SolarPACES is an international cooperative network bringing together teams of national experts from around the world to focus on the development and marketing of concentrating solar power systems (also known as solar thermal power systems). It is one of a number of collaborative programs, called Implementing Agreements, managed under the umbrella of the International Energy Agency to help find solutions to worldwide energy problems. Technology development is at the core of the work of Solar PACES. Member countries work together on activities aimed at solving the wide range of technical problems associated with commercialization of concentrating solar technology, including large-scale system tests and the development of advanced technologies, components, instrumentation, and systems analysis techniques. In addition to technology development, market development and building of awareness of the potential of concentrating solar technologies are key elements of the Solar PACES program. The Implementing Agreement specifies broad "Tasks," or thematic areas of work. SolarPACES currently has three ongoing tasks, focusing on concentrating solar electric power systems (Task I), solar chemistry research (Task II), and solar technology and applications (Task III). An Operating Agent, nominated by the ExCo, is responsible for overseeing the work of each task. Each task maintains a detailed program of work that defines all task activities, including their objectives, participants, plans, and budgets. In addition to technical reports of the activities and their participants, accomplishments and progress are summarized in the SolarPACES annual report. Many SolarPACES activities involve close cooperation among member countries (either through sharing of task activities or, occasionally, cost-sharing), although some cooperation is limited to sharing of information and results with other participants. In this paper, structure, works, and members of SolarPACES and Korean activies in the SolarPACES are introduced.
We employed two data assimilation techniques including MM5 Four Dimensional Data Asssimilation (FDDA) and Local Analysis and Prediction System (LAPS) to find out the effects of the changed inetial conditions on the wind fields simulation according to the objective analysis methods. We designed 5 different modeling cases. EXP B used no data assimilation system. Both EXP Fl using surface observations and EXP F2 with surface and upper-air observations employed MM5 FDDA. EXP Ll using surface observations and EXP L2 with surface and upper-air observations used LAPS. As results of, simulated wind fields using MM5 FDDA showed locally characterized wind features due to objective analysis techniques in FDDA which is forcefully interpolating simulated results into observations. EXP Fl represented a large difference in comparison of wind speed with EXP B. In case of LAPS, simulated horizontal distribution of wind fields showed a good agreement with the patterns of initial condition and EXP Ll showed comparably lesser effects of data assimilation of surface observations than EXP Fl. When upper-air observations are applied to the simulations, while MM5 FDDA could hardly have important effects on the wind fields simulation and showed little differences with simulations with merely surface observations (EXP Fl), LAPS played a key role in simulating wind fields accurately and it could contribute to alleviate the over-estimated winds in EXP Ll simulations.
컴퓨터와 인터넷의 발달은 전자상거래라는 새로운 거래관행을 창출하였고 기업과 개인들에게 경제활동의 모든 분야에서 매우 커다란 기회를 제공하게 되었다. 이에 따라 전자상거래는 세계무역에서 차지하는 비중이 날로 증대하고 있으며 그 영역도 점차 확대되고 있다. 전자상거래의 과정은 종래의 거래방식으로는 생각지 못했던 방식으로 계약이 체결되고 결제가 이루어지며, 상품이나 서비스가 이동되고 무역거래에 수반되는 각종 절차를 수행하계 된다. 따라서 과거의 법이론 및 사회제도 안에서 예측하지 못했던 많은 문제점들이 표출되었고, 이는 법적 제도적 불안정으로 인한 거래관련당사자들간의 분쟁의 야기 가능성을 의미한다고 할 수 있다. 본 연구에서는 전자상거래계약시 발생가능한 법적 제도적 문제 중에서 특히 계약의 성립과 관련된 여러 문제들을 다루어보고 이를 토대로 거래당사자들간에 발생가능한 실무적인 문제들의 해결방안을 몇 가지 제시하여 보았다.

