국가하천의 농어수리권 특성 (Characteristics of Agricultural Water Rights in national Rivers)

  • The characteristics of agricultural water rights were examined for the national rivers in Korea. We suggest that the national rivers could according to the actual management organization of agricultural water right be categorized into national management rivers KOWACO(Korea Agrcultural & Rural Infrastructure COrporation) management river. The agricultural water right between the national and KOWACO management rivers have different characteristics for irrigation period permit procedure water charge and type of water right. The agricultural water rights are granted in the natural discharge less than reference droughty discharge for most of national management rivers and in the developed discharge for the KOWACO and KARICO management rivers. The current system of agricultural water rights is complicated inconsistent and incapable of coping with unusual drought and therefore it needs to be improved.

自然景觀水系의 體系樹立을 위한 基礎硏究(I) -美國의 自然景觀水系制度 紹介 및 國內適用 事例硏究- (A Study on the Wild and Scenic Rivers System(I) -American Experience, and Suggestions for System Building in Korea-)

  • This study is on system building and model case study to establish a new framework of "The Wild and Scenic Rivers System" and to apply this to Korean rivers. The Wild and Scenic Rivers System of the U. S. , which had become law in 1968 for establishing wild scenic and recreational river areas, was investigated. The techniques of two American case studies about the National Wild and Scenic Rivers System designation were investigated and synthesized, and study process was adjusted to Korean river system. Additionally, pilot study was carried out by the method and results were as follows : 1) In the American Wild and Scenic Rivers System, each river was evaluated based on eligibility criteria for designation, such as remarkable scenic, recreational, fish and wildlife, cultural or other ecological values. Segmented river areas were classified into three or four grades and management plans were prepared accordingly. 2) The management of rivers in Korea has emphasized on the flood control and water resources management up to the present, and now takes a growing interest in water quality. But it has been concerned very little with wild and scenic resources conservation of river corridors. It is strongly recommended to build Wild and Scenic Rivers System in Korea for rational management and conservation of the valuable natural resource. 3) Suggested evaluation criteria for the Korean Wild and Scenic Rivers System were wildness, wildlife and plants, hydrology, scenic quality, and historical and cultural resources. The river areas may be graded into four : Positive conservation area(I), Negative conservation area(II), Negative development area(III), Positive development area(IV). Management guidelines were proposed for each grade. 4) To test the applicability of the approach, one of the major tributary of the Han-River was selected for pilot study. The result showed that the evaluation and grading system worked well. Finally, it is recommended to incorporate the Wild and Scenic Rivers System into Korean national park system, and to amend the Korean National Park Act to enable this.

도시하천의 공간이용 평가 -갑천과 유등천을 중심으로- (Evaluation of Urban Riverine Area Usage -Gapcheon and Yudungcheon in Daejeon City -)

  • The usages of urban riverine areas for the Gapchoen and Yudungcheon in Daejoen City were evaluated by analyzing riverbed characteristics and water quality and by surveying the status of the floodplain usage including questionnaires of people visiting the rivers. Both rivers appear to be stable with insignificant bed changes as the riverbeds are dominated by gravels. Water qualities of both rivers have been improved significantly over the past decade although there are quite large seasonal fluctuations, which is common in most rivers in Korea. The results of floodplain usage analyses show that Gapcheon is dominated with static uses (>70%) such as promenades and resting facilities, while Yudungcheon by dynamic uses (>44%) such as sports facilities. Overall, both rivers require better plans for riverine area usage management considering a balance between the dynamic uses and the static uses such as natural observation places for education and habitats for birds and fish in the rivers. The questionnaire survey results indicate that overall the present status of both rivers are satisfactory and that water quality improvement is one of the key factors to enhance the value of the riverine areas. Future river restoration should be conducted by taking into account the characteristics of urban rivers in harmony with surrounding natural sceneries.

