A Study on the Effect of Knowledge Sharing and Utilization on Field Project Performance

  • As the globalization of the global economy accelerates, entrepreneurs are increasingly interested in knowledge management processes such as sharing, utilizing, and learning within organizations to create and scale new knowledge to achieve sustainable growth and differentiated competitive advantage. Recently, domestic construction companies have been facing difficulties due to many unstable factors including domestic and foreign factors due to technological power enhancement and the decline of the construction industry due to the government's real estate regulation policy and the ongoing recession. The purpose of this paper is to investigate the effect of knowledge sharing and utilization on the performance of knowledge sharing and utilization in the field organization of domestic construction companies in this market situation. In this study, the structural equation model was used for empirical analysis. As a result of this study, it was confirmed that all variables except for the relationship between organizational culture and knowledge sharing and utilization had a positive effect.

  • Knowledge has been one of the key factors influencing the companies' competitive power. Domestic construction industries have introduced Knowledge Management from 1990s around major construction companies. However, construction organizations have recently give a skeptical response about Knowledge Management. The existing Knowledge Management in construction industries does not satisfy the demands of workers. Furthermore it makes workers do double business. Therefore, this study investigates the workers' satisfaction of Knowledge Management, and becomes the preliminary study to suggest how to improve Construction Knowledge Management.

Explorations of Evidence-based Policymaking (EBPM) for Reconciling Science and Policy: Developing a Conceptual Framework for Improved Understanding of EBPM in Wind Industry Emergence

  • This study explores how to reconcile science and policy in the wind energy sector by providing a conceptual framework for better understanding evidence-based policymaking (EBPM). Regarding this framework, the core issue is to discover how knowledge is formed over time, and which factors affect this knowledge formation. Comparative cases of wind industry emergence in Spain and Britain are examined. This analysis shows that knowledge formation initially starts in the scientific arena in parallel with its formation in the practical, and is followed by political knowledge formation near the beginning of commercial projects. Regarding knowledge formation, three more comparisons are made between wind industry emergence in Spain and Britain: the different approaches to R&D projects, the different adoptions of supporting measures, and the different ways of coping with public opposition. The factors affecting the comparisons are mainly perceptions of energy supply, nuclear power, environment and science and technology. Communication and unfamiliarity are likely to affect the comparisons in EBPM.

Development of a Tool to Measure Knowledge, Attitude and Behavior towards Irradiated Food (방사선조사식품에 대한 지식, 태도 및 행위 측정도구 개발)

  • The study is to develop a tool to measure knowledge, attitude and behavior towards irradiated food derived from three factors of 20 items in regard to the knowledge of irradiated food. The variances in explanatory power for the first, second and third factors were 43.1%, 12.0% and 9.9% respectively, which marked a total of 65.0%. As to the attitude towards irradiated food, one factor was derived from 4 items and this factor, the result of measurement scale analysis, was named "the attitude towards irradiated food". The variance in the explanatory power of this factor was 71.1%. In regard to the behavior towards irradiated food, one factor was derived from 5 items and the variance in its explanatory power was measured to 57.6%, that is total 57.6% was explained.

Analysis of Relative Combat Power with Expert System (전문가 시스템을 이용한 상대적 전투력 분석)

  • This paper's aim is to suggest the Expert System for analyzing relative combat power in ground operations. Since relative combat power analysis in terms of comparing combat power of friendly forces with one of the enemy can determine how the commander and staffs operate their unit afterwards, it requires fast and rational decision-making process. However, it has relied on manual method so far though Tactical Information Communications Network(TICN) into which numbers of applications can be loaded has been developed over a decade. 3 methods for analyzing relative combat power were expressed as mathematic rules to be used knowledge in the expert system after reviewing previous studies, and it studied how intangible power as well as tangible were reflected on total combat power. The expert system that will be built using EXSYS Corvid tool is expected to lessen error rate, provide faster decision-making, and reflect both intangible combat power and tangible one by using an appropriate weights in analyzing relative combat power. Next research filed includes how to build expert systems related with military personnel and intelligence areas for fast and rational decision-making processes.

