보건의료의 공적개발원조 방향과 과제 (International Health Cooperation and Challenges for Official Development Assistance)

  • As the United Nations announced Sustainable Development Goals (SDGs) in 2015, the world changed its development goals from focusing on efficiency to equity. As a result, in the health sector, universal health coverage (UHC) has become one of the main issues. This paper reviews and discusses on future direction and issue of official development assistance program for developing countries. Korea International Cooperation Agency under the Ministry of Foreign Affairs published on Korea International Cooperation Agency's mid-term health strategy 2016-2020 developed on participation program with stakeholder including governments, civil society partner organizations, and educational institutions. The SDGs expands non-communicable diseases, UHC, and global health security from the existing Millenium Development Goals health sector. Progress toward UHC underpins the achievement of all other targets under SDG Goal 3. Progress in reducing health inequality across the life course is drawing on overall data and from specific target. In order to achieve SDG 3, a multi-disciplinary approach, convergence between IT and u-health of this development, is desirable.

한국-우즈베키스탄 친선 한방병원 내원환자의 비만 설문 조사 (A survey on obesity conducted in the Korea-Uzbekistan friendship hospital of Korean medicine)

  • Objectives: This study was designed to confirm the ethnic and socioeconomic differences in the obesity of Uzbekistan. Methods: From 139 patients, visited Korean-Uzbekistan friendship hospital of Korean Medicine, gathered the information of the sex, height, weight, ethnic group, economic status, education level, self-desired weight, self-perception of weight status and experiences of weight reduction. Also patients completed the 10 questions about the association between obesity and disease. Results: Koreans in Uzbekistan showed a significant lower value of body mass index (BMI) and a significant higher understanding between obesity and disease than other ethics. Socioeconomic differences in the obesity were not confirmed. People of Uzbekistan showed a little experience of weight reduction. Conclusions: Koreans in Uzbekistan have a different prevalence and perception of the obesity with other ethnics. Researches about the relationship between obesity and metabolic factors, and prevention programs for obesity and metabolic syndrome are needed for the public health of Uzbekistan.

Towards Elimination of Asbestos-Related Diseases: A Theoretical Basis for International Cooperation

  • We develop a theoretical framework for international cooperation that can be used for the elimination of asbestos-related diseases(ARDs). The framework is based on the similarities in the temporal patterns of asbestos use and occurrence of ARDs in diverse countries. The status of each nation can be characterized by observing asbestos use and ARD frequency therein using a time window. Countries that supply technology for prevention of ARDs can be classified as donors and countries that receive these technologies as recipients. We suggest identification of three levels of core preventative technologies. Development of a common platform to gather and manage core preventative technologies will combine the strengths of donor countries and the needs of recipient countries.

대학교 국제개발협력의 이해 수업이 세계시민의식, 진로정체성, 진로준비행동 및 협력적 효능감에 미치는 효과에 대한 융합연구 (Convergence Research on the Effect of Awareness Enhancing Education of International Development Cooperation on Global Citizenship, Career Identity, Career Preparation Behavior, and Cooperative Efficacy)

  • 본 연구는 한국국제협력단(Korea International Cooperation Agency, KOICA)에서 주관하는 대학교 국제개발협력 이해증진사업이 대학생의 세계시민의식과 진로정체성, 진로준비행동 및 협력적 효능감에 미치는 효과를 확인하고자 수행되었다. 본 연구는 유사실험연구 설계를 적용하였으며, C시 소재 일개 대학교에서 국제개발협력의 이해 수업에 참여한 32명의 수강생 및 수업에 수강하지 않은 32명의 대조군을 대상으로 학기 초와 학기 말에 세계시민의식, 진로정체감, 진로준비행동, 그리고 협력적 효능감을 수집하였다. 연구 결과 국제개발협력의 이해 수업을 수강한 실험군의 세계시민의식(p=.003)과 진로준비행동(p=.013) 수준은 대조군에 비해 통계적으로 유의한 차이를 보였다. 그러나 진로정체성(p=.385)과 협력적 효능감(p=.488)은 두 집단 간 유의한 차이를 보이지 않았다. 본 연구는 국제개발협력의 이해수업의 효과를 확인하여 국제개발협력 이해증진사업의 방향을 제시하였다는 점에서 중요한 의의가 있다.

  • The present mainstream in international cooperation of technology is exchanges of professors and students, dispatching and training, and visiting of foreign engineers and scholars. There are cooperation activities such as East-Asia Energy Forum which is only in beginning stage. The international cooperation of technology is only focused to cooperate with advanced countries and some manpower is participating with limits. As the technology level of Korea is increased, it is necessary to consider cooperations with developing and un-developed countries and to apply experts extensively and variously. This contributes to solve the problem of unemployment and to develop markets in developing and undeveloped countries.

Evaluation of Japan's Official Development Assistance (ODA) Projects on Flood Risk Management in Thailand

  • This study evaluates Japan's Official Development Assistance (ODA) projects in Thailand from 2011 to 2013 by deploying the Sendai Framework for Disaster Risk Reduction (SFDRR) and the Organization for Economic Cooperation Development (OECD) evaluation criteria. Special attention is placed on disaster-related development assistance activities of Japan through reviewing long-term impacts of the projects. The Japan International Cooperation Agency (JICA) has played a crucial role in transferring Japan's experiences on disaster risk management to developing countries, including Thailand. The study highlights two flood risk management projects in Thailand with the support of JICA after the 2011 floods, namely the Project for the Comprehensive Flood Management Plan for the Chao Phraya River Basin and the Project for Flood Countermeasures for Thailand Agriculture Sector. The case studies demonstrate that the projects were efficiently and effectively conducted for meeting Thailand's needs and requirements. JICA provided multi-hazards risk analysis through scientific data as well as local knowledge. However, achievements of the project did not last for long because of a lack of Thai stakeholders' commitment and JICA's post-project management. It is concluded that a development agency should consider impacts and sustainability of flood risk management projects more carefully from the stage of planning, and the practical application of the knowledge, and technologies should also be monitored progressively after the completion of the project.

Recognizing the importance of cooperation among international organizations and institutions. Welcoming progress achieved through international and national efforts to improve safety and health at work.

International Development Assistance of Russia

  • Russia has an interesting history as a donor, recipient and re-emerging donor in international development assistance (IDA). This article introduces the history, policy and challenges of Russian IDA, and provides suggestions for such challenges. The main barrier to Russian IDA is the absence of a central government agency and Russia can learn from other country's experience. Concerning lack of data on the provision of assistance to each sector of IDA and the large number of recipient countries, Russia can learn from Korea particularly in education sector. With respect to building a system ensuring the efficiency of the Russian IDA works, a tool for analysis of the effect of the Russian IDA programmes may be drawn in consultation with international institutions or successful programmes of other donor countries.
