  • Since the recent COVID-19 pandemic, countries have been strengthening trade protection for their security, and the importance of securing strategic materials, such as food, is drawing attention. In addition to the cultural aspects, the global preference for food produced in Korea is increasing because of the Korean Wave. Thus, the Korean food industry can be developed into a high-value-added export food industry. Currently, Korea has a low self-sufficiency rate for foodstuffs apart from rice. Korea also suffers from problems arising from population decline, aging, rapid climate change, and various animal and plant diseases. It is necessary to develop technologies that can overcome the production structures highly dependent on the outside world of food and foster them into export-type system industries. The global agricultural industry-related technologies are actively being modified via data accumulation, e.g., environmental data, production information, and distribution and consumption information in climate and production facilities, and by actively expanding the introduction of the latest information and communication technologies such as big data and artificial intelligence. However, long-term research and investment should precede the field of living organisms. Compared to other industries, it is necessary to overcome poor production and labor environment investment efficiency in the food industry with respect to the production cost, equipment postmanagement, development tailored to the eye level of field workers, and service models suitable for production facilities of various sizes. This paper discusses the flow of domestic and international technologies that form the core issues of the site centered on the 4th Industrial Revolution in the field of agriculture, livestock, and fisheries. It also explains the environmental awareness production technologies centered on sustainable intelligence platforms that link climate change responses, optimization of energy costs, and mass production for unmanned production, distribution, and consumption using the unstructured data obtained based on detection and growth measurement data.

대학교육 지원체계의 합리화 방향 - 소득연계식 학자금융자제도를 중심으로 - (Toward Optimal System of Financial Support for Higher Education)

  • 본고는 사회적 형평성과 효율성의 관점에서 직접지원(grant)과 소득연계상환식 학자금융자(ICL)를 결합한 정부의 바람직한 대학교육 지원체계를 이론적으로 제시한다. 교육투자 위험이 큰 경우에는 소득연계상환식 학자금 융자(ICL)가 일반적 학자금 융자에 비해 지원 수혜자의 초기 소득과 관계없이 바람직함을 보인다. 그리고 그 조달 방식이나 운영에 있어서는 민간 자본시장을 통해 위험 프리미엄을 포함하는 대출이자로 조달하는 것보다는 정부에 의한 조세조달 방식이 적정함을 주장한다. 현행 학자금 융자제도가 ICL을 초기 소득 수준별로 선별적으로만 도입하고 있어 개선이 필요하다는 점과 ICL의 현행 조세조달 방식을 정당화하고 있다는 점에서 본고는 일정부분 정책적 함의를 갖는다.

지방의료원의 운영효율성 평가에 따른 재무성과 분석 (Financial performance analysis based on efficiency evaluation of Regional Public Hospital)

  • 본 연구는 지방의료원의 효율성과 재무성과를 평가한 후 효율성에 영향을 미치는 영향요인에 대한 분석을 시행하고자 한다. 또한 병원의 투입 및 산출요소를 선정하여 어떠한 요소가 효율성에 영향을 미치고 있는가 뿐만 아니라 지방의료원의 시장점유율과 운영방식, 그리고 병원 규모 등 환경적 요인을 이용한 효율성 분석을 하였다는 점에서 선행연구와의 차별성이 있다고 할 수 있다. 조사대상은 2012년부터 2014년까지 3년간 31개 지방의료원의 DEA지수와 재무성과를 산출하였으며, 분석방법은 ANOVA, 위계적 회귀분석 등을 이용하였다. 연구결과를 보면, 지방의료원의 도시규모, 병상 수 등 환경적 요인과 경영실적, 생산성, 공공성에 따라서 효율성의 유의한 차이를 나타났으며, 의료수익의료이익율(p<0.05), 인건비투자효율(p<0.05), HHI(p<0.05)가 효율성에 영향을 미치는 것으로 나타났다. 앞으로 지방의료원의 비효율성 파악과 효율성을 높이기 위해서는 위한 투입되는 자원에 대한 효율성 측정과 함께 비용절감의 노력이 필요하다. 또한 지방의료원이 민간병원과의 경쟁에서 경쟁우위를 확보 할 수 있는 진료의 특성화된 기능을 갖는 등 전문화 서비스 제공의 노력이 이어진다면, 운영효율성을 높여 공공의료기관으로서의 역할을 충실히 할 것이다.

