서비스업 사업장 안전분위기 평가에 관한 연구 (A Study on the Evaluation of Safety Climate in the Service Industry)

  • As one of crucial industries, the service industry occupies a large part of economy in Korea poor in natural resources. However, prevention of industrial disasters has been promoted mainly in manufacturing and construction industries where the frequencies of such disasters and victims are high. Research on the evaluation of workplace safety climate has been conducted centering on traditional industries like manufacturing and construction, and few studies have been made for service businesses. The objective of this study was to evaluate workplace safety climate perceived in the field by workers engaged in service businesses and to contribute to the establishment of industrial safety and health policies in consideration of the characteristics of each business category. Using research variables safety knowledge, safety attitude, safety motivation, safety participation, safety compliance, and safeness of work environment, we evaluated comprehensive workplace safety climate based on the causal relations among the variables. In the results of analyzing data from a questionnaire survey of service business employees, statistically significant effect relations among the variables were identified, and the fitness of the model with approved reliability and validity was verified.

유해인자 노출감시를 통한 산업보건서비스 강화 (Strengthening Occupational Health Services through Monitoring Exposure to Health Hazards)

  • Objective: The purpose of this study was to find ways for strengthening occupational health services through monitoring exposure to health hazards. Methods: About 70,000 workplaces that have conducted the work environment measurement(WEM) over the last three years(2017~2019) were classified according to the Korean Standard Industry Classification(KSIC), and the current status of WEM by industry was analyzed. The authors considered ways to monitor exposure to health hazards in order to strengthen occupational health services and protect workers' health. Results: Based on the KSIC, 934 of the 1,196 total sub-classified industries have conducted WEM in at least one workplace over the last three year(2017~2019). In the case of manufacturing, out of a total of 477 sub-classified industries, 474 have conducted WEM at more than one workplace. However, in some industries, WEM was not conducted or the implementation rate was low, so it was necessary to examine whether WEM should be expanded based on a detailed analysis of the WEM database. To this end, it is necessary to form an exposure monitoring committee in which various experts from different fields can participate. The committee needs to discuss the overall matters necessary for selecting industries that require detailed investigation or research, review the results, and prepare a final recommendation. Conclusion: In conclusion, the government needs to come up with a plan to strengthen occupational health services through surveys and research on the current status of WEM and work environment management models by industry.

택시운전원의 고객응대 노동이 정신건강에 미치는 영향 (The Effects of Customer Contact Service to the Mental Health among Korean Taxi Drivers)

  • Purpose: The purpose of this study was to determine the relationship between customer contact service and mental health among Korean taxi drivers. Methods: This was a secondary analysis of data collected from the 2015 Korean Working Conditions Survey. The sample included 496 taxi drivers in South Korea. The effect of customer contact service on mental health was analyzed using logistic regression analysis. The independent variables were general characteristics, working conditions, and hazardous factors in interactive service. Results: The prevalence of poor mental health was 56.3%. Taxi drivers experienced emotional involvement (17.2%), hiding feeling (32.0%), and contact with angry clients (18.3%) in their job. During the first month of their work, 33.7% experienced verbal abuse and 12.3% threats/humiliating behaviors. In bivariate analysis, verbal abuse, threats/humiliating behaviors, and physical violence were associated with mental health of taxi drivers. Multiple logistic regression analysis revealed 'emotional involvement' and 'contact with angry clients' were significant predictors of mental health. Conclusion: The findings of this study may be useful in developing intervention programs to improve the mental health of taxi drivers in South Korea.

전리방사선 노출과 관리 (Exposure Assessment and Management of Ionizing Radiation)

  • Objectives: To investigate safety and health management, conditions in factories or facilities handling radiation-generating devices and radioactive isotopes were reviewed in terms of regulations of radiation safety control in Korea. Radiation exposure levels generated at those facilities were directly measured and evaluated for establishing an effective safety and health management plan. Methods: Government organizations with laws and systems of radiation safety and health were investigated and compared. There are three laws governing radiation-related employment such as occupational safety and health acts, nuclear safety acts, and medical service acts. We inspected 12 workplaces as research objects:four workplaces that manufacture and assemble semiconductor devices, three non-destructive inspection workplaces that perform inspections on radiation penetration, and five workplaces in textile and tire manufacturing. Monitoring of radiation exposure was performed through two methods. Spatial and surface monitoring using real-time radiation instruments was performed on each site handling radiation generating devices and radioactive isotopes in order to identify radiation leakage. Results: According to the occupational safety and health act, there is no legal obligation to measure ionizing radiation and set dose limits. This can cause confusion in the application of the laws, because the scopes and contents are different from each other. Surface dose rates in radiation generating devices such as implanters, thickness gages and accelerators, which were registered according to nuclear safety acts, using surveymeters, and seven of 36 facilities(19.4%) exceeded the international standards for surface radiation dose of $10{\mu}Sv/hr$. Conclusions: The results showed that occupational health and safety acts require a separate provision for measuring and assessing the radiation exposure of workers performing radiation work. Like noise, ionizing radiation will also periodically be controlled by including it in the object factors of work-environment measurement.

