  • Number of information users of industry, school and research institute with arrival of knowledge information society are in trend that increase gradually the 21th century. Manufacture user number of database been circulating is examined to fourteen million, six hundred and twenty-four thousand people in internal until end of 2002 if follow to Korea data base promotion center, this shows increase more than yearly mean $70\%$ every year by increasing provision $70.3\%$ past years. That collect rapidly and analyze connection importance information of scientific technique field in this hard fact and offer efficiently timely to investigator processing can say as indispensable indispensability a element in country science technique elevation. Wish to illuminate Specialized Information Center of scientific technique field's role and significance in this hard fact in this research, and examine the role and significance. Together, wish to present way for research direction and Specialized Information Center development by introducing phase thesis and synthetic middle, effort of Korea Institute of Science and Technology Information(KISTI) for special skill development way preparation and study finding for each Specialized Information Center.

  • It is certain that EC(Electronic Commerce) applying the internet will be activated in the knowledge society of 21 century based on IT(Information Technology). Though this change of social environment helps the useful information resource available to expand, it looks like that the rapid inclease in lots of information to gather makes colleges, reseach laboratories and public institutions to spend more man power and money on work of book purchases than before and now. Therefore the most urgent part for the business process reengineering in work of information service center is the business of book purchases. The business of book purchases is the core part in organizations and facilities. It should construct the books which the organigation and facility need in the most economical and efficient way within the range of physically receptive capacity with the limited budget. These organigations and facilities have to establish the policy of the book stock which they should possess and also librarians should endeavour to configure the kernel book stock constantly. I assert that they need to ensure a specialty with the improvement of business process accompanying choosing and purchasing the books. Especially, in a case of purchasing foreign books by request of members like professors, students, researcher and so on they have to replace the business of book purchase using agency with direct dealing using EC. This Business Process Reengineering will cut down on expenses, offer the transparency of book purchases and also give the users confidence. Moreover the Business Process Reengineering make it possible to build well constructed main books and information resource. The people in charge are enabled to acquire the knowledge of subjects with contiuous search for books of a spcial area and self-study. These experts in work will raise the quality of information service. Information service center will be the core in the 21c knowledge industry. To streng then value of it, efficiently run it and control it the existing business of book purchasing should be replace with direct dealing using EC applying the internet.

DIRECT COMPUTATION OF MARGINAL OPERATING CONDITIONS FOR VOLTAGE COLLAPSE

  • Voltage collapse is a serious concern to the electirc utility industry. It is common to associate steady-state stability with the ability of the transmission system to transport real power and to associate voltage collapse with the inability to provide reactive power at the necessary locations within the system. An algorithm to directly calculate the critical point of system voltage collapse was presented by the authors. The method (based on the ordinary power flow equations and explicit requirement of singularity of the Jacobian matrix) is basically one degree of freedom with proper load distribution factors. This paper suggests a modified algorithm to increase the degree of freedom, introducing the nonlinear programming technique. The objective function is a distance measure between the present operating point and the closest voltage collapse point. Knowledge of the distance and the most vulnarable bus from the voltage collapse point of view may be used as a useful index for the secure system operation.

  • 우리 나라에서 정보통신에 관하여 기본적 골격을 갖추게 된 것은 1961년 12월 전기통신법(법률 제 923호)이 제정되고 부터 이다. 그러나 이후 전기통신분야에서는 비약적인 기술혁신과 다양한 통신서비스의 수요중대로 인하여 국내외로부터 통신시장이 급증하는 등 통신산업에 대한 대내외의 환경이 변화하면서 이를 규율하는 법제도 복잡한 체계를 띠게 되었다. 특히 최근 정보화시대를 맞아 WTO 체제 출범이후 정보통신분야의 개방화 및 자율화에 대응하여 표준화에 대한 중요성을 인식하게 되었다. 우리 나라의 표준화 활동은 1961년 9월 공업표준화법이 제정되면서 국가차원의 공업표준화 사업이 시작되었으며, 1980년대 중반까지 공업표준 끌지 산업표준위주로 추진되어 오다가 1989년 한국정보통신기술협회(TTA)가 설치되면서 정보통신 야에서도 표준화 활동이 전개되기 시작하였다. 현재 정보통신 표준화에 대하여 규정하고 있는 법률로서는, 정보화촉진기본법 ·전기통신기본법·전파법·정보통신망이용촉진등에관한법률 ·소프트웨어산업진흥법 ·지식정보자원법 등이 있다. 이하에서는 이들 법률의 정보통신표준화 관련 규정을 살펴보고, 그 발전방향을 모색해보고자 한다.