편의점 유통물류센터의 AGV 도입에 대한 시뮬레이션 분석 (Simulation analysis of AGV introduction in the convenience store logistics distribution centers)

  • 2000년 이후 1인가구수의 폭발적인 증가로 국내 편의점 시장 또한 급속히 성장하고 있지만, 아직 국내물류산업의 여건상 수작업 중심으로 이루어져 있어서 시장의 폭발적인 수요증대를 대부분 작업자들에게 의존하고 있다. 이로 인해 전자, 자동차 등 제조업에서 많이 수행되고 있는 자동화를 통한 효율성 증대와 관련된 연구는 미흡한 실정이다. 본 연구에서는 국내 유명 편의점 기업인 A사의 유통물류센터를 대상으로 자동화 설비의 도입을 위한 투자 타당성 분석을 수행하였다. 시간과 인력이 가장 많이 소요되는 피킹 프로세스를 대상으로 시뮬레이션을 이용하여 무인운반차 장비 도입에 따른 생산성 증가 및 비용절감 효과를 분석하였다. 시뮬레이션 결과로 피킹 프로세스에 도입한 AGV 장비는 현재 수작업 대비 시간당 효율성을 증가시키고, 비용을 절감하는 효과도 존재하였다. 아울러, 꾸준히 성장하고 있는 A사 편의점 유통물류센터의 처리물량을 감안하여 적정 AGV 대수를 예측하였다. 물류산업 종사자들의 인건비가 빠르게 증가하는 요즘, 대규모 신규 자동화 센터 구축에 앞서 단위 프로세스 별 부분 자동화를 통한 생산성 증대와 비용감소에 고민하는 투자 의사결정권자들에게 좋은 정보를 줄 수 있을 것으로 기대된다.

밤 수확망 이용의 투자수익성 분석 (Profitability Analysis of Yield Net in Chestnut Harvest)

  • 본 연구는 수확망의 이용 효과 및 투자수익성을 구명하여 밤 생산자의 수확망 이용에 따른 경제적 부담을 덜어주기 위한 정책제언에 필요한 기초자료를 마련하고자 실시되었다. 이를 위하여 수확망이 효율적으로 이용되고 있는 청양, 공주, 부여지역에서 6임가를 대상으로 설문조사를 실시하였으며, 비용편익법 중에서 순현재가치가와 수익비용비를 이용하여 투자수익성을 분석하였다. 분석 결과 청양A, 청양B, 부여A 임가에서 보조금이 없는 경우에도 투자수익성이 있는 것으로 나타났으며, 공주A, 공주B, 부여B 임가는 투자수익성이 없는 것으로 나타났다. 수확망 구입에서 보조금을 80%지원해 줄 경우, 청양A, 청양B, 부여A, 공주B 임가에서 투자수익성이 있는 것으로 나타났으나, 공주A, 부여B 임가에서는 여전히 투자수익성이 없는 것으로 나타났다. 임가마다 결과가 다소 상이한 것은 밤나무 식재방식이나 재배지 경사, 인력 활용도 및 숙련도 등의 차이가 원인인 것으로 사료된다.

잠업단지의 경제효율에 관한 비교분석 (Comparative Analysis of Economic Efficiency by Major Sericultural Farming Areas in Korea)