Openings in slabs are usually required for many different applications such as aeriation ducts and air conditioning. Opening in concrete slabs due to cutouts significantly decrease the member stiffness. There are different techniques to strengthen slabs with opening cutouts. This study presents experimental and numerical investigations on the use of Carbon Fiber Reinforced Polymers (CFRP) as strengthening material to strengthen and restore the load carrying capacity of R.C. slabs after having cutout in the hogging moment region. The experimental program consisted of testing five (oneway spanning R.C. flat slabs) with overhang. All slabs were prismatic, rectangular in cross-section and nominally 2000 mm long, 1000 mm width, and 100 mm thickness with a clear span (distance between supports) of 1200 mm and the overhang length is 700 mm. All slabs were loaded up to 30 kN (45% of ultimate load for reference slab, before yielding of the longitudinal reinforcement), then the load was kept constant during cutting concrete and steel bars (producing cut out). After that operation, slabs were loaded till failure. An analytical study using finite element analysis (FEA) is performed using the commercial software ANSYS. The FEA has been validated and calibrated using the experimental results. The FE model was found to be in a good agreement with the experimental results. The investigated key parameters were slab aspect ratio for the opening ratios of [1:1, 2:1], CFRP layers and the laminates widths, positions for cutouts and the CFRP configurations around cutouts.
Permanent rental housing, the construction of which was strongly financed by the central government, is regarded as a social housing for those who fall within the lowest income bracket. Differing from "public rental housing", offered to tenants for sale after a five year rental period, this type of housing is intended for rental use on a long-tenn basis. At present, about 190,000 permanent rental housing units exist in Korea. According to a statistics, 15.6% of its residents did not pay their management fee and rental payment in 4 or more months in 2005, which places stress on the housing management. Based on the "eviction condition" stipulated in the tenancy agreement for permanent rental housing, a householder owning assets or a vehicle which is not used as his means of living, who is overdue with his management fee and rental payment for a long time, may be evicted from the house. However, there are many conflicts and problems between administrators/housing managers and residents in the process of enforcing this regulation. The purpose of this study is to explore the key issues associated with the present situation and the reasons why so many management fee and rental payment for permanent rental housing are overdue. For the purpose of research, data were collected from 10,990 permanent rental housing residents nationwide via a questionnaire survey in February 2007. One third of the respondents had an experience of more than 2 months overdue since they have moved in current residence. For further analysis, the respondents were divided into three groups, based on their working ability. The major finding showed that the group of respondents who have working ability required a more practical plan, such as employment, to have a sustainable life, while the other group of no labor force indicated a need for more housing allowance from the government. To suggest more specific alternatives for the subject of housing payment overdue, further comparison study should be performed between the residents of permanent rental housing and other low income tenants in private housing sector.
For complex flexible structures such as nets, the determination of drag forces and its deformation is a challenging task. The accurate prediction of loads on cages is one of the key steps in designing fish farm facilities. The basic physics with a simple cage, can be addressed by the use of experimental studies. However, to design more complex cage system for various environmental conditions, a reliable numerical simulation tool is essential. In this work, the current load on a cage is calculated using a Morison-force model applied at instantaneous positions of equivalent-net modeling. Variations of solidity ratio ($S_n$) of the net and current speed are considered. An equivalent array of cylinders is built to represent the physical netting. Based on the systematic comparisons between the published experimental data for Raschel nets and the current numerical simulations, carried out using the commercial software OrcaFlex, a new formulation for $C_d$ values, used in the equivalent-net model, is presented. The similar approach can also be applied to other netting materials following the same procedure. In case of high solidity ratio and current speed, the hybrid model defines $C_d$ as a function of Re (Reynolds number) and $S_n$ to better represent the corresponding weak diffraction effects. Otherwise, the conventional $C_d$ values depending only on Re can be used with including shielding effects for downstream elements. This new methodology significantly improves the agreement between numerical and experimental data.

This paper presents Artificial Neural Network (ANN) models for evaluating bond strength of deformed, plain and cold formed bars in low strength concrete. The ANN models were implemented using the experimental database developed by conducting experiments in three different universities on total of 138 pullout and 108 splitting specimens under monotonic loading. The key parameters examined in the experiments are low strength concrete, bar development length, concrete cover, rebar type (deformed, cold-formed, plain) and diameter. These deficient parameters are typically found in non-engineered reinforced concrete structures of developing countries. To develop ANN bond model for each bar type, four inputs (the low strength concrete, development length, concrete cover and bar diameter) are used for training the neurons in the network. Multi-Layer-Perceptron was trained according to a back-propagation algorithm. The ANN bond model for deformed bar consists of a single hidden layer and the 9 neurons. For Tor bar and plain bars the ANN models consist of 5 and 6 neurons and a single hidden layer, respectively. The developed ANN models are capable of predicting bond strength for both pull and splitting bond failure modes. The developed ANN models have higher coefficient of determination in training, validation and testing with good prediction and generalization capacity. The comparison of experimental bond strength values with the outcomes of ANN models showed good agreement. Moreover, the ANN model predictions by varying different parameters are also presented for all bar types.
