Correlations among Emotional Labor, Servant Leadership, and Communication Competence in Hospital Nurses (간호사가 인지한 서번트 리더십, 의사소통능력과 감정노동의 관계)

  • Purpose: The purpose of this study was to identify correlations among emotional labor, servant leadership, and communication competence in hospital nurses. Methods: A self-administrated survey was conducted with a convenient sample of 210 nurses, using a structured questionnaire. The data were analyzed by descriptive statistics, t-test, ANOVA, and Pearson's correlation coefficient using SPSS/WIN 20.0 program. Results: The mean emotional labor score was $3.4{\pm}0.60$. There was very strong and negative correlation between emotional labor and servant leadership (r=-.896, p<.001). Communication competence was positively correlated with servant leadership (r=.298, p<.001) and moderately and negatively correlated with both frequency of emotional labor (r=-.166, p=.016) and the degree of attention to emotional expression (r=-.143, p=.039). Conclusion: As a strategy to reduce emotional labor of hospital nurses, the findings suggest training programs for nurses to enhance servant leadership and communication competence.

On the Effects of Foreign-born Labor on Increasing in National Income Implemented by Panel Data Analysis: Evidence from OECD Countries (패널자료에 의한 외국인 근로자의 소득증대 효과분석: OECD 국가를 중심으로)

  • This study aims to investigate the impact of total, native-born, and foreign-born employment rates on the increases of GDP and per capita GDP for 24 OECD countries out of 34 countries depending on data availability. The panel data analysis is formed by a fixed-effects model which allows dummy variable in it to permit the intercept term to vary over time-series and cross-sectional units. Empirical evidences obtained by simple and multiple panel regressions reveal that the contribution to increasing of GDP by foreign-born employment is obviously lower than the one by native-born employment. And, native-born labor is substituted by foreign-born labor. It also has to be mentioned that the labor is playing a key role in increasing in national income. And, therefore, labor-related policy should be concerned on decreasing in labor productivity and segmentation of labor market resulted from inflow of foreign labor. It means that labor-related policy has to take care of not only the magnitude, but also the quality of foreign-born labor.

Changes in Labor Regulations During Economic Crises: Does Deregulation Favor Health and Safety?

  • Objectives: The regulatory changes in Korea during the national economic crisis 10 years ago and in the current global recession were analyzed to understand the characteristics of deregulation in labor policies. Methods: Data for this study were derived from the Korean government's official database for administrative regulations and a government document reporting deregulation. Results: A great deal of business-friendly deregulation took place during both economic crises. Occupational health and safety were the main targets of deregulation in both periods, and the regulation of employment promotion and vocational training was preserved relatively intact. The sector having to do with working conditions and the on-site welfare of workers was also deregulated greatly during the former economic crisis, but not in the current global recession. Conclusions: Among the three main areas of labor policy, occupational health and safety was most vulnerable to the deregulation in economic crisis of Korea. A probable reason for this is that the impact of deregulation on the health and safety of workers would not be immediately disclosed after the policy change.

  • This paper grasped the labor productivity actual condition by the standard of per unit working hour and production about the main products of our country's industrial the main materials and could understand the average of our country's labor productivity as compared this with the labor productivity actual condition of Japan. As the point at issue of analitical result. 1. Low a matter of thinking about productivity. 2. Have a lot of difficult problem in an industrial part. 3. Have the point at issue on technical development and accumulation. 4. Have the point at issue on management. As a countermeasure about these. 1. must convert the way of use of industrial policy. 2. must make a housing development and special serialization of a small and medium enterprise. 3. must establish an organic technical development system. 4. must grope the policy of management rationalization.

Spatial Division of Labor in Korea and The Characteristics of Kumi Local Labor Market (공문적 분업과 지방 노동시장의 특성에 관한 연구 -구미공업단지 섬유.전기전자산업을 중심으로-)

  • The purpose of this thesis is, first to present the spatial division of labor in Korea and its mechanism, and second, to elucidate the organic integral relation between local labor market and local community by studing the mechanism that the spatial division of labor is projected into the individual lacal labor marker, and reproduction of labor force process in this local labor market. According to this purpose, the theoretical frame of this analysis is done, the positive analysis is made and Kumi is choosed as its analysis case area. The main data is from 'Survey Report on Manufacturing Idustry Wage Conditions' published by Minimum Wage Council, Ministry of Labour and from the questionnaires and interview on textile industry and electric electronics industry firms in Kumi Export Industrial Estate. The following are the results of this study. 1. The mechanism of spatial division of labor in Korea, seen through the employment structure index, is accelerating the regional discrimination by fixing the regional hierarchisation between Seoul (or Seoul Metropolitan Area as expanded Seoul) and other areas. But it is also developing highly the regional employment structure at the level of technical division of labor, since the spatial division of labor in Korea is leaded by large firms and influenced by the policy for regional development. 2. Local labor market is formed in Kumi area and its delimitation is Kumi city. The employment structure of Kumi local labor market is occupying lower hierarchy division at management hierachical level and occupying upper hierarchy division at the level of technical division of labor, and brand plants of large firs are determinating and dominating this emplogment structure. These bdranch plants of large firs are forming more favorable and stabel labor marker than locally controlled ploants in Kumi local labor market. But the reproduction of labor force process in Kumi local labor market is not fully carried out and leaked into central city, therefore Kumi is now becoming an unstable local community, suffering from large movement of population. This is because Kumi local labor market is found not for itself, but by the state policy and externally controlled plants of large firms, and therefore no potentiality to control and to absorb the exterior influences is built in Kumi local labor market. 3. The case firms A, B have spatial division of labor between decision-making function and production function, and between upper management hierachical labor force and lower management hierachical labor force in internal labor market.

