본 논문은 미군의 국방정보체계에 대한 상호운용성 평가모델로 개발된 LISI(Level of Information System Interoperability) 모델을 기반으로 국방과학연구소에서 한국군 환경에 적합하도록 개선시킨 한국군의 LISI 모델의 제한사항을 분석하고 대안을 제시한다. 한국군의 LISI 모델은 국방 상호운용성의 유일한 평가기관인 국군지휘통신사령부(이하 "국통사") 예하의 "합동 상호운용성 기술센터"에서 획득규정에서 정의한 모든 체계(정보체계, 무기체계, 비무기체계)의 상호운용성 평가시 적용하고 있다. 그러나, LISI 모델은 기본적으로 정보체계간 상호운용성을 평가하는 모델로 개발되었으므로 NCW 환경에서 요구되는 정보체계와 무기 및 비무기체계를 포함하는 복합체계 상호운용성 평가에 미흡하기 때문에 최근 미군은 SOSI(System of Systems Interoperability) 모델을 연구개발하고 있다. 따라서 미군의 LISI 모델을 벤치마킹하여 개선시킨 한국군의 LISI 모델은 국방정보체계는 물론 우기 및 비무기체계의 상호운용성을 평가하는 도구로 사용하기에는 근본적인 제한사항을 가질 수밖에 없으며, 이러한 제한사항을 보완하기 위해 국방부와 관련기관에서 연구를 통하여 개선대책을 제안하고 있다. 본 논문은 LISI 모델의 응용(P), 기반(I), 데이터(D) 분야 평가기준 및 평가가 완료된 단위체제간의 비교평가 절차에 대한 제한사항을 분석하고, 이를 극복하기 위한 정책적 대안을 제시한다.

Recently, the LISI(Level of Information System Interoperability) model has been used to measure level of interoperability in the Ministry of National Defense. This study is proposed for improvement of interoperability level measurement method. The MND has been devoting a lot of effort to ensure defense weapon system interoperability. They enacted related regulations and developed SITES for measuring the level of interoperability. However, the LISI model has problems with using just only DITA and applying MND-AF based on Architecture development. To overcome these problems, this paper proposes how to apply reference model to LISI Model and how to apply LISI Model to MND-AF architecture development.

현대 미래전에서 네트워크를 기반으로 한 합동 연합작전의 수요가 증가함에 따라 다양한 무기체계 간에 상호운용이 요구되고 있다. 이러한 이유로 미 국방성에서는 정보체계 기획단계에서부터 개발단계까지의 시스템 개발에 구현된 표준기술에 대한 상호운용성 수준을 평가하기 위해서 LISI(Level of Information System Interoperability)를 적용하고 있다. 우리나라에서도 국방정보체계 간의 상호운용성 수준을 평가하기 위하여 LISI 기반의 상호운용성 시험평가 도구인 SITES(Systems Interoperability Test & Evaluation System)을 개발하여 적용하고 있다. 그러나, 국방정보체계 뿐만 아니라 무기체계를 포함하는 상호운용성 수준을 평가하기 위해서는 기존의 정보체계 평가모델을 무기체계 영역으로 확장이 필요하다. 본 논문에서는 국방정보체계와 무기체계에 적용 가능한 상호운용성 평가모델을 제시하고, 제시된 모델을 E-SITES(Extended SITES)에 구현하고 12개 무기체계 대상으로 실험하고 결과를 분석하였다.

한국군은 LISI 모델을 활용하여 소요제기 및 획득단계에서 체계의 상호운용성 수준측정 및 평가를 실시하고 있다. 그러나 LISI 모델은 체계 간 상호운용성 평가에 초점이 맞추어져 있기 때문에 다수 체계가 유기적으로 연결된 복합체계의 상호운용성 평가에는 제한적이다. 또한 LISI 모델은 정량적이기 보다는 정성적인 접근방법이기 때문에 상호운용성 의사결정에 가시적인 정보 제공에는 한계가 있다. 이에 대한 해결책으로 본 연구에서는 복합체계의 정량적인 상호운용성 평가 방법론을 제안한다. 제안 방법론에서는 아키텍처를 활용하여 임무 프로세스를 지원하는 복합체계가 식별되고, 체계의 다중도와 유사도 계수를 기반으로 상호운용성 평가가 이루어진다. 그리고 제안 방법론의 효용성을 보이기 위해 사례연구 결과를 제시한다.

The Systems Interoperability Test and Evaluation System(SITES) is an T&E support tool for both information system and weapon system. The SITES was developed by reference to the Level of Information Systems Interoperability(LISI) in US. We use the tool via MND Broad convergence Network(BCN) in order to assess information system's interoperability. Nowadays, there are many ongoing researches on expanding assessment capability into weapon systems. As part of those research topics, this paper analyze the characteristics of tactical data-link messages which is the way to exchange the information among the weapon systems, and reflect that characteristics in interoperability level assessment.

국방분야 무기체계 형상관리를 위한 자료관리 정보체계인 국방조달관리체계와 국방형상관리정보체계에 대하여 상호운용성수준을 측정하고, 측정된 결과를 분석하여 두 정보체계간의 상호운용성 수준을 판단하여, 장차 정보체계 성능개선사업시 반영하기 위한 방향을 제시하였다.

According as the requirement of custom for the enterprise or government organization gets to be various, the enterprise or government organization has been quickly changing to cope with the situation. Recently, by considering a domestic situation which is intending the e-government, the service for the people to apply the information technology of a local autonomous entity is very much need. However, it is actual circumstances that share and application of information is not smoothly realized in the state that government organization introduces the relevant system. To solve this problem, this paper performs a study what the level of interoperability has relation to organizational Performance using interoperability with information system.

본 연구에서는 정보기술 표준의 활용과 그에 따른 정보시스템의 상호운용성 수준과의 관계를 알아봄으로써 정보기술 아키텍처(ITA)에서 강조하고 있는 정보기술 표준의 활용 수준이 높으면 정보시스템의 상호운용성 수준도 높을 것인지를 실증적으로 알아보고자 하였다. 또한 정보기술 표준의 활용에 대한 측정을 위해 정보기술 아키텍처의 3가지 요소(EA, TRM, S/P) 중 하나인 기술참조모델(한국전산원의 TRM)의 표준서비스 분류를 선택하였고, 정보시스템의 상호운용성 수준을 측정하기 위해서는 정보시스템 상호운용성 수준(LISI : Levels of Information System Interoperability) 모델에 따름으로써 정보기술 아키텍처적 관점에서 접근하였다. 설문지를 통한 실증연구 결과, 다양한 표준서비스 중에서 보안서비스, 플랫폼서비스 및 데이터교환서비스 표준만이 실제 정보시스템 상호운용성에 영향을 미치는 것으로 나타났다.

Korea has been ranked at the top consecutively in UN e-Government Survey. This fact reflects consistent efforts by public institutes in Korea. However, there were some duplicate efforts and inefficiency in the investment into IS(information systems). In other words, management and decision making on e-government have yet to improved. Accordingly, governmental institutes have long been promoting policies for EA in order to carry out and manage effectively IT projects including the e-Government projects. EA is being regarded as a means to facilitate IT Governance for systematic management of IT projects, A major objective is to firmly establish the decision making process for IS investment through EA, since the each institute is a large organization with so complicated and specialized demand for IS. As a result, systematic decision making is becoming quite difficult. Thus, this study attempts to identify different types of IT investment decision making and to figure out the relationship between the decision types and the organizational performance of public institutes where EA was implemented.
