Developing Forest Fire Status Information Management System using Web GIS Technology (웹 지리정보시스템 기술을 이용한 산불 현황정보 관리시스템 개발)

  • In this paper forest fire status information management system was developed under web environment using web GIS(geographic information system) technology. Though this system, general users can easily retrieval domestic forest fire status information and obtain that in visual way such as maps, graphs, and texts if they have only certain web browsers. Moreover, officials, who have system access authority, can easily control and manage all domestic forest fire status information through input interface, retrieval interface, and out interface of the system. This system can be considered as the first domestic system to manage forest fire status data and service them in visual through user friendly interfaces on web. In order to implement this system, IIS 5.0 of Microsoft is used as web server and Oracle 8i and ASP(active server page) are used for database construction and dynamic web page operation, respectively. Also, ArcGIS IMS(internet map server) of ESRI is used to serve maps by using Java and HTML as system development languages. Not only the domestic tendency of forest fire but also the forest fire status information of certain area and time such as the frequency and the loss can be presented through distribution maps, graphs and tables. Therefore, this system is supposed to play as a important role when the policy relate to domestic forest fire is established. In addition, the self consciousness of people against forest fire can be inspired and the foundation of scientific and systemic forest fire services can be obtained through this system in the future.

First Report of Pitch Canker Disease on Pinus rigida in Korea

  • Pitch canker of Pinus rigida, caused by Fusarium subglutinans f. sp. pini, was first noticed in Inchon, Korea, and is now being spread into other plantations of pines. Typical symptoms re resin flows from canders on the shoots, branches, and trunks, and resin-soaking of the sap wood under the bark. Pathogenic fungi were isolated from the infected shoots, branches, and sees on Fusarium-selective medium. Mycelial growth and microscopic characteristics were examined. Pathogenicity test was carried out by inoculating four common species of pines (P. rigida, P. densiflora, P. thunbergii, and P. koraiensis) in Korea. P. rigida and P. thunbergii showed symptoms identical to those of naturally infected trees, while P. densiflora and P. koraiensis remained free symptomless.

  • This study is aiming at providing the useful information for successful implementation of the forest resource promotion policy through analyzing the impacting factors and their relationships on policy accomplishment and policy effectiveness in executing the forest resource promotion policy. Interview survey was conducted on the stake-holders such as government officers and civilians who have direct or indirect influences on the establishment and execution of the forest resource promotion policy. The forest resource promotion policy was heuristically analyzed by using the LISREL (Linear Structural RELations) Model. The policy accomplishments of forest resource promotion significantly showed the positive relations with the suitability of problem recognition, the suitability of policy decision-making and rationality of policy execution, while the degree of policy support and the policy accomplishments were having significant impacts upon the policy effectiveness. Since the path coefficients between the latent variables and observed variables and among the latent variables mostly showed the positive relations significantly, the forest resource promotion policy was evaluated very successful in terms of policy accomplishments and policy effectiveness.

An Analysis on the Satisfaction of Service Quality for Seasonal Arboretum Visitors using IPA (IPA를 이용한 계절별 국립수목원 이용객의 서비스 질 만족도 연구)

  • The purpose of this study was to investigate the satisfaction of service quality for seasonal visitors of Korea National Arboretum using Importance-performance analysis. Data were obtained from visitors of Korea National Arboretum on spring, summer, autumn. Results of analysis showed that all season visitor's satisfaction was high. The IPA was undertaken with total 24 variables about service quality of arboretum. Results of IPA was founded that summer visitors want to improve some services (information facilities, forest museum, conveniences, etc). Autumn visitors, on the other hand, thought that some services (kindness, active responsiveness, variety of plant, etc) are overinvested. As a results, there is differences between importance and satisfaction about seasonal service quality.

Estimation of spatial parameters to be included in 3D mapping for long-term forest road management

  • Point cloud-based 3D maps can obtain many kinds of information for maintenance work on forest road networks. This study was conducted to compare the importance of each factor to select the factors required for the mapping of 3D forest road maps. This can be used as basic data for attribute information required to maintain forest road networks. The results of this study found that out of a total of 30 indexes extracted for mapping 3D forest roads, a total of 21 indexes related to stakeholder groups were significantly different. The importance of the index required by the civil service group was significantly higher than that of the other groups overall. In the case of the academic group, the index importance for cut slope, fill slope, and drainage facility was significantly higher. On the other hand, the index importance for the forestry cooperative and forest professional engineer group was mostly distributed between the civil servants' group and the academic group. In particular, the type of drainage system showed the highest value among the detailed indexes. Overall, drainage related factors in this survey had high coefficient values. The impact of water on forest roads was the most important part in road maintenance. In addition, the soil texture had a high value in relation to slope stability. This is thought to be because the texture of the soil affects the stability of the slope.

