Analysis of Social Media Utilization based on Big Data-Focusing on the Chinese Government Weibo

  • The rapid popularity of government social media has generated huge amounts of text data, and the analysis of these data has gradually become the focus of digital government research. This study uses Python language to analyze the big data of the Chinese provincial government Weibo. First, this study uses a web crawler approach to collect and statistically describe over 360,000 data from 31 provincial government microblogs in China, covering the period from January 2018 to April 2022. Second, a word separation engine is constructed and these text data are analyzed using word cloud word frequencies as well as semantic relationships. Finally, the text data were analyzed for sentiment using natural language processing methods, and the text topics were studied using LDA algorithm. The results of this study show that, first, the number and scale of posts on the Chinese government Weibo have grown rapidly. Second, government Weibo has certain social attributes, and the epidemics, people's livelihood, and services have become the focus of government Weibo. Third, the contents of government Weibo account for more than 30% of negative sentiments. The classified topics show that the epidemics and epidemic prevention and control overshadowed the other topics, which inhibits the diversification of government Weibo.

한국 유비쿼터스 정부 서비스에서의 사생활 침해와 심리적 거리와의 관계 (The Relationship of Privacy Violation and Psychological Distance in Korean Ubiquitous Government Service)

  • Today the u-government services are becoming more personalized and intelligent. For the successful implementation of personalization, individual user's privacy concerns must be respected and taken care of. Based on the empirical survey results, this research summarizes the reluctance to the government's use of private information using six categories. We measure user's psychological distance toward e-government using the four levels, adopting the suggestions by the Proxemics. Since a positive correlation is Identified between people's psychological Intimacy toward e-government and their tolerance to the use of private Information, the amount and/or types of private information should be sequentially used in personalization systems. Initially allowing the least intolerable private information such as occupation information, the personalization system should additionally use the next tolerable Information such as health information or service request/interest information, as user's psychological distance toward government services becomes shorter.

전자정부 성숙도 모델의 재검토: 모델의 의의와 한계, 실증분석을 통한 제언 (Revisiting the e-Government Maturity Model: Significance, Limitations, and Suggestions)

  • 이 연구는 전자정부 성숙도 모델의 서비스 유형에 기반하여 사용자들의 이용 행태를 시계열적으로 분석하고, 전자정부 서비스의 발전을 위한 제언을 하는 것을 목표로 한다. 이를 위하여 한국의 전자정부 서비스의 변화를 1) 한국의 공공서비스에서 전자정부 서비스 사용의 비중, 2) 전자정부 서비스 유형/단계별 활용, 3) 플랫폼(웹, 모바일)별 서비스 활용, 4) 전자정부서비스에 대한 이용자들의 반응(만족도, 효과, 지속 사용 의도), 5) 전자정부 서비스 이용 방법에 대한 이용자들의 요구 등을 중심으로 분석하였다. 분석을 위하여 한국의 2012-2020년의 9년간 전자정부 이용행태 실태조사 데이터를 사용하였다. 분석 결과, 첫째, 전자정부 서비스의 비중이 지속적으로 증가하고 있으며, 둘째, 전자정부 서비스 활용에서 온라인 정보제공, 상호작용, 거래에 비해 온라인 참여의 활용이 상대적으로 저조한 것으로 나타났다. 셋째, 플랫폼별로는 서비스가 웹 중심에서 모바일과 키오스크(kiosk), SNS 등과 같은 다양한 접근 플랫폼으로 확장되어 가고 있었다. 넷째, 이용자들의 만족도는 매우 높은 편이며, 서비스 활성화를 위해 원스톱 통합서비스 제공, 인증절차 간소화 등의 개선을 요구하였다. 분석결과를 토대로 이 연구는 전자정부의 성숙 모델에서 사용자 관점의 반영, 디지털 기술 발전에 따른 다양한 플랫폼 접근성의 고려, 사용자 이용행태 등 데이터 기반 분석을 통한 전자정부 성숙도 평가와 개선의 필요성을 제안하였다.

한국의사의 정부신뢰 관련 요인 분석: 의사단체들의 일부 임원의사들을 중심으로 (A Study of Factors Related to Korean Physicians' Trust in the Government: On the Target for Board Members of Physicians' Associations)

  • Objectives: This study aims to investigate the factors related to Korean physicians' trust in the government. Methods: We used structured questionnaires that were composed of multidimensional scales for each of the various categories. Results: The recognition levels of trust of the government by Korean physicians were not high, and they ranged from 3.6 to 4.8 for ten scales. The factors related to trust in the government were categorized into seven factors on the basis of a factor analysis. On the regression analysis, a positive relationship was found between "the individual propensity to trust" and trust in the government, while a negative relationship was found between "the recognition level regarding the government as an authoritarian power" and trust in the government. "Confidence about participation in the policy process" as internal efficacy and "belief in governmental ability and motivation toward public demand" as external efficacy also showed a strong positive relationship with trust in the government. Conclusions: From these results, we can draw the conclusion that making efforts to improve the recognition level of trust in the government among physicians is an important policy task. To increase the trust level, participation of physicians in the policy process in various ways and open communication between the physicians' associations and the government should be facilitated.