창업가의 실패 귀인 지향성이 재창업에 미치는 영향: 기업가적 자기 효능감과 회복 탄력성의 조절효과를 중심으로 (The Effects of Serial Entrepreneurs' Failure Attribution on Subsequent Venture: Moderating Effect of Entrepreneurial Self-efficacy and Resilience)

  • 사회경제적 부가가치 산출 및 파급효과가 높은 창업에 대한 관심이 증가하고 있는 추세이다. 창업이 가져오는 긍정적인 측면에 집중하여 적극적으로 권장되고 있지만, 실패에 대한 두려움은 창업을 주저하게 만드는 가장 큰 원인으로 꼽히고 있다. 불확실성과 위험성이 높은 창업이 가지는 근본적인 특성상 창업가는 실패를 경험하게 될 가능성이 크다. 하지만 실패하게 되더라도, 창업을 통해 습득했던 기업인의 경험과 지식은 재창업 시 중요한 원천으로 작용할 수 있으며 결코 사장되어서는 안 될 사회적 자산이 될 수 있다. 특히 재창업 시 동일한 산업에 재도전하는 것은 이전 창업 경험을 통한 학습효과를 극대화하는 것으로 보고된 바 있다. 이렇듯 실패 후 재창업은 창업 관련 연구에 있어 매우 중요한 주제임에도 이와 관련한 체계적인 연구는 부족한 실정이다. 본 연구는 창업가가 실패에 대해 귀인하는 경향성에 주목하여 이것이 재창업 과정에 어떠한 영향을 미치는지에 대하여 실증분석을 실시하였다. 또한 이 과정에서 기업가적 자기효능감과 회복 탄력성이 미치는 조절 효과를 함께 고찰해보고자 하였다. 이를 위하여 재기중소기업개발원을 통하여 실패 후 창업을 시도한 연속 창업가들을 대상으로 설문을 진행하여 데이터를 수집하여 분석을 실시하였다. 분석 결과, 창업 실패의 원인을 내부적으로 귀인하는 경향이 높을수록 재창업 시 기존에 창업한 바 있는 동일한 산업을 그대로 유지하려 하는 것으로 나타났다. 또한 이러한 실패 내부 귀인 경향이 재창업 시 동일 산업 유지에 미치는 긍정적 영향은 기업가적 자기 효능감이 높을 때와 회복 탄력성이 높을 경우에 그 효과가 강해지는 것으로 나타났다.

University Linkages in Technology Clusters of Emerging Economies - Exploratory Case Studies from Cyberjaya, Malaysia - a Greenfield Development and Cyberabad, India - a Brownfield Development

  • This paper is concerned with the linkages between universities and industry in the information and communications technology (ICT) in Cyberjaya, Malaysia and Cyberabad, India. In the case of the ICT cluster of Cyberjaya, the context can be termed as greenfield cluster development as the whole project is developed from scratch. In the case of Cyberabad, India, the context can be seen as a brownfield development, where the cluster developed based on existing and new organisations in a region. There is extant literature in research, be it from an Innovation systems or a Triple Helix perspective that has given significant attention to the importance of universities as engines of growth and also about the significance of their linkages with industry innovation in regions. But as argued by scholars like Chaminade et al, most of these papers tend to ignore the specific context in which this interaction between the university and the industry takes place - this study aims to fill this gap through an exploratory study from emerging economies and in a greenfield and brownfield contexts. The findings from the two cases point towards (1) the role of intermediary organisations in developing the linkages, (2) the issue of capabilities of universities for supporting industry development and (3) university-industry linkages are different in greenfield and brown field developments. The paper presents the cases and discusses the findings and provides insights to cluster development officials and policy makers and implications to researchers for developing studies of university-industry from a capabilities and context perspectives.

