신재생발전기의 데이터 취득방안에 대한 고찰 (Review on Data Acquisition of Renewable Power Generators)

  • In accordance with the Government's policy, renewable power generation is expanding very largely. This leads to increasing uncertainty in the power market and power system owing to the intermittent and fluctuating output characteristics of renewable power generators. Data on the acquisition of renewable power generators can be largely classified according to the operation of the power market and power system. Data on the settlement for the payment for the power amount are acquired in the power market, and real-time data for monitoring the status and output of the generators are acquired in the power system. However, renewable power generators operating in the power market have different acquisition cycles depending on the method of communication of the power meter. They acquire data only for settlement purposes and have no real-time data, which requires improvement. In this paper, the acquisition status is reviewed by classifying the data of renewable power generators into settlement and real-time data. In addition, measures and acquisition criteria for real-time data of renewable power generators for improving the acquisition method are proposed.

한국 평생교육 정책의 유형화와 발전과제 (Characteristics of Lifelong Learning Policy and Developmental Tasks of South Korea)

  • 이 연구는 한국의 평생학습 정책 집행과정을 정책의사결정 모형으로 유형화하고 발전과제를 제시하는 데 목적이 있다. 한국의 평생학습 정책은 2000년에 평생교육법의 제정과 함께 본격적으로 시작되었다. 평생교육법에 따라 평생학습사회를 실현하기 위한 전략으로 다양한 열린 교육제도를 도입하였다. 그 결과 한국 정부는 취약계층을 위한 학습기회의 제공, 평생학습도시 선정, 평생학습문화 구축, 평생학습결과의 인정, 평생학습 중심대학 선정 등 다양한 평생교육 정책을 수립하여 국민의 평생학습을 지원하였다. 한국은 정부가 평생교육정책을 결정하고 재정 지원을 담당하지만 평생교육예산이 교육부 예산의 0.07%에 불과하여 아직도 학교교육 위주의 교육정책을 추진하는데 역점을 두고 있다. 한국의 정부관료적 평생교육정책은 그린(Green, 2000)의 입법모형에 비추었을 때 국가주도 모형이다. 그러나 이는 교육비 부담을 국가가 담당하는 것이 특징인 모델이므로 학습비를 대부분 개인이 부담하는 한국의 현실과는 맞지 않는다. 따라서 한국의 특성을 반영할 수 있는 평생교육 모형을 탐색할 필요가 있다. 연구결과 한국의 평생교육 제도는 앨리슨(Allison, 1971)의 정부 / 관료주의 모델, 지글러와 존슨(Ziegler and Johnson, 1972)의 입법모델, 그리핀(Griffin, 1987)의 사회통제 모델, 그린(Green, 2000)의 국가주도 모델로 특징지을 수 있음을 확인했다. 연구결과를 토대로 평생학습 활동은 학습시장의 수요와 공급 측면에서 관리되어야 하며, NGO의 활동과 취약계층에 대한 학습비 지원을 통해 평생학습을 강화해야 할 필요가 있을 제언으로 제시하였다.

  • 지방자치법 전부개정안이 통과되면서 지방행정 환경의 변화가 예고되고 있다. 특히 지방의회의 역량을 강화하고 책임성 확보를 위한 전문성 강화에 주목하여 현 지방의회의 예산심의과정에 있어서 권한 분석이 필요하다. 의회의 예산권한은 지갑의 힘(power of the purse), 예산통제권한 등 다양한 용어로 표현되며 의회의 예산심의과정에서의 통제와 견제 역할에 주목하고 있다. 본 연구는 재정지출 결정요인인 정치행정적, 사회경제적 변수가 지방의회의 예산권한에 영향을 미치는 요인을 분석하고자 했다. 의회의 예산권한을 예산수정률과 본회의 예산안 처리일수로 설정하고 다양한 변수들이 예산권한에 미치는 영향을 확인하였다. 그 결과 지방의회는 예산수정에 소극적이며, 견제와 통제 역할이 미흡함을 확인했다.

