  • The requirements of being archivists and records managers were revised in 2011 and expanded in the scope of their education levels such as having master's or higher degrees in archives and records management, or completion of one year program of archives and records management after having B. A. degree in archival science, history or library and information science with passing of exams recruiting the experts in the field. However, archivists are not much recognized as professionals since there is no definite regulation for being experts in the field. Accordingly, this study aims to put forth the development of their qualification by comparing qualification factors of developed countries for archivists and records managers. Three factors of professional qualification for archivists and records managers are suggested as follows: certification of a standardized curriculum of archival studies, a proposed certification system for the archivists and recognition of working experience and specified duties to the archivists' qualifications as a way to acknowledge career-based expertise.

  • The National Museum of Contemporary Art, Korea began operating the museum archives in October 2013. Although the museum archives have an independent flow that is distinct from discussions of the archival sciences, it is a reality as a record management organization, and therefore, access to and analysis from the viewpoint of archival science is required for efficient operation. The purpose of this study is to diagnose the method of collecting and organizing records from the viewpoint of archival sciences from the Institutional Archives of the National Museum of Contemporary Art, Korea. To this end, we theoretically examined the function of the museum, the role of the museum archives, and the scope and method of collection and arrangement of the museum archives. Based on these discussions, we analyzed the scope of the collection and the system of arrangement of the institutional archives. Then, we suggested some improvement plans.

  • In domestic public institutions, administrative information datasets are recognized as electronic records that require systematic management. In this regard, concrete measures for the execution of records management have been discussed recently in the National Archives of Korea and the academic field. This study seeks to derive a plan to improve evaluation indicators that can effectively grasp the value of administrative information datasets and the matters to be considered when evaluating and selecting datasets in the records management of public institutions. This paper analyzes the theoretical background and current status of dataset evaluation and selection, derives considerations necessary for this process, and proposes improvement measures for evaluation indicators presented in previous studies. The results of this study are expected to lead to the revitalization of discussions on maintaining the public institutions' dataset management system and supplementing the management process in the future.

  • This study aims to analyze the features and problems of the Korea's national records archiving system established in 1999, as well as to suggest the countermeasures. First, in Korea, permanent records are archived by the administration, legislature and judicature separately. However, around the world there are very few cases where a national archives controls the records of the administration alone, whereupon there is the need to set up an integrated archiving system regarding the records of the administration, legislature and judicature. Second, in Korea, the records archiving system leans too much towards the centrally-controlled system, which is urgent to be solved. 'Record Management Act' stipulates that all the public records, including nonpermanent ones, shall be managed by National Archives, wherewith National Archives is overburdened. Hereat, it may be desirable for National Archives to manage very important records that deserve to be archived permanently and for Record Center to archive other records, which needs to be made into law.

  • Currently, the appraisal system for public records is mainly based on the disposition authority named 'Records Management Criteria Table,' which has many limitations in digital environment. Especially, it does not apply to other systems than the 'Business Management System' and does not adequately reflect the complex environment of records creation. The purpose of this study is to suggest ways to improve the 'Records Management Criteria Table,' so that it can be applied to appraisal of records created in a complex work environment. For this purpose, this study investigates a case of 'Factory Establishment and Registration' activity performed by local governments. For this activity, related laws and regulations, business processes and systems for those processes are analyzed and types of records are examined by each business process and system. Based on these analyses, the development procedure and structure of a new 'Records Management Criteria Table' are suggested, so that it can be applicable as disposition authority in the complex environments of records creation.

  • Electronic records produced by central administrative agencies are transferred to the National Archives of Korea. In the absence of defects or errors in electronic records, it is a proof that the government's electronic records management system is operating normally. Various problems have been found in this process, and there still remain problems to be solved. At the heart of it is a standard records management system, which has been continuously improved. In this paper, I introduce the functional improvement of the record management functions of the standard records management system. Among them, the important matters describe the background and reason for the improvement. In addition, the direction of development of the standard records management system was examined in terms of recognition conversion of recordkeepers, strengthen collaboration between recordkeepers and developers, improving records management metadata quality, linking related systems, automating records management, and IT environment change.

  • The emergence of new business models software industry is demanding a change to technology that can cope quickly and flexibly. In this regard, microservices, which is being addressed as the architecture of the next-generation record management system, has emerged as an agile and convenient architecture. If record-management system with micro-service is developed, agility and expandability with basement of innovation can be ensured. The purpose of study is to suggest efficient ways when record-management system with micro-service is built. For this, tranditional architecture has been checked and main features of micro-service have been explained. Also, it was summarized that three points : 'Short history of micro-service', 'Maturity of technology' and 'Techical level of project team' have to be reviewed when record-management system with micro-service architecture is built. And we suggested some issues to consider when constructing the records management system applying microservices according to the domestic environment.

  • Administrative information dataset records produced by various systems designed for work are difficult to manage on a case-by-case basis, requiring separate procedures to identify and evaluate data-sets. Identified data set records are apprasal and transferred to the records management system or disposed of. In this process, sufficient records management elements must be reflected in the production system itself in order to adhere to the principles of record management. In this paper, the functional requirements of the production system to accurately identify and safely manage data-sets were derived and applied based on the case of the KR property management system. It is hoped that this research on functional requirements of production systems will be added to lead to the creation of standards for functional requirements of data set production systems.

  • Reappraisal is a process to examine the past appraisal decision. The reappraisal theory is based on two facts: first, appraisal decision can not be always correct, second, the archival value is changed by time. So, reappraisal policy should complement the limit of the first appraisal results, which is based on the function analysis. To achieve this goal, it is needed to use different process and methods from the first appraisal. However, existing reappraisal system does not meet the essential purpose of reappraisal. This article examined the limit of the reappraisal policy. To complement the problems, this article set a direction and suggested the subject-based reappraisal. The aim of this study is to present the methods to document the society of the generation.

  • If there are pyramids in Egypt for ancient pharaohs, there are presidential libraries, in other words presidential temples, in America for modern ex-presidents. An American presidential library is a monument-but also a history museum and an archive. These libraries are their unique commemorating way for American ex-presidents. These reflect and explain their presidency with their own point of views through museum exhibitions. However, the history presented in the museums of presidential libraries often lacks balance and critical perspective, and offer public access selectively. The presidential libraries, nothing but American business, made from American heroism and self-confidence tradition. In that point, we have to recognize american commemorating cultures are americans, while benchmarking american system. The importance is balanced views and critical perspectives when we accept advanced other country's systems.