중국 여성근로자의 산업보건 실태에 관한 고찰 (A Review on the Occupational Health Status of Female Workers in China)

  • This study reviewed on the occupational health status of female workers in China, where the half of female population are workers in occupational settings and realizes the importance of occupational health among them, to establish the occupational health management system in Korea as Korean female workers have been increasing for the last few decades. Results of the study were as follows. 1. The proportion of female workers in total workers have increased from 7.5% in 1949 up to 37.6% in 1990. As for the distribution of female workers by industry, manufacturing part has the highest proportion of female workers in total and out of total female workers, the rank was health social welfare (53.2%), community personal service(45.4%) and agriculture forestry fishing(44.1%). 2. The system of occupational health management for female workers was related to superior organization well by administrative district & work place and professionals were distributed to one per ten thousand persons or more, depending on each region's conditions. 3. The regulations of occupational health management for female workers are defined in a variety of fields. Considering the physiological characteristics of female workers, government has tried to minimize the loss due to menstruation, pregnancy, delivery and lactation and has let them have vacations, guaranteeing the health facilities at the same time. Also government has defined the scope of prohibited work to protect legal right of them.

사업장 보건관리 사업의 형태별 수행성과 분석 -비용편익 분석을 중심으로- (Performance of Occupational Health Services by Type of Service : Cost Benefit Analysis)

  • Occupational health services in Korea have been operated as dual types : one is operated by occupational health care manager and the other is health care agency without their own personnel. The performance of occupational health service should be different due to the variety of characteristics of health care manager and workplace, qualification of health care manager. This study is to analyze performance of occupational health care services with a particular consideration of job performance shape and efficiency, based on comparing those two types of health care management to show on the basic data for the settlement of more qualitative health care management system at workplace. For this study, total 391 places in Seoul and Inchon city area ; 154 places (39.4%) managed by designated health care manager and 237 places (60.6%) by the agency with their commission are selected as research samples. Tools for data collection are questionnares that have been investigated during the period of 20 September 1993-20 December 1993. Those data are compared with percentiles, mean, standard deviation and B/C ratio using SPSS PC program. Conclusions observed from the tests and each comparison could be summerized as follows : 1. Occupational health care have been accomplished at workplaces with designated people than with agencies people, and coverage rate of the occupational health care services has differences, due to management types. The reason of these results is due to visit only one or two times monthly by the agencies, while their own health care manager obsess, at the workplaces all the times. 2. Most of the expense for environmental control of all health care services expenditures shows that there is almost no fundamental improvement because more expenses are needed for procuring personal protective equipment and measuring work environment instead of environmental improvement. 3. It is investigated how much the cost of occupational health care services needs per worker, and calculated how much the cost needs per service hour per worker. The results from this show that the cost of occupational health services at workplaces with their own managers used less than the cost of health care agencies, eventually the former gives better services with less cost than the latter. 4. Benefit/Cost ratio is also produced by total benefit/total cost. The result from the above way reads 4.57 as a whole, while their own manager having workplaces reads 4.82 and the agencies do l.56. Even if their own manager performing workplaces spent more cost, this system produces more benefit than the agencies management. 5. The B/C ratio for medical organization such as local clinic, health care center and pharmacy shows more than or equal to at the workplaces controlled by the agencies. It is inferred that benefit would be much less than the cost used, with so being inefficient. 6. It is assumed that the efficiency ratio of health education is equal to reduction rate of workers medical organization visit. Estimated reduction rate 5%, 10%, 15%, show that the efficiency ratio of health education have an effect on producing benefits. It is estimated that more benefit can be produced if more qualitative education will be provided for enhancing health care efficiency. 7. Results of this study cannot be generalized because there are large scale of deviation in case of workplaces with less than 300 full time workers, but B/C ratio reads 2.69 as a whole and 3.25 at workplaces with their own health care manager are higher than 1.63 at the workplaces manged by the agencies. Finally, all the benefit concerning health care services could not be quantified, measured and shown on the value of money. This is a reason that a considerable part of benefits are so underestimated. This is also thought that measurement tools should be developed for measuring benefits of health care services with a comprehensive quantification. in the future. It is also expected that efficiency of occupational health care services should be investigated using cost-effectiveness analysis.

