. By matching these three sources of data, a final data set (n = 280) was developed and analyzed using SPSS version 18 (SPSS Inc., Chicago, IL, USA). Results: It was found that a workplace with a LU has a lower OIIR than one without a LU. In manufacturing industries with five or more employees in 2007, the OIIR of the workplaces without a LU was 0.87%, while that of workplaces with a LU was much lower at 0.45%. In addition, workplaces with an established OSHC had a lower OIIR than those without an OSHC. Conclusion: It was found that the OIIR of workplaces with a LU is lower than those without a LU. Moreover, those with the OSHC usually had a lower OIIR than those without. The workplace OIIR may have an impact on management performance because the rate is negatively correlated with labor productivity and sales. In the long run, the OIIR of workplaces will be reduced when workers and employers join forces and recognize that the safety and health activities of the workplace are necessary, not only for securing the health rights of the workers, but also for raising labor productivity.

  • This research examines marriage migrant women's interpreting and translation work as an ethnic labor, analyzing its creation and work experiences. Major findings about ethnic labor in the research are as follows: First, Korean gendered and discriminatory- exclusive immigration policy enables the creation of interpreting and translation job to marriage migrant women. While the policy limits settlement and employment fields of male immigrant workers, marriage migration women are allowed to settle and find any job. Second, job security and wage of marriage migrant women's interpreting and translation work are still low, although the job is considered a relatively decent one in foreign immigrant labor market. Finally, they experience conflicts between role as neutral interpreters and identity as migrant women, facing native Koreans' distrust and discrimination against them. In conclusion, this study suggests some issues on marriage migrant women's empowerment and their labor market prospect in terms of the sustainability of this job.
