Recently, The government has been brought in the electronic document system. So, It's been increasing the job processing with the electronic approval and the distribution business. However because of the variety of the storage type of electronic document, it's expected many difficulties in the public-usage and etemity-preservation of the information later. also, There are several problems to manage electronic document system, for example, absence of the important function for managing records, etc. So, We propose the methodology as a way to solve several problems of managing electronic document in this paper. It grows the business which is produced in processing the electronic records management. The kind of document file produced by the government is various. Through introducing the standard format of document file, hereafter it has an effect on helpfulness in standardizing the electronic document system, and people recognize the situation of problem to append the important function of the preservation and usage for the electronic document system. The key task is to make the document system with keeping records and following functions according to the law of records management. As applying the standard electronic document system to manage records, the records of the processing section to the data center and then the records of the data center transfer to the government records and archives center. So, the records which be transferred can be preservative and available. The record, such as visual and auditory record which is not easy to digitalize, can be digitally preservative and available in the government records and archives center.
The study of flocculation kinetics is of fundamental interest in the field of water treatment, because rational study of the factors affecting the coagulation process should be based on the rate of particle growth. The effect of sulfate on flocculation kinetics were examined using ferric nitrate as a coagulant to coagulate kaolin clay in water under several experimental conditions. Both the particle size distribution data obtained from the AIA and the on-line measurement of turbidity fluctuation by the PDA were used to measure flocculation kinetics. Results show that sulfate ion added to the kaolin suspension played an important role in the flocculation process, not only improving flocculation kinetics at more acidic pH levels but also changing surface charge of particles. The kinetics of flocculation were improved mainly by the enhanced rate and extent of Fe(III) precipitation attributed to the addition of sulfate, and thereby, better interparticle collision frequency, but little by the charge reductions resulting from the sulfate addition. The increase in sulfate concentration beyond $3\times10^{-4}M (up to 2\times10^{-3}M)$ did not induce further improvement in flocculation kinetics, although the higher concentrations of sulfate ion substantially increased the negative ZP value of particles. Today Korean clothing companies are experiencing difficulties in the global market due to unfavorable business conditions including poor production environments, labor shortage, rising costs, the further opening of the domestic distribution market, and increased competition among them. As a result, this has caused many of Korean clothing companies to transfer their production bases abroad in search of relatively inexpensive labor force, instead of using domestic plants. This study attempted to examine how Korean clothing companies perceive production environments and labor standards with regard to their offshore outsourcing. In such an attempt, in-depth interviews were conducted with 24 brand-name clothing firms. Those interviewed firms were the brands for the domestic or foreign market that were found to produce more than 200,000 pieces of clothing per year, and also the group of interviewees included some promotion service providers. The key findings from this study are as follows: First, a large number of the interviewed clothing companies were found to manage their foreign contract manufacturers by "visiting their factories regularly on a seasonal basis" or "stationing their personnel in factory for management purposes." Second, in relation to quality control in their foreign manufacturers, the most frequent response was to "have personnel stationed in those manufacturers." A smaller number of the clothing companies answered that they had "engaged their production management teams in quality control from time to time," or "used their inspectors to inspect products." Third, when asked about labor standards in foreign contract manufacturers, the largest number of the clothing companies responded, "we apply our own standards." The results of this study suggest that most of domestic clothing companies still use offshore sourcing just as a means of reducing their initial labor costs. However, in the continuously changing environment of the global clothing industry, clothing businesses are required to escape from the early phases of their manufacturing environments and set up more globalized standards.