자연형 하천공사 개략공사비 산정모델의 개발 (An Approximate Cost Estimating Model for Eco-River Facility Construction Project at Planning Stage)

  • 90년대 중반이후 도시하천을 중심으로 추진되던 자연형 하천 정비사업은 2008년 4월 하천법의 개정으로 인해 하천의 친환경적인 기능이 더욱 강조되어, 그 적용 분야는 지방하천까지 폭넓게 확대 되었다. 그러나 기존의 이 치수형 하천정비사업에 초점을 맞춘 하천의 개략공사비 산정모델은 자연형 하천공사에 실시되는 주요공종을 포함하고 있지 않아, 축제공, 호안공사가 전부인 소규모 하천정비공사를 제외하고는 그 적용성이 많이 떨어진다. 따라서 본 연구는 최근의 친환경적인 기능을 강조하는 하천정비공사의 패러다임 등 하천시설공사 관련 환경 및 정책 변화에 따라서 기획 및 설계 단계에서 적용될 수 있는 자연형 하천공사 개략공사비 산정모델을 개발하는 것을 목적으로 한다.

부하지속곡선을 이용한 삽교호수계 지류하천의 오염원인 분석 (Estimation of Pollution Using Load Duration Curves at Streams in Sapgyo Watershed)

  • In this study, 48 streams in the Sapgyo Watershed were selected, and the Load Duration Curves (LDC) were drawn up for each stream using water quality and flow monitoring over the last three years (2018-2020), and it was evaluated whether the target water quality was achieved for each flow section. As a result of evaluating whether or not the target water quality exceeded according to the LDC, it was found that 22 rivers exceeded the target water quality. Five rivers exceeded the target water quality due to point pollutant sources, 13 rivers exceeded the target water quality due to non-point pollutant sources, and 4 rivers exceeded the target water quality due to both point and non-point pollutant sources. Among the rivers that exceeded the target water quality due to point pollutant sources, which included domestic sewage of the untreated population, there is a need to reduce the influx of polluted loads by the untreated population. The use of eco-friendly fertilizers is recommended for rivers with a relatively high farmland ratio among rivers exceeding the target water quality due to non-point pollutant sources, and installation of boiling point reduction facilities that can reduce the amount of polluted load introduced during rainfall or manage water shores. In rivers with a large number of livestock breeding heads, the livestock houses located in these rivers need to be preferentially transferred to livestock manure treatment plants. Due to the high ratio of land area because of urbanization, initial rainwater treatment facilities are required to reduce the amount of pollutant load flowing into the river through the impermeable layer during rainfall.

부산 하천 복원사업의 사례 비교분석 연구 (Comparison and Analysis of the Cases of the Restoration Project for Rivers in Busan)

  • 부산의 지방 2급 하천 중에서 도시하천으로서의 공개공지를 유지하고 있는 대표하천을 선정하여, 각 하천의 환경현황과 특성을 파악하고 자연형 하천으로의 환경정비 방안을 제시하는데 그 목적이 있다. 우선 연구대상 하천으로 44개소 지방 2급 하천 중에서 복개되지 않고 남아 있는 하천으로서 부산의 대표적 도심을 관류하고 있는 사상구 학장천, 기장군 죽성천, 해운대구 춘천, 동래' 금정구의 온천천, 동구'남구'진구의 동천 등 도시 과밀지역을 흐르고 있는 5개의 하천의 사례분석 제안하였다.