국내 작업환경측정기관의 측정 및 분석장비 보유실태에 대한 고찰 (I) (Evaluation of the Possession of Measurement and Analytical Instruments among Domestic Work Environment Monitoring Service Providers (I))

  • Objectives: The aim of this study is to analyze the current status of the possession of measurement and analytical instruments among work environment monitoring organizations that have been designated by the Ministry of Employment and Labor (MoEL) in Korea. Methods: Data for measurement and analytical instruments were gathered by inspectors who had been assigned by the Korea Occupational Safety and Health Agency (KOSHA) and MoEL during the evaluation program for designated work environment monitoring service providers in 2012. Data for 11 monitoring instruments and nine analytical instruments were collected from 108 organizations. Basic data such as the type of service provides and the size of employment were also recorded by the inspector. Results: The total number of personal air samplers including high and low flow rates operated in Korea was 5,418, with average of 50.2. Average operation number of noise dosimeters was 35.0, while 3,780 dosimeters were used in 108 work environment monitoring organizations. There were 10,488 monitoring instruments in total. All service providers possessed at least one AAS and GC in their analytical laboratory. Total number of HPLC/MS was five, followed by ICP/MS of seven, with an average of 0.07. Conclusions: Based on the data, domestic work environment monitoring service providers possessed relatively reasonable measurement and analytical instruments. Nearly all instruments had been imported from advanced countries such as USA, UK and Japan. Periodic gathering of data on these instruments may help maintain good workplace monitoring results and the health of workers at the sites.

산업간호사의 의료행위 직무지침서 활용 및 의료행위직무 수행실태 (A Survey on the Occupational Health Nursing Activities for primary care)

  • The occupational health nursing guideline for primary care was developed by the Korean Academic Society of occupational health nursing and the organization for occupational health nurses (currently known as the Korean Association of Occupational Health Nurses) in 1993. Since then, there have been many changes in the health care environment and job performance of occupational health nurses. Appropriate revisions are necessary of the guidelinea based on this background. The purpose of this study was to describe the use of the occupational health nursing guideline for primary care and to analyze the characteristics of primary care activities by occupational health nurses. The questionnaire was mailed to 150 occupational health nurses(OHNs) with the response rate of 64%. The results can be summarized as follows; 1. 65.6% of OHNs have been using the guideline for primary care and 75.9% of them agreed that the guideline was be helpful for their job. 2. Common symptom care, emergency care and chronic illness care were more frequently implemented than occupational disease care by OHNs. In manufacturing industries, emergency care was more frequently implemented than chronic illness care in contrast to the service industries. 3. Most frequent common symptoms treated by OHNs were indigestion, diarrhea, abdominal pain, headache, and coughing. In the case of chronic illness, OHNs more frequently treated diseases of the gastro-intestinal system, skin and sensory organs, and the respiratory system. Emergency care for bruises, burn, and abrasions was more frequently provided. VDT syndrome was the most common occupational disease cared by OHNs in manufacturing and service industries. 4. OHNs prescribed the medicine for external application more frequently than internal medicine. Remedy for colds, analgesics, vitamins, and digestives were more frequently used. From these results, we suggest that the guideline should be revised to emphasize the activities consisting problem finding such as health assessment, physical examinations, monitoring and screening, and to renew the drug list in the range of over- the counter medication (OTC). In the future, the guideline will include the strategies for the role as the case manager.

Association Between Work Conditions and Smoking in South Korea

  • Background: A variety of sociodemographic factors, such as gender, age, household income, and educational level, influence individuals' likelihood of smoking.Work-related factors may also be linked to smoking behavior.We sought to investigate the relationship between smoking and work environment in South Korea. Methods: We analyzed data from the Fifth Korean National Health and Nutrition Examination Survey to determine whether there was an association between smoking and occupation type (e.g., manual, nonmanual, or service work), night-shift work, and hours worked/week (e.g., <40, 40-48, 49-60, or >60 hours) for 4,685 workers. Regression models were adjusted for sociodemographic variables such as age, recent alcohol consumption, hours slept, educational level, and household income. Results: The prevalence of smoking was 50.1% in men and 7.2% in women. For women, manual workers had 2.34 times [95% confidence interval (CI): 1.02-5.36] greater odds of smoking compared with nonmanual workers, whereas service workers had 2.37 times greater odds (95% CI: 1.28-4.40). Furthermore, women who worked 49-60 hours had 2.21 times greater odds of smoking (95% CI: 1.10-3.75) as compared with women who worked 40-48 hours. Conclusion: Women who work long hours or who are employed in service or manual positions are more likely to smoke. These results indicate a need in South Korea to target these specific groups when creating nonsmoking policies.

보건소 직원이 지각하는 서비스지향성이 조직몰입과 경영성과에 미치는 영향 (The Effects of Service Orientation on the Organizational Commitment and Management Performance of Public Health Center Workers)

  • Purpose: The purpose of this study was to identify the effects of service orientation on the organizational commitment and management performance of public health center workers. Methods: A cross-sectional survey design was used. A convenience sample of 280 workers was recruited from six public health centers in J province, South Korea. Data were collected by self-report questionnaires, including general characteristics, service orientation, organizational commitment, and management performance. Data were analyzed with descriptive statistics, Pearson correlation coefficients, independent t-test, one-way ANOVA, and hierarchical regression using the SPSS 22.0 program. Results: The service orientations explained 34.1%of the variance in organizational commitment and explained 31.4% of the variance in management performance. The service orientation was a significant predictor of organizational commitment and management performance. Conclusion: The results of this study suggest that better strategies for service orientations will be helpful to enhance organizational commitment and management performance in the public health center.