  • The major purpose of this study is to collect the information related on the aspects of economic efficiency for solving the problems which are faced by farmers and areas, and providing scientific facts to farmers and related institutions for further development of sericultural sector in Korea. In order for obtaining the related information 12 sample areas among 23 major sericultural farming areas and 30 farm units in each area are selected and analyzed in this study. The fold suevey is made by member of this study team and graduate students in the Department of Sericultural Science with a prepared questionnaires. Cross-section and regression analysis methods are employed for processing the data in this study. The major findings obtained are as followings. 1. Sericultural earnings per Tanbo is, on the average, 22, 752 won in new cultivated areas and 29, 403 won in ordinary ones. There are big difference in the size of earnings by areas, especially, 46, 968 won in Kumo mountain area, compared with 16, 798 won in Yeoju and Yichun areas. General trend is finded that small scale farming units are made higher earnings and operating their farms efficiently. 2. Cocoon production expences per Tanbo is 16, 737 won in new cultivated areas and 19, 802 won in ordinary areas. There are also big difference in farming expences, especially, 27, 389 won in Sudang area, compared with 11, 689 won in Emjin area. 3. Sericultural income per Tanto is 10, 664 won in ordinary areas and 6, 898 won in new cultivated areas. Farmers in Kumo mountain area make the highest income of 21, 164 won and lowest income of 1, 296 won in Sudang area. It can be generized that about 30-50 a sized farmers make higher income. 4. Land, labor and capital productivities estimated by fitting Cobb-Douglas functions in ordinary areas are higher than in new cultivated areas, especially, labor productivity is higher in ordinary areas. 5. Changsung, Kwangna, Yunsun and Kumo mountain areas are technically and economically efficient. Sudang and Mujinchang areas are technically successful but economically inefficient and Emjin and Honam areas are technically inefficient but economically efficient. YeojuYichun, Chunwon and West Kyongnam are technically and economically inefficient. Technical and economic improvement program should be implemented for these areas. 6. Estimated Internal Rate of Return (IRR) on capital investment in Chongwon are is 23.5 percent. It is economically feasible, if we consider 20 percent of opportunity cost of capital in our economy.

한국 의류제조산업의 효율성에 관한 연구 (A Data Envelopment Analysis for Estimating the Efficiency of Korean Apparel Industry)

  • Despite the recovery of consumer expenditure and retailing in the Korean economy after 2001, the domestic apparel industry has been aggravated by negative growth in both productivity and production. The purpose of the stud? is to diagnose the develop competitive of the Korean apparel industry and derive implications for this after estimating the efficiency of the Korean apparel companies with Data Envelopment Analysis. Data Envelopment Analysis(DEA) is a methodology based in non-parametric analysis and linear programming. It was developed for measuring the relative efficiency of a set of firms that use inputs to produce outputs. Data used fer input and output variables in the analysis are drawn from financial statement recorded by the Korean Financial Supervisory Service. The initial input data comprise the number fo the employees, fixed assets, general management and selling expenses, and cost of sales. The initial outputs are the operating profit and the gross margin. To summary the results, the efficiencies of the Korean apparel companies has increased yearly in spite of being overabundance of investment in Labour and Capital. According to correlation between input and output variables, the Korean apparel industry has been revamping gradually from labor intensive industries to the capital. The companies need to reduce costs in the results from the number of employees, fixed asset and cost of sales to transform into an efficiently enterprise. The companies owning or obtaining a brand had bitter establish an outsourcing strategic in production, while OEM corporations are called far setting up a manufactory in domestic or abroad. Although the paper is derived some implications with production efficiencies, the relation between apparel companies and brand power, consumption level of consumer, and social trend is remained on a limitation to the study. The next research necessitates a topic with Fashion industry or examining the correlation between brand value, social propensity and profit margin.

Y의료원의 물류 공급체계 중앙화 관리에 대한 연구 (A Study of an effective centralization of medical supply system. In Y University Medical Center)

  • Since the late 1980s, there have been radical changes in the managerial environment of Y University Medical Center(YUMC). Externally, the competition among hospitals has intensified due to the establishment of universal health insurance in 1939 and the entrance of large enterprises into the health care industry in the early 1990s. In addition, government regulation of medical institution is becoming stricter. Also, consumer groups have continued to demand the respect for patient rights and improvement of the quality of medical services. Internally, the financial condition of YUMC has worsened, not only because weak control and poor mediation in its large-scale structure have made its operation inefficient, but also because the rates of increase in the prices of goods and labor have grown faster than any increases in revenues. This study on materials management at YUMC presents a way for YUMC to reduce costs and increase its productivity, thereby overcoming its financial difficulties and dealing with external pressures. This study utilized the case studies of the materials purchasing and medical supply management in the United States and the comparative analysis of management to suggest short-term and long-term alternatives for innovation in YUMC. The goals of the short-term alternatives for innovation are to centralize the purchasing and supply departments and to simplify the decision-making processes. Through these attempts, it is estimated that YUMC's costs could be reduced by $600,000 per year. In the long-term, it is necessary to consider introducing a Supply Processing Distribution(SPD) system and setting up a centralized electronic system for supply and inventory management, although it is difficult to estimate the effect of cost-cutting because of the lack of analysis data. Thus, YUMC should thoroughly analyze initial investment costs and economical efficiency generated from long-term alternatives.

