본 연구에서는 국고보조사업의 지방이양과 분권교부세제도의 실시 및 보통교부세로의 통합이 갖는 문제점을 검토하고 그 개선방안을 모색하였다. 참여정부 시기에 이루어진 복지분권화는 지방정부의 재정 부담 가중, 지방이양 복지사업 추진 차질, 지방간 격차 확대 우려 등의 문제를 발생시켰다. 이러한 복지분권화에 대한 개선방안으로는 사회복지교부금의 신설, 국고보조사업으로의 환원 및 포괄보조금 확대 등 다양한 방안이 제시되고 있다. 본 연구에서는 한편으로는 국가사무와 지방사무를 나누는 이론적 원칙을 수립하고, 다른 한편으로는 지방으로 이양된 사회복지사업에 대한 일선 공무원들의 평가와 사회복지사업 재분류에 대한 전문가 조사를 토대로 사회복지사업 지방분권에 대한 개선방안을 연구하였다. 또 현행 국고보조사업에서도 중앙정부와 지자체의 책임과 권한을 재검토하고 주로 국고보조율을 조정하여 국고보조사업에서의 중앙과 지방의 재정적 책임 분담을 개선하는 방안을 검토하였다.

사회복지기관은 일반기업 또는 공기업 등과는 다른 목적으로 사업을 영위하는 관계로 ESG 실천항목 도출과 모형구축은 다양하고 종합적인 사회복지학적 측면의 연구를 통해 이루어져야 한다. 지금까지 국내 복지기관에서 활용할 수 있는 연구가 아직은 많지 않고 마땅한 ESG 경영활용 지표가 없는 관계로 천안시복지재단의 전략도출과 경영전략 체계수립으로 성과를 최대로 발휘하도록 하여 그 모형을 다른 복지기관에 전파하고 교육 및 훈련을 통해 선도적인 재단으로 거듭나는 것을 목적으로 추진되었다. 재단과 일선 복지기관들이 ESG 경영에 대한 이해와 기관 이미지 및 사업성과에 긍정적 영향을 미치는 실천모형 구축방안에 초점을 두고 재단의 실증분석, 중대성 이슈 분석을 통해 이슈식별과 핵심이슈를 선정하였다. 이를 바탕으로 사회복지기관의 적합한 전략도출과 전략체계수립 후 성과관리 방안을 구축하여 추진체계를 살펴보았다. 환경적·사회적 책임, 투명경영 측면, 안전관리체계 구축, 응급상황 및 예방분야, 이용자(고객)만족체계 구축, 반부패 예방과 청렴 윤리 모니터링 및 평가, 책임감 있는 공급망, 지역사회 참여 및 발전을 위해 지역사회 공헌 프로그램 실행 등 현재 우수하게 추진하는 분야와 앞으로 추진해야 할 항목을 세심하게 도출하였다. 본 연구는 천안시복지재단의 고찰을 통해 ESG경영 정착을 위해 경주하고 있는 노력을 구체적으로 제시하고자 하였다. 따라서 ESG 측정지표를 개발하기 위한 천안시복재재단의 체계적인 개발과정을 유사한 노력을 기울이는 타 기관 및 관련 연구자들이 참고하여 ESG경영을 발전시켜 나가는데 유용한 자료가 될 것으로 사료된다.

The purpose of this study were to describe the problems of rural women in changing rural society and environment in Korea, to search for the development directions, and propose strategies for improving rural women's welfare. Related literatures and existing data were reviewed to investigate the present conditions, social-economic status, and economic activities of rural women in Jinju city, Gyeongsangnam-Do province. Jinju city had relatively higher percentage of farming people and rural women than other cities's of Gyeongsangnam-Do, and agriculture occupied important portion in industrial sector in the area. According to the Jinju 21C Vision Project, the city was planning to build eco-friendly environment and welfare rural society. To achieve the goals and objectives of the project, the following points should be considered: 1) Success of the project may depend on how to motivate and support rural women to participate actively in the project. 2) Jinju city should set up some practical strategies for improving the status of rural women who take key roles in environment and agriculture. 3) The city should establish strong support system and practical programs for rural women in building eco-friendly Jinju city.

Purpose: The purpose of this study was to examine the corporate responsibility activities and investigate the effects of these activities on financial performance in public institutions. Methods: The collected data using annual performance evaluation for the year 2017-2019 were analyzed using multi-regression analysis. The corporate social responsibility activities for this study were divided into three dimensions such as social value, efficiency, and welfare. Results: The results of this study are as follows; first, public institutions with high evaluation in social value and welfare had a significant positive effect on financial performance factors such as ROA and ROS. Second, we find that there is a significant negative relation between social value activities and debt ratio. This result means that the higher social value activities, the lower debt ratio. It was also found that the activities for enhancing social value made statistically significant positive influence on BIS performance. Conclusion: These results can be interpreted that public institutions trying various social contribution activities does not necessarily bring negative results for financial performance. In conclusion, it means that socially responsible activities and ethical management in the desirable direction can be beneficial to both public institutions and the society to which they belong.

