  • As information technology has been evolving, digital library emerges as a vision of future library. Many authors on digital library describe that the problems that today's libraries face would be completely solved by using digital technology. But it is su n.0, pposed that such technology oriented papers do not take care of what the library has been and should remain. This paper is prepared to identify what core elements of library services being provided in traditional environment must be transferred to the digital library. For this purpose, firstly historical transition from traditional library to digital discussed. Secondly, library's fundamental service functions are analysed from three points of view-library as cultural and social institution, library as intellectual reality, library as a collection. And 'control zone' concept is also investigated as a new possibility of academic digital libraries. In contrast to open zone in which information is not controled at all as in internet, in control zone, information is selected and maintained by academic library community, retaining such essential library functions as selection.

  • In modern times, it has been a most imporant problem for the community to make nation's information resources a\-ailable to all the people ~vithf ree and even access. In Nelson Associate's National platz for library service appeared in 1948, 50 million Americans were served by public libraries with inadequate service and 35 million have had no library service. Library Services Act signed bq- President Eisenhower in 1956 was a result of continuous efforts of AL.1 for 20 years. It aimed to extend public library service to rural population less than ten thousands. LSA was succeeded by LSCA in 1964 and continued with several amendments so far. 620 million dollars of Federal funds were put into local library administrati1.e agencies during 1957-1974 for the extension of library service and construction of library buildings. Federal funds also encouraged local library administrative agencies to ha\-e more interest in library and information service and carry out their own library programs. However, there are many current problems in Amierican pubic libraries still now, that is, uneven growth of public libraries, uneven distribution of information resources, inadequate library service to a large part of population, insufficient supply of library funds, lack of nationwide library network beyond local admini-strative jurisdictions and so on. National Advisory Commission on Libraries, Committee on Libraries, National Conference of Library and Inforination Science are results of government efforts to meet those problems and carry out effecti1.e nation's library policies. In other part, Congress authorized to open the White House Conference on Library and Information Science before 1978 to make a reco:nn:endation fostering the library use. It is expected that the elected President Carter will put more efforts in developing library and information services, for LSA and LSCA were mainly pushed ahead by Democratic Party. In conclusion I could find some factors through these analysis that would be of some help to develop nation's library and information services, especially in developing countries.

Before comparing, some theoretical backgrounds of curriculum developments as well as the curriculum changes in the United States of America and in Korea have been described. For the purpose of the study, the numbers of subjects, compulsory and elective, along with credits, the subjects included in the curricula, and the distributions of the subjects have been compared. Some differences are found between the periods, but they are not so distinctive as expected. The most notable change is an increase of subjects on information science and technology. Based on the findings, a few suggestions, which include that subjects dealing with library use and services need to be increased, are recommended.

The conclusions of the study can be summarized as follows: 1) It is desirable that Master's degree course and M. Phil. program in India, Post-graduate diploma course and Master's degree course in Pakistan should be integrated as Master's degree course. 2) It is desirable that the duration of Master's degree course should be extended. 3) The variously expressed papers that represented the same subject or content should be unified. 4) In Bachelor's level, India establishes the various papers of library and information science, but Pakistan offers largely the core papers. 5) It is desirable that papers of historical research, progressive reference service, and information science should established, and introductory papers should be united in introduction to library and information science. 6) In Master's degree course, Indian curriculum is more up-to-date and pertinent than Pakistan's. 7) Each university should establish the papers of types of libraries standing for characteristic of his university, and harmonize library science and information science. 8) The reason that curricula of two countries are different from each other is due to lack of inter-university cooperation and standard of curriculum, therefore it is required a continuing research and effort to su n.0, pplement and reorganize the curriculum.
