Review of overseas dental regulatory authorities for a discussion on self-regulation of the dentist : Focused on International Society of Dental Regulators, the U.K., Ontario in Canada, California in the U.S. and Japan (치과의사 자율규제 논의를 위한 해외 치과의사관리기구 검토 -국제치과의료인관리협의회, 영국, 캐나다 온타리오주, 미국 캘리포니아주, 호주, 일본을 중심으로-)

  • Recently, there has been an increasing interest in the regulation of medical & dental profession in South Korea due to various medical scandals & exacerbated commercialism. Consequently, the voice asking for strengthening the license management of medical & dental profession is rising. However, there is an absolutely lacking discussion on self-regulation of the Korean dentist community. This study investigated International Society of Dental Regulators and dental regulatory authorities in the U.K., Ontario in Canada, California in the U.S. and Australia. In addition, this study examined what situations Japan was in, which was similar to Korea in terms of systems. In the U.K., the U.S., Canada and Australia, there are independent dental regulatory authorities, which place emphasis on lay personnel participation. In addition, the organizations prepared very specific and detailed ethics, standards, and punishment guidelines to be followed by professionals. And, various efforts are being made to secure transparency and trust. As a result of this study, self-regulation in Korea seems to require an open approach that embraces civil society, and it is considered that dentist should lead social discussion more positively.

  • Since 1991, Korea, Canada and United States have performed the direct use of spent pressurized water reactor (PWR) fuel in the Canada deuterium uranium (CANDU) reactors (DUPIC) fuel development project. Unlike the Tandem fuel cycle, which requires a wet reprocessing, the DUPIC fuel technology can directly refabricate CANDU fuels from the PWR spent fuel and, therefore, is recognized as a highly proliferation-resistant fuel cycle technology, which can be adopted even in non-proliferation treaty countries. The Korea Atomic Energy Research Institute (KAERI) has fabricated DUPIC fuel elements in a laboratory-scale remote fuel fabrication facility. KAERI has demonstrated the fuel performance in the research reactor, and has confirmed the operational feasibility and safety of a CANDU reactor loaded with the DUPIC fuel using conventional design and analysis tools, which will be the foundation of the future practical and commercial uses of DUPIC fuel.

  • Export Credit Agency(ECA) plays a role of importance in international trade and investment flows. The first ECA, the Export Credits Guarantee Department(ECGD) of the United kingdom, was established in 1919. Its original purpose was to encourage and support exports that would not otherwise have taken. Similar motivations led to the establishment, most of those in operation today. Their traditional role is to support and encourage exports and outward investment by insuring international trade and investment transactions, and in some cases by providing trade finance directly. ECA come in all shapes and sizes, and there in no such thing as a typical ECA model. Most of them insure both political and commercial risks on exports and until the last decade. They operated as government entities or on the account of their government, and many of them have changed and are still changing. This study focuses and analyzes the changes of those four major countries' ECAs, which are the U.S.A.(EXIM), France(COFACE), Japan(JBIC), and Canada(EDC).

  • The Canadian experience-universal government health insurance administeredby the ten provinces and two territories with some fiscal and policy variations-suggests the possibility of more effectve and efficient health care delivery system. The central purpose of the Canadian health in surance was to reduce and hopefully eliminate financial barriers to medical care. In this it succeeded. But it also produced varous kinds of unexpected side-effects on cost and quality. The Federal and Provincial Governments of Canada continue to exert theri efforts to ameliorate these problems. The lesson from Canada is that the health care revenue should be raised at the national level and managed at the regional level, and the regional healthcare financing organization has to take over the functions of the public health center. These alternatives is expected to make the Korean health care delivery system more efective and efficient, and to achieve health for all. This paper also discussed the policy agenda for implementing such alternatives in Korea.