The Full-time Housewives Support Policy from the Perspectives of Human Resource Development and Utilization (인적자원 개발과 활용 관점에서 본 전업주부정책)

  • This study was performed to discuss how to develop policies to support social participation by full-time housewives, from the perspectives of human resource development and utilization. This study focused on three areas of potential human resource development: (a) labor force participation (b) social education (c) volunteerism. It analyzed the related "social infrastructures," especially labor market situation and child care systems. The current governmental policies and other social programs implemented by various institutions as well as the relevant literatures were reviewed. The preliminary policy proposals outlined in this study were evaluated by the policy developers and experts through several hearings and discussions. Programs proposed from this study were as follows : (a) programs to support housewives who wish to find employment or create a self-owned business, (b) educational programs exclusively offered for full time housewives, and (c) programs to award certificates and rewards and to create paid employment tied to volunteer work. In addition, the ways how to ameliorate the gender discrimination by changing the labor and social environments and institutionalizing the child care were discussed.

Assessment Model for Industrial Accidents Prevention Policy (산업재해 예방정책에 대한 평가모형)

  • Purpose: The purpose of this study is to introduce the assessment model for industrial accidents prevention policy. Methods: 10 years of industrial accidents data are explored through EDA approach. Case control study is tried in order to assess the effectiveness of the measures taken by Korea Safety and Health Agency, Civilian, and 'Ministry of Employment and Labor'. Propensity score matching is used to match the characteristics of the two groups compared, and then case control study is again conducted. Next, logistic and Poisson regressions are used to assess the risk factors. Results: According to case control study involvement of 'Korea Safety and Health Agency' and 'Ministry of Employment and Labor' were not effective, but Civilian was. Propensity score matching leads to the same conclusion. Poisson regression reveals the impact of the risk factors on the industrial accidents. Industrial accidents occur more often as the number of employees grows. Mining, farming, fishing, 'transportation storage and telecommunication' and forestry have a higher level of industrial accidents but service industry has a lower level. It is odd that more involvement of Korea Safety and Health Agency, Civilian, and Ministry of Employment and Labor means more industrial accidents. Conclusion: 'Korea Safety and Health Agency', Civilian, and 'Ministry of Employment and Labor' seem to visit those industries with more industrial accidents.

Labor Market Participation Effects of the Earned Income Tax Credit in Korea (근로장려세제가 노동시장 참여에 미치는 효과)

  • The Earned Income Tax Credit (EITC) is a policy that supports low-income households financially as well as provides an economic incentive to participate in the labor market. Thus, estimating the causal effect of the policy on the labor force participation rate of low-income households is critical for the policy evaluation. In this paper, we exploit the variation in the eligibility to the EITC and the size of the benefit over several reforms of the EITC in South Korea since 2008 and estimate the impact on the participation in the labor market. Using data from four major household surveys, we find that the results are mixed; in some samples and specifications, we find that the effect is positive and statistically significant, while it is insignificant in others. The estimated effect is more likely to be positive and significant when we restrict the sample to the period before 2014. It is an important topic of future research whether the EITC's effect gets weaker because it is extended to cover the self-employed and beneficiaries of the National Basic Livelihood Security.

A Study on an Ethnic Labor in Korea: Focused on Interpreting and Translation Job of Marriage Migrant Women (결혼이주여성 통번역사를 중심으로 본 한국의 에스닉(ethnic) 노동에 관한 연구)

  • This research examines marriage migrant women's interpreting and translation work as an ethnic labor, analyzing its creation and work experiences. Major findings about ethnic labor in the research are as follows: First, Korean gendered and discriminatory- exclusive immigration policy enables the creation of interpreting and translation job to marriage migrant women. While the policy limits settlement and employment fields of male immigrant workers, marriage migration women are allowed to settle and find any job. Second, job security and wage of marriage migrant women's interpreting and translation work are still low, although the job is considered a relatively decent one in foreign immigrant labor market. Finally, they experience conflicts between role as neutral interpreters and identity as migrant women, facing native Koreans' distrust and discrimination against them. In conclusion, this study suggests some issues on marriage migrant women's empowerment and their labor market prospect in terms of the sustainability of this job.

Restructuring the Family Policy from the Gender-integrating Perspective: Reconciling Work and Family life (가족정책의 성 통합적 재구조화: 노동 주체의 관점에 근거한 일과 가족의 양립을 중심으로)

  • The purpose of the paper is to discuss the restructuring of the family policy from a gender-integrating perspective. Several meaningful conclusions were reached. First, examining family policy from the laborer's perspective, the issue of work and family becomes not a gender-related issue but rather an issue for universal people. Second, in order to include the difference in interest among men and women in the labor market, and to view the issue from a gender-integrating perspective, the framework for family policy should consider the place of labor. Third, if family policy is divided into family and labor arena based on the above mentioned framework, the core content of the policy should gear toward loosening and/or eliminating barriers to fulfill the right to work for pay and the right to care for family. Lastly, family policy should aim at men and women sharing the responsibility of supporting and caring for the family. By doing so, we may be closer to maintaining work and family together, the ultimate goal of family policy.