As globalization of communication is going on and as the media have become increasingly central to the world economy, media policy matters have become the province of world economic organizations like the IMF and the WTO. The WTO service negotiation is focused primarily on the discriminatory and quantitative barriers associated with the trade of audiovisual services. Domestic measures such as subsidization, content regulation including quotas, and licensing requirements and restrictions on foreign ownership and control are at issues here. These measures have been successfully implemented by countries wishing to withstand competition from the American audiovisual industry. The debate about trade in audiovisual services is permeated by the unstated assumption that these programs are pure commodities whose production, distribution, exhibition and in turn, values are solely determined by the market forces. It is therefore presumed that liberalization of trade in audiovisual services will benefit all, serving cultural pluralism and diversity as well as economic efficiency. However, this assumption is not shared by developing countries, the recipients of U.S. television material. They argue audiovisual sector requires a social and cultural approach, since it plays a key role in the preservation of people's identity and social bonds. They claim that it is the each state's right to define its media policy and to implement it through the means it considers fit. These clashing views over the nature of the audiovisual material and the ways in which protect cultural pluralism and diversity do not confine to be the realm of theoretical debate. Each state's interest and motivation to protect its local industry and to have a competitive advantage in the international market is working in this battle. Consolidation with the countries like Australia, Canada, and EU nations, in favour of cultural exemption, seems to be the best policy for us. However, we are not entirely free from the WTO pressures, considering relation to the U. S. This study analyzes Korean Broadcasting Law compared with those of other OECD countries and tries to propose some strategical guidelines facing WTO service negotiation in the area of broadcasting.
This study set the research model to examine the correlation between Word-of-Mouth constraint factors, efforts to negotiate pertaining to these, Flow and Word-of-Mouth intent based on the theory of leisure constrain when it comes to the correlation between consumers' Word-of-Mouth constraint factors and Word-of-Mouth. Correlation among the variables were verified in an empirical manner. Results of this study are summarized as follows. After verifying the hypotheses, all the hypotheses were adopted excluding the hypotheses of two results (Hypothesis 1, hypotheses 5). Detailed results regarding this are as follows. First, the following is the effect of the Intrapersonal Constraint and Word-of-Mouth constraint factors on the Word-of-Mouth constraint negotiation effort. Interpersonal Constraint and Structural Constraint exert positive (-) effect on the Word-of-Mouth constraint negotiation effort. In case of Intrapersonal Constraint, negative (-) effect was demonstrated. Thus, this was statistically significant although dismissed from hypothesis verification. Second, the following is the result of examining the structural correlation between Word-of-Mouth constraint negotiation effort, Flow and Word-of-Mouth. Word-of-Mouth constraint negotiation effort exerts positive (-) effect on the Flow, but it was not statistically effective in case of the Word-of-Mouth. Lastly, it is possible to see that the Flow plays the role of a medium since it exerted positive (-) effect on the Word-of-Mouth. Results of this study are expected to provide key theoretical and working level implications as well as general understanding of the Word-of-Mouth constraint factors, consumers' Flow and Word-of-Mouth.

Background: Forest edges create distinctive ecological space as adjacent constituents, which distinguish between different ecosystems or land use types. These edges are made by anthropogenic or natural disturbance and affects both abiotic and biotic factors gradually. This study was carried out to assess edge effects on disturbed landscape at the pine-dominated clear-cut area in a genetic resources reserve in Uljin-gun, eastern Korea. This study aims to estimate the distance of edge influence by analyzing changes of abiotic and biotic factors along the distance from forest edge. Further, we recommend forest management strategy for sustaining healthy forest landscapes by reducing effects of deforestation. Results: Distance of edge effect based on the abiotic factors varied from 8.2 to 33.0 m. The distances were the longest in $Mg^{2+}$ content and total nitrogen, $K^+$, $Ca^{2+}$ contents, canopy openness, light intensity, air humidity, $Na^+$ content, and soil temperature followed. The result based on biotic factors varied from 6.8 to 29.5 m, coverage of tree species in the herb layer showed the longest distance and coverage of shrub plant in the herb layer, evenness, species diversity, total coverage of herb layer, and species richness followed. As the result of calculation of edge effect by synthesizing 26 factors measured in this study, the effect was shown from 11.0 m of the forest interior to 22.4 m of the open space. In the result of stand ordination, Rhododendron mucronulatum, R. schlippenbachii, and Fraxinus sieboldiana dominated arrangement of forest interior sites and Quercus mongolica, Vitis amurensis, and Rubus crataegifolius dominated spatial distribution of the open area plots. Conclusions: Forest interior habitat lies within the influence of both abiotic and biotic edge effects. Therefore, we need a forest management strategy to sustain the stability of the plant and further animal communities that depend on its stable conditions. For protecting forest interior, we recommend selective logging as a harvesting method for minimizing edge effects by anthropogenic disturbance. In fact, it was known that selective logging contributes to control light availability and wind regime, which are key factors affecting microclimate. In addition, ecological restoration applying protective planting for the remaining forest in the clear-cut area could contribute to prevent continuous disturbance in forest interior.