Deriving Ecological Protective Concentration of Cadmium for Korean Soil Environment

  • For effective and efficient environmental management, developed countries, such as the Netherlands, UK, Australia, Canada, and United States apply ecological risk assessment, and they have an autonomous risk assessment methodology to protect native receptors. In this study, soil ecological protective concentration (EPC) of cadmium in Korea was derived using Korean ecological risk assessment methodology. The soil EPC of cadmium was calculated using probabilistic ecological risk assessment based on species sensitivity distribution. The soil EPC was calculated according to land use for residential/agricultural and industrial/commercial purposes. The chronic soil EPCs for residential/agricultural and industrial/commercial lands were derived to be 1.58 and 9.60 mg/kg, respectively. These values were similar to soil EPC of European Commission, the Netherlands, UK, and Canada. However, these values were lower than the established Korean soil standard, because the current soil standard was based on human risk. Therefore, the impact on an ecosystem when establishing environmental standard should be considered.

Temporal Distribution of Ectomycorrhizal Fungi and Pollen as a Seasonal Nutrient Source in a Boreal Forest, Canada

  • Seasonal distribution of ectomycorrhizal associations in various types of forest in a boreal forest in Manitoba. Canada was investigated. Alsohe relationship between ectomycorrhizal growth and pine pollen nutrients was examined. In four different forest stands, ectomycorrhizas tended to be lower in the spring than in the summer and fall samples. In addition. a mature jack pine (Pinus banksiana) stand showed higher mycorrhizal activities than a young jack pine stand. Growth of Suillus brevipes hyphae wa ts stimulated by additions of pollen representing mean pollen deposition in Mistik Creek study area after 30 and 70 days of growth with dextrose availability. This result suggests that the peak ectomycorrhizal activity is followed by pollen deposition in the study region and therefore, addition of pine and spruce pollen in early or middle of June in the boreal forest can be an important seasonal nutrient source for ectomycorrhizal growth.

COMPARISON OF THE FIRE SUPPRESSION PERFORMANCE OF HALON REPLACEMENT AGENTS

  • HFC-227ea and HCFC Blend A were evaluated using full-scale fire tests to obtain information on their fire suppression performance, drop-in capability, thermal decomposition products and physical behaviour of the agent such as its flow characteristics in the piping system. Also, full-scale tests were conducted with Halon 1301 to provide a basis for comparison. Halon 1301, at concentrations of 5% to 7.5%, showed effective total-flooding fire- extinguishing performance for all test scenarios. HFC-227ea, at a design concentration of 7.6% or higher, and HCFC Blend A, at a design concentration of 12%, extinguished all fires in the test facility, however, these agents produced higher concentrations of acid gases than Halon 1301. The quantity of the acid gases generated during fire suppression was dependent on agent concentration, agent discharge time, fire type and size as well as extinguishment time.

  • Small and medium-sized enterprises (SMEs) account for a large proportion of the total number of enterprises in many countries. The development of SMEs has contributed to job creation and economic benefits. Every government has formulated active diversification strategies to promote the export market of SMEs, but the performance of export capabilities remains insufficient. The primary purpose of this study is to examine the effectiveness of export credit insurance in promoting SME export performance in Canada. Using data from 2008-2017, the augmented Dickey-Fuller (ADF) model to test the stationarity of the concerned variables and the error correction model (ECM) and autoregressive distributed lag (ARDL) cointegration test to empirically investigate the cointegration relationship between the research targets. The results represent the positive and critical impact of export relative price and domestic demand pressure on Canada's export performance, and the negative impact of the export volume index at a significant level. Regrettably, the impact of export credit insurance on the export performance of Canadian SMEs is considered exaggerated overall. In view of this result, it is necessary for the Canadian government to enact policies based on the current market status. And enhance confidence among SMEs to begin exports and diversify their markets rather than focusing only on the domestic or US market, especially given the impact of COVID-19. From the case of Canada, Korean government can attempt to learn from them to conduct more efficient strategies for SMEs.

  • The Korean Atomic Energy Research Institute is currently planning the construction of an Underground Research Tunnel to carry out research and development related to the disposal of high-level wastes from nuclear reactors used to generate electrical power. This paper discusses the excavation methods used to construct the Canadian Underground Research Laboratory and their application in planning for the construction of a similar underground laboratory and eventually an underground repository for high-level wastes in Korea.