우연한 패권거부 - 미국의 세계리더십 거부와 중국의 틈새공략 - (The Accidental Denial of a Hegemonic Power's Role - The Reluctance of the U.S's Role as a World Leader and China's Target of a Niche Market -)

  • As the Trump administration withdraws the Paris Climate Agreement and shows its antipathy toward free trade, the U.S.'s soft power is most likely to weaken and its behaviors could be perceived as acts to surrender the U.S. hegemonic leadership in the world stage. Hegemonic stability theory notes that the existence of a hegemonic power contributes to international stability in the sense that it provides international public goods. A lack of the U.S's leadership in international politics, however, could be recognized as its denial of a hegemonic status. Is it intentional or accidental? The U.S's denial of hegemonic roles is the byproduct of the Trump administration's "American First" policy, not the showcase of its intention to transit hegemony to others. What is noteworthy is that China targets a niche market of hegemony as the U.S. denies its roles as the international leader. Put it another way, China attempts to ride hegemony for free when the U.S. denies its hegemonic roles accidentally. Faced with a niche market of hegemony, China has begun to accelerate its national strategy to make "Chinese Dream" come true. To that end, China promised again to keep the Paris Climate Agreement and attempts to play more active its roles in Shanghai Cooperation Organization(SCO), Asia Infra Investment Bank(AIIB), and "One Belt, One Road". Despite all these efforts, the U.S. is most likely to withdraw its denial of hegemony any time soon. The U.S's resumption of Freedom of Navigation Operations(FONOPs) could be a precursor of the return to a hegemonic power's willingness. In this vein, it is noteworthy that the South China Sea serves as a quasi-war zone for hegemonic conflict.

주요국의 신재생에너지 분야 기술경쟁력 분석 연구 (Technology Competitiveness Analysis of New & Renewable Energy in Major Countries)

  • As the threat of climate change escalates, 'net-zero' has become a priority for the international community, and the use of new and renewable energy sources is expected to play a significant role in reaching international carbon neutrality. Here, we evaluate technological competitiveness in terms of implementation and technology by analyzing scientific literature and patents in the new and renewable energy fields of five major countries. For the past 10 years (2009-2019), the most active areas of new and renewable energy research and development have been solar power, wind power, waste, and fuel cells. China is the forerunner in implementation, whereas the United States has the most advanced technology. Portfolio analysis revealed that Korea's fuel cell, the United States' bioenergy, China's waste, Japan's solar and fuel cell, and the European Union's wind power have shown to be in Star Field respectively. Technological competitiveness analysis found that Korea is lagging behind other countries in the new and renewable energy sector, and needs to set a new direction for future carbon-neutral research and development, investment, and policy.

중국 대학교 탈행정화 정책 분석: Cooper의 4차원 정책분석 모형을 사용하여 (An Analysis of the De-administration Policy of Universities in China: using Cooper's 4 Dimension Policy Lenses)

  • 본 연구의 목적은 Cooper의 4차원 정책 분석 모형을 사용하여 중국 대학교 탈행정화 정책을 종합적이고 거시적으로 분석하는 것이다. Cooper 등(2004)이 제시한 4차원 정책 분석 모형을 사용하여 중국 대학교 탈행정화 정책을 규범적 차원, 구조적 차원, 구성적 차원, 기술적 차원으로 분석한 결과는 다음과 같다. 첫째, 규범적 차원에서 중국 대학교 탈행정화 정책은 충분한 법적 보장을 받고 있으며 '교육 관리 체계와 관리 능력의 현대화'를 총목표로 하고 정부와 학교의 분리, 관리와 운영의 분리, 행정화 경향의 극복, 실존하는 행정 등급의 취소를 세부 목표로 하고 있다. 둘째, 구조적 차원에서 고도로 행정화된 대학교 관리 패러다임은 특정 역사 시기 중국 고등교육 발전의 초기에 중요한 역할을 하였지만 현재 중국 고등교육 발전을 저해하는 주요한 장애물 중 하나로 되었다. 다만 중국 대학교 탈행정화 정책은 60여년이라는 오랜 시간이 걸려서 겨우 이루어진 교육정책인 만큼 앞으로 대학교 탈행정화 개혁의 추진에 속도를 내기보다는 이 문제를 지속적으로 또한 단계적으로 해결해야 한다. 셋째, 구성적 차원에서 중국의 학자, 대학교 총장, 학생 등을 대표하는 각각의 주체들의 '대학교 행정화' 및 '대학교 탈행정화'에 대한 생각과 입장은 어느 정도 차이가 있지만 그들은 '대학교 행정화'를 없애는 것에 관하여서는 비교적 일치한 의견을 보여주었다. 넷째, 기술적 차원에서 지금까지 중앙정부 및 중국의 많은 대학교들은 관리와 실천에서 '대학교 탈행정화'의 좋은 성과를 축적하였지만 일부 비판의 목소리도 들린다. 그러나 이 모든 개혁의 사례들이 그 성공과 실패와 관계없이 향후 탈행정화 개혁의 모범으로 되길 바라는 바이다.