유럽연합의 ICT기반 수산업 구조개선 현황 (European Union System of Fisheries Management Based on Information and Communication Technology)

  • The fishing industry in Europe has faced environmental, economic, and social challenges. Since the early 2000s, a key tool in addressing these challenges has been information and communication technology (ICT), which has helped to modernize fishery systems in European Union (EU) countries. The ICT used in EU fisheries can be categorized broadly as 1) macro-technologies such as satellite and other remote sensing technologies in combination with geographical information systems, 2) micro-technologies adapted for fishing vessels such as echo sounders, ship navigation devices, and mobile communication devices to connect fishermen and consumers, and 3) onshore micro-technologies related to internet technology and mobile devices. The European Monitoring Center on Change has used ICT to effectively manage fisheries bio-resources. This use of ICT has contributed to the development of sustainable and competent fisheries in the 2000s, even though the knowledge-sharing practices involved are contrary to the long tradition of autonomy within the fishery industry.

  • The generalization of Internet use has been spreaded all over the world and impacted company to introduce intranet and extranet for their operation which dealt with electronic commerce. For these reason, endeavor of implementation of web site system is promotioned and enhanced the possibility of adaptation range for the view of company. Dramatic competition which company faced with the use of internet and request from all over the world made company brought company to various and different type of level. It is necessary to develop website system with experty knowledge to satisfy customer needs. To deal with this situation, works from the level of government should proposed to spread whole country business which propelled through kyungnam mechanic industry information promotion center. With strategic proposal concerning district characteristics to adapt electronic commerce successfully, information promotion should performed. Support of government is needed continuously to realize infra of ASP composed of 4,877 mechanic industry company. It might be possible to deal with international rapid change with cooperation of company and government related department.

Use of Ergonomic Measures Related to Musculoskeletal Complaints among Construction Workers: A 2-year Follow-up Study

  • Background: The physical work demands of construction work can be reduced using ergonomic measures. The aim of this study was to evaluate the use of ergonomic measures related to musculoskeletal disorders (MSDs) among construction workers. Methods: A questionnaire was sent at baseline and 2 years later to 1,130 construction workers. We established (1) the proportion of workers reporting an increase in their use of ergonomic measures, (2) the proportion of workers reporting a decrease in MSDs, (3) the relative risk for an increase in the use of ergonomic measures and a decrease in MSDs, and (4) workers' knowledge and opinions about the use of ergonomic measures. Results: At follow-up, response rate was 63% (713/1,130). The proportion of workers using ergonomic measures for vertical transport increased (34%, 144/419, p < 0.01); for measures regarding horizontal transport and the positioning of materials, no change was reported. The proportion of workers reporting shoulder complaints decreased (28%, 176/638, p = 0.02). A relationship between the use of ergonomic measures and MSDs was not found; 83% (581/704) of the workers indicated having sufficient knowledge about ergonomic measures. Lightening the physical load was reported to be the main reason for using them. Conclusion: Only the use of ergonomic measures for vertical transport increased over a 2-year period. No relationship between the use of ergonomic measures and MSDs was found. Strategies aimed at improving the availability of ergonomic equipment complemented with individualized advice and training in using them might be the required next steps to increase the use of ergonomic measures.

  • 4차 산업혁명을 견인하고 있는 AI와 빅데이터, 메타버스, 사물인터넷과 같은 디지털 기술들의 발전과 함께 RPA(Robotic Process Automation)의 발전은 기업과 소비자에게도 큰 발전과 변화를 가져왔다. 본 연구는 지속적 발전하고 있는 RPA의 현장 중에서도 조직 내의 인간과 시스템 간의 상호작용으로 연결된 분야인 콜센터의 상담 서비스에서 발생하는 다양한 현상에 주목하고 있다. 특히 복합적인 첨단 시스템과 전문운영집단의 결합으로 이루어진 콜센터 서비스영역은 이제 인공지능이 상담을 진행하는 단계까지 이르렀다. 이런 변화와 함께 RPA 조직 내에서 조직원들의 기술적 스트레스와 그 해결방안에서도 많은 변화가 있었다. 본 연구에서는 '보이지 않는 수고'로 표현되는 디지털그림자노동(Digital Shadow Work; DSW)과 '직무 외 조직에 도움이 되는 행위'인 조직시민행동(Organizational Citizenship Behavior; OCB)을 연구의 핵심으로 고려하여, RPA의 진화에 따른 기술 스트레스와 그 해결방안에서 나타나는 대표적인 심리적 기제를 제안하고자 한다. 본 연구는 DSW의 개념을 조직 내부와 조직 구성원에 대한 적용으로 확장한다는 점에서 연구적 공헌점이 있다.
