  • By legislating safety regulations for design, manufacturing and operation of rolling stock through rolling stock safety law, diverse of safety requirements have been established. On the other hands, differences of technical level in practical circumstances between domestic and overseas are pointed out that not be able to be overcome in short period. About collision safety requirements for rolling stock, European countries have been applying TSI requirement to all of rolling stock and domestic collision safety requirements in rolling stock safety law are based on TSI. In following thesis, it is showing an analysis simulation for current rubber cushion and hydraulic buffer system to verify if they are fit to collision safety requirements and result of the simulation program for prior verification. This also suggests a method to prove the performances of coupler system for future.

Crashworthiness Analysis of the Urban Maglev Vehicle according to Korean Railway Safety Law and Urban Transit Safety Law (철도안전법과 도시철도안전법을 적용한 도시형 자기부상열차의 충돌안전도 해석)

  • This paper studied on the application of the crashworthiness regulations of Korean Railway Safety Law and Urban Transit Safety Law to the urban Maglev vehicle of KIMM. The Urban Maglev vehicle has to comply with the crashworthiness regulations for urban transit vehicles. The collision load cases have been simulated by using explicit finite element analysis. From the numerical results, the crashworthiness regulations of the Urban Transit Safety Law were completely satisfied, but maximum crash pulse requirement in 25 km/h crash event and no plastic deformation requirement in 10 km/h crash event in the Korean Railway Safety Law were not. If a commercial urban Maglev vehicle is developed in the near future, it is necessary that some soft buffing and energy absorbing devices are adopted in its front end so as to satisfy the crashworthiness regulations of the Korean Railway Safety Law.

  • The Korean rolling stock safety regulation stipulates that the collision deceleration of a car body should be maintained under average 5g and maximum 7.5g during train collisions. One-dimensional dynamic model of a full rake train, which is made up of nonlinear springs/bars-dampers-masses, is often used to estimate the collision decelerations of car bodies in a basic design stage. By the way, the previous studies have often used some average force-deformation curve for energy absorbing structures in rolling stock. Through this study, we intended to analyse how much the collision deceleration levels are influenced by the initial peak force modeling in the one-dimensional force-deformation curve. The numerical results of the one-dimensional dynamic model for the Korean High-Speed Train show that the initial peak force modeling gives significant effect on the collision deceleration levels. Therefore the peak force modeling of the force-deformation curve should be considered in one-dimensional dynamic model of a full rake train to evaluate the article 16 of the domestic rolling stock safety regulations.

Development of FE Models of the Heavy Obstacle for the EU-TSI and Domestic Rolling Stock Safety Regulations and Application to Collision Evaluation of the Korean High-speed EMU (EU의 TSI 규정 및 국내 철도차량안전기준의 대형장애물 유한요소모델 개발과 분산형 고속열차의 충돌성능평가에 적용)

  • The purpose of this paper is to develop two kinds of finite element models for the heavy deformable obstacle defined in grade crossing collision scenario of the Europe TSI and the Korean rolling stock safety regulations and to apply the crashworthiness evaluation for the Korean high-speed EMU with the FE model. The numerical models of the heavy obstacle were changed from a past rigid one to a current deformable one whose stiffness requirement should be verified by a collision simulation defined in the regulations. Through several trial simulations, two types of numerical models for the heavy obstacle were developed, which satisfied physical properties specifies in the regulations. One is a solid-type obstacle with uniform density and the other is a shell-type. With the obstacles developed in this study, the grade crossing collision scenario for Korean high-speed EMU was simulated and evaluated for the two-type obstacle models. From the simulation results, the shell and solid-type obstacles showed quite different behaviors after collision, and the shell type model gave more severe results.