생태하천복원을 위한 하도 생물서식처 유형 구분 (The Classification of Instream Habtats for Ecological River Restoration)

  • 최근 들어 하천의 치수와 이수 그리고 환경적 측면을 고려한 '생태하천복원'이 활발히 이루어지고 있다. 그러나 개별적 특성이 뚜렷한 각각의 하천에서 그 하천을 기반으로 생활하는 생물들의 서식조건을 충분히 고려하였다고 보기는 어려운 상황이며, 제한된 공법의 사용으로 획일화된 인공하천 조성 및 관행적 하도정비에 그쳐 하도서식처가 빈번하게 교란되고 있는 것이 현실이다. 본 연구는 하천을 서식기반으로 살아가는 생물들의 서식공간에 대하여 검토한 기초적 연구로서, 국내하천을 하천특성에 따라 모래하천과 자갈하천으로 구분하고, 각 하천의 구간을 도심구간과 자연하천구간으로 나누어 각각의 서식유형을 비교 검토하였다. 그 결과, 모래하천보다는 자갈하천에서 보다 다양한 형태의 생물서식처 유형이 검토되었으며, 하천복원사업을 이미 시행한 도심하천구간에서도 생물서식처 유형이 자연하천구간에서 나타나는 생물서식처유형의 약 56.3 %정도에 머무르고 있는 것으로 나타났다.

  • This second stage study on the Wild and Scenic Rivers System is a proposal for system disignation. Study area is the part of the Han River flowing through the Seoul Metropolitan Region. Consequently, developpment pressure and demand for recreational land uses along the river are very high, and that is why the Wild and Scenic rivers System is urgently needed for the Han River among other major rivers of the nation. Resource inventory and assessment followed the process developed in the first stage study. Figure-4 shows the proposed Wild and Scenic Rivers System designation, Also proposed are manage-ment guidelines and legal, organizational arrangement.

′흐르는 강′에 대한 CAI 프로그램 개발 및 그 프로그램이 초등학생들의 개념변화에 미치는 효과 (CAI Program Development on Flowing Rivers and How Primary StudentsC Concepts Change through This Program)

  • This study is intended to develop a CAI program on the topic of flowing rivers and to investigate how 4th grade students' concepts of it change through this program. The CAI program is made using the GREAT II copyright tool based on a typical 4th grade science Korean textbook. This program consists of 5 sections, which are introduction, rain waters, running waters, river waters, and activity. All contents are animated. Students are 30 4th grade students. One instrument is used how to investigate the concept change of the flowing rivers. The instrument is called the Identification of Flowing River Concept Test(IFRCT, Appendix), which is of a two-tier type and has 8 items. Data are collected before and after the instruction using this program. Data are classified as a scientific model, a naive model, or a "no" model, based on criteria used by Vosniadou(1989). Data are compared. The results show that 4th grade students after the instruction using this program hold a more scientific model on the flowing rivers, than before the instruction using this program. Therefore, the author urges science teachers to use the CAI program to teach students about the flowing rivers.

도시 하천 및 수공간 활용에 대한 주민의식 조사 및 분석 - 공원녹지기본계획 수립을 위한 주민의식조사를 기반으로 - (Survey and Analysis of Residents' Awareness on the Use of Urban Rivers and Water Spaces -Based on Residents' Awareness Survey to Establish Park Green Space Basic Plan-)

  • This study analyzed a survey of residents' awareness of rivers and water spaces that reflected residents' awareness in order to establish a basic park green space plan. Through this, the perception and requirements of rivers and water spaces were analyzed and important information was provided for urban planning and environmental management. As a result of analyzing residents' neutral satisfaction with rivers and their opinions on the frequency of use, role, and purpose, it was confirmed that rivers are recognized as an important part of urban life and contain the potential for development for a better urban environment. . However, considering the dissatisfied response and the relatively low frequency of use, we came to the conclusion that better urban planning and management is needed to meet the needs of residents by improving the river environment and providing various facilities. Based on this, city managers should focus on river management and improvement by actively collecting residents' opinions. Through analysis of the causes of dissatisfied responses, measures such as improving the environment around rivers and waste management should be prepared, and a broad strategy for environmental conservation and utilization should be established by reflecting the diverse expectations and demands of residents. These ongoing efforts are expected to have a positive impact on the sustainability of the city and improvement of residents' quality of life. Additionally, the results of this study will be able to contribute to establishing policies for urban planning and environmental improvement through similar research and analysis in other regions.