  • 정부에서는 국민을 상대로 편리한 인터넷 기반 행정서비스 제공하고 있다. 정부의 주된 관심사 중 하나는 전자정부 서비스에 대해 국민들의 지속적 이용을 증대하는 것이다. 그렇기 때문에 전자정부 웹사이트의 웹사이트 운영 및 개발은 중요한 이슈이다. 특히, 웹사이트에서 이용자들이 보다 전자정부 서비스를 신뢰하고 만족감을 느낄 수 있도록 하는 방안은 중요하다. 이를 위해 고려해야 할 중요한 요인이 웹사이트 디자인이다. 전자정부 웹사이트에서의 디자인 혁신에 대한 연구는 전자정부 서비스 수용 확산을 위해 중요하다. 본 연구에서는 전자정부 웹사이트의 디자인 요인, 신뢰, 만족의 관계에 대해 탐색해 보고자 한다. 본 연구결과는 전자정부 서비스의 지속적 이용 확산 전략 수립에 유용한 시사점을 제시해 줄 것이다.

전자정부의 의의와 추진실적 및 향후 과제 (Analysis and New Agenda of e-Government program)

  • 본고에서는 지식정보화의 발전에 따라 전개되는 새로운 현상과 변화들을 살펴보고 전통 행정과 뉴거버넌스의 비교를 통하여 전자정부의 의의를 도출하고, 전자정부의 모델을 제시하고 결론으로 차기 전자정부의 방향을 제시하였다. 새로운 현상과 변화로서는 제품과 서비스의 수렴형 모델로 변화, 사이버 주권의 딜레마 및 프라이버시와 정보보안의 위협 등을 들 수 있다. 한편 정부 주도적인 정부운영에서 NGO의 역할이 강화되는 뉴거버넌스로의 전환이 이루어지고 있으며 전자정부도 뉴거버넌스의 이념을 실현할 수 있도록 기여해야 한다. 이에 새로운 전자정부는 정부와 국민이 함께 구축 운영하는 체제로 전환되어야 한다. 이를 위해 공개키기반구조(PKI: Public Key Infrastructure)를 확산하고 전자민주주의(e-Democracy)의 활성화 및 국민이 용이하게 사용할 수 있는 사용자 인터페이스의 향상에 주력해야 한다.

  • This study seeks an alternative of government personnel system that may help maritime administration better enhance specialization of government administration. Discussions are focused on government job classification system and appointment system, which may be most effective as the means to enhance specialization of government officials. And the discussions are aimed at developing alternative systems that should be appropriate in coping with rapidly changing environments and the needs for marine expertise.

  • The objective of this study is to analyze and suggest the policy on devolution of environmental administrative function between central and local government in Korea. This study also research to make the prospect of power from central government to local government's officers by analyzing the characteristics and contents, standards of local devolution and the attitudes of central and local governments on its process from September 2001 to April 2003. The date collected from the more than 675 questionnairs of government officers included as the Ministry of Environment and local government. The date also collected from interview and field survey. The questionnaire had collected in two times between 2001 and 2003. The environmental administrative function has reallocated from central government to local government since 2001. The devolution focused on simple implemental services and institutional delegated services might result in the lack of initiative and locality of local governments. Therefore, devolution should be proceed towards reinforcing the decision-making capacity and financial and manpower of local government. This paper also showed the weakness on speciality and experience on local bureaucratic in Korean society. This study announced that local government's officer has appeared the negative impact on environmental regulation and the conflict between central and local government.

민간 소비자단체의 자율분쟁조정 활성화방안 (A Study on the Activity Improvement Plan for Consumer ADR of Non-Government Consumer Organization)

  • The Purpose of this research is to perform survey on employees of Non-Government Consumer Organization and interview with ADR personnel from Korean Consumer Protection Board to have thorough grasp of problems among consumer ADR. Also come up with plan that will activate Non-Government Consumer organization ADR. Result of this research states following remarks as solution First, consumers from Seoul and Gyeonggi area is the only people who use ADR in Non-Government Consumer organization, so other local governments need to concentrate on consumers from rural area to take advantage of the service. Second, low activity of ADR and legal procedure support compare to other services provide from Non-Government Consumer organization. Third, statistic shows that employees from Non-Government Consumer organization recognize importance of consumer's ADR and government's support as well as enforcement of law. Forth, the preparation of Consumer ADR in Non-Government Consumer organization, selecting committee is the most important procedures are reinforce human resource, improvement of organization structure. Fifty, order to establish Consumer ADR in Non-Government Consumer organization, recruit professional manpower is the priority and financial support is also important. All these result would help improve the activity of ADR in Non-Government Consumer organization, which will lead the organization to be more professionalize, globalize and able to segment the market. Further more, Non-Government Consumer organization would develop better ways to take itself to another level to provide better service. Also, create an institution that will help consumer's dispute and legal procedure. It will prevent future victims and protect consumer's right.