Knowledge-driven Dynamic Capability and Organizational Alignment: A Revelatory Historical Case

  • The current business environment has been characterized as less munificent, highly uncertain and constantly evolving. In this environment, the company with dynamic capability is reported to be more successful than others in building competitive advantage. Dynamic capability focuses on the link between a dynamically changing environment, strategic agility, architectural reconfiguration, and value creation. Being characterized to be flexible and adaptive to market circumstance changes, an organization with dynamic capability is described to have high resource fluidity, which represents business process, resource allocation, human resource management and incentives that make business transformation faster and easier. Successful redeployment of the resources for dynamic adaptation requires organizational forms and reward systems to be well aligned with firm's technological infrastructures and business process. The alignment is considered to be an executive level commitment. Building dynamic capability is knowledge driven; relying on new knowledge to reconfigure firm's resources. Past studies established the link between the effective execution of a knowledge-focused strategy and relevant setting of architectural elements such as human resources, structure, process and information systems. They do not, however, describe in detail the underlying processes by which architectural elements are adjusted in coordinated manners to build knowledge-driven dynamic capability. In fact, understandings of these processes are one of the top issues in IT management. This study analyzed how a Korean corporation with a knowledge-focused strategy aligned its architectural elements to develop the dynamic capability and thus create value in the dynamically changing markets. When the Korean economy was in crisis, the company implemented a knowledge-focused strategy, restructured the organization's architecture by which human and knowledge resources are identified, structured, integrated and coordinated to identify and seize market opportunity. Specifically, the following architectural elements were reconfigured: human resource, decision rights, reward and evaluation systems, process, and IT infrastructure. As indicated by sales growth, the reconfiguration helped the company create value under an extremely turbulent environment. According to Ancona et al. (2001), depending on the types of lenses the organization uses, different types of architecture will emerge. For example, if an organization uses political lenses focusing on power, influence, and conflict. the architecture that leverage power and negotiate across multiple interest groups would emerge. Similarly, if an organization uses economic lenses focusing on the rational behavior of organizational actors making choices based on the costs and benefits of action, organizational architecture should be designed to motivate and provide incentives for the actors (Smith, 2001). Compared to this view, information processing perspectives consider architecture to be designed to maximize the capacity of information processing by the actors. Using knowledge lenses, the company studied in this research established architectural elements in a manner that allows the firm to effectively structure knowledge resources to form dynamic capability. This study is revelatory single case with a historic perspective. As a result of this study, a set of propositions and a framework are derived, which can be used for architectural alignment.

  • This paper proposes an enhanced distributed generation (DG) unit with an adaptive virtual impedance control approachin order to address the inaccurate reactive power sharing problems. The proposed method can adaptively regulate the DG unit thanks to the equivalent impedance, andthe effect of the mismatch in feeder impedance is compensatedto share the reactive power accurately.The proposed control strategy can be implemented directly without any requirement of pre-knowledge of the feeder impedances. Simulations are performed to validate the effectiveness of the proposed control approach.

  • This paper shows real-time control technique of voltage-reactive power using the fuzzy theory. Here, major benefits of applying the fuzzy set theory as follow. First, heuristic knowledge of operator has been used in the operation and control of power system. Second, difficulties in traditional multi-objective numerical solution methods have been solved. Also, to achieve optimizing process on the voltage-reactive power control conventional search method have been used.

  • The control objective of drum level of boiler in thermal power plant is to maintain drum level at constant setpoint regardless of disturbance such as main steam flow. The initial response of the drum level loop process is in a direction opposite to the final response. The drum level loop shows inverse response when the power is changed abruptly. We adopt fuzzy controller using knowledge base considering system dynamics for controlling drum level. Finally, the simulation result using the digital simulator for boiler system in Seoul Power Plant Unit 4 shows the validity of fuzzy controller.

  • Autonomous knowledge service, a fully-automated and pervasive service for knowledge acquisition and support based on the power of recent ITs is gaining tremendous interest more and more, as not only the level of users' intelligence increases but also the maturity of IT infrastructure improves. Conventional approaches of knowledge service, however, could not satisfy users because they usually provided undesired knowledge which had been acquired without considering users' want. In other words, knowledge acquisition and distribution were separately performed. This research, therefore, suggests an amended autonomous knowledge service framework by fully-automating the whole phases of knowledge life cycle, from knowledge acquisition to distribution. ASKs, the prototype system of this research, is also implemented by defining and specifying component technologies which constituently compose suggested framework. More user-friendly and applicable way of knowledge service will be derived and facilitated through this research.