본 연구의 목적은 다차원척도법과 군집분석법을 활용하여 16개 시 도의 장애인복지여건과 장애인복지수준을 비교 분석하는데 있다. 선행연구와 지표별 가중치조사를 통해 '장애인복지여건' 지표로 등록장애인인구비율, 수급가구내 장애인가구 비율, 재정자립도 등 3개의 지표를 선정하였으며, '장애인복지수준' 지표로 교육, 소득 및 경제활동지원, 복지서비스 이용, 복지서비스 인프라, 보건 복지서비스 지원, 교통이동편의 및 안전, 권익보호, 문화여가 및 정보접근, 장애인복지행정 및 예산 등 9개 영역 27개의 지표를 선정하였다. 분석결과 복지여건은 3개의 집단으로 나눌 수 있었으며, 3개의 지표 모두에서 집단별로 유의미한 차이를 나타내었다. 복지수준의 경우 4개의 집단으로 나눌 수 있었으며, 모두 5개의 지표에서 집단별로 유의미한 차이를 나타내었다. 이러한 연구결과를 토대로 장애인복지 수준향상과 지역간 균형발전을 위한 제언을 하였다.

Using data from the 2001 National Long-Term Care Survey database, this study analyzed gender differences in factors affecting caregiver burdens of spouse caregivers in Korea. Multiple regression was used to estimate factors influencing caregiver burdens of caregiving wives and caregiving husbands respectively. The results showed that there was a significant variability in predictors of caregiver burdens of spouses who take care of the impaired elderly. ADL functional status of care recipients and social support were significant for both the caregiving wives model and caregiving husbands model in influencing caregiving burdens. It was noticeable to report that a caregiver's self-rated health status, monthly caregiving expenses, a care recipient's self-rated health status were unique predictors for the caregiving wives model. These findings suggest that it is vital for planners and providers to take gender differences in spousal caregiving into account when designing and formulating community-based long-term care service programs.

이 연구는 사회복지사의 개인-조직간 적합성에 대한 관점들을 정리해 보고 통합적 관점에서 개인-조직간 적합성이 직무태도를 통하여 클라이언트 서비스 만족에 미치는 인과경로를 실증적으로 검증해 보았으며, 이 과정에서 업무유형에 따라 차이가 있는지를 분석하였다. 이를 위해 이 연구에서는 사회복지사들을 대상으로 표본추출하여 설문조사를 실시하였다. 분석결과, 이 연구에서는 사회복지사의 개인-조직 간 적합성 가운데 관계적합성과 직무적합성이 조직몰입에 유의미한 영향을 미치는 것으로 나타났으며, 조직몰입은 클라이언트 서비스 만족에 유의미한 영향을 미치고 있는 것으로 나타났다. 이 연구에서는 이러한 분석결과를 토대로 정책적 시사점을 도출하였다.

본 연구는 응급구조원, 사상 사고를 경험한 지하철승무원, 아동보호전문기관 사회복지사를 대상으로 직종, 심리적 고통, 대리 외상, 일반적 특성에 따른 외상 후 성장을 비교 분석한 연구이다. 분석 결과 첫째, 대리 외상은 세 집단 모두 위험 수준으로 높게 나타났고 특히 지하철승무원의 대리 외상이 높았으며, 외상 후 성장은 사회복지사가 가장 높고 지하철승무원이 가장 낮았다. 둘째, 대리 외상과 외상 후 성장은 상관관계가 유의한 것으로 나타났으며 특히 침습과 회피의 하위항목이 외상 후 성장과 상관관계가 높았다. 셋째, 외상 후 성장에 영향을 미치는 요인은 직종, 침습, 회피, 종교, 성별의 순서로 크게 나타났다. 본 연구에서는 이 결과를 바탕으로 대리 외상 위험 직종에 대한 정신건강서비스 제공과 외상 후 성장의 치료적 적용을 제언하였다.

The purpose of this study was to examine the factors influencing on Codependency of college students from Double ABCX model. This study examined the mediating relationship between boundary ambiguity, internal working model and psychological maladjustment, and then examined the moderating effects of Self-esteem, Social support and World view orientation. This study also examined the relationships of codependency with gender, enonomic level in college students. The results of the study are as follows. First, this study showed that codependency was related to economic level of college students. But it has not significant relationship with gender. Second, the moderating effects of Self-esteem, Social support and World view orientation was not significant. Third, mediating effects of Codependency on Boundary ambiguity, Internal working model and Psychological maladjustment were significant. This study suggested some theoretical and policy implications basing on this analytical results.

The old couple household is also growing up with the growth of the aged so this is problem that needs to consider the home welfare service aspect. Otherwise, by the decrease of the number of the child and facilities' space availability, the government searching for proper usage of that kind of space in terms of financial and administration. So this study have combining of elementary school and home care for the aged facility especially for the increase of home care for the aged service facilities and improvement of using elementary school's space. That will increase the elderly cares and have need the homewelfare-service in the future, we select study elderly welfare facilities. We use analysis that analyze the trend of an elderly and social changes and conclude for the complexation of elderly welfare facilities, compound form of an elementary school, traffic line, space organization and interaction space organization.