  • Cyber threats are evolving and becoming more sophisticated with the development of new technologies, and consequently the number of service failures caused by DDoS attacks are continually increasing. Recently, DDoS attacks have numerous types of service failures by applying a large amount of traffic to the domain address of a specific service or server. In this paper, after generating the data of the Syn Flooding attack, which is the representative attack type of bandwidth exhaustion attack, the data were compared and analyzed using Random Forest, Decision Tree, Multi-Layer Perceptron, and KNN algorithms for the effective detection of attacks, and the optimal algorithm was derived. Based on this result, it will be useful to use as a technique for the detection policy of Syn Flooding attacks.

Valuing Estimation of forest healing function of Jangseong Healing Forest (장성 치유의숲의 산림치유기능에 대한 가치평가)

  • As interest in 'Forest therapy' continues to increase, local governments as well as Korea Forest Service (KFS) are actively promoting a project to create 'healing forests' nationwide. In this situation, it is necessary to examine whether such a policy is suitable. Therefore, the main purpose of this study is to estimate the use value of Jangseong healing forest which is the most-visited place among the national healing forests. To achieve this aim, a survey of randomly selected 400 visitors was conducted in Jangseong healing forest. 391 surveys were used for analysis, excluding 9 untruthful answers. And 1.5 bounded dichotomous choice contingent valuation method (CVM) was used to estimate the economic value of Jangseong healing forest. As a result, the average willingness to pay ($wTP_{mean}$) for the use fee of Jangseong healing forest was 35,010 won per visitor per day. And the annual use value of Jangseong healing forest was estimated to be worth almost 7.5 billion won.

Management Efficiency of Forest Tending Works by Using Data Envelopment Analysis (DEA(Data Envelopment Analysis)기법을 이용한 숲가꾸기 사업의 경영 효율성 분석)

  • Korea Forest Service is recently focused on forest tending works for promoting in green jobs. The purpose of forest tending work is not only maintaining ecologically stable forest stand structure but also developing commercial forest. These trends are also emphasized by creation of various benefits and expanding carbon absorption in forest management. For achieving these purposes, Management efficiency of output was analized by the inputs such as labor cost, material cost and expense cost using DEA technique. The results show that, 19 sub-compartments are appeared to be the optimal in the efficiency of the forest tending works among total 52 sub-compartments. Among those there were 5 sub-compartment 8-0-3, 9-3-3, 6-0-3, 7-0-6, 1-0-5 and 3-0-3 to be considered in the high reference. The high reference areas mean those areas which is well accomplished in forest tending works as the desirable model.

Effects of Soil Covering Depth and Vegetation Base Materials on the Growth of Lespedeza cyrtobotrya Miq. in Abandoned Coal Mine Land in Gangwon, Korea (폐석더미에서 복토 및 식생기반재 처리가 참싸리(Lespedeza cyrtobotrya Miq.)의 생장에 미치는 영향)

  • This study was conducted to evaluate the effects of soil covering and vegetation base materials implementation on the growth of Lespedeza cyrtobotrya Miq. in abandoned coal mine land. We compared the biomass of L. cyrtobotrya at the study plots of four different soil covering depth (control, 10cm, 20cm, and 30cm) and four different compounds of vegetation base materials composed of soil conditioner (S), erosion control (E), and peat moss (P) (control, S+P, E+P, and S+E+P). The result showed that the biomass of L. cyrtobotrya was higher in the study plots implemented with soil covering than control plot, although the increase in biomass was not constant with soil covering depth. In case of the vegetation base materials treatments, the biomass was highest in S+E+P plot, and S+P and E+P plots showed higher biomass than control plot.

Variation of Seed Viability among Cone Harvest Times at Two Clonal Seed Orchards of Chamaecyparis obtusa

  • The timing of seed harvesting is an important decision in the management of seed orchards because it affects seed quality and yield. To investigate the effect of cone harvest time on seed quality and determine the optimal harvesting time, cones were regularly collected in seven times and germination tests were performed at each harvest time in two clonal seed orchards of Chamaecyparis obtusa. As cones developed, the percentage of seed germination increased before cone moisture content began to decrease significantly. The moisture contents of cones were highest at the first collection as 68.3% and 67.3% in Jeju and Gochang seed orchards respectively. At this time, germination speed was slowest, indicating poor seed vigour. The highest germination was found at the second stage in Jeju (36.5%) and at the seventh stage in Gochang (28.6%) seed orchard. The germination speed increased as cone moisture content decreased. Additionally, changes of seed vigour differed among the developmental stages in both seed orchards. Consequently, the optimal cone harvest time of C. obtusa seed orchards in Jeju was early September when high germination percentage was obtained. In Gochang seed orchards, late October was optimal cone harvest time when the germination speed was fast and the cone moisture content decreased.