국내 건설 재교육 현황 분석을 통한 개선방안 (Improvement of Domestic Construction Re-Education through Status Analysis)

  • 과거 국내 건설산업은 인력의 양적인 투자가 주를 이루었지만, 최근 들어 건설시장에서 경쟁력 확보를 위하여 실무자를 대상으로 질적인 투자가 필요 하다는 의견이 제기되고 있다. 이를 위하여 다수의 건설업 실무자를 대상으로 재교육을 실시하고 있지만, 단기교육, 경력관리 부재 등의 문제로 인하여 현행 재교육의 효율성에 대한 부정적인 인식이 높은 실정이다. 이에 본 연구에서는 국내 건설 재교육의 질적인 향상을 위하여, 현재 수행되고 있는 재교육의 문제점을 도출하고 이에 대한 개선방안을 제안하였다. 이를 위하여 다중 회귀분석을 실시하였고, 2개의 핵심 문제점을 도출하였다. AHP 분석을 통해 도출된 문제점들에 대한 개선방안으로 'NCS/CDP 기반 통합교육프로그램 운영'을 제안하였다. 본 연구에서 제안한 개선방안 및 예시를 통하여 건설 재교육의 질적향상과 실무자들의 역량을 지속적으로 관리할 수 있는 체계를 구축할 수 있을 것으로 기대된다

한-헝가리 간의 신물류 확대전략 (The Expansion Strategy for the New Route between Korea and Hungary)

  • Purpose - The competitiveness of logistics in the 21st century rests on ensuring the efficiency and effectiveness of its local hub. While considering entry into a niche market in local logistics, it is pertinent to note that Budapest is emerging as a hub in EU enlargement in Eastern Europe. Big, small, and medium-sized businesses in Korea entered Hungary in the early 1990s since then, there has been a significant increase in Korean presence, of approximately 130 times. This study aimed to identify the key distribution issues that have emerged in relation to Eastern Europe. Research design, data, and methodology - This study indicates that 33 major Korean companies were located in Hungary, which serves as an out post to enter the European marketplace. However, Korea's exports to Hungary have declined (-32.0% in 2012) because of a loss of competitiveness against multinational corporations, due to factors such as the rise in current local distribution costs and wages. Hungary, on the other hand, through diversification and expansion of foreign trade with the non-EU markets, including Korea, is increasing its exports. Strategies of emerging countries are compared and reviewed in this study, by examining the vicissitudes of Hungary's distribution methods. Results - There are issues regarding Hungary's innovative ability. Hungary has a history of low wages and high skilled labor. However, the outflow of high-quality human resources for high-wages has become more extensive, and this underlines concerns that the CEE's trade hub is moving to neighboring countries. After the European financial crisis in 2010, the Hungarian economy is now developing, because of the IMF's measures, and it is being transformed into a trade surplus nation, while regaining distribution volumes rapidly. However, if there is continued lack of investment, the supply chain is weakened and exports decline amidst competition with TNCs or with China's distribution networks. Conclusions - It is necessary to create a new logistics approach for increasing trade between Korea and Hungary. First, Korean small and medium enterprises (SMEs) should build trust by working with advanced Hungarian talent, and they should expand into state-of-the-art fields instead of being confined to traditional sectors. Second, this study focuses on limiting and lowering their high expectations for success according to foreign direct investment (FDI) inflows and the role in the CEE distribution hub Korea should try to strengthen the distribution hub with its centralized population, using better, more highly educated human resources, thereby sustaining more innovative ability. Further, the positive effects of these measures are manifested in enhanced business on both sides of Hungary, namely, the EU and non-EU nations such as Turkey and emerging markets around Europe, and a better engagement in the core placement of culture and industry. For this, Korea can contribute to, and benefit from, a Hungarian logistics center, for adopting the high-tech cluster systems and commercializing distribution technology such as RFID·USN.