A Study on the Techniques to Evaluate Carbody Accelerations after a Train Collision (충돌 후 열차의 차체 가속도 평가 기법 연구)

  • In this study, we suggested several approaches to evaluate the collision acceleration of a carbody under the article 16 of the Korean rolling stock safety regulations. There are various methods to evaluate the rigid body accelerations such as the displacement comparison method by double integration of filtered acceleration data, the velocity comparison method by direct integration of filtered acceleration data, and the analysis method of a velocity-time curve. We compared these methods one another using the 1D dynamic simulation model of Korean high-speed EMU composed of nonlinear springs or bars, dampers, and masses. From the simulation results, the velocity-time curve analysis method and the displacement comparison method are recommended to filter high frequency oscillations and evaluate the maximum and average accelerations of a carbody after a train collision.

  • In the event of continued train operation being impossible as the result of a breakdown, it will be essential to dispatch a relief train to recover the broken down train. Operation of relief train carries with the risk of collision in the process of connection with broken down train. The present study looks at the suitability of risk management procedures and associated problems in the light of case studies of relief train operation, and of national legal standards and railroad company regulations. It looks at appropriate methods of risk management and the problems that can arise. Based on the study a method is proposed of operating the relief train which is consistent with appropriate risk management. The proposed method will improve the safety of relief train operation, It is hoped that the results of the study will be reflected in relevant laws and operating company regulations, and so contribute to enhancing the overall level of railroad safety.

  • Safety Management of Korean railway industry has been rapidly changed into a risk-based approach adopted by developed countries since Railway Safety Act 2004, Rolling Stock Risk Assessment Guidance and its following regulations came into force. The fundamental requirements for the risk-based safety management is to carry out a systematic hazard identification and quantified risk analyses including cost-benefit analyses, but there has been rare a serious discussion over risk acceptance criteria and value of life in order to be able to judge the results of risk analyses and carry out cost-benefit analyses. This study presents the results of a review of risk acceptance criteria and value of life which may be adoped to Korean railway industry through the analyses with comparison of risk accepatnce principles and risk accepatnce criteria which have been already applied to other countries or other railway operators.

  • The definition and classification of shunting, which involves the process of sorting rolling stock into complete train sets inside station yard, are not clearly specified in Korean domestic safety regulations for railway operations. As a result, collisions during shunting occur rather frequently compared with other types of accidents in railway operations. Therefore, new systematic safety principles are proposed in this paper to improve operation safety during shunting. The improvements in safety and efficiency derived from the newly proposed approach are analyzed and verified in field application.

  • Dae-gu subway accident raise whole points in connection with safety facilities and operating of national urban transit system like rolling stocks, facilities, management of human. Rolling stock is made every effort for improvement of performance, guarantee of comfortableness, insurance of economical efficiency. But Security like safety of fire is not thoroughgoing enough. Especially, interior material has used although it is not prove its degree of safety. it is a main cause of Dae-gu subway accident. Safety regulation of urban transit vehicle that legislate for security in March 2000 does not applied manufacturing vehicles before in 2000. It has be prescribed in the regulations that incombustibles must be used. But detailed test standard related with incombustibles is not prescribe. Thus that regulation be required reinforcement of detailed test standard. Main cause of Dae-Gu subway accident is a fire in vehicle. However, many defects are found in infrastructure and operating vehicle of urban transit, such as inexperienced disposal of driver and CCC in early stage of the fire accident, unskilled opening and closing doors, insufficient escape facilities and safety facilities of a station house and tunnel, and incomplete communication system between vehicle and CTC, extraordinary step. Thus the aims of this study are prevention of urban transit accident, improvement plan of safety driving, and proposal of quick action plan through analysis of total faculty of vehicle.

  • New Electric Multiple Units that will be released in the rolling stock market are required to meet regulations of reinforced safety and conveniences for passengers. For those reasons, Vehicle purchasing cost to be increased will be unavoidable. However, The reduction of operating cost by employing effective and efficient design on the EMU at initial phase will be expected. Hence, Vehicle purchasing shall be determined to take into consideration of purchasing cost vehicle at first stage and operation cost appropriately. In order for introducing method to presume such costs, this document will show Life Cycle Cost on vehicle and its applicability.