Background: Studies on the pain have been dealing with many different ways for last several centuries. Especially, preemptive analgesia is being used as a method to control the postoperative pain. Many studies on its efficacy have been processed in different ways about various drugs, administration methods and times for various operations. And the value of preemptive analgesia are still controversial regarding the results of other clinical studies. The authors performed a clinical study on efficacy of preemptive analgesia using an non-steroidal anti-inflammatory drug (NSAID) for the surgical extraction of impacted third molar teeth and present the more effective pain treatment after oral surgery with literature review. Methods: Using a randomized double blind test design, this study compared the analgesic efficacies of an NSAID, Talniflumate 370 mg. This drug administrated first either 1 hour preoperatively (experimental group) or when the pain developed moderately to severely over 5 scale of verbal rating scales (0-10) to respective 30 patients undergoing the removal of impacted third molars. Pain intensity and the time from the end of surgery were assessed postoperatively whenever the patients demanded additional drug over 5 scale for forty eight hours using same verbal rating scales. Results: The sex distribution, the age of the patients. and the time required for surgery in two groups were similar. The average first time for demanding additional drug after surgery was 163.9 minutes in experimental group and 191.5 minutes in control group. At this time, the average pain intensity was 5.8 in experimental group and 6.1 in control group. And the average second time for demanding additional drug was 365.5 minutes in experimental group and 351.8 minutes in control group. At this time. the average pain intensities were 6.6 in experimental group and 6.2 in control group. No statistically significant difference was found between the average first times and second times, and the average pain intensities at first and second times in two groups. Conclusions: From these results the efficacy of preemptive analgesia used in this study was not appeared. This clinical study indicates that many NSAIDs administrated preoperatively in present practices have weak efficacy of preemptive analgesia for postoperative pain, thus the authors recommend that only postoperative analgesics are adequate without preoperative use of analgesics.

High population density in deltaic settings, especially in Asia, tends to increase and causes coastal flood risk because of lower elevations and significant subsidence. Large flood annually causes numerous deaths and huge economic losses. In this paper, an innovative technology of spatial satellite imagery has been used as tool to analyze the socio-economic flood-related damage in Mekong river basin. The relationship between nightlight intensity and flood damages has been determined for the period of 1992-2013 with a spatial resolution of 30 arc sec ($0.0083^{\circ}$), which is nearly one kilometer at the equator. Flow path distance was calculated to identify the distance of each cell to river network and to examine how nightlight intensity correlate to the area close to and far from river network. Statistical analysis results highlight the significant correlation between nocturnal luminosity intensity and flood-related damages in countries along the Mekong river (i.e., Cambodia, China, Lao PDR, Thailand, and Vietnam). This result reveals that the areas close to the river network correspond to high human distribution and causes huge damage during flooding. The result may provide key information to the region with respect to decisions, attentions, and mitigation strategies.
Photovoltaic (PV) modules are environmentally energy conversion devices to generate electricity via photovoltaic effect of semiconductors from solar energy. One of key elements in PV modules is "Backsheet," a multilayered barrier film, which determines their lifetime and energy conversion efficiency. The representative Backsheet is composed of chemically resistant poly(vinyl fluoride) (PVF) and cheap poly(ethylene terephthalate) (PET) films used as core and skin materials, respectively. PVF film is too expensive to satisfy the market requirements to Backsheet materials with production cost as low as possible. The promising alternatives to PVF-based Backsheet are hydrocarbon Backsheets employing semi-crystalline PET films instead of PVF film. It is, however, necessary to provide improved barrier property to water vapor to the PET films, since PET films are suffering from hydrolytic decomposition. In this study, a polyurethane adhesive with reduced water vapor permeation behavior is developed via a homogeneous distribution of hydrophobic silica nanoparticles. The modified adhesive is expected to retard the hydrolysis of PET films located in the core and inner skin. To clarify the efficacy of the proposed concept, the mechanical properties and electrochemical PV performances of the Backsheet are compared with those of a Backsheet employing the polyurethane adhesive without the silica nanoparticles, after the exposure under standard temperature and humidity conditions.
