Ethics and Responsibility of Scientific Researchers in a Pandemic Era

  • The purpose of this paper is to critique the links between science and scientific researchers, politics and capital surrounding vaccines and vaccination in a pandemic era. It also introduces standards for adapting ethical guidelines for research under public health emergencies to specific circumstances and contexts. It also introduces ethical standards to be applied to scientific research. that is, scientific relevance, social value, cooperative partnerships, reasonable risk-benefit costs, fair and voluntary participation, independent review, and equal moral respect for participants and affected communities. It also outlines the COVID-19 (coronavirus disease 2019) pandemic-consent and other research procedure modifications proposed by Oregon Health and Science University (OHSU). We are on the lookout for powerful capital and hegemonic groups inseparable from politics and important decision makers in the pandemic era - that is, scientists, supporters, and scientific civic groups. It underscores the need for an independent and formal scientific advisory body with the right balance between science and politics.

Convergence and divergence of beneficiary groups'policy priorities in the child-care politics (보육정책 이슈에 대한 수익자 집단의 인식과 복지정치)

  • In the context of welfare politics, this study tries to examine how interest groups'policy priorities in the child-care policy of Korea were shaped and changed. Based on the already institutionalized child-care services, each beneficiary group-parents, employer and employee of child care center-has its own preference and perception in child-care policy. Futhermore, this difference has produced conflict of interests in the priority of policy options and brought interest group politics to the realm of child-care policy. With regard to interest group politics, this study firstly examines divergence of beneficiary groups'perception about the child-care policy priorities. Meanwhile, discourse politics should be regarded as another dimension of welfare politics because beneficiaries'perception preference in policy could be sometimes changed and converged by communicative policy discourse. By examining convergent aspects of beneficiary groups'perception about policy priority, this study secondly tries to analyze the discourse politics which has been influenced by the free child-care discourse during 2010-12 election period. To investigate these two dimensions of child-care politics, beneficiary groups'policy priority should be systematically and comprehensively classified and quantified. Using Analysis Hierarchy Process(AHP), this study identifies 11 policy issues and determines different ranking priorities of each beneficiary group.

A Theoretical Construction for the Cultural-Political Study on the Place Names in Korea (한국 지명의 문화정치적 연구를 위한 이론의 구성)

  • Korean peninsula has a long history and a geopolitical location as a buffer tone, which has provided the conditions for cultural dynamism and diversity across space and time. The changing processes of place names in Korea is considered to be better suited to the study on cultural politics that is interested in the culture wars over the meaning of culture among different social subjects. In order to ensure the legitimacy of cultural politics for the study of place names in Korea, this study attempts to make a theoretical construction based on the concepts of place identity, territorial contestation, and the politics of scale. Cultural and linguistic theories to be best applied to the study of place names in Korea are the theories on Angehm's and Castells' identity, $P{\hat{e}}cheux's$ identification, Hall's decoding, and Voloshinov's ideological sign. Power relations involved in the inclusion and exclusion are necessarily concerned with the process of constructing a place identity or territorial identity by means of a place name, which represents identity and ideology of a social subject. In the examination of this process, it is necessary to take the elements of identity, ideology and power relations into consideration. In this study, therefore, the politics of scale is experimented for its applicability in the study of place name in Korea, which is expected to accommodate concepts of boundary, territory, territoriality and territorialization. In the end, it is suggested in this study that a series of basic and interdisciplinary studies on the cultural politics of place names in a range of area should be undertaken along with the enough theoretical knowledge of cultural politics.

  • There is the limit of the traditional legal hermeneutics and fragmentary or individual theoretical legal approach to suggest the desirable solution of Korean health care law system to have many issues. Law & politics research is the legal research method to suggest the resonable understanding and seeking the measures through various approach, decide and evaluate that the legal methods can be functioned as the optimum system design. Law & politics research has some procedure. 1. It is demanded to catalog the comparison target of legal system by its topic. 2. It is demanded to compare it with Korean situation. 3. The realistic and empirical legal research to the compared policy alternatives is needed. 4. Reflecting the results of this research work, the desirable policy idea must be adopted. 5. The accomplishment of this policy idea must be come true as a specific legislation through interest coordination. 6. This plan must be come into force and the feedback to effect of society must be examined closely. Here I will review generally the contribution of law & politics research to health care law system because of the problem of time and the insufficiency of law & politics research. The constitutional consideration is important to support the interest coordination because of the shortage of resources. The comparative law research can compare our health care system with those of other countries and seek some desirable alternatives. If we discuss the law system plan in a long time and synthetically from different perspectives, more desirable helath care law system can be deducted.