판매전략으로서의 승용차 전시매장 실내디자인에 관한 연구 -현황 분석을 통한 유형별 분류에 따른 제안- (A Study on the Interior Design Proposal for Motor Showroom as a Sales Policy)

  • The objective of this study is to provide recommendations for the interir design of motor showroom as a sales policy. ten cases of motor showrooms were selected from already observed 50 showrooms in Seoul area. findings revealed that the car industries of Korea should meet the strong needs of differentiated sales policy, and the showroom design was an important factor which influenced client's pruchasing power. From these findings and analyses, this study suggests that each brand has to represent the typical total image to appeal to the consumer strongly . Additionally each showroom should be flexible in modification to meet the diverse conditions such as the location, required function and the trend of consumers. In conclusion , researchers provided 6 types of recommendations in terms of floor plan and interior elements such as circulation path, moduled furniture and objects color and lighting variation . Hopely, this research provides more functional and comfortable environment of automobile showrooms for consumers and companies.

여성농업인에 대한 정책적 지원 강화 방안;여성농업인 육성 5개년계획 평가와 제언을 중심으로 (A Study on the Support Policy for Woman Farmers by Role Types in Korea)

  • The objectives of this study were: a) to analyze the upbringing policy for woman farmers in Korea, b) to find out the needs for the policy related to women's roles in decision making of farming activities, and c) to promote the programs in agricultural system for supporting rural women according to their role types and needs. This study was based on a literature review and discussions with the panel of experts witness and professionals including rural women. The major findings and conclusions from this study were as follows: 1 ) First of all, the policy for upbringing woman farmers had been improved. however, policy measures were still inadequate and were plenty of room for development. 2) Government policies were not focussed directly to meet the actual needs of rural women according to their various roles. 3) More government efforts should be enhanced to modify the policy and social system for rural women, and should be organized into the practical programs after careful considerations on the status of woman farmers according to their role types. 4) The five-year upbringing plan for woman farmers should be expanded to include strengthening economic power, widening woman farmers' influence. development of intellectual capacity and strengthening of self-enlightenment better health care and welfare services. and providing equal opportunities for women farmers.

의약품 선별등재제도 도입 전후 건강보험 등재의약품의 특성별 현황 (Changes in the List of Drugs Covered by National Health Insurance after the Introduction of Positive List System in Korea)

  • This study aimed to identify the changes in the list of drugs covered by national health insurance(NHI) after the introduction of positive list system (PLS) in Korea in December, 2006. Six-year (pre-policy:2004-2006, post-policy:2007-2009) lists of the NHI reimbursable drugs filed from Health Insurance Review and Assessment Service (HIRA) were analyzed. The total number of listed drugs as well as drug ingredients, and the average number of listed drugs per manufacturer decreased annually after the introduction of PLS. More than 8,000 drugs were delisted in the year 2007 right after the policy change. Prescription-only drugs occupied more than 85% of NHI listed drugs. The percentage of oral type of listed drugs has been increased to more than 60% after the policy change. Korean pharmaceutical manufacturers occupied more than 90% of listed drugs than multinational firms. The gap between Korean and foreign manufacturer in terms of the average number of newly listed drugs per manufacturer in each year has decreased two years after the PLS (Korean 7.7 vs. foreign 6.3 in 2009) as the price negotiation power of foreign firms has increased. The total number of listed drugs is expected to decrease in the future as the Korean government makes an effort to delist the unnecessary drugs that do not show cost-effectiveness.

양면게임 이론으로 분석한 한국GM 경영정상화 협상연구 (A Study on the Negotiation on Management Normalization of GM Korea through the Two-Level Games)

  • This study examines the normalization of Korean GM management between the Korean government and GM in terms of external negotiation game and internal negotiation game using Putnam's Two-Level Games. In addition, GM's Win-set change and negotiation strategy were analyzed. This analysis suggested implications for the optimal negotiation strategy for mutual cooperation between multinational corporations and local governments in the global business environment. First, the negotiation strategy for Korea's normalization of GM management in Korea can be shifted to both the concession theory and the opposition theory depending on the situation change and the government policy centered on the cautious theory. Second, GM will maximize its bargaining power through 'brink-end tactics' by utilizing the fact that the labor market is stabilized, which is the biggest weakness of the Korean government, while maintaining a typical Win-set reduction strategy. GM will be able to restructure at any time in terms of global management strategy, and if the financial support of the Korean government is provided, it will maintain the local factory but withdraw the local plant at the moment of stopping the support. In negotiations on the normalization of GM management in Korea, it is necessary to prepare a problem and countermeasures for various scenarios and to maintain a balance so that the policy does not deviate to any one side.
