Development of a Decision Making Model for Construction Management in LNG Plant Construction - Focused on Construction Stage - (LNG 공사의 건설사업관리 의사결정지원모델 개발 - 시공단계 중심 -)

  • LNG plant projects tend to be implemented in overseas owing to its characteristics, so their project management scheme is somewhat different from those of general projects. Value chain in a LNG plant project includes exploration/production of gases, physical liquefaction/chemical conversion processes, transportation and storage. Key factors in the chain include liquefaction process (including ultra-low temperature liquefaction) to convert natural gas into liquid materials or fuel, and Front End Engineering Design (FEED) package, as well as Engineering, Procurement and Construction (EPC) technology comprising control, operation and construction. Success of a complex LNG plant project implemented in overseas depends on decision-making process in project management. Accordingly, to develop a decision-making model in of plant construction, the study extracted none factors in project management by EPC stage and assessed importance of each factor. The result showed that items in both project management and project risk management are important. Especially, the study developed a decision-making model in the construction stage of a LNG plant project based on the project management factors and importance assessment. The developed decision-making model would lay groundwork in building a decision-making system in construction stage of project management.

  • LNG 냉열 활용에 대한 관심은 유가의 고공행진과 더불어 고조되고 있다. 본 연구는 생산기지 내에서 LNG 냉열의 이용현황 및 활용 가능량에 대한 분석을 토대로 LNG를 사용하는 6대 냉열사업에 대한 타당성 연구를 수행하였다 하절기 생산기지 내에서 냉열의 활용 가능량은 전체 냉열량의 30%로 LNG kg당 약 60kcal 정도로 매우 적다. 또한 생산기지 내에서 천연가스 송출량이 시간대별로 크게 차이가 발생되기 때문에 실질적으로 활용 가능한 양은 이것보다 적은 것으로 나타났다. 6대 냉열사업은 공기액화분리, 냉열발전, 저온분쇄, 액화탄산 및 드라이아이스, 냉동 및 냉장창고, 지역냉방사업이고, 사업화 가능성에 대한 타당성 연구를 수행하였다. 본 결과 전체 냉열사업의 투자비 회수기간이 15년 이상 상회하는 것으로 나타났다. 현시점에서 냉열사업 자체의 외국기술 의존도 때문에 막대한 초기투자비가 필요하고, 생산품의 부가가치가 낮으며 기존 시장에서 경쟁력을 확보하기가 어려운 것으로 평가되었다.

A Study on Price Competitiveness for LNG Bunkering in the Busan Port (부산항의 LNG 벙커링 가격 경쟁력 확보 방안)

  • LNG(Liquefied Natural Gas) bunkering has become an important issue with the enforcement of environment regulations in shipping industry required by the International Maritime Organization (IMO). With increased attention on LNG bunkering, many studies that focus on safety, regulation, demand forecasting, and the feasibility of LNG fueled ships have been carried out. However, most of the existing research has not included considerations of the price of LNG bunkering and its competitiveness. This paper, therefore, suggests ways to increase price competitiveness in the LNG bunkering market in the Busan Port. This paper analyzes the LNG bunkering supply mechanism by investigating various LNG bunkering terminal business in the LNG supply market. Factors that determine LNG bunkering price and its elasticity are also identified. Market players who want to operate LNG bunkering terminals in the Busan Port should introduce a merchandising trade method that is able to exclude the "Korea premium" in order to increase price competitiveness. This paper also suggests adoptable strategies such as the use of TPS (Terminal to Ship via Pipeline) type of bunkering service and the importance of location for minimizing initial investment cost.

  • 전세계적으로 에너지 수요는 증가하고 있고 계속해서 증가할 것이다. 재생 가능한 에너지가 점점 득세하는 추세라고 해도 탄화수소 에너지의 공급과 수요는 적어도 향후 50년간 지배적인 역할을 할 것이다. 이런 에너지 사업에 있어 최근 전 세계적으로 천연가스 및 LNG가 고유 강점들로 인해 새로운 에너지 대책으로 떠올랐으며 향후에는 거의매년 2% 이상 그 소비량이 증가할 것으로 전망되고 있다. 현재까지의 천연가스 공급은안정적이라 할 수 있지만 21 세기 이후 두드러지게 나타내어지는 시장 변화를 감안하여볼 때 현재는 물론 미래의 세계 LNG 수요 및 공급 현황을 재조명해 보아야할 것이다. 특히 LNG시장 확대에 가장중심적인 위치에 있는 아태지역의 수요와 공급을 확인함으로써 우리가 추구하고 대비해야할 LNG 사업 방향을 확인해 보고자 본 자료를 작성한다.

A Preliminary Study of Railway Transport of LNG between TKR~TSR (TKR~TSR간 LNG 철도수송 연계를 위한 기초연구)

  • This study is the realization of natural gas as ways to advance the South and the continental railway linking basic research was conducted on railway transport. Summary data on the Status of North Korean railway which was to have reviewed the case of LNG railway transportation in Japan and China is becoming an LNG tank containers by rail transportation is done. In the case of Korea, the stability of railway transportation through the development of LNG tank containers and rail transportation pilot project was tested. It was set up and the basic directions of freight trains transport routes and methods for rail transport 7.5 million tons of natural gas per year. TKR ~ TSR between the LNG transportation business is an existing railway south. North. Russia gas pipeline (PNG) instead of a separate project to replace the business SRX (Silk Road Express) is a symbolic project for the early realization of the Eurasian railway linking policy. This study may give greater meaning to secure the iconic railway transport route for continental transport of containers and bulk cargo (coal, ores, etc.).

  • The concern of Global warming and greenhouse gas emission has been issuing so many countries are trying to establish environmental friendly logistics policies. With this trend, several technical and operational methods are developed to realize green logistics way. In Korea, government promoted converting LNG cargo vehicles and constructed LNG station at Dajeon, Pohang, Gwangyang, Incheon, and Donghae as a national project. In spite of economic and environmental advantages, this project was not successful enough, even the project was cancelled. So, this paper seeks the reason why the project was failed and find if there were enough capacity and numbers of LNG stations, then analyze the problem.