At the $21^{st}$ Conference of the Parties (COP) of the United Nations Climate change Conference, representatives of the 195 member countries reached an agreement requiring all participating countries, including Korea, to establish proactive measures to fight climate change. Under this vision, energy network technologies are deemed as a key site of research towards meeting this goal. Herein, the headquarters of the Korea Institute of Energy Research (KIER) is a worthy site for carrying out energy network technology research insofar as it contains various heat sources. To prepare for this research, a study was conducted analyzing the heat sources at KIER based on measured data. The study also consisted of developeding simulation models to predict the amount of energy savings that could be derived by replacing an absorption chiller/heater with an absorption heat pump during winter seasons. In our simulation results, we observed a primary energy saving ratio of 65~72% based on the water temperature from the heat source of a coal power plant.
원격 의료 정보 시스템(TMIS; Telecare Medical Information System)은 편리하고 빠른 헬스 케어(health-care) 서비스를 제공한다. 원격 의료 정보 시스템을 위한 안전하고 효율적인 인증 및 키 합의 기법은 전자 환자 기록(EPR; Electronic Patient Record)을 안전하게 보호하고, 헬스케어 종사자와 의료진이 신속하고 정확하게 임상 의사결정(clinical decision)을 할 수 있도록 도와준다. Giri 등은 원격 의료 정보 시스템을 위한 스마트 카드(smart card)를 이용한 RSA기반 원격 사용자 인증 기법을 제안하였으며, 제안한 기법이 다양한 악의적인 공격에 강인하다고 주장하였다. 본 논문에서는 그들의 기법이 여전히 스마트 카드 분실 공격(lost smart card attack)과 재전송 공격(replay attack)에 취약함을 보이고, 그러한 단점을 개선한 기법을 제안한다. 기존의 원격 의료 정보 시스템을 위한 인증 기법들과 안전성을 비교한 결과를 보면, 제안한 기법이 더욱 안전하고 실용적이다.

This study reports on the geometry optimizations and electronic structure calculations for methyl pyropheophorbide (MPPa), tropolonyl methyl pyropheophorbides (TMPPa, ITMPPa), and cationic tropolonyl methyl pyropheophorbides ($TMPPa^+{{\cdot}BF_4}^-,\;ITMPPa^+{{\cdot}BF_4}^-,\;TMPPa^+,\;and\;ITMPPa^+$) using Local Spin Density Approximation (LSDA/ 6-31G*) and the Restricted Hatree-Fock (RHF/6-31G*) level theory. From the calculated results, we found that substituted cationic tropolonyl groups have larger structural effects than those of substituted neutral tropolonyl groups. The order of structural change effects is $ITMPPa^+ > ITMPPa^+{{\cdot}BF_4}^-$ > ITMPPa, as a result of the isopropyl group. Because it is an electron-releasing group, the substituted isopropyl group electronic effect on a 3-position tropolone increases the Highest Occupied Molecular Orbital and Lowest Unoccupied Molecular Orbital (HOMO-LUMO) energy gap. It was constituted that the larger the cationic characters of these photosensitizers, the smaller the HOMOLUMO band gaps are. The orbital energies of the cationic systems and the ions are stronger than those of a neutral system because of a strong electrostatic interaction. However, this stabilization of orbital energies are counteracted by the distortion of chlorin macrocycle, which results in a large destabilization of chlorin-based compound HOMOs and smaller destabilization of LUMOs as shown in TMPPa (ITMPPa), $TMPPa^+{{\cdot}BF_4}^- (ITMPPa^+{{\cdot}BF_4}^-),\;and\;TMPPa^+\;(ITMPPa^+)$ of Figure 6 and Table 6-7. These results are in reasonable agreement with normal-coordinate structural decomposition (NSD) results. The HOMO-LUMO gap is an important factor to consider in the development of photodynamic therapy (PDT).