  • Journalism and Mass Communication as an academic field is believed more politicized one than pure literature and natural science. With the growth of the media, there follows additional opportunities for media scholars to take a part in politics as well. Few attention was given to understand the status and mechanism of political intervention either as advisers or decision makers though. This study attempts thus to fill this vacuum. For this, first of all, it examines a various types of laws related to media politics. Total number of 164 scholars who participated in 12 councils and commissions were analyzed on the following step. Research shows that there are patterns which favor Seoul National University, U.S. trained Ph. D and geographic preference to the capital. Neither academic excellence nor commitment to public interest appear to have impact on taking those positions. Taking into account media's expansion into politics, it is inevitable for media scholars to take responsibility not only in policy making but in taking leadership. Accordingly, the question of necessity is not who but how as much as manner. The authors hope this study will be a valuable opportunity to establish a kind of ethical standards in media politics.

The Politics of Space in the Municipal Mergers of Japan (일본의 시정촌 통합과 행정구역 재편의 공간정치)

  • Local administrative districts in Japan have extensively reformed over the last 10 years and have decreased by 40 percent. This study examines the process of the municipal mergers in Japan from the perspective of the politics of space, in addition to a focus on the formation of Tobichi (enclaves). The background and progress of municipal mergers in Japan revealed that the reformation of administrative districts progressed under 'restruction' rather than 'decentralization' to manage a financial crisis of government. As a result, the municipal mergers of Japan have progressed in spatiotemporal inequality. The municipal mergers of the study areas are analyzed in multi-dimensional spatial politics composed of financial and demographic properties, locationality, territoriality, placeness, and the politics of decision making. Administrative districts have a spatial property; the reformation of them should be considered with the specialty and generality of the region.

  • This paper aims to examine the changes of Korean urban politics with regards to new urbanization under the trends of the globalization and regionalization in the 1990s. First, this study analyzes the various experiences of the developed countries, especially the United States of America, Great Britain and Germany in a view of urban development strategies since the 1970s, and secondly reviews and evaluates theoretical researches on the changing urban politics in the new urbanism. Finally this study suggests new approaches to explain the differentiating changes of urban politics and governance of Korean local and city states.

Cultural Politics and Social Construction of Cultural Tourist Destinations: Reinterpretation, Institutionalization and Recognition of Otaru in Japan (문화관광지의 문화정치와 정체성의 사회적 구성 -일본 훗카이도 오타루의 재해석, 제도화, 재인식-)

  • This study aimed to reveal that a local city was recreated by tourism, and to discover a general process in which the regional identity as a tourist destination was reconstructed. Specifically, firstly, this study suggested that the social construction of cultural tourist destinations was composed of a series of dynamic stages such as 'reinterpretation', 'institutionalization', and 'recognition' conceptually. Secondly, the dynamic stages were analyzed on the ethnographic study of Otaru where the movement of preservation of the historical canal was raised and strategies to attract tourism had been implemented. Thirdly, a main mechanism acting on each stage was examined. In conclusion, it was shown that the region was reinterpreted through the politics of identity and the meaning was institutionalized through political and economic negotiation. Moreover, while being established as a constructed authenticity by politics of memory, the regional identity was embedded in the socio-spatial consciousness constantly.

Recognition of Japan politics about Dokdo and our strategy (일본 정치권의 독도인식과 우리의 대응전략)

  • Last December, the Abe government came back, and it is critical core of Northeast Asia. They visited to Yasukuni Shrine, denied to Korea's invasion and they are denying all of their invasion history. I'm afraid they want to take Dokdo. Dokdo is Korean territory, but Japan politics assert it belongs to them. To make matters worse, they are waiting an opportunity to invade. Ministry of Foreign Affair blue paper and Ministry of Defense white paper have claimed Dokdo as Japanese territory, and many right wing politicians are taking part in the Cabinet. Liberal Democratic Party of Japan is becoming more right wing politicians than before by Japan Restoration Party, and the others also have more right wing ideologies. It can't control Japan right wing political parties. They finally aim to take Dokdo. In this situation, we have to defend Dokdo. Japan must be very important partner for our nation's development. But it is necessary to trust between two countries. Dokdo is effective controlled by Korea. It is the best way how to keep Dokdo. During Dokdo is effective controlled by Korea, the Japanese Government has limited Dokdo's ownership. Now we don't have any way to keep Dokdo except more effective control. We have strategies about Japanese claim of Dokdo's ownership as follows. First, we can overpower Japan right wing politics as Japan conscientious force's ideology. Second, Japan politics say to Dokdo's ownership is based on The San Francisco Treaty. But it is not right. Third, we have to exchange a lot of local government and civic society in Japan. Finally, we must prepare thoroughly to bring the matter to the International Court of Justice.

A Study on the Meta Analysis of Korean Digital Politics (디지털정치 실증연구에 관한 메타분석)

  • This study is to carry out meta-analysis on doctoral dissertations which had been written after 2004 when the empirical analysis about digital politics had begun. This study aims to identify tendency of recent analysis. For this purpose, it classifies the research trends of digital politics as political participation, political process, political advertising and election campaigns, and examines the researcher's definition, framework of empirical analysis, and all the results. Moreover, the study systematically summarizes the research model, analysis unit, concept and its components in order to ensure availablity so that the information could be available for the further research.
